Abstract

Introduction: MSMEs made a significant contribution to the Indonesian economy at the beginning of 2018. However, since COVID-19 has become a global pandemic, micro, small, and medium-sized enterprises (MSMEs) have been heavily impacted, due to a series of social restriction policies enacted by the government. In order to resolve issues, the government must assist and empower the MSME sector so that it can survive the pandemic. However, not many studies have been carried out regarding the extent to which empowerment policies by local governments have been effective in the field. Purposes of the Research: This study aims to determine the effectiveness of the legal policies in empowering the micro and small enterprises (MSEs) during the pandemic based on the case of Gowa Regency, South Sulawesi.Methods of the Research: This is an empirical normative legal research that uses primary and secondary data with descriptive and qualitative analysis.Results of the Research: The results show that the empowerment policy in South Sulawesi has been regulated in Provincial Regulation Number 7 of 2019 concerning Cooperatives and Small Enterprises, where there are ten forms of facilitating MSE empowerment. Even though it has established the Cooperatives and MSMEs Office, the Gowa Regency Government does not yet issue spesific regulations on the empowerment of MSEs. Based on field data analysis, it was found that several forms of empowerment facilitation had been received by the respondents but were not evenly distributed. Empowerment received mostly focused on capital facilitation, while ignoring other form of facilitations. Thus, the existing policies have not been implemented effectively. This is influenced by several factors such as legal substance that do not provide legal certainty; legal structure factors, including the lack of apparatus and supporting facilities; and cultural factors, such as pragmatic behavior and low awareness of MSE actors.

Abstract

Pesantren as a traditional Islamic educational institution in Indonesia, plays a strategic role in shaping the character and intellectual development of its students (santri). However, the dynamics of globalization and advancements in digital technology demand that pesantren innovate their learning models to remain relevant to contemporary needs. The integration of digital technology in pesantren education has become an imperative to improve educational quality, broaden access to learning resources, and strengthen the integration between Islamic values and 21st-century skills. This study aims to explore the role of digital technology in enhancing the quality of learning in pesantren, which have long been known for their conventional teaching methods. The use of digital tools and platforms such as e-learning, educational apps, and social media has demonstrated significant potential in enriching students' learning experiences. This research employs a qualitative approach using case studies of several pesantren that have adopted digital technologies in their learning systems. Data were collected through in-depth interviews, participatory observations, and document analysis related to the learning process. Thematic analysis was used to identify patterns in technology utilization, supporting and inhibiting factors, and its impact on the learning process and outcomes. The findings indicate that digital technology integration enhances student engagement, facilitates access to learning materials, and enriches teaching methods. In conclusion, digitalization in pesantren education offers great potential to improve learning quality, provided it remains aligned with Islamic values and local cultural contexts.

Abstract

In the 2024 local head elections, voters in 37 regions face a growing trend of single candidates. While voters can express dissent, the blank box option is often viewed as a mere procedural formality, with current regulations failing to address the negative impact of single candidates. This paper examines the protest vote as a form of voter engagement and explores its potential institutionalization as a solution to the single-candidate issue in local head elections. Using a normative approach, the research combines conceptual and legislative analysis, along with a qualitative review of existing literature. The protest vote, viewed from a political participation perspective, should not be seen as anti-political, but rather as a way for voters to voice dissatisfaction with the system or political elites. Few countries officially recognize the protest vote, but this study argues for its institutionalization through four measures: 1) ensuring the right to protest votes in local head elections, 2) recognizing blank, null, or spoiled ballots as valid votes, 3) defining empty boxes as "None of The Above" (NOTA) and preventing unsuccessful single candidates from re-running, and 4) protecting and encouraging campaigns for protest votes.
