Abstract

ABSTRAKPemetaan wilayah merupakan proses yang dilakukan dalam mengumpulkan data yang bertujuan untuk mengelompokkan sebuah wilayah berdasarkan keadaan sebenarnya dan menyajikan ke dalam bentuk peta. Kabupaten Aceh Jaya merupakan salah satu kawasan pesisir yang letaknya berdekatan dengan Samudera Hindia menjadikan wilayah ini menjadi salah satu wilayah yang memiliki potensi sumberdaya laut yang besar. Dalam melindungi kekayaan lautnya, Kabupaten Aceh Jaya juga memiliki petugas kearifan lokal atau yang lebih dikenal dengan nama Panglima Laot. Atas dasar ini perlu kiranya memetakan wilayah pengelolaan perikanan berdasarkan kearifan lokal dan memberikan informasi melalui sebuah peta yang mana menyelaraskan penggunaan alat tangkap dengan aturan kearifan lokal yang berlaku. Penelitian ini bertujuan untuk mendeskripsikan jenis penggunaan alat tangkap pada wilayah pengelolaan Panglima Laot Lhok - Lhok Kruet dan memetakan alat tangkap pada wilayah pegelolaan perikanan panglima laot lhok yang disesuaikan dengan kearifan lokal. Pengumpulan data dilakukan dengan wawancara dan pengamatan langsung dilapangan. Hasil penelitian menyatakan tedapat 4 (empat) jenis alat tangkap yang digunakan oleh nelayan Lhok Kruet yaitu bagan rakit, pancing ulur, pancing rawai dan jaring insang. Dalam penggunaan jenis alat tangkap yang dipakai memiliki wilayah operasi penangkapan masing-masing dan memilki aturan dalam penggunaannya dan jika ada yang melanggar aturan maka ada pula sanksii yang akan diterima yang diberikan oleh Panglima Laot Lhok Kruet. Salah satu tugas Panglima Laot Lhok- Lhok kruet adalah sebagai pengawas dalam berjalannya kearifan lokal yang terjadi. Kata Kunci: Alat tangkap, Kearifan local, Panglima Laot Lhok - Lhok Kruet  ABSTRACTMapping the region is a process which is done in collecting data that aims to classify a territory based on the actual state and presents into the shape of the map. Aceh Jaya Regency is one of the coastal area that is located adjacent to the Indian Ocean make this region became one of the areas that have the potential of marine resources. In protecting its wealth, Aceh Jaya Regency also has officers’ local wisdom or better known by the name of Panglima Laot. On this basis may need to map the region fisheries management based on local wisdom and provide information through a map which align the use of the fishing gears with the prevailing local wisdom rule. This study aims to describe the types of use of a fishing gears on the management of Panglima Laot Lhok - Lhok Kruet and mapped the fishing gearson the region Panglima LaotLhok Lhok Kruet of the fisheries areas lhok kruet tailored to local wisdom. Data collection was done with interviews and direct observation in field. The research stated there is a four (4) types of fishing gearswhich is used by fishermen lhok kruet. Lift net, hand line, long line and gill nets. In the use of this type of fishing gearsused has an area of operation interception each and have the rules in its use and if anyone violates the rules then there are sanctions that will be received by warlord given laot. Abstract

Penelitian ini bertujuan untuk mengetahui: 1) Profil dan mekanisme kerja di Unit PelaksanaTeknis Daerah (UPTD) Pelabuhan Perikanan Pantai (PPP) Lampulo Banda Aceh, 2) Pengaruh dari variabel kualitas pelayanan yang terdiri dari (bukti fisik, jaminan dan kepedulian) terhadap kepuasan nelayan. Penelitian ini dilakukan pada bulan April 2016. Metode yang digunakan dalam penelitian ini adalah metode survei dan wawancara dengan analisis deskriptif kualitatif dan kuantitatif. Teknik pengambilan sampel yaitu dengan purposive sampling dengan respondennya adalah nelayan. Analisis data menggunakanChi-Squaredengan programSPSS. Hasil penelitian menunjukkan bahwa berdasarkan 3 variabel yang diuji (bukti fisik, jaminan dan kepedulian), yang berpengaruh signifikan terhadap kepuasan nelayan adalah variabel kepedulian dengan nilai variabel kepedulian     p-0,0250,05. Kesimpulannya adalah variabel kepedulian berpengaruh signifikan terhadap kepuasan nelayan.   This is study was aimed to determine: 1) Profile and working mechanisms in Technical Implementation Unit Area Coastal Fishing Ports Lampulo Banda Aceh, 2) the influence of the variable quality of service consisting of (physical evidence, assurance and concern) to the satisfaction of fishermen. The study was conducted in April 2016. The method used in this study is a survey and interviews with quantitative descriptive analysis. The sampling technique is purposive sampling and fishermen as a key respondent. Data analysis using Chi-Square with SPSS. The result showed that based on 3 variables (physical evidence, assurance and concern), with significantly of fishermen in concern variable with show the value of concern p-0,0250,005. Variable of physical evidence and variable assurance not significantly show of p-0,4190,05, p-0,1940,05. The conclusion has reliability varies significantly influenced satisfaction fishermen.

Abstract

   Payang is one of fishing gear commonly used by the fisherman after lift net at Pelabuhan Perikanan Pantai (PPP) Carocok Tarusan of Pesisir Selatan District. This research aims to describe the catch unit of payang and analyze what factors affect production that produced by Payang. This research used a census method by taking data of all Payang fishing gear at PPP Carocok Tarusan. The analyze used as multiple linear regressions and data processing entirely used statistical application SPSS version 22.0 with Enter method.  Payang fishing gear at PPP Carocok Tarusan is operated by boat 5 GT and payang construction on left wing (left and right) is 20-25 meters, the net body is 10-20 meters, cod end as the spot for collecting fish catch has 5-8 meters, head rope and ground rope is 100 meters, and selambar strap for drawing fishing gear has 200 meters in length. Based on results processed with SPSS were obtained equation of multiple linear regression function on Payang fishing gear at PPP Carocok Tarusan as follow: Y = -58.747 + 11.625X1 + 4.707X2 - 13.244X3 - 1.644X4 + 5.915X5 + 23.693X6. Analysis of t-test showed that production factor of Payang fishing gear which has the positive effect on the catch result is the length of trip on fishing (X1), the amount of fuel (X2), and setting (X6).       Payang merupakan salah satu alat tangkap yang banyak digunakan oleh nelayan setelah bagan di Pelabuhan Perikanan Pantai (PPP) Carocok Tarusan Kabupaten Pesisir Selatan. Penelitian ini bertujuan untuk mendeskripsikan unit penangkapan alat tangkap payang dan menganalisis faktor-faktor yang dapat mempengaruhi produksi yang dihasilkan oleh alat tangkap payang tersebut. Metode penelitian yang digunakan adalah metode sensus yaitu semua alat tangkap payang yang ada di PPP Carocok Tarusan diambil datanya. Analisis yang digunakan adalah analisis regresi linier berganda dan pengolahan data secara keseluruhan menggunakan aplikasi statistika yaitu SPSS Versi 22.0 dengan metode Enter. Alat tangkap payang di PPP Carocok Tarusan dioperasikan dengan kapal berukuran 5 GT dan kontruksi payang bagian sayap (kiri dan kanan) mempunyai panjang 20-25 meter, badan jaring sepanjang 10-20 meter, bagian kantong sebagai tempat pengumpul hasil tangkapan mempunyai panjang 5-8 meter, tali ris atas dan tali ris bawah sepanjang 100 meter, dan tali selambar yang berfungsi untuk menarik alat tangkap mempunyai panjang 200 meter. Berdasarkan hasil output yang diolah dengan SPSS diperoleh bentuk persamaan fungsi regresi linier berganda pada alat tangkap payang di PPP Carocok Tarusan sebagai berikut: Y= -58.747 + 11.625 X1 + 4.707 X2– 13.244 X3 – 1.644 X4 + 5.915 X5 + 23.693 X6. Dari pengujian yang dilakukan dengan uji, dapat diketahui bahwa faktor produksi alat tangkap payang yang berpengaruh positif secara signifikan terhadap hasil tangkapan adalah lama trip penangkapan (X1), jumlah BBM (X2), dan setting (X6).

Abstract

Pelabuhan Perikanan Pantai Lampulo (PPP, Tipe C) sedang dalam proses pembangunan untuk mencapai target status Pelabuhan Perikanan Samudera (PPS, Tipe A) dalam kurun waktu 10-20 tahun mendatang. Informasi ini tentu menghadirkan domisili kapal berukuran besar ( 30 GT) di PPP Lampulo. Luas kolam pelabuhan merupakan fasilitas pokok yang menentukan daya tampung pelabuhan. Atas dasar ini dirasa perlu untuk meneliti kelayakan luas kolam PPP Lampulo kurun waktu 10 tahun kedepan untuk menghadapi kenaikan jumlah kapal penangkap ikan berukuran 30 GT sebagai persiapan pasca status PPS. Peramalan dilakukan terhadap jumlah kapal penangkap ikan menggunakan metode least square dan arus bongkar muat kapal menggunakan metode regresi linier sederhana. Hasil ramalan 10 tahun mendatang kemudian diselaraskan dengan rumus panjang dermaga dan luas kolam pelabuhan ideal. Identifikasi terhadap luas kolam PPP Lampulo yang sudah dibangun juga dilaksanakan sebagai pembanding antara kebutuhan luas kolam pelabuhan hasil peramalan dengan luas kolam pelabuhan yang sudah dibangun. Hasil penelitian menyatakan domisili kapal penangkap ikan 10 tahun mendatang di PPP Lampulo sebanyak 197 unit dan rata-rata perhari arus bongkar muat kapal 10 tahun mendatang sebanyak 3-6 unit. Kebutuhan luas kolam pelabuhan 10 tahun mendatang adalah 18 ha dengan panjang dermaga 1.624 m. Luas kolam PPP Lampulo yang sudah dibangun dinyatakan layak. Atas dasar pembangunan kolam pelabuhan yang belum selesai, maka peneliti merekomendasikan sketsa pembangunan untuk PPP Lampulo sesuai dengan kemampuan peneliti.   Pelabuhan Perikanan Pantai (PPP, Type C) are in the process of development to reach the target status of Pelabuhan Perikanan Samudera (PPS, Type A) within the next 10-20 years. This information certainly presents a large ship domicile ( 30 GT) in PPP Lampulo. Spacious outdoor port is the basic amenities define the capacity of the port. On this basis it is reasonably necessary to examine the feasibility of a vast outdoor PPP Lampulo 10 years ahead to cope with the increase in the number of fishing vessel measuring 30 GT in preparation for the post-war status of PPS. Forecasting of the number of fishing vessel using the least square method and the current loading and unloading of ships using a simple linear regression method. The results of the forecast 10 years later aligned with the for ideal length jetty and ideal spacious outdoor port formula. Identification of the broad pool of PPP Lampulo already built is also implemented as a comparison between the needs of the vast outdoor port results forecasting with spacious outdoor port that is already built. Research results stating domicile fishing vessel 10 years in PPP Lampulo as much as 197 units and average per day of ship loading and unloading flow 10 years as many as 3-6 units. Needs extensive outdoor port 10 years is 18 ha with a length Jetty 1,624 m Wide outdoor Lampulo PPP already built is declared viable. On the basis of the construction of outdoor unfinished ports, then the researchers recommend sketch development for PPP Lampulo corresponds to the ability of the researcher.

Abstract

Abstract. Each region has different boat sizes, fishing gear sizes, engine power, and fish agregating device (FAD)material, allegedly having different catches. The relationship between the length of the net, engine power, fishing vessel size, usually influences the catch of the fish. This study aims to determine the effect of fishing vessel size, engine power, net length and FAD material on catches volume. The study was conducted using descriptive methods conducted on 14 February-14 March 2019 in Idie Rayeak, Aceh Timur, Aceh Province. Data were analyzed  by multiple linear regression analysis. The results showed that engine power, net length and FAD material had a significant effect on the catch volume, while the fishing vessel size had no significant effect on the catch volume.Keywords: fishing vessel size, length of net, engine power, FAD material Abstrak. Setiap daerah memiliki ukuran kapal, ukuran alat tangkap, tenaga mesin, serta material rumpon yang berbeda-beda, diduga memiliki hasil tangkapan yang berbeda pula. Hubungan antara panjang jaring, tenaga mesin, ukuran kapal, biasanya berpengaruh terhadap hasil tangkapan ikan. Penelitian ini bertujuan untuk mengetahui pengaruh ukuran kapal, tenaga mesin, panjang jaring dan material rumpon terhadap hasil tangkapan. Penelitian dilakukan dengan menggunakan metode deskriptif yang dilakukan pada bulan 14 Februari - 14 Maret 2019 di perairan Idi Rayeak Aceh Timur, Provinsi Aceh.  Data dianalisis  dengan analisis regresi linier berganda. Fishery management is an activity that must be carried out to achieve sustainable fisheries. Fisheries management using the Ecosystem Approach to Fisheries Management (EAFM) approach is the sustainable use of fishery resources and protection of fish stocks in nature. One of the objectives of fisheries management in social and economic aspects is how fisheries can ensure the socio-economic welfare of the fishing community. Using fishing gear that is not environmentally friendly is one of the triggers for social conflict between fishermen and the uncertain selling price when the peak season of fish impacted the fishermen's economy. Therefore, the purpose of this research is to examine the socio-economic domain indicators from the aspect of EAFM-based coastal and marine resource ecosystem management. This research was conducted from January to February 2021, located in Simeulue District, Sub-District East Simeulue. The data collection method used in the study was interviews and field surveys. The determination of respondents is done by using a gradual sampling technique or stratified random sampling. Data analysis uses an ordinal-based Likert score of 1,2,3 for each indicator, namely the economic domain, fishery household income (RTP), savings ratio, asset ownership, and the social domain, namely stakeholder participation fisheries conflict and the use of local knowledge in fish resource management. Management status in East Simeulue District assessed the aggregate value of the economic domain in the medium category with a score of 48.3. Fishermen still earn less than the minimum wage, while in the social domain, it is in the excellent category with a score of 100 because fishermen, institutions, and related agencies work with each other. Keywords:EAFMEcosystem approachFishery management

Abstract

Abstract. Each region has different boat sizes, fishing gear sizes, engine power, and fish agregating device (FAD)material, allegedly having different catches. The relationship between the length of the net, engine power, fishing vessel size, usually influences the catch of the fish. This study aims to determine the effect of fishing vessel size, engine power, net length and FAD material on catches volume. The study was conducted using descriptive methods conducted on 14 February-14 March 2019 in Idie Rayeak, Aceh Timur, Aceh Province. Data were analyzed  by multiple linear regression analysis. The results showed that engine power, net length and FAD material had a significant effect on the catch volume, while the fishing vessel size had no significant effect on the catch volume.Keywords: fishing vessel size, length of net, engine power, FAD material Abstrak. Setiap daerah memiliki ukuran kapal, ukuran alat tangkap, tenaga mesin, serta material rumpon yang berbeda-beda, diduga memiliki hasil tangkapan yang berbeda pula. Hubungan antara panjang jaring, tenaga mesin, ukuran kapal, biasanya berpengaruh terhadap hasil tangkapan ikan. Penelitian ini bertujuan untuk mengetahui pengaruh ukuran kapal, tenaga mesin, panjang jaring dan material rumpon terhadap hasil tangkapan. Penelitian dilakukan dengan menggunakan metode deskriptif yang dilakukan pada bulan 14 Februari - 14 Maret 2019 di perairan Idi Rayeak Aceh Timur, Provinsi Aceh.  Data dianalisis  dengan analisis regresi linier berganda. Hasil penelitian menunjukkan bahwa tenaga mesin, panjang jaring dan material rumpon mempunyai pengaruh yang signifikan terhadap hasil tangkapan, sedangkan ukuran kapal tidak mempunyai pengaruh yang signifikan terhadap hasil tangkapan.Kata kunci: Ukuran kapal, panjang jaring, tenaga mesin, material rumpon
