Abstract

Russia launched a Special Military Operation (SMO) against Ukraine on February 24, 2022. The operation was based on Volodymyr Zelensky's planned membership of Ukraine to NATO in 2021. Vladimir Putin perceived the plan as a threat to Russia's core strategic interest in its national security. This decision has in fact put Russia on various international sanctions and condemnation. This study aims to explain the policy-making process that Vladimir Putin went through as president of Russia in that policy. The process will be analyzed using polyheuristic theory, which in its analysis is divided into two stages, namely the cognitive stage and the rational choice stage. This research is categorized as qualitative research with a descriptive analysis approach, utilizing secondary data. At the cognitive stage, there were three alternative options Putin had: the imposition of economic sanctions, continuing negotiations with the US, NATO, and Ukraine, and launching the military operation. Putin then decided to launch the military operation because it was considered rational to the interests of his domestic political dimension. This is aligned with the lexicographic decision rule identified at the rational choice stage, that Putin in deciding the SMO tends to ignore profits on other dimensions, such as the economy. Putin's preferred advantage corresponds to the support of the public and Russian elites, which is obtained by strengthening Russia's negotiating position against the United States, Ukraine, and NATO, and Russia's position as a great power.

Abstract

Micro, Small and Medium Enterprises (MSMEs) as business units in the community's economic activities must survive in the global economy. The demand in the dynamics of the global economy is the presence of sustainable products following the Sustainable Development Goals (SDGs) as a circular economy. It is necessary to strengthen the capacity of MSMEs to produce sustainable products to survive, especially in the global market with a circular economy that is economically and environmentally beneficial. This study and community service was conducted at one of the MSMEs in Agam, West Sumatra, named Kejulasi. Using the literature study method, field observation, and direct dialogue with the business owner, concluded that Kejulasi is still in the process of producing sustainable products. Beyond investment and technology, Kejulasi requires intervention from the government and academia despite the structural barriers arising from international agreements on trade liberalization. In conclusion, a more extensive initiative from the producer and social groups is needed, especially in forming cooperatives, digitalizing cooperatives, and cooperative-based dairy industry ecosystems that enable them to produce sustainable products and survive in the dynamics of the global economy.

Abstract

This paper attempts to analyze Bundo Kanduang in the success of the Covid-19 vaccination in West Sumatra. Vaccination progress is slow, so that West Sumatra became the second-lowest rank out of 34 provinces in Indonesia in administering the first and second doses of vaccine. This slow process is caused by several things, namely the limited stock of vaccines, the low acceptance of vaccines, and the absence of sanctions for vaccine refusals. The last two things are undoubtedly social challenges that can hinder program recovery in West Sumatra. Therefore, the active role of local actors such as Bundo Kanduang, the term for married women in Minangkabau, is needed to overcome these challenges. She became one of the leading local actors because the Minangkabau community in West Sumatra adheres to a matrilineal culture. This paper uses a qualitative method using primary and secondary data. To help interpret the data, we use the concept of gender identity. This concept identifies roles based on the identity and position of women in the social structure. This paper finds that the Minangkabau people believe that Bundo Kanduang is an influential figure so that Bundo Kanduang has the potential to succeed in the vaccination program in West Sumatra. Bundo Kanduang can play a role in the domestic and public spheres as an educator and model in the family and the community regarding Covid-19 vaccination.

ABSTRACT Designing a product means describing the ideas you have to solve a problem. By using the VDI 2221 method to design a product, there are at least 3 points that are included in the works that are made realistic, aesthetic, and ergonomic. In the manufacture of potato peeler machine aims to help business people with a simple way of working and low production costs. then the purpose of designing this potato peeler machine is to make an innovation of a potato peeler that is practical, energy efficient and inexpensive, to know the process of peeling the machine, to know the components and functions of the tool. With the VDI 2221 design method as the method used to solve problems and optimize the use of raw materials and production processes. In this method there are several stages of design between wish list, concept design, design of form and detailed design. The potato peeler machine is designed using solidwork for 3D. Abstract

On February 1, 2021, the military junta carried out a coup against the Myanmar government for alleged fraud in the November 2020 election which won Aung San Suu Kyi from the National Lead Democracy (NLD) Party. This coup directly impacted the security of Myanmar's neighboring countries and the international community, resulting in threats to the stability and sovereignity of ASEAN member states in Southeast Asia. This study aims to explain the stages of securitization carried out by Indonesia through President Joko Widodo and Indonesia Foreign Minister, Retno Marsudi, as part of ASEAN. These stages will be analyzed using the concept of securitization, which explains through two stages, raising the issue and convincing the audience. The method in this research uses qualitative method with descriptive approach that utilizes secondary data that has been found. This study found that President Joko Widodo and Indonesia Foreign Minister, Retno Marsudi securitized the issue against ASEAN member countries by making some efforts and giving various statements. These statements form an idea construction that the issue of Myanmar's military coup is a threat and requires collective emergency action. At the stage of raising the issue, Indonesia was the country that responded to the issue of the Myanmar military coup and was assisted by several functional actors outside the region. At the stage of convincing the audience, Indonesia held a bilateral meeting with the Prime Minister of Malaysia, a meeting with the Minister of Foreign Affairs of Myanmar, doing shuttle diplomacy and issued a series of statements to its audience. From this stage, it was found that Indonesia succeeded in legitimizing the issue of the Myanmar coup, thereby making ASEAN reach a consensus by holding the ASEAN Leader's Meeting (ALM) and forming five-point consensus. Keywords: Indonesia, Joko Widodo, Myanmar Military Coup, Retno Marsudi, Securitization.
