Abstract

Penelitian ini menyelidiki dampak kondisi trotoar terhadap keamanan dan kenyamanan pejalan kaki di Kabupaten Merauke, Papua Selatan. Urbanisasi dan pertumbuhan ekonomi yang pesat di wilayah ini telah meningkatkan permintaan akan infrastruktur yang lebih baik, khususnya fasilitas bagi pejalan kaki. Trotoar, yang sering dianggap sebagai komponen kecil dalam infrastruktur perkotaan, memainkan peran penting dalam memastikan keselamatan dan kenyamanan pejalan kaki. Penelitian ini berfokus pada tiga ruas jalan utama di Merauke: Jalan Raya Mandala, Jalan TMP, dan Jalan Brawijaya, untuk menilai sejauh mana kesesuaian kondisi trotoar dengan standar teknis yang ditetapkan oleh Kementerian PUPR (SE Menteri PUPR No. 18/SE/DB/2023). Penelitian ini menggunakan pendekatan metode campuran, menggabungkan survei kuantitatif dengan observasi lapangan langsung. Hasil penelitian menunjukkan adanya ketidaksesuaian yang signifikan antara kondisi trotoar yang ada dengan standar yang disarankan. Terutama, lebar trotoar yang tercatat 160 cm, lebih kecil dari standar minimum 185 cm, yang memengaruhi kenyamanan pejalan kaki, terutama di area dengan lalu lintas tinggi. Selain itu, ditemukan berbagai masalah seperti hambatan fisik dan fasilitas yang tidak memadai untuk penyandang disabilitas, yang menjadi faktor krusial yang mengurangi keselamatan pejalan kaki. Analisis statistik menunjukkan bahwa hambatan fisik dan konflik dengan kendaraan bermotor memiliki pengaruh besar terhadap minat pejalan kaki untuk menggunakan trotoar. Penelitian ini memberikan kontribusi penting terhadap pengembangan pengetahuan mengenai infrastruktur trotoar, terutama di daerah yang sedang berkembang, dan memberikan rekomendasi praktis untuk meningkatkan kondisi trotoar guna meningkatkan mobilitas pejalan kaki. Penelitian selanjutnya dapat mengeksplorasi pengaruh faktor cuaca terhadap penggunaan trotoar dan memperluas cakupan ke wilayah urban lain di Indonesia.

Abstract

The Papua Mountains region has extreme geographical challenges that have an impact on the high need for road infrastructure maintenance. This study aims to analyze the relationship between the value of the Pavement Condition Index (PCI) and Life Cycle Cost (LCC), and to consider estimated inflation and net present value (NPV) as the basis for long-term budget planning. The study was conducted on the Tiom–Kuyawage (4.6 km) and Tiom–Balingga (2.7 km) roads in Lanny Jaya Regency. The PCI value in Tiom–Kuyawage has decreased significantly from 89.19 (2023) to 58.30 (2025), while Tiom–Balingga remains high at 87.44 (2025). The projected total maintenance cost for 20 years (2025–2045) shows a need of IDR 201.42 billion for Tiom–Kuyawage and IDR 122.62 billion for Tiom–Balingga. However, if calculated based on present value (NPV), assuming inflation of 3.09% and an interest rate of 5.04%, the actual need will be IDR 105.75 billion and IDR 64.58 billion, respectively. These findings suggest that the deterioration of road conditions (PCI) directly raises the cost of maintenance (LCC), and that the use of an NPV-based financial approach is important for budget efficiency. This study recommends a road maintenance strategy based on actual conditions, to be carried out periodically in the mountainous Papua region.

Abstract

Access to clean water is a fundamental need for supporting healthier and cleaner living conditions, which is critical for achieving the Millennium Development Goals (MDGs). In East Sarmi District, Sarmi Regency, the community relies on surface water, groundwater, and untreated rainwater as primary sources of raw water. This study aims to evaluate the potential of these water sources to meet health standards and the community's future water needs. The research focuses on the condition of the Sewan River, a significant water source in East Sarmi District, and its capacity to fulfill the clean water demands. The study uses SWOT analysis to assess the potential of the Sewan River as a reliable source. The findings reveal that the required clean water in Sarmi District by 2043 is 1.46 liters/second, which is equivalent to 0.0016 m³/day. The Sewan River currently provides 198 liters/second, indicating that its water supply is more than sufficient to meet future needs. Furthermore, both the community and the local government support the development of water resources in the region. This research contributes to identifying sustainable water sources and offers recommendations for improving water management in East Sarmi District to meet health standards and enhance the quality of life.

Abstract

An irrigation area is a unit of land that receives water from a single irrigation network, consisting of the area to be irrigated and the main structure of the irrigation network. There are various types of irrigation, such as surface irrigation, swamp irrigation, and pump irrigation, which are used to support agriculture. The irrigation areas in Jayawijaya Regency are managed by local farmers, using a rudimentary irrigation system that relies on rivers and rainwater. Considering the potential of existing natural resources, the performance of Jayawijaya Regency's irrigation areas needs to be optimised to increase local rice production to meet the region's food needs and boost farmers' incomes. Geological conditions in an area are the result of changes in rocks due to plate tectonic processes. Plate tectonics is the relative movement between one plate and another. When the plates move, the distance between two locations on different plates gradually changes. Changes in the geological structure are indicated by the distribution of folds and faults around the movement of the plates. This is what happened in Jayawijaya Regency, where its position is on the Indo-Australian Plate, the Eurasian Plate, and the Pacific Plate, causing the distribution of rock types (lithology types or stratigraphic units, whether igneous, sedimentary, or metamorphic rocks) and stratigraphic relationships.

Abstract

The development of road construction projects in West Papua Province is very important to support regional economic development. However, these projects often face challenges that can affect the performance of project implementers. This research aims to identify the influence of internal and external factors on the performance of road construction project implementers in the region. The research method used is a descriptive method with a quantitative approach, where data is collected through questionnaires distributed to project implementers. Data analysis was carried out using regression techniques to determine the relationship between the variables studied. The research results show that internal factors such as project team competency and risk management, as well as external factors such as weather conditions and government regulations, have a significant influence on the performance of project implementers. This research concludes that to improve the performance of road construction projects in West Papua, there needs to be an increase in aspects of internal competence and management as well as adaptation to unexpected external conditions.
