Abstract

The quantity of waste produced continues to increase every year, along with the increase in the population in a region. However, such improvements tend not to be comparable to their management capabilities. Through Jakstrada, 100% management can be achieved by 2025, but requires high community participation in order for the target to be achieved. Yogyakarta has a high growth rate of community-based waste management activities, especially Sleman Regency which until now has had 147 locations, with various forms of activities, such as waste banks, waste alms, TPS 3R and other forms of independent waste management. However, it is recognized that the growth has not been evenly distributed at the sub-district level (kapanewon) and the village (kalurahan). Based on the analysis obtained influence from the role of Independent Waste Management Network (JPSM) Sehati Sleman Regency as the parent organization. So that mapping the location, potentials and challenges is important to do, while restructuring the parent organization in order to provide performance in the process of mentoring, coordination and liaison with various stakeholders.

Abstract

Sampah masih menjadi tantangan di hampir setiap kota di Indonesia, salah satu penyelesaian yang dikembangkan adalah dengan melibatkan masyarakat untuk ikut bertanggung jawab terhadap sampah yang dihasilkannya, melalui program Pengelolaan Sampah Berbasis Masyarakat (PSBM). Program Studi Teknik Lingkungan (PSTL), Fakultas Teknik Sipil dan Perencanaan (FTSP) Universitas Islam Indonesia (UII) Yogyakarta mengambil peran dengan mendorong adanya matakuliah PSBM sebagai tindak lanjut dari matakuliah Pengelolaan Sampah. Banyaknya studi kasus di lapangan, membuat matakuliah ini didesain untuk dapat berinteraksi langsung dengan masyarakat, dalam rangka mengasah skill mahasiswa untuk merencanakan, mengidentifikasi masalah dan memformulasikan solusi. Namun, kondisi pandemi menyebabkan tujuan tersebut tidak tercapai dengan baik. Pengembangan pembelajaran ditujukan untuk dapat menjawab tantangan berupa kontruksi studi kasus, identifikasi hingga formulasi solusi dapat dilakukan dalam kelas daring (dalam jaringan), yaitu dengan menghadirkan metode GIS (Get-Identify-Solve), layaknya pembelajaran berbasis studi kasus di lapangan yang sebenarnya.

Abstract

Kuantitas sampah yang diproduksi terus meningkat setiap tahunnya, seiring dengan peningkatan jumlah penduduk di suatu wilayah. Namun, peningkatan tersebut cenderung tidak sebanding dengan kemampuan pengelolaannya. Melalui Jakstrada, ditargetkan pengelolaan 100% dapat dilakukan pada tahun 2025, namun membutuhkan peran serta masyarakat yang tinggi agar target tersebut dapat tercapai. Yogyakarta memiliki tingkat pertumbuhan kegiatan pengelolaan sampah berbasis masyarakat yang tinggi, khususnya Kabupaten Sleman yang hingga saat ini telah memiliki 147 lokasi, dengan bentuk kegiatan yang beragam, seperti bank sampah, sedekah sampah, TPS 3R dan bentuk pengelolaan sampah mandiri lainnya. Namun, diakui pertumbuhannya belum merata baik ditingkat kecamatan (kapanewon) maupun kelurahan (kalurahan). Berdasarkan analisis didapatkan pengaruh dari peran Jejaring Pengelola Sampah Mandiri (JPSM) Sehati Kabupaten Sleman sebagai organisasi induk. Sehingga pemetaan lokasi, potensi dan tantangan penting untuk dilakukan, sembari merestrukturisasi organisasi induk agar dapat memberikan performa dalam proses pembimbingan, koordinasi dan penghubung dengan berbagai stakeholder.

Abstract

Population growth of Yogyakarta City is increasing due to birth and immigrant numbers coming from outside the region. This can affect the amount of waste generated as of garbage disposal must be sufficient to accommodate lots of wastes. The purpose of this research is to identify and mapping the point of ilegal dumping locations, analyze policy on waste management and factor the cause of the emergence ilegal dumping. This research is using census method which is direct research location using Garmin 60CSx type GPS device. Then mapped using the GIS software ArcMap 10.4.1. The research are located in seven districts in Yogyakarta City, there are Gondokusuman, Pakualaman, Danurejan, Gondomanan, Mergangsan, Umbulharjo and Kotagede Subdistricts. The results showed that found 33 locations of ilegal dumping in seven research areas. The three factors causing the emergence of ilegal dumping are geophysical, anthropogenic, and population density each have an influence on the emergence of ilegal dumping but not too significant. Based on analysis of the technical regulations for the implementation temporary garbage dumps, 33 ilegal dumping were found does not eligible technical requirements for the implementation of temporary garbage disposal, and the existing regional regulations are considered implemented properly because still many ilegal dumping are found

Abstract

Kuantitas sampah yang meningkat seiring meningkatnya jumlah penduduk, namun belum diikuti dengan kemampuan pengelolaan yang baik. Keterlibatan semua pihak sangat dibutuhkan dalam mengatasi masalah sampah, salah satunya adalah yang dilakukan oleh JPSM Sehati Kabupaten Sleman, kelompok ini memiliki tantangan dalam mengelola pelaku pengrajin daur ulang agar memiliki tingkat produktivitas yang lebih baik. Aktivitas pengabdian ini dilakukan untuk melakukan pemetaan dan peningkatan kapasitas dari pengrajin, terutama dalam bidang produksi dan pemasaran. Dilakukan dengan metode pengumpulan data sekunder dan primer melalui wawancara dan observasi, dilanjutkan dengan peningkatan mekanisme produksi dan optimalisasi pemasaran produk. Program kurasi produk diikuti oleh 35 pengrajin dengan 65 item produk, dan lolos sebanyak 21 pengrajin dengan 34 item produk yang dipasarkan dengan mekanisme kerjasama dengan pihak ketiga. Peningkatan kapasitas terutama aspek produksi dan pemasaran dilakukan melalui webinar yang diikuti oleh 424 peserta, termasuk pengrajin terpilih. Dengan peningkatan kapasitas tersebut, pengrajin daur ulang di Kabupaten Sleman berpotensi mengelola sampah sebesar 1.138,8 ton/bulannya terutama untuk sampah yang berkategori low value (rendah nilai) yang selama ini berpotensi menjadi residu.

Abstract

The solid waste management system requires a community component that is directed through Community-Based Solid Waste Management (CBSWM) activities. One of the CBSWM activities in Indonesia is TPS3R (3R Waste Treatment Facility) or MRF (Material Recovery Facility). The fact on the ground was that many TPS3R management systems were not running optimally. This has the potential to hinder the sustainability of the TPS3R program. This sustainability can be assessed through proper instruments that measure program effectiveness. This research aims to develop an instrument for assessing the level of sustainability and experiment with it at TPS3R. The instrument is used to analyze the sustainability of the studied programs to determine which ones are feasible to continue. The instrument consists of 20 indicators, parameters, assessment scales, and weightings that are integrated into five aspects of waste management, including operational, technical, regulatory, community participation, financing, and institutional aspects. The research analysis method applied is the scoring method to assess the level of sustainability in TPS3R. The research was conducted at six TPS3R locations in Sleman Regency Yogyakarta. Experiments with the instrument revealed that each TPS3R received a distinct score and was classified according to the planned level of sustainability. The results of the sustainability level assessment are divided into three statuses: very sustainable, achieved by TPS3R Purwo Berhati with a percentage of 80%. Then, the sustainable status was achieved by TPS3R Brama Muda, TPS3R Mexicana, and TPS3R GIAAAAAT with percentages of 70%, 70%, and 78%, respectively. Finally, the status of fairly sustainable was achieved by TPS3R Ben Resik and TPS3R Randu Alas, at 58% and 57%, respectively. Based on the study's results, this instrument can be utilized in the sustainability assessment of TPS3R.

Abstract

Background: Community-Based Waste Management Programs have been carried out in various regions in Indonesia, including Waste Alms (sedekah sampah). However, some waste management in Indonesia is no longer active without knowing the cause. Therefore, it is necessary to conduct a sustainability assessment to identify areas for improvement. To carry out the assessment, a sustainability instrument is needed as an assessment tool.Aims & Methods: This research aims to compile sustainability instruments and conduct trials of these instruments. Sustainability instruments are based on five aspects of community-based waste management and consist of 18 assessment indicators and assessment parameters. The instrument is compiled based on several references obtained. The locations used for the trial of this sustainability instrument are six waste alms locations in Sleman Regency. The calculation method used to determine the sustainability class and calculate the total value is the weighting method.Results: The results of the sustainability instrument trial were obtained. The Sido Rukun Waste Alms scored 74%, the Taruna Bakti Waste Alms scored 75%, and the Sedyo Luhur Waste Alms scored 71%. The three waste alms are included in the sustainable class. Meanwhile, the Rukun Makmur Waste Alms, the Rukun Lestari Waste Alms, and the Permata Waste Alms all receive scores of 83%. These three waste alms are included in the very sustainable class. The results of the sustainability instrument trial indicate that the sustainability instrument prepared can be used for the assessment of waste alarms in the future.
