Abstract

The high number of repatriations of Indonesian Migrant Workers (TKI) from abroad, especially through Tanjung Pinang City, Riau Islands Province, is a serious challenge for the Indonesian government in its efforts to protect migrant workers. This study aims to analyze the role of immigration in the process of repatriating Indonesian Migrant Workers in Tanjung Pinang in 2024 from an immigration law perspective. The research method used is quantitative normative with a normative and sociological juridical approach, through literature studies, interviews, and field observations. The results of the study show that immigration plays an important role in document checking, identity data collection, and immigration law enforcement to ensure that repatriation is carried out according to regulations and protects the basic rights of Indonesian Migrant Workers. The process of repatriating Indonesian Migrant Workers in Tanjung Pinang involves cross-sector coordination between Immigration, BP2MI, the Social Service, the Police, and other related agencies and faces various challenges such as limited shelter facilities and lack of identity data.  Efforts to prevent the departure of Indonesian migrant workers are also carried out through community education, document control, and tightening supervision at ports. This study recommends strengthening synergy between institutions and increasing protection and rehabilitation for Indonesian migrant workers who are repatriated, to reduce the number of non-procedural migrations and maintain the good name and safety of Indonesian citizens abroad.

Abstract

This study examines the role of the village government in developing village-owned enterprises within Numbing Village, Bintan Regency, utilizing an empirical qualitative design based on Ryaas Rasyid's theoretical framework of governmental functions. Primary data gathered through semi-structured interviews and field observations, combined with secondary administrative documentation from 2022 to 2026, reveal that the village administration actively regulates, dynamizes, and facilitates local economic initiatives through planning documents, deliberations, capital injections, and infrastructural support. However, empirical findings indicate that enterprise development remains constrained by limited managerial capacity, low community participation, administrative bottlenecks, and unfulfilled budgetary programs such as the 2025 food security allocation. The analysis demonstrates that while statutory mechanisms provide a legal foundation for village enterprises, operational success depends heavily on continuous capacity-building programs, transparent resource allocation, and direct field mentoring. Consequently, strengthening institutional sustainability necessitates adaptive administrative leadership, enhanced human resource readiness, and collaborative networks to transform village enterprises into effective drivers of sustainable rural economic independence and community welfare

Abstract

Artikel ilmiah ini bertujuan untuk melihat bagaimana tantangan yang dihadapi oleh BP3MI Provinsi Kepulauan Riau dalam menangani proses pemulangan Pekerja Migran Indonesia (PMI), terutama PMI berstatus non-prosedural dan ilegal. Pendekatan yang dilakukan adalah deskriptif kualitatif dengan wawancara mendalam terhadap pejabat BP3MI, mantan PMI, serta pihak terkait lainnya. Hasil penelitian ini menunjukkan bahwa BP3MI menghadapi kendala berupa maraknya PMI ilegal tanpa dokumen dan pelatihan, perbedaan sistem hukum antara Indonesia dan negara tujuan PMI, serta keterbatasan aksesibilitas dan koordinasi antarlembaga. Meskipun regulasi telah tersedia, implementasinya masih lemah karena kurangnya sosialisasi dan pengawasan. Penelitian ini menekankan perlunya pendekatan terpadu dari berbagai pihak untuk memperkuat perlindungan dan pemberdayaan bagi PMI.

Abstract

This study aims to examine and analyze the role of the Immigration Detention Center (Rudenim) in the management and handling of immigrants in Tanjungpinang City, as well as to identify the inhibiting factors faced by Rudenim in carrying out its duties. The research employs a descriptive qualitative method with a case study approach, using data collection techniques such as interviews, observations, and documentation. The findings indicate that Rudenim Tanjungpinang plays a strategic role in the processes of detention, transfer, repatriation, and deportation of immigrants, in accordance with the Decree of the Minister of Law and Human Rights Number M.01-PR.07.04. In addition to its administrative functions, Rudenim also strives to carry out its duties with a humanistic approach, especially in dealing with stateless individuals. The main challenges include the complex process of nationality identification. This study recommends enhancing inter-agency coordination and strengthening international cooperation to support Rudenim’s functions more effectively.

Abstract

This study analyzes the implementation of immigration protocols in handling immigration violation cases involving six Vietnamese foreign nationals apprehended by officers from Class I TPI Immigration Office Tanjungpinang in August 2024. The study aims to evaluate the effectiveness of immigration procedure implementation in handling visa and immigration document violations. The research employs a qualitative approach with case study methods, analyzing primary data from official reports and interviews with immigration officers, as well as secondary data from applicable immigration regulations. The findings indicate that the handling of this case has been in accordance with applicable immigration protocols, however challenges remain in inter-agency coordination and regulatory understanding by foreign nationals. This case emphasizes the importance of consistent immigration law enforcement and more comprehensive regulatory socialization to foreign nationals entering Indonesia.

Abstract

The ASEAN Maritime Outlook (AMO) represents a strategic initiative designed to strengthen maritime cooperation in Southeast Asia; however, its effectiveness largely depends on the dynamics of inter-actor networks involved in its formulation and implementation. This study analyzes the engagement and relationships among various actors—including states, donor agencies, international organizations, research institutions, and civil society—using an actor-network analysis approach and secondary data drawn from official documents, partner institution reports, and academic publications. The findings indicate that ASEAN’s maritime cooperation operates in a multi-level and collaborative manner, with Indonesia, Vietnam, and Singapore playing dominant roles, while non-state actors significantly contribute to the transnational dimension of maritime policy. The results suggest that the effectiveness of ASEAN’s maritime governance is shaped less by formal institutional structures than by the strength of adaptive and inclusive actor coordination, thereby enriching the discourse on contemporary regionalism from the perspectives of political science and international relations.

Abstract

Stunting remains a public health issue that requires effective policy implementation to address its prevalence. One of the efforts undertaken by the Government of Lingga Regency to reduce stunting rates is through the Toddler Family Development Program (Bina Keluarga Balita-BKB). However, the implementation of the program continues to face various challenges, particularly in East Lingga District, which records the highest stunting rate in Lingga Regency. This study aims to analyze the implementation of the Toddler Family Development Program (BKB) by the Health Office, Population Control, and Family Planning Agency of Lingga Regency using George C. Edward III’s policy implementation theory, which consists of communication, resources, disposition, and bureaucratic structure. The study employed a qualitative approach with a descriptive method. Informants were selected through purposive sampling and included officials from the Health Office, Population Control and Family Planning Agency, family planning counselors, BKB cadres, and mothers of stunted toddlers. Data were collected through interviews, observations, and documentation and were analyzed using the Miles, Huberman, and Saldaña interactive analysis model. The findings indicate that the implementation of the BKB Program has generally been carried out effectively. The dimensions of communication, disposition, and bureaucratic structure have supported program implementation through coordination, implementers’ commitment, and a clear division of responsibilities. Nevertheless, the resource dimension remains a significant challenge, particularly the limited number of cadres, inadequate counseling assistance that has not yet reached all villages, and insufficient Posyandu facilities and infrastructure. Strengthening human resources and improving supporting facilities are therefore essential to optimize the implementation of the BKB Program in accelerating stunting reduction efforts.
