Abstract

The weakness of the implementation of community services that become the scope of duties andfunctions that can be used by the government / district in an effort to improve the valuable performance forthe community. The role of the district head in coordinating community empowerment activities has notbeen well implemented, this can be proven by many problems that arise in the villages / villages of Masihvery minimal ability of the community in managing the efforts through community empowerment activitiesprogrammed by the government and to So far there has been no direct socialization of the Districtgovernment in providing information on how to manage and improve business through communityempowerment. The goal is to realize Good Governance (good governance) in serving the community asexpected. Methods ie Open Obsevation And Interviews Of 13 Informants: . district , . Sekertaris, . PeopleCommunity, Personnel, People. So the analysis is descriptive qualitative approach. It is his conclusionsthat provide the best service to the community and benefit and mobilize the community to engage ingovernance and development. Suggestions that are capable of applying the Good Governance Principles orgood government indicators, provide good assistance, advice and input in assisting, merging the serviceprocess to the community. Transparency / openness in information that is free, adequate, understandableand monitored by all parties and accessible to all interested parties. Accountability / responsibility byinterested parties in providing satisfactory service to Salkma District of South Sorong District. in an effortto improve district performance, and the process of motivating, mobilizing communities to engage ingovernance and development.Keyword : Rule, Of Head Distric, Making Good Governance.

Abstract

ABSTRAK: Public Service is any activity in the framework of fulfillment of basic needs in accordance withthe basic rights of every citizen or resident of an item, service and administrative service provided by theservice providers related to the public interest. Examples of public services in the form of administrativeservices namely the making of Domicile Letters, Birth Certificates, and Purchase Deed Certificate, servicesin the form of services such as post office and bank. While services in the form of goods such as tax paymentsused for the construction of state infrastructure such as bridges and highways. Quality of service is acondition where created a dynamic relationship between users and service providers, good service, human.Public service is closely related to the ability, responsiveness, timeliness, and available infrastructure. If theservices provided are in accordance with the expected by service users, it can be said that service is a qualityservice. Conversely, if the services provided are not in accordance with the expectations of service users, itcan be said that the service is not qualified. Good service quality is not based on the perspective or perceptionof service providers but rather based on consumer perceptions and rules or provisions about the quality ofservice.Kata kunci: Quality, Public Service, sub-District Government

Abstract

This research explains about the role of sub-district head in working relationship with apparatus in subdistrict office of Sario of Manado City in creating harmonious, balanced and integrity of workingrelationship in performing their duties. Role is the behavior expected of someone who has position in anorganization. The sub-district head as a leader carries out his duties and functions to organize the subdistrict and coordinating with the apparatus. The duties and functions of sub-district heads are regulatedbased on Law Number 23 of 2014 on Regional Government. This research uses descriptive method ofqualitative approach, and data collection technique done by observation, interview technique anddocumentation. Number of informants as many as 10 people. The role of sub-district heads in workingrelationships with apparatus is assessed using behavioral theory according to Benjamin Bloom, which inbehavior includes 3 indicators: (i) knowledge; (ii) attitudes; and (iii) actions. The result of this researchindicates that the role of sub-district heads in working relationships with the apparatus was good enough,but still have a lacked in the delivery of information and the development to the apparatus. Which in thesubmission of the information of the sub-district head does not review the information submitted and thedevelopment to an undisciplined apparatus has not been firmly because the sub-district head is moreconcerned with informal relationships than the organization's interest in the Sub-district Office of Sario.Keywords: Role, Working Relationship

Abstract

The problems at once which is the goal of this research is how the implementation of the National Agricultural Policy Operation Project (Prona) in the village of Bukumatiti, District Jailolo, West Halmahera. This study was used a qualitative approach aims to descriptive the meaning behind the reality, which takes place in the field. Informants in this study amounted to 13 respondents with key informants Village Head and BPD. The data collection technique was interview and observation. The data were analyzed using an interactive model of Miles and Huberman.The results of this study indicate that the communication factor has not been effective, human resources related to the performance of the village government of lesser quality, disposition or attitude of the village administration in running the program does not currently work well so that in practice there is a gap and the lack of timely, the next bureaucratic structure has not in accordance with the applicable rules resulting in less than optimal service process.Based on the research results suggested that the necessary cooperation from the National Land Agency (BPN) and the village government, in improving government performance and BPN village to implement a policy. Also required good communication from the village government in order to provide the right information related to the programs, so that the implementation of Prona can be realized properly and in accordance with the applicable rules.Keywords: Policy Implementation, Project National Agricultural Operations (Prona)

Abstract

ABSTRACK: The Iimplementation policy of e-government in management public service is one of the government programs by making use of information and technology in management public services more effective and efficient. But in reality the service performed has not gone up, therefore, the research is intended to answer questions about How The Implementation policy of e-government in management of public service in the Department of Population and Civil Registration Regency of Mamuju, West Sulawesi province. In this study, researchers used a model of implementation of the George C. Edward III, where the implementation level visits from four aspects which have great impact in policy implementation. Communication is an aspect for the government to inform policy to the public as target group. Adequate resources both human resources and financial resources will be influence the success rate policy. Disposition is the attitude held by implementing policies such as ethics, and commitment to make this policy succeed. The bureaucratic structure is mechanism service operations and the structure of society together implementing agency policies. In this research using descriptive method qualitative research is conducted to 9 informant interviews, direct observations, and search any documents that relate to the policy, even in research aided by interview, a tape recorder, and stationery. The results of research in general explained that the implementation of e-government policies in public service in the Department of Population and Civil Registration Mamuju, West Sulawesi province has not gone up.Keywords: Policy Implementation, Management of Public Service

Abstract

Abstract : The vast of the territory of Indonesia to be one reason for the administrative arrangements were observed from the smallest region or the so-called village. To improve the management of village government needs to restructure the administration as Permendagri No. 32 of 2006 on Guidelines for the Village Administration to be more effective and efficient. The purpose of this research is to describe, analyze and know how the village administration policy implementation in public service as well as any constraints in the implementation of policies in the village administration of public services in the District of East Amurang South Minahasa. This study used qualitative methods of data analysis are presented descriptively with random village sampling technique or random sampling of eight villages that were taken three villages in the district of East Amurang South Minahasa and the number of informants is sixteen informants. From the results of existing research, the implementation of the existing village administration has not been completely worked well because of the resources and infrastructure that supports the public service yet, but with the shortage of all parties work together to seek the implementation of village administration effective and efficient. Abstract

ABSTRACT: In accordance with the mandate of the Basic Law of the Republic of Indonesia Year 1945 in Article 31 paragraph (1), mandated by the government to provide public access to education in order to develop their potential to the fullest Then the government adopted a program of policy implementation School Operational Assistance (BOS). However, implementation is still encountered some problems and obstacles.The purpose of this study wanted to know how the implementation of school policies Operational assistance (BOS) on SDN in the district of East Lembean Minahasa regency. This study used qualitative methods. Study focused on the type of benefits that will be generated, (who) implementing the program, the resources deployed, as well as power, interests and strategies of the actors involved. Source of data / informants interviewed as many as 15 people consisting of 3 people Principal, 3 BOS Treasurer, 3 school committee, 3 person staff of teachers, and 3 parents and process data collection using interview techniques.The results showed that: the views of the benefits generated is good. But that is not optimal in terms of delay time distribution of aid, the lack of coordination between implementers in this case BOS Management Team School with Parents and less transparency. Recommendations advice to the government in this case BOS Management Team can perform tasks in accordance with the technical guidelines already established, more committed and consistent in carrying out programs or activities, as well as more transparent and involve stakeholders in the implementation of this policy BOS.Keywords: School Operational Assistance Policy Implementation

Furthermore, in an effort to realize their tasks and functions, Parliament has a role in terms of creating transparency in local governance.Pleased with this, since decentralization, Parliament as one of the elements of regional government, is increasingly playing the role and authority as well as an institutional bridge between the aspirations of citizens of diverse with political decisions development that translate these aspirations into formats payments area along the eye budget.Authority in the legislative process, budgeting and supervision of the regional administration of making Parliament can play a major role in the making of public policies in the area. With such authority allows Parliament take a role in determining local regulations, budgets and public services to be more pro-people. Abstract

AbstractThis study was conducted based on the results pra survei that civil servants in performing basic tasks andfunctions indicated yet to reach optimum performance. This is presumably related to the implementation ofpolicy leadership. Thus, the study aims to “Assessing the impact of policy leadership on work performance ofemployees at the District Secretariat or North Halmahera District’. ‘This research applies descriptive method with quantitative approach. Purposive sample of respondentsassigned as many as 80 employees, and data collection techniques distributed questionnaires to obtainprimary data, secondary data obtained using thedocumentation techniques. All data and information obtained through surveys and direct observationtechniques. After the data is collected. and then analysed using percentages applying analytical techniques(frequency table), followed by product moment correlation analysis and simple linear regressionThe results showed that: Policy-led governing the internal regulations of the Organization at the highcategory, while performance is still in the category of medium or medium. The leadership of the verysignificant effect and makes a great contribution to the achievement of the employment. When leaders adoptpolicies that encourage employee creativity and innovation, it will improve their work performance.Thus, it can that the hypothesis that "the leadership of the positive influence on job performance ofemployees at the District Secretariat North Halmahera" unacceptable and validity empirically tested at thesame time justifying the underlying theories. Functional training required for top level so as to enhance theleadership skills of leadership and policies (internal policy of the organization) was an acceptable andcapable to help creativity, innovation and motivate employees to perform better.Keywords: policy management, employee job performance

Abstract

A case study on the implementation of welfare policies in the District senior South Tanimbar West Southeast Mollucas district. This study used qualitative methods. Data sources / informants were interviewed as many as 16 people consisting of 3 officers / employees of Department of Social Welfare and Labor. Head South Tanimbar. 3 village heads and 6 elderly people are not potential and the data collection process using interview techniques. The results show that the implementation of welfare policies in the District senior South Tanimbar. Southeast Moluccas  regency west wanted not run well there are some obstacles / barriers in the implementation process of budget constraints. lack of technical guidance. lack of facilities and infrastructure for implementing companion. and delays time. It can be concluded that the process of policy implementation assistance in the District senior South Tanimbar West Southeast Moluccas district has not been effective. So it can be suggested: (1) Local Government or the Department of Social Welfare who directly carry out the process of division in their local villages to prevent cuts or misappropriation of find and on target. (2) need additional find for infrastructure supplicants executive assistant in elderly aid policy implementation (3) the government should work just as well with the post offices so that the process is not delayed disbursements of time. (4) the government should provide special orphanage for the elderly who are not potential in channeling funds to a more focused and targeted in providing assistance.
