Abstract

The purpose of this study in full is to analyze the factors of Competence and Performance of Human Resources at the Papua Province Human Resources Development Agency (BPSDM) of Papua Province which have an effect on Papua's economic growth through training activities for the State Civil Apparatus. Descriptive analysis is used to determine the characteristics of respondents and respondents' descriptions of the dimensions of each research variable. In addition, this study uses an analysis of the effect of the quality of human resources on the performance of economic growth. The results of this research show the significant influence of the competence and performance variables of human resources on Papua's economic growth through training activities for the State Civil Apparatus which will be able to increase regional revenues. The findings of this study prove that the level of regional revenue in each period will be influenced by the quality of human resources. And there is a significant positive effect of the Papua Province Human Development Index on Papua's economic growth. Where with the increase in the Human Development Index of each Human Resources will increase the growth of the Papua Province. Based on the results of simultaneous testing, it is known that there is a significant influence on the potential of human resources, performance of human resources, and numbers from the Human Development Index which continue to grow and improve the growth performance of the Papua Province. Abstract

This study aims to analyze the development of the Bukit Tungku Wiri Doyo tourism sector in improving the local economy in Jayapura Regency. The research employs a qualitative descriptive method, with data collected through interviews and documentation. The analysis applies the Tourism Area Life Cycle (TLC) approach and SWOT analysis to identify internal and external factors. The results indicate that the tourism site has significant natural potential; however, its management remains suboptimal due to limited facilities and inadequate management systems. Recommended development strategies include improving infrastructure, strengthening management, and enhancing the involvement of government and local communities. Optimal development is expected to increase tourist visits and improve local community income. Keywords: tourism, local economy, SWOT, destination development

Abstract

This study aims to analyze the effectiveness level of Local Own-Source Revenue (PAD), Balance Funds, and Regional Expenditure, as well as to examine the partial and simultaneous effects of PAD and Balance Funds on Regional Expenditure in Central Mamberamo District from 2014 to 2023. The research uses secondary data from the Regional Financial and Asset Management Agency and applies effectiveness ratio analysis and multiple linear regression with SPSS. The results show that PAD effectiveness remains low and fluctuating, with no year achieving the effective category. In contrast, Balance Funds effectiveness improved consistently from less effective to effective in recent years. Regional Expenditure effectiveness is generally stable and effective. The regression analysis reveals that partially, PAD has a positive and significant effect on Regional Expenditure, while Balance Funds do not. However, simultaneously, both variables significantly affect Regional Expenditure. The study concludes that PAD plays a more dominant role than Balance Funds in influencing Regional Expenditure. The local government is advised to optimize PAD collection and allocate Balance Funds more productively to enhance regional financial independence. Abstract

This study aims to analyze the effect of government assistance and business capability on financial performance, as well as the differences in capital, turnover, and profit before and after government assistance in the Indigenous Cooperative of Muara Tami District. The study employed a quantitative approach using multiple linear regression and paired sample t-test methods on 38 cooperative members. The results showed that simultaneously, government assistance and business capability have a significant effect on financial performance. Partially, government assistance has no significant effect, while business capability has a positive and highly significant effect. The paired sample t-test results indicated significant differences between before and after assistance for capital, turnover, and profit. This study concludes that business capability is the dominant factor in improving the financial performance of indigenous cooperatives. The recommendation for the government is not only to provide physical assistance but also to strengthen human resource capacity through intensive training and sustainable mentoring, as well as to improve the mentoring ratio to be more ideal. Abstract

Penelitian ini bertujuan untuk menganalisis kinerja keuangan Pemerintah Kabupaten Jayapura selama periode 2015–2024. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif analitis berbasis data sekunder. Data penelitian diperoleh dari Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Kabupaten Jayapura berupa Laporan Realisasi Anggaran (LRA) dan Catatan atas Laporan Keuangan (CaLK) tahun 2015–2024. Analisis data dilakukan menggunakan rasio kinerja keuangan daerah yang meliputi rasio kemandirian keuangan daerah, rasio efektivitas, rasio efisiensi, rasio aktivitas, dan rasio pertumbuhan untuk menggambarkan kondisi pengelolaan keuangan daerah. Hasil penelitian menunjukkan bahwa kinerja keuangan Pemerintah Kabupaten Jayapura selama periode 2015–2024 masih menghadapi berbagai tantangan. Rasio kemandirian keuangan daerah menunjukkan tingkat kemandirian fiskal yang rendah dengan dominasi ketergantungan terhadap pendapatan transfer pemerintah pusat. Rasio efektivitas Pendapatan Asli Daerah (PAD) menunjukkan pola yang berfluktuasi dan cenderung mengalami penurunan pada akhir periode penelitian. Sementara itu, rasio efisiensi menunjukkan kemampuan pengelolaan anggaran yang relatif baik, meskipun terdapat peningkatan tekanan fiskal akibat pertumbuhan belanja yang lebih besar dibandingkan peningkatan pendapatan. Dari sisi aktivitas belanja, struktur anggaran masih didominasi oleh belanja operasi dibandingkan belanja modal yang bersifat produktif. Selain itu, rasio pertumbuhan PAD menunjukkan pola yang fluktuatif dan belum mencerminkan pertumbuhan fiskal yang berkelanjutan. Secara keseluruhan, hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Jayapura masih perlu memperkuat kapasitas fiskal daerah melalui optimalisasi PAD dan peningkatan kualitas belanja publik untuk mewujudkan kemandirian keuangan daerah yang lebih berkelanjutan.
