Abstract

Untuk meningkatkan pembangunan ditingkat desa, maka diperlukan dalam memperkuat pemerintahan desa, supaya makin mampu menggerakkan masyarakat dalam partisipasinya terhadap pembangunan serta melaksanakan administrasi yang secara meluas dan efektif.Dalam rangka peran serta kerja pemerintah daerah maka dikeluarkanlah Undang-Undang No. 32 tahun 2004 tentang Pemerintah Daerah yang berdasarkan perkembangan hukum dan politik untuk mewujudkan penyelenggaraan pemerintahan daerah yang lebih baik dan akuntabel sesuai dengan aspirasi masyarakat. Pemerintah desa sebagai ujung tombak pemerintah yang merupakan akronim dari pemerintah pusat dimana berafiliasi langsung dengan masyarakat diharapkan dapat secara efektif dalam menjalankan tugas-tugas pemerintah sebagai pemerintah yang berada di desa guna terwujudnya pembangunan disegala bidang. Selanjutnya penulis dapat merumuskan masalah sebagai berikut, bagaimana kinerja aparat pemerintah desa dalam penyelenggaraan Pelayanan Publik di Desa Nagarapageuh Kecamatan Panawangan Kabupaten Ciamis ?Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Dalam penelitian ini yang menjadi informan adalah  sebanyak 10 orang yang terdiri dari 5 orang petugas aparat desa dan 5 orang tokoh masyarakat.  Teknik pengumpulan data adalah studi kepustakaan, studi lapangan (observasi dan wawancara). Teknis analisis data melalui langkah-langkah yaitu reduksi data, penyajian data dan menarik kesimpulan/verifikasi.Penelitian ini bertujuan untuk mengetahui kinerja aparat pemerintah desa dalam penyelenggaraan pelayanan publik di Desa Nagarapageuh Kecamatan Panawangan Kabupaten Ciamis. Secara umum dapat dijelaskan bahwa dalam mewujudkan efektivitas pelayanan umum dari aparat pemerintah terhadap warga masyarakat pengguna jasa pelayanan melalui kualitas disiplin kerja aparat pemerintah yang memadai, maka birokrat di tingkat kecamatan mampu memberikan pelayanan kepada masyarakat secara efektif.Kata Kunci: Kinerja Aparat Desa, Pelayanan Publik

Abstract

Tujuan diadakannya kegiatan pengabdian kepada masyarakat ini adalah untuk memberikan pelatihan kreativitas masyarakat berupa inovasi produk makanan dan menciptakan peluang usaha bagi masyarakat desa. Metode yang digunakan antara lain metode ceramah untuk memberikan pengetahuan sedangkan metode demonstrasi digunakan untuk memberikan pelatihan kreativitas pembuatan produk sebagai prduk unggulan. Kegiatan ini dilaksanakan selama 2 (dua) bulan, dimana terdapat beberapa tahapan kegiatan, antara lain: (1) observasi awal; (2) pengagendaan kegiatan; (3) pelaksanaan kegiatan; (4) pendampingan manajemen usaha; (5) evaluasi akhir, dan; (6) pemantauan khusus yang keberlanjutan. Hasil dari pengabdian ini antara lain: 1) terbentuknya kelompok yang sadar akan pentingnya berwirausaha, 2) terbentuknya inovasi baru di sektor kuliner berupa keripik pisang rumput laut, dan 3) terciptanya produk unggulan desa.

Abstract

Penelitian ini dilatarbelakangi oleh adanya permasalahan yang menunjukkan bahwa strategi pengembangan usaha kerajinan hata oleh Dinas Pariwisata dan Kebudayaan di Desa Bojong Kecamatan Parigi Kabupaten Pangandaran belum berperan secara optimal. Adapun tujuan penelitian ini adalah sebagai berikut untuk mengetahui strategi pengembangan usaha kerajinan hata oleh Dinas Pariwisata dan Kebudayaan. Metode yang digunakan dalam penelitian ini adalah deskriptif analisis. Informan sebanyak 7 orang. Teknik pengumpulan data adalah studi kepustakaan, studi lapangan (observasi dan wawancara) dan dokumentasi. Penulis mengunakan teknik analisis data kualitatif melalui pengolahan data hasil wawancara dan observasi untuk ditarik kesimpulan sehingga dapat menjawab permasalahan dalam penelitian. Berdasarkan hasil penelitian diketahui bahwa : strategi pengembangan usaha kerajinan hata oleh Dinas Pariwisata dan Kebudayaan belum optimal hal ini dikarenakan kurangnya Dinas Pariwisata dalam memperhatikan empat tingkatan strategi dalam mengembangkan usaha kerajinan hata sehingga masih banyak pengrajin hata yang kesulitan dalam memperoleh bantuan permodalan karena sulitnya mengakses perbankan untuk menambah modalnya selain itu pengrajin hata masih kesulitan dalam memasarkan kerajinannya karena tidak memiliki pasar yang jelas serta kurangnya hasil kerajinannya dapat bersaing di pasaran karena memang selain tidak memiliki merek dagang juga kurang dikenal dipasaran karena kurang dipromosikan. Begitupula dengan hasil observasi yang dilakukan diketahui bahwa kerajinan yang dihasilkan oleh pengrajin kurang dikenal di masyarakat selain itu kurang ditunjang dengan sarana dan prasarana yang mendukung kegiatan usaha. Permasalahan lain yang menyebabkan kerajinan hata kurang berkembang disebabkan oleh kurangnya pemahaman pengrajin hata tentang pentingnya izin usaha. Oleh karena itu maka perlunya Dinas Pariwisata dan Kebudayaan Kabupaten Pangandaran untuk melakukan berbagai strategi dalam mengembangkan kerajinan hata di Pangandaran mengingat potensi wilayah yang cukup baik untuk dapat mengembangkan kerajinan hata karena dari segi bahan baku melimpah dan mudah didapat serta sebagai salah satu tujuan wisata maka kerajinan hata dapat dijadikan ciri khas Kabupaten Pangandaran. Oleh karena itu maka Dinas Pariwisata dan Kebudayaan perlu melakukan kerjasama dengan Dewan Kerajinan Nasional Daerah Kabupaten Pangandaran untuk mengembangkan pengrajin hata sehingga kegiatan usahanya lebih berkembang.

Abstract

Today the government is required to organize clean, service-oriented, and efficient governance. However, in reality, corruption, collusion, and nepotism have always been problems in government that are difficult to eliminate. Many factors affect the decline in the quality of governance, one of which is the work culture. Work culture is the behavior or habits of employees in the work environment. Therefore, to improve employee performance in government administration, an effective work culture is needed so that it can have a positive impact on employee performance. In this case, the Regional Government of the City of Banjar applies the work culture of the Core Value ASN BerAKHLAK to each regional apparatus organization within the work environment of the Regional Government of the City of Banjar including the Regional Secretariat of the City of Banjar. The purpose of this study was to analyze the implementation of the Core Value ASN work culture implementation BerAKHLAK at the Banjar City Regional Secretariat. The research method used is a descriptive method with a qualitative approach. Data collection techniques are observation, interviews, documentation, and literature studies. Based on the results of the research, the implementation of the work culture of the Core Values of ASN with Morals at the Regional Secretariat of the City of Banjar has gone quite well, however, it is necessary to increase employee awareness and joint commitment in implementing the work culture of the Core Values of ASN BerAHLAK at the Regional Secretariat of the City of Banjar. Abstract

  The low performance of employees is not only influenced by career development and compensation from the company, one of which is the work motivation factor for most employees, where employees still do not feel motivated by what they have obtained while carrying out their duties as employees. Performance compensation based on employee motivation will have an impact on service satisfaction and has an important role in improving employee performance. The research method used is descriptive qualitative method. The calculation of absenteeism as the effect of performance-based compensation on employee motivation is measured from the list of employee attendance and absences or absenteeism conducted at Al Arif Hospital, Ciamis district.

Abstract

Micro, Small and Medium Enterprises (MSMEs) are business activities that are able to expand employment opportunities and provide broad economic services to the community, and can play a role in the process of equalizing and increasing community income and play a role in realizing national stability, especially economic stability. Strategy is an integrated plan designed to achieve certain goals, taking into account existing resources and the surrounding environment. This research is motivated by the lack of business capital owned by MSME owners, limited human resources, lack of market place for MSME marketing and lack of provision of facilities from the village government. The formulation of the research problem is What is the Village Government's Strategy for Organizing Micro, Small and Medium Enterprises in Sukajadi Village, Sadananya District, Ciamis Regency? The method used in this research is qualitative research methods. The data collection techniques are using interviews, observation and documentation. Data processing/analysis techniques in this research are data reduction, data presentation and data validity. This research was carried out in Sukajadi Village, Sadananya District, Ciamis Regency.

Abstract

Economic development carried out at the Village level is the duty and obligation of the Village Government starting with identifying potential, grouping resources, empowering groups or individuals so that they are able to independently develop their potential. The aim to be achieved is to describe the development of creative industry-based community businesses in Saguling Village, Baregbeg District, Ciamis Regency. The research method used by the author is descriptive qualitative research, so that data collection was carried out by carrying out literature studies and field studies (with interviews and observations) and analysis was carried out using data triangulation. This research was carried out in Saguling Village, Baregbeg District, Ciamis Regency. Based on the results of interviews and the author's observations, creative industry-based community business development in Saguling Village, Baregbeg District, Ciamis Regency has not been implemented optimally. This is due to the discovery of problems, including the limitations of business actors in competing with the same competitors, making them unable to survive, then also not wanting to switch to digitizing business products, making business development difficult, and also limited levels of productivity due to limited business capital. business actors are unable to develop.

Abstract

This research was motivated by the lack of optimal sustainable development in the health sector in the village of Lightninghilir, Baregbeg subdistrict, Ciamis district. The issue of creating a healthy and prosperous society is not an easy matter, so there is a need for cooperation between the village government and each posyandu cadre in each hamlet. This research is descriptive research with a qualitative approach. The data in this research consists of primary and secondary data. The informants in this study were 7 people. Data collection techniques through literature study, interviews, field observations and documentation. Data processing or analysis techniques through data reduction, data presentation and drawing conclusions. The results of this research are: 1) Analysis of Sustainable Development Goals (SDGs) in the Health Sector in Petirhilir Village, Baregbeg District, Ciamis Regency, the results show that the strategy has been implemented but not optimally. 2) The obstacles faced are the lack of capacity of implementing cadres who carry out SDGs data collection to the community and also the public's awareness of the importance of health is still lacking, communication is not running well, the community's economy is limited, and the public is less aware of the importance of health. 3) The efforts made are that the Village Government seeks to coordinate with the community health center to prepare implementing human resources that focus on the health sector by improving environmental quality and optimizing counseling and also the duties of community development cadres and village assistants to carry out house visits.

Abstract

The emergence of information and communication technology has brought a significant change to various sectors of life, one of which is the Micro, Small and Medium Enterprises (MSMEs) sector. Therefore, of course, it has become a necessity as well as an obligation for local governments to create a more adaptive and innovative MSME ecosystem. Digitalization is one of the alternatives in maintaining the sustainability of MSMEs themselves, especially in Banjar City. This article aims to describe the importance of developing a digital MSME ecosystem in Banjar City and its correlation with activities carried out by the People's Welfare Section of the Banjar City Regional Secretariat. The method used in this study uses qualitative research with a phenomenological approach. The data in this article is sourced from relevant literature and from the author's observations while involved in activities carried out by the People's Welfare Section of the Banjar City Regional Secretariat. This article concludes that in the context of developing a digital MSME ecosystem, the Banjar City Regional Government has made the necessary efforts to create the ecosystem. These efforts are carried out by building solid collaboration and synergy between various related stakeholders who contribute, in terms of facilitation, concepts and ideas. In addition, there is a need for monitoring and evaluation efforts so that the activities carried out by the People's Welfare Section of the Banjar City Regional Secretariat can remain on the desired plans and goals. This digital MSME concept can bring the economic sector in Banjar City to a better stage so that it can compete at the global level and have an impact on its own local communities.

Abstract

Developing village tourism potential is an important strategy in increasing tourist attraction. The villages have unique cultural, natural and traditional riches, which can be a major attraction for tourists. This research aims to examine the role of developing village tourism potential in increasing tourist attraction. The research method used is literature study and secondary data analysis. The research results show that developing village tourism potential involves various aspects, such as preserving local culture, infrastructure development, tourism promotion, and involvement of local communities. Developing village tourism potential can provide double benefits, namely increasing the income and welfare of village communities while maintaining the ecosystem and culture. With the right efforts, villages can become attractive tourist destinations for tourists, both domestic and international. This research underlines the importance of collaboration between government, the private sector and local communities in developing village tourism potential. In addition, effective tourism promotion and careful planning are very important in increasing the attractiveness of villages as tourist destinations.
