Abstract

Human resources is one factor that has an important role in improving employee performance. Given the importance of human resources, it is a company or organization must pay attention to the factors that affect human resources work. Organizational culture and motivation affect the performance of employees in accordance with procedures and increase employee performance. This research was conducted in the city of Semarang. Samples were taken by using simple random sampling technique. Methods of data collection is done by using a questionnaire distributed to respondents who work in Central Java Province BKKBN office. The data obtained in this study were analyzed using multiple linear regression analysis. These results indicate that the variables of motivation and organizational culture has a positive and significant impact on employee performance. With the positive influence of organizational culture and motivation can improve employee performance.

Abstract

Organizational effectiveness is the attainment of the goal that had been developed by an organization. This research aims to know the affect of employee working ability and organizational climate with organizational effectiveness in the Social Rehabilitation Center Mardi Utomo Semarang I. Researcher used explanatory research type by distributing an open questionnaire to collect data from 21 respondents. This research using Pearson product moment correlation analysis to measure hypothesis. The result of this research through product moment correlation formula shows that level of the relation between the variables of employee working ability with organizational effectiveness with score 0.675, organizational climate with organizational effectiveness with score 0.680, employees working ability and organizational climate with organizational effectiveness with score 0.742, so there’re in the category of strong . According to the t test showed that employee working ability (X1) affect organizational effectiveness (Y) with score 3.985, organizational climate (X2) affect organizational effectiveness (Y) with score 4.041 and there is a positive and significant affect the employees working ability (X1) and organizational climate (X2) with organizational effectiveness (Y) on the score 11.044. In conclusion showed a positive and significant effect between employee working ability and organizational climate with organizational effectiveness. It’s mean that to improve the effectiveness of the organization in the Social Rehabilitation Center Mardi Utomo Semarang I needed a few things to do like holding discussions with the social educational institutions, deepening of the process of social and rehabilitation services, an evaluation of services to receiver, increase the level of communication and give an award from the leader as a form of attention.

Abstract

Pertumbuhan kepemilikan kendaraan yang pesat dalam tahun-tahun terakhir ini memberikan tekanan yang cukup berat pada jaringan jalan dan alat pengatur lalu lintas. Peningkatan jumlah kendaraan bermotor mengakibatkan muncunyal beberapa dampak, salah satunya adalah peningkatan angka pelanggaran di jalan raya. Fenomena ini terjadi karena peningkatan jumlah sepeda motor tidak diiringi dengan peningkatan kesadaran dari masyarakat. Pelanggaran lalu lintas kian memprihatinkan, sehingga mengakibatkan peningkatan kecelakaan lalu lintas dengan korban meninggal ataupun luka-luka yang tidak sedikit. Oleh karena itu, pemerintah mengeluarkan Undang-Undang No. 22 tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Adapun tujuan dan sasarannya adalah untuk membina dan menyelenggarakan Lalu Lintas dan Angkutan Jalan yang aman, selamat, tertib, dan lancar.Penelitian ini bertujuan untuk mengetahui implementasi UU No. 22 tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, khususnya pelaksanaan sosialisasi di kalangan siswa SMA Negeri 4 Magelang. Kemudian tujuan kedua adalah komunikasi dan sikap yang mempengaruhi implementasi UU ini. Metode yang digunakan adalah penelitian kuantitatif yang bersifat deskriptif dengan wawancara mendalam kepada narasumber, serta kuesioner sebagai pelengkap. Pemilihan sampel yang digunakan adalah teknik acak (random sampling).Berdasarkan hasil penelitia dapat ditarik kesimpulan bahwa keberhasilan implementasi UU No. 22 tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, khususnya sosialisasi di kalangan siswa SMA Negeri 4 Magelang belum sesuai dengan ketentuan yang ditetapkan. Saran untuk meminimalisir penyimpangan adalah hendaknya pemahaman petugas terhadap isi UU No. 22 tahun 2009 dan aturan pelaksanaannya perlu ditingkatkan, sehingga petugas memiliki dasar yang kuat dalam mengambil suatu keputusan, dan masyarakat memperoleh informasi yang memadai.

Abstract

Measurement of Public Satisfaction Index refers to KEMENPAN No. 25 of 2004 on Public Satisfaction Index (IKM). Objective Measurement of Public Satisfaction Index is to determine the development of the unit's performance in the service of the government agency that is implemented by the relevant agencies periodically and can be used as material for their own policies in order to further improve the quality of public services. While the purpose of research measurement IKM : how the level of customer satisfaction, aware of the elements that must be improved and how to improve community satisfaction. Community Satisfaction Measurement indicator by KEMENPAN No. 25 of 2004 was Procedures, Requirements Services, Clarity Service Officers, Disciplinary Officer Service, Responsibility Service Officers, Service Officers Ability, Speed Services, Justice Getting Care, Courtesy and hospitality Officer, Fairness Care Costs, Cost Assurance Services, Assurance Services Schedule , Safety, Environment and Security Services. Based on public satisfaction measurement indicators in the Investment and Services Agency One Stop (BPMPPTSP) in Semarang Regency, Authors recommend as follows: (1) Repair Facilities and Infrastructure support services, and (2) Increased element of comfort for users permissions to create the environment conducive to the user.

Abstract

Increased competition in trade and the development of urban areas which is very fast, spurred the emergence of private sign namely commercial messages in the form of ads. Ads it can be said is a means of potent for the promotion of all kinds of good business information, politic, as well as social activities designed the government. Nowadays, the government the city of Semarang still had difficulty in an effort to control growth ads. Many establishment point of billboard irresponsible so very disturbing views , even the safety of road users. Hence, formulated by law the City of Semarang No.14 2012 about the ads. The purpose of this research is to find and analyze of policy implementation of advertising in semarang city and to know and identifies factors success of policy implementation of advertising within the city of semarang. The theory used among others the theory of public administration , public policy, and the implementation of policy. A subject in this research is 5 people, where 3 people from dept. of associated with ads implementation and 2 people from businessmen bureau ads. Type research used is a type descriptive with the approach research methodology qualitative. While techniqued data collection was carried out by interviews and the literature study. Analysis data was undertaken to technique the data, reduction data, presentation of and the withdrawal of conclusion / verification. The results of the study showed that implementation of advertising of policy within the city of Semarang been entirely successful. This is because available resources also it is not enough, even you could say very weak to carry out of policy implementation of advertising. In addition, absence of a close coordination meeting who do not routinely done and also enforcement in the field are single own and rarely coordinate between the dept. of associated with ads implementation also related been to cause that has not been of policy the ads within the city of Semarang.

Abstract

The purpose of this research is to analyze employee performance at the employee department of Cilacap regency. In analyzing the performance of employees, researcher use the employee performance assessment indicators and factors that may affect employee performance. This type of research is descriptive qualitative, then data collection through interviews, documentation and observation. The informant are the secretary, the head of the field and employees of the employee department of Cilacap regency. From the research results show that the employee performance of the employee department of Cilacap regency is not optimal, because still there are problems. Based on the quantity indicators, showed that there are still a target that has not been done and the work that exceeded the target thereby increasing the workload. In terms of quality, found many mistakes made in carrying out the work because of the less of acuracy and understanding. Based of the work time, it was discovered there are many employees who do not use work hours to be effective. Factors that influence employee performance used researcher from Wirawan theory. Internal employee factors indicate that personal problem can obstruct the performance. Based of the internal environmental organization factors, there are still some problems that less facilities and there are distruption from trader coming into the room office. Based on the existing problems, there are some recomendations that can do that is to increase the amount of human resources, need to improve monitoring and evaluation, give the punishment for employees who violate the provisions and give reward system for employees who perform superior, need for development staff program routine, it is necessary to use finger print for attendance, need to complementary of office facilities and routine maintenance of the facilities and infrastructure.

Abstract

The development of e-government in Semarang is one of the programs implemented by the government of Semarang to ease the service towards substantial stakeholders, such as the public society and private sectors by using information technology advances. Result of observations and interviews with several informants indicate . The development of e-government in the city of Semarang is inhibited by a variety of factors such as lack of available resources, infrastructure, and government commitment.

Abstract

The increase in population has always been follow by the rapid construction of buildings and settlements. With the increasing density of settlements and bulidings, fire risk become higher. Competent authorities to prevent and deal with disaster fire firefighter is an institution. In Semarang competent institution os Fire Department of Semarang. This study was carried out based on the problems that occur in the implementation of programs and activities of the Fire Department of Semarang. the purpose of this study was to analyze the performance of Semarang Fire Department and identify factors supporting and inhibting performance Semarang Fire Department as a firefighter institution. Performance assessment Semarang Fire Department visits of inputs, service quality, efectiveness, and responsiveness. While the factors that affect the performance seen from the structure of the organization, cooperation, and infrastructure. This study used a qualitative descriptive informant derived from Semarang Fire Department employees and from people lived in Semarang. Based on research, the performance of Semarang Fire Department has not been optimal. Therfore, some recommendations can be given to optimizing the use of energy performance such as outsourching and additonal training and education to employees. Immediately prepare Standard Operating Procedure (SOP) to minimize errors. Improved employee competence and completeness of infrastrucuture. Provides the means to be able to accomodate the aspirations of the people.

Abstract

Manufacturing services permit trading is a form of public service provided by the local government to the public and regulated by Regulation No. 6 of 2009. Permit trading is to control any activity that causes interference place of business, hazards, losses from time to time, so as not to interfere with the preservation of the business and harm society. This study aims to analyze quality of service to manufacturing trade business license granted to prospective entrepreneurs in the Integrated Licensing Service Agency (BPPT) Semarang.This study used a qualitative descriptive method. The locus of this study in the office of the Integrated Licensing Service Agency (BPPT) of Semarang and the focus Making Service Quality Trading Business License. The data source using the primary data source and secondary data. The research instrument uses the researcher as research instrument, interview guide, informer. Technique selection study using purposive sample of informants. Techniques of data collection through interviews, observation, documentation and literature. Data analysis techniques using domain data analysis techniques.In this study there were 5 observed phenomenon that service procedures, clarity attendant service, speed of service, the reasonableness of the cost of services, as well as the certainty of the service charge. From the results obtained clarity and reasonableness of service personnel has found that the cost of servicing a good result. As for the procedure of service, speed of service and assurance services necessary costs of particular concern because it is considered less than the maximum.

Abstract

Quality of serviceis one measure to assess the public service. One service that is held by public organizations, pubblic health centers Gayamsari Semarang is a public organization of primary health care providers. To determine the quality of public services in public health centers Gayamsari can be seen through the quality of service the level of performance andexpectations based on the relationship between the components of the triangle of balance and dimensions of service quality.The results of this study indicate that the provision of services at public health centers Gayamsari Semarang overall at the level of performance and interest in the category satisfying and important, with an overall average of 2.83 as the level of service performance thresholds are considered satisfactory and the level of interest of the service implementation 3,19 as the limit values that are considered important. The overall average becomes the reference axis of importance and analysis matrix or cartesian diagram.The results of the overall study shows the elements that need to be improved in order to improve the quality of public services in health centers Gayamsari Semarang is clarity care workers, courtesy and friendliness of the clerk and the speed of serviceas a top priority included in quadrant A cartesian diagram and improvements based on a single data element with a view on performance service are still low but is considered important by the community.
