Abstract

Pembangunan pariwisata yang berkelanjutan dapat dipastikan membutuhkan partisipasi aktif dari semua pihak. Pariwisata yang berkelanjutan tidak akan terwujud tanpa adanya peran serta dari masyarakat lokal dan pelaku usaha di destinasi pariwisata tersebut. Paradigma pembangunan pariwisata berkelanjutan memiliki konsekuensi logis yaitu menjadikan masyarakat lokal dan pelaku usaha sebagai subyek pembangunan, bukan sekedar obyek pembangunan. Penelitian ini memberikan gambaran tentang bagaimana tingkat partisipasi masyarakat dan pelaku usaha di Destinasi Super Prioritas (DSP) Toba dengan lokus studi di 4 Desa antara lain; Desa Tomok, Desa Lumban Bulbul, Desa Lumban Gaol, dan Desa Siallagan Pindaraya. Jumlah responden dalam penelitian ini adalah 100 responden yang terdiri dari Pemerintah Desa, Kelompok Sadar Wisata (Pokdarwis), Pelaku Usaha, dan Organisasi Kemasyarakatan Desa. Hasil penelitian ini memperlihatkan bahwa tingkat partisipasi masyarakat dalam tahap perencanaan adalah 63% kategori sedang dan 37% kategori tinggi. Pada tahap pelaksanaan adalah 66% kategori tinggi dan 34% kategori sedang. Sementara pada tahap monitoring dan evaluasi tingkat partisipasi masyarakat 70% kategori sedang dan 30% kategori tinggi. Penelitian ini juga mengidentifikasi bahwa terdapat sebanyak 79% pelaku usaha di DSP Toba menggunakan modal usahanya sendiri sementara 21% lainnya modal dari pihak lain. Adapun kategori pelaku usaha di DSP Toba antara lain 47% usaha kuliner, 39% usaha kerajinan tangan, 7% penyediaan jasa, dan 7% lainnya adalah usaha lainnya.

Abstract

The deaf community in Indonesia continues to face psychosocial challenges that extend beyond communication barriers, including low self-esteem, limited social participation, and social stigma. While many Corporate Social Responsibility (CSR) initiatives focus on economic outcomes, little is known about their impact on psychosocial well-being. This study explores the psychosocial transformation experienced by members of the Deaf community through the PERINTIS Program, a CSR initiative of PT. Kilang Pertamina International RU VI Balongan, Indonesia. Using a qualitative case study approach, data were collected through in-depth interviews with the program participants, parents, and the implementation team. A three-stage thematic analysis (open, axial, and selective coding) was conducted. The findings indicate that prior to joining the program, the participants often showed signs of withdrawal, low confidence, and emotional instability. After engaging in barista training and mentoring within an inclusive community space, the participants reported increased confidence, stronger social relationships, improved emotional regulation, and greater motivation for the future. These changes were facilitated by a strengths-based, gradual empowerment process supported by mentors and an inclusive social environment. This study highlights the importance of integrating psychosocial dimensions into CSR initiatives, showing that empowerment goes beyond technical skill-building to include identity reconstruction and social recognition. The results contribute to disability studies, social work practice, and CSR policy and suggest that similar community-based models may foster more sustainable and inclusive empowerment.

Abstract

Penelitian ini bertujuan untuk mengkaji model pembelajaran inklusif berbasis pemberdayaan sosial bagi komunitas Tuli melalui studi kasus Program PERINTIS (Pemberdayaan Inklusi Teman Istimewa) PT. Kilang Pertamina International RU VI Balongan. Program ini memadukan pelatihan barista, pendampingan humanistik, dan interaksi sosial di kedai kopi inklusif sebagai ruang belajar bersama antara masyarakat dan penyandang disabilitas rungu-wicara. Pendekatan penelitian menggunakan metode kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen, lalu dianalisis menggunakan teknik thematic analysis. Hasil penelitian menunjukkan bahwa pembelajaran melalui pengalaman nyata (learning by doing), mentoring humanistik, dan ruang sosial inklusif mampu meningkatkan kepercayaan diri, kesadaran diri, dan kemampuan sosial peserta. Ketiganya membentuk Model Pembelajaran Inklusif Berbasis Pemberdayaan Sosial, yang tidak hanya menumbuhkan keterampilan kerja, tetapi juga menciptakan transformasi psikososial dan pengakuan sosial bagi komunitas Tuli. Penelitian ini menegaskan bahwa pendidikan inklusif merupakan proses sosial yang transformatif, yang dapat tumbuh melalui kolaborasi antara dunia pendidikan, komunitas, dan sektor industri.

Abstract

The objective of this study is describing tourism village development based on social empowerment. By using qualitative approach, data was collected and presented descriptively. This study assumes that the development of the tourism sector can provide income potential to families in the village and complement each other with agriculture sector. Tourism is a sector that has experienced rapid growth over the last few decades while contributing to poverty reduction in rural areas. The tourism sector is considered as a potential means for socio-economic development and regeneration of rural areas. This study seeks to contributes an understanding of the tourism village development strategy formulated and implemented. The results are as follows social empowerment is a required for developing a sustainable tourism sector. Based on that thing, tourism village development strategy must consider several factors, including; participatory tourism planning, capacity building and empowerment, also the usefulness of rural tourism for the community.
