Abstract

This study investigated Kelompok Usaha Bersama (KUBE) which was managed by women or Poor Women Business Group Program was a social service program in economic field which was under supervised by Ministry of Social Affairs of the Republic of Indonesia to eradicate poverty, where entrepreneurship as an important successful key indicator of their business. Entrepreneurship also occurred in social service agencies and has long described with terms such as new, innovative, flexible, dynamic, creative, and risk taking. However, entrepreneurship did not yet a business spirit by most KUBE in West Java Indonesia. One of great opportunity in KUBE business which was needed an entrepreneurial spirit was waste bank. Decentralized waste banks, trash banks, garbage banks or Bank Sampah as they are called in Indonesia are a new convincing concept for waste management. This study used a survey to investigate the perception of women's business group at West Java who joined in Kelompok Usaha Bersama (KUBE) on waste bank. The respondent of this study were 111 (one hundred and eleven) poor women who received business aid in form of money and goods for the development of their business activities. The waste bank was still not popular among KUBE’s member, they are set up in neighborhoods typically for about 1000 residents and are usually run by poorer people who wish to increase their income. Bank customers bring all non-organic waste to the banks where it was treated like a deposit. Transactions were recorded preferably in a bank book that the customer hold or alternatively in lists kept by the bank. Ministry of Environment of Indonesia promoted Waste Banks as the new strategic program. According to the Ministry, Garbage Management with a lot of positive impacts through the waste bank development program was inseparable from the participation of people, especially from the grassroots level.

Abstract

Cultural barrier often occur on electronic mutual business group (e-Warong), as is a social assistance program as a form of synergy between the Family Hope Program (PKH) and the Mutual Business Group/Kelompok Usaha Bersama (KUBE). Beneficiaries of social assistance can also make transactions on e-Warong using a Prosperous Family Card (KKS) through Electronic Data Capture (EDC). This unique program prioritizes the achievement of social and economic goals at the group level instead of individuals profit, one group consist of 10 people who have been assessed as independent and do not receive PKH assistance anymore. The previous results showed that the management ability of e-warong was still low, and it hindered the achievement of social and economic empowerment goals. Business failures are caused because they do not have a strong incentive to do business and situation is getting worse since the Covid pandemic. The aim and purposes are to asses cultural barriers in business practice of e –Warong, 2) To describe obstacles and efforts to overcome cultural, and 3. To describe practical and theoretical implications for the development of social welfare science. This study used a qualitative method with a case study approach and the data collection method was selected according to the following stages: 1) Determining the research topic, 2) Identifying secondary barrier, and 3) Explore the data sources through journals, archives, books, etc, 4) Finding and collecting data, 5) Analyze the data, and 6) Draw conclusions. Interviews were conducted with informants of e-warong and District Social Welfare Workers (TKSK) at e-Warong Karasak Bandung. The results showed there were three dimensions of culture, namely create the idea, sense of business and business intention. These three dimensions were still low especially in realizing business ideas, basically the cultural components should complement each other in conducting business to achieve goals. These findings directed to the recommendation for the supervisor of e-Warong Anugerah Sentosa to strengthening cipta-rasa-karsa (idea, sense and intention) as the basis for e-warong KUBE PKH business.

Abstract

Joint Business Group/Kelompok Usaha Bersama (KUBE) is a business scheme launched in 2010 by the Ministry of Social Affairs for underprivileged families who received social assistance from the Family Hope Program (PKH), with the idea that they will no longer depend on social assistance. KUBE has not yet achieved its goals due to low business management capabilities, weak entrepreneurial culture which has resulted low economic empowerment and performance level. This reason as an urgent need for research and development to analyze phenomena and find solutions for better KUBE performance. The aim of the research is to describe and analyze the value based management at KUBE in Bandung City. This research resulted a new findings related to the stages of determining the assumptions and legal basis used, formulating concepts and proving them into the analytical implementation of KUBE. This implementation was supported by the West Java Provincial Social Service Board in the form of providing data, information on the implementation of KUBE and facilitating the presentation of research reports. The method used is a qualitative approach with TKT at level 3. The main research output is publication on Sinta 1 or Sinta 4 and the additional outputs is a book chapter.

Abstract

The Ministry of Social Affairs implemented the KUBE (Kelompok Usaha Bersam) or known as micro business group which is managed and owned by beneficiaries of the Family Hope Program/Program Keluarga Harapan (PKH) by developing home business. This activity is accompanied by social work in sub district level under the coordination of Board of Social Service Regency with the duties and roles as person in charge during implementing the program for strengthening their entrepreneurship spirit so that they do not depend anymore on public assistance, this dependency is a manifestation of the culture of poverty. The aim is to describe the role of social work in strengthening entrepreneurship of KUBE. Research method used qualitative and data collection through interview. Data analysis used SWOT analysis to discover the appropriate strategy. The results showed that the role of social work in business supervising as an enabler, broker, mediator and educator need to be improved. The recommendation goes to institution related to KUBE development, higher education, community agent and Corporate Social Responsibility Program to strengthen the knowledge of social worker in micro business to improve spirit of social entrepreneurship and their business management. The role of social worker was very important to break cultural barrier in business development. Keywords: Cultural Poverty, Home Business, KUBE, Entrepreneurship, Social Worker
