Abstract

This study aims to evaluate the implementation of the Electronic Logistics Immunization Monitoring System (SMILE) at the X Community Health Center using the Context, Input, Process, Product (CIPP) model. This research method is qualitative with a descriptive approach. There were 9 informants and data were obtained through in-depth interviews, observations, and document reviews, then analyzed using thematic analysis methods. Based on the results of the context aspect of the study, program needs have been adjusted to a region-based approach to facilitate monitoring of immunization targets, although there are still obstacles in certain target groups. Human resources and infrastructure input are available, but limitations in technical capabilities of officers, double workloads, and internet and electricity connections. The implementation process is in accordance with the SOP, but there are delays in data input due to double recording. The SMILE product has a positive impact on vaccine logistics management and facilitates monitoring of vaccine distribution. Thus, the implementation of the SMILE program at the X Community Health Center has been running quite well, but still requires improving the capabilities of officers, strengthening the network, and optimizing the reporting system to increase program effectiveness.

Abstract

Digital transformation in health services is an urgent need in the modern era, especially in increasing efficiency, transparency, and community satisfaction. This research aims to develop a digital transformation model at Siti Fatimah Hospital in South Sumatra by integrating aspects of continuous training to realize excellent service. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation studies. The results of the study show that even though the hospital has implemented the Hospital Management Information System (SIM-RS), various challenges, such as limited infrastructure, low digital literacy, and system fragmentation, still hinder the effectiveness of the transformation. Great opportunities remain open, especially in strengthening data-driven decision-making and expanding digital services to patients. The proposed ideal model includes five main components: digital leadership, continuous training, digital culture, collaborative systems, and an excellent service framework. This model emphasizes the importance of a holistic approach that combines technology, people, and public service values to create adaptive and inclusive health services.

Abstract

Abstract

This study aims to analyze the implementation of collaborative governance in sport tourism management and its contribution to local economic development in Musi Banyuasin Regency. This research employs a qualitative approach with a case study design using interviews, observations, and documentation. The findings indicate that sport tourism has contributed to local economic activities, including increased business opportunities and local income, although the impacts remain temporary and unevenly distributed. From a governance perspective, collaborative governance has involved government, private sector, and community actors, yet it has not been optimally implemented. Key challenges include weak alignment of goals, dominance of leadership, ineffective communication, and limited resource sharing. This study proposes an enhanced collaborative governance model by incorporating the Interaction and Involvement Actor (IIAT) dimension to strengthen actor interaction and participation. This model is expected to improve the effectiveness and sustainability of sport tourism management.

Abstract

This study aims to analyze institutional dynamics in village empowerment and to formulate an institutional strengthening model based on public value in Banyuasin Regency. A qualitative approach with a case study design was employed to explore interactions among actors, values and norms, and institutional practices in village empowerment. Data were collected through in-depth interviews, observations, and document analysis involving key stakeholders at the village and local government levels. The findings indicate that village empowerment remains dominated by administrative orientation, with limitations in human resource capacity, low community participation, and weak internalization of public values. At the same time, opportunities for institutional strengthening emerge from resource availability, local potential, and multi-actor collaboration. This study proposes an institutional strengthening model that integrates structure, values, actors, and participatory processes to generate public value in the form of improved welfare, service quality, and public trust.

Abstract

Human Immunodeficiency Virus (HIV) remains a major public health concern, particularly among key populations at substantial risk of infection. Pre-Exposure Prophylaxis (PrEP) has been recognized as an effective biomedical intervention for preventing HIV transmission and is recommended by the World Health Organization (WHO) as part of comprehensive HIV prevention strategies. However, the integration of PrEP into primary healthcare services in Indonesia remains limited due to various implementation challenges. This study aimed to analyze the opportunities and challenges of integrating PrEP into primary healthcare services for key populations in Indonesia using the Reach, Effectiveness, Adoption, Implementation, and Maintenance (RE-AIM) framework. This study employed a narrative review design. Literature published between 2019 and 2025 was identified through PubMed, Scopus, ScienceDirect, Google Scholar, WHO reports, UNAIDS reports, and Indonesian policy documents. Eligible publications were selected according to predefined inclusion criteria and synthesized thematically based on the five dimensions of the RE-AIM framework. The implementation of PrEP is influenced by individual, organizational, and health system factors. Major barriers include HIV-related stigma, limited awareness among key populations, inadequate healthcare workforce capacity, fragmented service integration, and sustainability concerns. Conversely, policy support, community engagement, healthcare workforce development, and integration into primary healthcare services provide important opportunities to strengthen PrEP implementation. Integrating PrEP into primary healthcare services has considerable potential to strengthen HIV prevention efforts in Indonesia. Improving service accessibility, organizational readiness, workforce capacity, monitoring systems, and sustainable financing mechanisms is essential for optimizing long-term PrEP implementation.
