Abstract

This research is a study of diplomacy which discussing about Russia's intervention process Reunification of the territory Moldova and Romania. The collapse of the Soviet Union in late 1980s surfaced a variety of movement due to the policy of political nationalism "Glasnost”. The nationalist movement emerged in the region of Moldova is the desire for the Reunification of Moldova with Romania. The process of Reunification Moldova come within the conflict, conflict arises from the region of Transnistria which is located to the East of Moldova who refuses to fears Reunification of Transnistria be minorities if Reunification occurs. War was not inevitable between Moldova and Transnistria Moldova Romania aided and assisted Russia Transnistria and Ukraine can beat Moldova and Transnistria are Defacto independence.In this research, the another uses the nation analysis level which focused on Russian intervention into Moldova region. This research uses a Neo-Realist perspective in internasional relation and uses theory conflict Wese Becker and intervention theory K.J Holsti.Transnistria conflict successfully thwarted an attempt Reunification of Moldova with Romania. Transnistria's independence de facto and Moldova can not embrace back Transnistria region. Abstract

In November 2009, Barack Obama inaugurated as the 44th US President switching the George W. Bush leadership in US. In his leadership, Obama declared to continue the GWOT (Global War on Terror) Bush strategy to counter the terrorism. The big differences between Obama GWOT and Bush is the on his order to closed the Guantanamo jail and to drag all US troops from Iraq. Many criticized the tariffs as a protectionist move by the China, because in recent years, the United States placed tariffs on one China infant industry with same reason. The focus of this research is to analyze the real motif China placed tariff on broiler chicken product from U.S. Are this have any reason connected to U.S placed tarif on China infant industry. This research uses Llyod Jensen - the Decision Making Theory related to individual level analysis which concern to leadership behavior as an effective element in decision making process and determining foreign policy. This research is Qualitative research which is used by library observation. The result of this research prove that there’s several factor that determining Obama decision making process on counter-terrorism. In Obama GWOT focus the invasion on Pakistan and Afghanistan switching the war on Iraq and Afghanistan. Bush so much influenced by the used of military forced against Al-Qaeda, while Obama bringing a concept of Smart Power using by the blend of hard and soft power.Keywords: Foreign Policy, Global War on Terror, Smart Power

Abstract

The ratification of Agreement between Singapore and The Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu on Economic Partnership (ASTEP) is worth to be examined. In one hand, Republic of China in Taiwan since its establishment has difficult situations in the international affairs by the fact that it doesn’t have political status as a country by de jure and by the One China Policy provided by Mainland China gives pressures to countries which have intention to make relationship with Taiwan. In the other hand, Singapore is a country that holding the One China Policy, since it have diplomatic relations to People’s Republic of China, and currently doesn’t have any formal diplomatic relation with Taiwan.This research has structured with the perspective of Neo-liberalism and supported with Cooperation Theory and then applied the concept of Interdependency. Formulation of all arguments, facts, and theoretical framework are guided by qualitative explanation methods. Scope of this research is Taiwan economic strategies within ASTEP along Singapore which is considered as nation-state in the methodology of International Relations.The Researcher has presented the result in this paper which explain why Taiwan making a bilateral trade agreement with Singapore and how Taiwan using its status and name as the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu instead of its official name Republic of China. This research has revealed the strategy of Taiwan to get involved in Asia Pacific Region’s trade affairs, and establish more of free trade agreements with other countries in Asia Pacific.Kata kunci: Free Trade Agreement, Bilateral Economic Partnership, Republic of China, Taiwan, Singapore, ASTEP, Asia Pacific.

Abstract

This study is an elaborate study of the Influence of Investment PT Aquafarm Nusantara for North Sumatera Economic Growth (2008-2010). The purpose of this study was to clarify the effect of foreign investment on economic growth in North Sumatera . According to Krugman is the Capital of Foreign Direct Investment is the flow of international capital from a country where companies establish or expand his company in another country. PT Aquafarm Nusantara is a multinational company from Switzerland engaged in the fisheries sector. PT Aquafarm has expanded its business in Indonesia since 1988 and decided to expand its business to North Sumatra since 1998.This research was developed based on the framework of neoliberalism perspective that is supported by the theory of foreign direct investment, as well as the level of analysis using multinational coorporationi as the main actor in international relations. The concept leads to qualitative methods and the study of literature as a source of information.The results of this study found investment by PT Aquafarm Nusantara to influence several sectors of economic growth in North Sumatra, among others, the development of investment value in the fisheries sector, increasing North Sumatra's economic growth by increasing foreign investment, reducing unemployment, reducing poorness in North Sumatra. From these result, it can mean that direct foreign investment provides benefits to the economy growth to the communities in North Sumatera both locally and to the goverment of Indonesia.Keywords: Effect, Foreign Direct Investment, Economy Growth, PT Aquafarm Nusantara, North Sumatera

Abstract

This research aims to explain The Indonesian National Police (INP) strategies in countering the cross-border narcotics smuggling by a international narcotics syndicates from Malaysia that occurred in the Riau region. Ditreserse Narcotics of the Riau Regional Police stated that there was an increase in the number of narcotics cases in Riau in 2015 to 2016. In 2015, there were 1,137 cases. Later on, 2016 became 1.425 cases . In this research, the author uses the perspective of Neorealism that focuses on the structure of systems, unit interactions, continuity and system changes. To bridge between the problem and the hypothesis, the author uses the level of analysis of the nation-state. Furthermore, this research uses the Universe Defense Strategy Theory from I Wayan Mudita based on the universal state defense strategy on the Indonesian Defense White Paper. The Indonesian National Police in countering the cross-border narcotics smuggling in the Riau region uses the internal and external strategies. The internal strategies are in the form of pre-emptive, preventive and repressive actions carried out by the interdiction agency of Riau Province. Besides, the external strategy, INP collaborates with The Royal Malaysia Police. The research finds that INP has a strong commitment in countering the cross-border narcotics smuggling in order to achieve the condition of Indonesia without drugs.Keywords: Strategy, The Indonesian National Police (INP), Countering, Narcotics Smuggling, Riau Region

Abstract

The plight of the Rohingya, an ethnic group in Myanmar who has been suffering an institutionalised persecution and discrimination since the administration of military Junta. The Rohingya is facing a serious threat of genocide, ethnic cleansing and crimes against humanity, while the government of Myanmar has failed in its primary duty to protect them as citizen.The sources of this research are obtained through literature review, other books, website, etc. The sources analysis is qualitative methode. This research uses a level analysis of international system, a perspective of constructivism that describes a solution due to the impact of human’s thought construction and a concept of constructive engagement as a solution of humanity crisis.Due to such failure, the responsibility to protect them falls on the international community included Indonesian to prevent the occurence of mass atrocities under the Constructive Engagemnet. The objective of this mini thesis are to provide an understanding of the plight of the Rohingya and to analyse the Constructive Engagement as a solution of crisis.Key Words: Constructive Engagement, Rohingya, Indonesia’s Policy.

Abstract

This research aims to review Indonesia efforts to enhance safety navigation and maritime environment protection in the Strait of Malacca. The strait of Malacca has geographical conditions are narrow, shallow and also considered as one of the strategic strait in the world. The high traffic and difficult geographical condition of the use by ships very vulnerable to the marine casualties. The Straits also has a risk on the marine environmentaldisaster, since the high number of ships which passthrough the Straits could result in pollution of the waters in the Straits. Indonesia as a littoral state in Malacca Strait collaborates with several countries such as Malaysia, Singapore and then make a forum to (membahas upaya) enhance safety navigation and prevent the disruption of Malacca Strait waters by oil spills from ships. The forum (dinamakan TTEG). From this forum collaboration (TTEG) several programs and project were produced like Marine Electronic Highway (MEH), Vessl Traffic System (VTS), Joint Hydrographic Survey, Voluntary Pilotage Service (VPS), and Maintenance of Shipping Navigation Assistance (SBNP).Keywords: Efforts, Littoral State, Enhance Safety Navigation, Maritime Environmental Protection, Malacca Straits

Abstract

This paper is a contemporary study that provides knowledge about the implementation of an international organization program in Pekanbaru, namely the Earth Hour program.This paper uses a conceptual foundation, by implementing the role of program implementation to see how big the implementation of the Earth Hour program is by focusing on specific areas. Supported by the theory of the role of international organizations, pluralist perspectives and the analysis of international organizations, as well as the concept of Environmentalism.Some implementations of the World Wide Found for Nature (WWF) in the Earth Hour Pekanbaru program are Advocacy strategies, Lobbying strategies, Networking Strategies, Visibility Strategies, Planning Strategies for Public Relations Campaigns, Crowdfunding and Crowdsourcing Strategies and communication strategies for environmental pollution campaigns in Pekanbaru City . Abstract

This study aims to look at Japan's response to the establishment of China's air defense (adiz) identification zone. Where China on November 23, 2013 announced it had set a unilateral air defense identification zone in most of the east China sea air region which included airspace above the senkaku islands which is currently being fierce with Japan. Besides the unilateral determination of the Chinese ADIZ zone, it also overlaps with Japan's ADIZ. Japan considers that this Chinese action has threatened the country's territorial security.This study uses the theory of foreign policy, the concept of security dilemma seen from the neorealist perspective. The level of analysis is the nation-state with Japan and China as the main actors. The type of research in this study is descriptive type and data collection techniques are library studies. Data is obtained through books, journals, scientific articles, official documents and internet media.The results of this study are that Japan, through its foreign policy, responded to China's ADIZ by rejecting the establishment of the Chinese ADIZ because it was considered to have threatened Japanese territorial sovereignty. In order to safeguard its territorial territory, the Japanese government tried to revive the Japanese military by conducting a re-representation of article 9 of the Japanese constitution which was the basis of Japanese military fascism after the Second World War defeat. Abstract

This Research is an ASEAN regional security study provides an analysis of the role of the ASEAN Maritime Forum (AMF) in maintaining maritime security is focused on cases of piracy in the Malacca Strait. Piracy is known as a violent act committed with the goal of having valuables of other people who do freelance sea or International Bodies and nationally. Where cases of piracy in the region of Southeast Asia, especially the Malacca Strait has increased from year to year, so piracy becomes an offense that requires the cooperation of ASEAN countries to eradicate this case.In this research uses the conceptual basis, with the concept of role (International Organisations) which here is AMF (ASEAN Maritime Forum), which is supervised by the organization of ASEAN as a regional organization that is still in contact area of the Straits. Backed by the International Organization level analysis and Theory of Constructivism, The concept leads to qualitative methods and library research for references.Some of the roles performed by the AMF is to be a forum for dialogue between ASEAN countries in resolving cases of piracy, increasing Capacity Building, as well as support the Confidence Building Measures (CBM) and Preventive Diplomacy and invite partners and the International Organization for keeping the Strait of Malacca and perform ngs meeting to discuss maritime security of Southeast Asia.Keywords: Piracy, Malacca Strait, AMF, Role, Security
