Abstract

This evaluation research was conducted to analyze and find out how the Permata Program was carried out in LLDikti Region I during the period 2016 to 2018. This research was conducted using a qualitative approach combined with the CIPP Evaluation Model (Context, Input, Process, and Product). The data collection consists of semi-structured interview method, literature study, and documentation. The informants of this study consisted of three elements; managers of the LLDikti’s HES Program, Managers of the HES Program at universities, and alumni of the HES Program. Informants were determined purposively, with special criteria coming from universities that were consistently active in the HES Program during the three years of its implementation. The results showed that the program has benefits for its participants and requires some improvements in its implementation. Program inhibiting factors: funding administration, control of input aspects; the availability of information of study program curriculum information, and communication between institutions. The supporting factor for implementing the Permata Program is the political will. Benefits of the Permata Program: the occurrence of scientific cultural exchanges to enrich and strengthen the uniqueness of each university; the occurrence of regional cultural exchanges to strengthen patriotism; gain student’s insight and experience; and probability of increasing the quality of study program accreditation.

Abstract

Abstract: Pandemic Covid-19 has had a direct impact on the world of education. The limitation of the crowd in community activities in public places causes the world of education to maximize the use of information and communication technology as a medium for distance learning or online. This encourages educators/ teachers to formulate alternatives for distance learning media by adapting them according to the conditions of available facilities and infrastructure, and mastering the use of a number of digital platforms that can be used as alternative learning media. This digital-based learning innovation training activity aims to introduce and assist the use of several digital learning media in one of the schools, namely SMK Lingua Prima Indralaya. Assessment of the success of the training held was carried out through a pretest and post-test. Assistance is carried out so that teachers understand and gain insight in formulating innovative learning methods in the implementation of the distance or online teaching and learning process. In this training, introduction and assistance were carried out related to the use of audio podcasts, maximizing the function of social media and also designing materials with attractive and innovative PowerPoint templates.Keywords: digital based learning; effective learning; pandemic period  Abstrak: Pandemi Covid-19 telah berdampak secara langsung terhadap dunia pendidikan. Dibatasinya kerumunan dalam aktivitas masyarakat ditempat umum menyebabkan dunia pendidikan harus memaksimalkan penggunaan teknologi informasi dan komunikasi sebagai media pembelajaran jarak jauh atau daring. Hal ini mendorong tenaga pendidik / guru harus merumuskan alternatif-alternatif media pembelajaran jarak jauh dengan cara mengadaptasinya sesuai dengan kondisi sarana dan prasarana yang tersedia, serta menguasai penggunaan sejumlah platform digital yang dapat digunakan sebagai media pembelajaran alternatif. Kegiatan pelatihan inovasi belajar berbasis digital ini bertujuan untuk melakukan pengenalan dan pendampingan penggunaan beberapa media pembelajaran digital di salah satu sekolah, yakni SMK Lingua Prima Indralaya. Penilaian terhadap keberhasilan pelatihan yang diselenggarakan ini dilakukan melalui pretest dan post-test. Pendampingan dilakukan agar para guru memahami dan menambah wawasan dalam merumuskan metode pembelajaran yang inovatif dalam pelaksanaan proses belajar mengajar jarak jauh atau daring. Pada pelatihan ini dilakukan pengenalan dan pendampingan terkait penggunaan podcast audio, memaksimalkan fungsi media sosial dan juga merancang materi dengan template powerpoint yang menarik dan inovatif.Kata Kunci: masa pandemi; pembelajaran berbasis digital; pembelajaran efektif

Abstract

Artikel ini bertujuan mengetahui manajemen pencegahan penyebaran COVID-19 di Universitas Sriwijaya sebagaimana di atur dalam Instruksi Rektor Universitas Sriwijaya Nomor 0122/2020 tentang Pencegahan Penyebaran Pandemi COVID-19. Peneliti mengadopsi pendekatan kualitatif. Data penelitian dikumpulkan melalui observasi, wawancara dan dokumentasi. Informan penelitian berasal dari dosen dan karyawan Unsri yang memiliki tugas tambahan sebagai Satuan Tugas Pencegahan COVID-19 di Unsri. Bertolak dari konsep manajemen yang dikembangkan Terry, peneliti menemukan bahwa Unsri sudah melakukan berbagai upaya terkait pencegahan penyebaran COVID-19. Peneliti merekomendasikan agar pengelola Unsri menyediakan masker di gerbang utama pintu masuk, baik di Kampus Palembang maupun di Kampus Indralaya, dan terus melakukan vaksinasi bagi seluruh dosen, pegawai, dan mahasiswa Universitas Sriwijaya.

Abstract

Penelitian kualitatif ini bertujuan mengetahui sejauh mana penerapan prinsip transparansi dalam penggunaan Dana Desa di Desa Talang Jaya Kabupaten Ogan Komering Ilir. Data dikumpulkan dengan observasi, wawancara dan studi kepustakaan. Peneliti melakukan wawancara tidak terstruktur kepada informan penelitian yang dipilih secara purposive dan terdiri atas aparatur pemerintahan desa. Hasil penelitian ini menunjukkan bahwa transparansi dana desa di Desa Talang Jaya belum maksimal. Hal ini disebabkan karena Pemerintah Desa Talang Jaya belum menginformasikan secara rinci pelaksanaan kegiatan penggunaan dana desa. Peneliti merekomendasikan agar Pemerintah Desa Talang Jaya memperbaiki strategi komunikasi mereka kepada warga masyarakat, khususnya yang berkaitan dengan pengelolaan dana desa.

Abstract

This study examines the implementation of the Government Internal Control System (Sistem Pengendalian Intern Pemerintah/SPIP) in the Palembang City Government and analyses how local government capability shapes its contribution to good governance. Using a qualitative approach with a grounded theory design, data were collected through interviews and document review involving the Inspectorate, regional apparatus organisations, and relevant oversight actors. Data were analysed using the interactive model of Miles, Huberman, and Saldaña. The findings show three main points. First, SPIP has been formally institutionalised and is procedurally active, particularly within the Inspectorate through validation, quality assurance, and monitoring routines. Second, implementation remains uneven across regional agencies and is often treated as an administrative requirement rather than an embedded managerial practice. Third, leadership commitment, supervisory capacity, human resource capability, inter-unit coordination, and organisational learning are the main factors influencing implementation quality. The study concludes that government capability plays a central role in linking formal internal control design to good governance outcomes. These findings suggest that strengthening SPIP requires adaptive institutional capability across government units.

Abstract

Study This aim for study dynamics institutional in empowerment village at a time compile strengthening institutional based development in the Regency Banyuasin. Research use approach qualitative with design studies case study to understand interaction inter-factors, social values and norms, and practice developing institutions​ in the empowerment process village. Data obtained through interview in-depth, observation field, and study documentation to actors strategic at the level village and government area.Results study show that implementation empowerment village Still tend oriented administrative and not yet fully push participation substantive society. Abstract

Researchers and practitioners have articulated that Organizational Factors and Individual Factors constitute pivotal elements in influencing the Willingness of Employees, specifically in the context of the State Civil Apparatus (ASN) to implement policies. The objective of this research was to assess the impact and quantify the extent to which the Core Values of ASN BerAKHLAK and ASN Motivation (Public Service Motivation) affect the willingness of ASNs to implement the policy regarding the utilization of the Integrated Discipline (I'DIS) application in the administration of ASN Discipline, both in a simultaneous and partial context. The sample population for this study comprised 67 ASNs employed within the Discipline Management Sub Division across 49 Personnel Working Units at Government Institutions situated within the jurisdiction of Regional Office VII of the Palembang National Civil Service Agency. The data were subjected to analysis through the application of Multiple Regression tests and Hypothesis testing utilizing SPSS Version 29.0. The findings from the analysis indicate that the Core Values of ASN BerAKHLAK and ASN Motivation collectively exert an influence on ASN's propensity to adopt the policy regarding the utilization of the I'DIS application in the management of ASN Discipline. Nevertheless, when examined individually, it is solely ASN Motivation that demonstrates a significant effect on ASN's willingness to implement the policy of employing the I'DIS application for the purposes of managing ASN Discipline.

Abstract

This study examines the reconstruction of public accountability in evidence management within law enforcement institutions through a relational–systemic governance perspective. The study employs a qualitative case study approach conducted at the Public Prosecutor’s Office of Palembang. Data were collected through in-depth interviews, observation, and document analysis involving prosecutors, evidence officers, administrative personnel, and institutional supervisors directly engaged in evidence management processes. The analysis focused on four principal accountability dimensions consisting of actors, objects, forums, and interaction mechanisms. The results reveal that accountability practices in evidence management remain predominantly procedural, hierarchical, and compliance-oriented. Accountability mechanisms mainly emphasize administrative reporting, inventory control, and procedural conformity, while broader dimensions such as transparency, public trust, collaborative governance, responsiveness, and organizational learning have not yet been optimally integrated. The findings further show that fragmented coordination among institutional actors, limited participatory accountability forums, and rigid bureaucratic communication mechanisms weaken accountability effectiveness and reduce institutional adaptability. This study develops the Relational–Systemic Accountability Model Based on Public Service (ARS–PP Model), which integrates collaborative institutional responsibility, public value orientation, participatory accountability forums, and adaptive interaction mechanisms into a unified accountability framework. The findings suggest that accountability effectiveness in evidence management depends on institutional integration, collaborative governance capacity, adaptive coordination systems, and public-oriented governance transformation.

Abstract

This study aims to analyze institutional dynamics in village empowerment and to formulate an institutional strengthening model based on public value in Banyuasin Regency. A qualitative approach with a case study design was employed to explore interactions among actors, values and norms, and institutional practices in village empowerment. Data were collected through in-depth interviews, observations, and document analysis involving key stakeholders at the village and local government levels. The findings indicate that village empowerment remains dominated by administrative orientation, with limitations in human resource capacity, low community participation, and weak internalization of public values. At the same time, opportunities for institutional strengthening emerge from resource availability, local potential, and multi-actor collaboration. This study proposes an institutional strengthening model that integrates structure, values, actors, and participatory processes to generate public value in the form of improved welfare, service quality, and public trust.

Abstract

Accountability is a fundamental principle in the provision of public services, including in the law enforcement sector. The management of evidence is not merely a technical-administrative function, but has direct implications for legal certainty, procedural justice, and public trust. This study aims to analyze the dynamics of accountability in evidence management at the Palembang District Attorney’s Office, identify its supporting and inhibiting factors, and formulate an accountability model to improve the quality of public services. The study employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and document analysis, and analyzed interactively using the framework of public accountability theory, the New Public Service paradigm, and principles of good governance. The findings indicate that accountability in evidence management has been implemented formally and administratively, but has not yet fully manifested as substantive accountability oriented toward public service. Accountability practices remain dominated by internal responsibility and procedural compliance, while transparency and access to information for litigants are still limited. This study proposes a public service–based accountability model for evidence management that is adaptive and collaborative in order to strengthen service quality and institutional legitimacy of the prosecution service.
