Abstract

This study aims to determine the performance of State Civil Apparatus at the Central Sulawesi Provincial Education Office. This study uses a qualitative data method. The research location is the Central Sulawesi Provincial Education Office. The theory used in this study is the theory put forward by Robbins. Informants in this study numbered 6 (six) people. Data obtained in this study from the results of observation, interviews, and documentation. The data analysis methods are Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing/Verification.The results of this study indicate that civil servant performance has shown positive progress, but several structural, competency, and organizational culture barriers remain that need to be addressed. If improvements are implemented systematically, civil servant performance has the potential to significantly improve, particularly in facing the increasingly complex demands of educational administration in the digital age.

Abstract

The purpose of this study is to describe the results of the waste management program in Silae Village, Palu City. This type of research is descriptive and the basis of the research used is qualitative. In this study the author uses the Triple Bottom Line theory by (Jhon Elkinton 1997) with 3 indicators, namely profit, people, and planet (environment). Informants in this study consisted of employees of the Palu City environmental service, Silae Village staff, 2 TPS 3R managers and 3 community members. Data collection techniques were observation, interviews, and documentation. The collected data were filtered and selected based on data needs using qualitative descriptive methods. Based on the results of the study obtained, waste management in Silae Village has not been running optimally as can be seen from the indicators of profit, people, and planet (environment) where it can provide additional income for the community through the waste bank program. However, the perceived economic benefits are still limited due to the lack of skills and understanding in sorting waste, which results in managers having to purchase additional raw materials for compost production, community participation in waste management is still low. Even though the government has made every effort to provide outreach and education to the public, in reality there are still many people who do not understand and apply it in their daily lives.

Abstract

This research aims to explore in depth the implementation of child protection policies in Palu City and identify the factors that cause the suboptimal handling of child abuse issues. The phenomenon of increasing cases of child abuse in Palu City is a crucial background to this study. The research method used is descriptive qualitative, and this study uses George C. Edward III's policy implementation theoretical framework as the main analytical tool, which includes indicators of communication, resources, disposition, and bureaucratic structure. The unit of analysis in this study consisted of policy implementers, including the Palu City Women's Empowerment and Child Protection Agency (DP3A), UPTD PPA, PATBM, Children's Forum, and non-governmental organizations (LiBu Perempuan). Data analysis techniques were carried out through a process of data collection, data reduction, data presentation, and conclusion drawing using data collection techniques through interviews, observation, documentation, and audio-visual material. The results of the study show that policy implementation in Palu City is driven by the highly commitment of implementers, as well as a bureaucratic structure with clear service SOPs. However, implementation faces critical obstacles in terms of resources, particularly the lack of fiscal budget allocation and the limited number of specific experts (clinical psychologists). In addition, a cognitive gap was found with law enforcement officials regarding the interpretation of case resolutions. The recommendations provided include the need to synchronize budget priorities in the regional budget, establish technical human resource retention policies to prevent excessive employee turnover, and strengthen cross-sectoral coordination with vertical agencies to unify legal perceptions for maximum victim protection.
