Abstract

Indonesia is an archipelago state composed of 1/3 of the land region and 2/3 oceans region. Indonesia has realized its own potential, Riau Island as region that 95 % concist of ocean is rich of fish supply but recently the fish population is under threat due to Illegal Fishing activity. Statistic say for 4 years from 2011- 2014 the the fishing production on this Province are keep dropping. Based on this fact Indonesia as mandated by its own law using the singking the persecutant ship policy to make a shock therapy effect to illegal fishing persecutant in Indonesia and to warn them not tokeep its activity. The policy success, in 2015 fish stock rising in Riau island Province and there is a rise in the export income. Many countries respond to this policy especially to countries were their citizen become the illegal fishing persecutant in Riau island Province. The top illegal fishing persecutant are Thailand, Veitnam, and Malaysia. But Malaysia actively respond to this policy because they try to get new information to know what are law sentenced to their citizen due to illegal fihisng activity in Riau Island Province.This research uses a neo-realism perspectife which is supported by foreign policy theory. This study also used a nation-state analysis level with a research focus on the Malaysia respond to Indonesia Sinking illegal fishing persecutant policy in Riau Island Province, and all of data, arguments, facts in this research afterwards using a qualitative explanation method.This research then formulates the answer of the research question related to how Malaysia respond to Indonesia Sinking Illegal Fishing Persecutant Ship in Riau Island Province with 3 indicators : Malaysia actively coordinating with Indonesia in Illegal Fishing persecutant information, Malaysia giving an Advocation help to their citizen detained by Indonesia related to Illegal fishing activity, and Repatriation in Riau Island on 2017 as symbol Malaysia acknowledge Indonesia Sovereignity and warn their citizen not to commit activity that against Indonesia law especially in Fisheries.Keywords: Respond, Policy, Illegal Fishing, Repatriation, Coordination.

Abstract

The 2020 acceleration of ASEAN Economic Community to be coming 2015 is one of the seriousness from the follow countries of ASEAN to realize the economic cooperation in Southeast Asia. Indonesia will be conforted the opportunity and defiance at once when the ASEAN free trade enfprced. To abuse the opportunity, Indonesia makes afforts in Micro, Small, and Medium Enterprises in Indonesia. Micro, Small and Medium Enterprises is one of important sector in Indonesia that have to empowered, because it gave significant contribution in Indonesia’s economic matter. Indonesia has prepare many various of program and wisdom to increase the Indonesia’s Micro, Small and Medium Enterprises and Small Medium Industry competitiveness to confront the ASEAN Economic Community 2015.This research, there are some things that can be concluded in the policies issued by the government in helping SMEs in particular to the craft of Batik Melayu Riau ; first, the creation of business climate, small and medium conducive to the performance indicators of the number of SMEs receiving facilities capital namely by members of training on ongoing basis, and the lend both bank and non-bank. The second, program is to improve the quality of institutional cooperation with the indicator increasing active cooperatives in the province of Riau. Namely to enable cooperatives in theregions so that the entrepreneurs were able to reach them. Thirdly the provincial government to help entrepreneurs to promote their product into and out of the country for example Malaysia, Singapore, Hongkong and others.Keyword : ASEAN Economic Community , Micro, Small, and Medium Enterprises , Batik Melayu Riau.

Abstract

Saudi Arabia is a rich country whose source of income is almost 90% comes from oil and gas. However, since December 2014 world oil prices plummeted to US $ 40 per barrel, previously had felt the world oil price above US $ 100 per barrel. In addition to the phenomenon of the world oil price drop caused by rising production of US Shale oil, the constellation of politics in the Middle East continues to heat up also trigger Saudi Arabia to reform its economy for Saudi Arabia off its dependence with oil by diversifying its economy and become a middle power country in the Middle East region And Arab countries. The Saudi Arabian Reform effort is contained in Saudi Vision 2030.Indonesia is one of Saudi Arabia's vital partners in realizing Saudi Vision 2030. The Saudi Arabian focus on economics in Saudi Vision 2030 is the Foreign Direct Investment Agenda (FDI). In analyzing the influence of Saudi Vision 2030 on the Saudi Foreign Direct Investment Agenda in Indonesia, this research uses a perspective of liberalism supported by the concept of the nation state and FDI theory. Saudi Vision 2030 has a positive influence on the increase of Saudi Arabian cooperation in the field of economy especially in the field of Investment, as seen from the visit of King Salman to Indonesia, the signing of 11 MoUs, Realization of Saudi Arabia Investment in the first quarter of 2017 showed a positive increase and optimistic will continue to rise Which is significant and also the investment policy that is constantly updated by both countries to facilitate each other and give comfort to invest.Keywords: Saudi Arabia, Economic Reform, Foreign Direct Investment (FDI), Economic Diversification, Saudi Vision 2030

Abstract

This world's openness not only has a positive effect but also a negative, one of which is the arrival of many immigrants, refugees or assylum seekers. This research has a formula for the effectiveness of cooperation between the government and international organizations to handle these refugees who came to Indonesia teritory.            This study used observation method, interview and library research. As for the sources of data used are primary and secondary data, also the quantity of refugees and the facilities they got from Immigration Detention House and UNHCR Pekanbaru. In addition to using a descriptive qualitative research method with the pluralism perspective, the theory of effectiveness, the theory of international organization and human security concept.            Based on the data analysis carried out with effectiveness indicators, it came about that the cooperation between Ministry of Law and Human Rights of Riau Province through Immigration Detention House with UNHCR in dealing with refugees residing temporarily in Pekanbaru is effective depend on all of the facilities they got, like education, monthly living cost, etc. Keywords : UNHCR, government, refugees, effectiveness, cooperation

Abstract

This research describes the China‟s diplomacy in a global climate change agreement. This research will focus on how China‟s diplomacy in paris climate change agreement towards the United States. This study interesting because describe about the diplomatic efforts of China as developing country and the world‟s biggest emitter of carbon dioxcide towards United States as developed country in global agreement on climate change.Climate change is recognized as a threat to international peace and security. The Paris Agreement marks a global commitment to tackling climate change and to reduction greenhouse gas in the world. I argue that diplomacy plays a significant role in process of climate treaty making. China's diplomacy as a developing countries toward the United States in the paris agreement has affected the United States policy in global climate agreement from convenient country towards commited country.China‟s Diplomacy in paris agreement has resulted ratification of the United States through joint ratification in China. For the first time, an international agreement to reduce greenhouse gas emissions includes contributions from all of the major emitting countries and, indeed, a large majority of the countries of the world.Keywords: Diplomacy, China, United States, Global Climate Change, Paris Agreement

Abstract

This research aim to explain the interest of India to ratify the Palermo Protocol on 2011. India signed the Protocol on 2002, but pending the ratify until nine years. This protocol contain many method to prevent, suppress and punish human trafficking especially woman and children. India is a country which have the highest level of human trafficking. It happen because three factor, such as economic, culture and the geographic condition of India.Protocol Palermo made on November 2000 and published on December 2003. This protocol made for the big purpose for the one and only reference for the world to decreased and prevent the human trafficking caseThis case will be analyzed in nation-state level within realism paradigm and foreign policy theory and also interest concept. The foreign policy theory is the basic of the author to analyzed India make the foreign policy to ratify that protocol.India ratify this protocol to decreased the number of human trafficking victim in India and also to have the international relations among the member of Palermo Protocol. India as the biggest state in South Asia should have a good predicate as a state which can success decreased the human trafficking in India.Keywords: human trafficking, human security, Palermo Protocol

Abstract

This research aims to explain the motivation of Indonesia making a framework cooperation with Malaysia in the form of IMT-GT. In the year of 2002, Malaysia and Indonesia have agreed to build electric cable which spread out from Pekanbaru (Indonesia) to Melaka (Malaysia) . This Projeck is called “Melaka-Pekanbaru Power Interconnection”. Through this cooperation could fulfill the electrical energy needs in both countries, especially in Melaka and Pekanbaru. This research is guided by qualitative explanation methods. All of datas in this research are based on books, internet, media, journals, and other references. This researc has been built by international cooperation theory by K.J. Holsti. This theory said that cooperation is made by merger of uniformity from national, regional, and global issues which need more attention from more than one state. The result of this research shows that Indonesia making a framework cooperation with Malaysia in the form of Melaka-Pekanbaru Power Interconnection is to fulfill the electrical energy needs, especially in Pekanbaru. Abstract

Indonesia is an archipelagic state composed of 1/3 of the land region and 2/3 oceans region. Indonesia has realized that it is an opportunity for Indonesia to improve its state’s economy through the realization of Indonesia as a maritime axis of the wolrd. On October 13, 2014, Indonesia represented by PT Pelindo I and Netherland represented by Port of Rotterdam signed a cooperation agreement in developing port Kuala Tanjung to become an International Hub Port. On August 25, 2015, Indonesia signed a follow-up cooperation. And on November 23, 2016, Indonesia signed a cooperation agreement and formed a joint venture in developing Port Kuala Tanjung to become International Hub Port. This research uses a neo-liberalism perspective which is the supported by the international cooperation theory and foreign direct investment concept. This study also used a nation-state analysis level with a research focus on the factors that caused Indonesia in collaboration with Netherland in developing Kuala Tanjung Port, and all of data, arguments, fact in this research afterwards using a qualitative explanation method. This research then formulates answer of the research question related to the factors which influence cooperation Indonesia-Netherland in developing port of Kuala Tanjung. There are five important points that led to the cooperation, first, Global shipping condition, second, Indonesia’s vision to be world maritime axis, third, Inadequate maritime infrastructures of Indonesia, forth, the potency of Kuala Tanjung Port to become International Hub Port, and Indonesia’s interest for information and technology transfer, foreign direct investment and strategic partnership. Abstract

This research describes the Spreading Thought of Poop Culture by World Toilet Organization (WTO) in Switzerland. The international world faces many problems, with one of them being environmental issues. These environmental issues arise from social movements of people who recognize the importance of the environment, especially regarding the issue of the toilet. Japan is the first country to discuss the issue of toilet problems as well as making poop culture become part of its pop culture. Japan has also created its own national organization named Japan Toilet Association (JTA) where it aims to spread the awareness of poop culture within the country as well as branch out abroad to other countries worldwide. This research consists of how WTO assists Japan in the deployment of poop culture as well as illustrates how poop culture has developed in the participating countries of WTO, with main focuses applied to Switzerland where influences from WTO were evident in governmental decision-making with regards to the toilet and sanitary affairs of the country.Keywords: Toilet, Poop culture, World Toilet Organization, Swiss Toilet Association, Japan Toilet Association

Abstract

This research is an international relations in diplomacy studies which describes about the efforts and impacts of Ship for South East Asian Youth Program (SSEAYP) toward Indonesia cultural diplomacy. SSEAYP was launched based on the respective Joint Statements issued in 1974 between Japan and five countries of ASEAN region. And now this program followed by ten ASEAN countries. The aims of the program are to promote friendship and mutual understanding among youths of Japan and ASEAN countries, broaden their perspective on the world and introducing their culture to one another.This is qualitative research which used descriptive explanative methods. This paper used the neo-realist perspective and cultural diplomacy theory proposed by Joseph Nye and Alexander Vuving. The object of this research is Ship for South East Asian Youth Program.The result of this research explained Indonesian efforts with cultural diplomacy to take advantage of this program to promote our culture by shown it during the program. This program gives some positives impacts to Indonesian diplomacy especially in youth development and culture aspect, because after this program ASEAN countries and Japan will know about Indonesian culture, and alumnus of SSEAYP Indonesia can be the next future leader.
