Abstract

PBL Mapaluse is one of the flagship programs of the Mayor of  Manado. ImplementationPBLMapaluse in Manado Citywas runaccording to regulations, but there are stillproblemsthatoccur. The theoryisusedto analyzethe datausing theVanMeterandVanHornis standardsand objectives ofthe policy /measureand policy objectives, resources, the characteristics ofthe implementing organization, communication betweenrelevant organizationsandimplementation activities, dispositionorattitude ofthe implementers, social,economicandpolitical. Data sources ori n formants as many as 14 people. The conclusionthat can be drawnfromthe results ofthis study isthatin generalthe implementation ofa PBLMapaluseprograminthe cityof Manadoalready well althoughthere aresomeobstacles that occurboth internally and externally. Recommendationsandsuggestionsto the governmentpay more attention tothe speed ofthe disbursement, So there is nolongerdelayin the disbursementof fundsineach environment. Abstract

ABSTRACT: Services will be as good as village government officials can play a direct role and be involved inproviding services to the public in accordance with the duties and functions, so that people are satisfied with theservices provided by the village government and services expected to run optimally. This research is located inthe village Pitu Tobelo District of Central Halmahera north. The purpose of this study was to determine andidentify the role of village government apparatus in public services and constraints in the public service.The method used in this research is qualitative method. Informants were taken from various relatedelements, namely the head of the village and the Irish village and community shop. This study uses datacollection techniques: interview, observation and documentation. The steps in the analysis of the data is datareduction, data presentation and conclusion.From the results of this study indicate Role of Government Agencies in the village of Pitu in providingthe service is still not optimal. Judging from some of the constraints in the implementation of public services:Simplicity procedures, clarity, completeness of facilities and infrastructure, discipline politeness andfriendliness, comfort. 4 indicator shows inferior services and one indicator shows pretty good service. So overallit can be concluded that the existing services in the village Pitu still not running optimally.Keywords. Role of Government Personnel village in Public Service

Abstract

This research was carried out by focusing the discussion on the problem ofpolicy implementation in the public service population and civil registry offices in NorthHalmahera Regency in making ID cards. This study aimed to determine how the implementationof public service policy has been conducted in the department of population and civil registrationdistrict of North Halmahera in terms of ID cards, and to help authors understand how theimplementation of the pubic service policy is applied in the sphere of local government,particularly the official residence and recording civil.This research was conducted using qualitative research methods in the Department ofPopulation and Civil Registration, the Government of North Halmahera, North Malukuprovince the number of respondents is as much as 10 employees in the Department ofPopulation and Civil Registration District of North Halmahera. The technique used to performdata collection is observation Participation (participan Observation), in-depth interviews (indepth interviews), and study documentation. Data analysis techniques used in qualitativeresearch is a model of Miles and Huberman. Based on the research conducted, it is known thatthere are objective or objectives are clear and consistent policy regarding the ID card in theoffice of population and civil registration district of North Halmahera; There is strongtheoretical support in formulating policy ID card at the Office of Population and CivilRegistration District of North Halmahera; law foundation policy implementation process ofpolicy-making government-issued ID card at the Office of Population and Civil RegistrationDistrict of North Halmahera which ensures compliance of the employees in the Department ofPopulation and Civil Registration in North Halmahera district to collect data of ID cards; Thereis a good commitment from the employee to perform the tasks in the success of local governmentprograms in the field of Population and Civil Registration; There is support from stakeholdersas well as the entire community in supporting the Office programs to create an orderly society interms of administration; and support the development of social, economic and political in aneffort to prosperity.Keywords: Implementation, Public Services Policy, Office of Population and Civil Registration

Abstract

Implementation of self-help stimulant assistance for Buo village community, Loloda sub district, WestHalmahera district, North Maluku province. This research uses qualitative method (Observation, In-depthInterview (Indepeth Interview), Documentation). Informant of this research as many as 10 people, 2employees of Housing and residential area, 1 contractor BSPS, 3 village government, 4 Communityreceiving BSPS. Abstract

ABSTRACT : The purpose of this study was to describe the role of the Regional EmploymentBoard in the implementation of recruitment Scope of Structural Officials in SouthHalmahera District Government. To explain Factors (Internal and External) thatmenpengaruhi Regional Employment Agency in peleksanaan recruitment of Civil Servants(PNS) in structural positions within the Government of South Halmahera.The method used is descriptive qualitative approach which describe answer theproblem of the role of the Regional Employment Board in the implementation of recruitment,where the collected data is processed and analyzed descriptively qualitative. The datacollection techniques done using observation, namely through direct observation in the fieldon the real conditions that occur and Interview namely through direct interviews withrespondents, informants or sources.Operationalization of recruitment normatively regulated by Government RegulationNo. 13 of 2002 on Appointment of Civil Servants (PNS) in structural positions, implementedbased on the principle of professionalism in accordance with kopentensi, perestasiemployment ladder rank set for the job, as well as objective conditions other regardless ofgender, ethnicity, race, religion and class.Based recruitment system structural position in South Halmahera Districtmenyisahkan various problems that can affect the performance and program implementationof development of personnel resources in the future. These conditions resulted in employeemotivation is less motivated to achieve organizational effectiveness. Abstract

Kebijakan otonomi daerah diharapkan dapat meningkatkan kinerja pemerintah desa dalampelayanan publik; namun dalam kenyataan masih banyak pemerintah desa yang belum dapat mewujudkankinerja pelayanan publik sesuai yang diharapkan tersebut. Bertolak dari kenyataan itu maka penelitian inibertujuan untuk menjawab pertanyaan “bagaimana “Bagaimana kinerja Pemerintah Desa KampungKiliarma Distrik Agimuga Kabupaten Mimika dalam pelayanan publik ?”Metode penelitian yang digunakan adalah metode deskriptif. Kinerja pemerintah kampung dalampelayanan public dilihat dari empat indikator yaitu efektivitas, efisiensi, responsivitas dan kualitaspelayanan. Sumber data/responden penelitian adalah semua kepala keluarga di kampung Kiliarma yaitusebanyak 46 orang KK. Pengumpulan data menggunakan kuesioner dan dibantu dengan teknikwawancara. Teknik analisis yang digunakan adalah analisis dekriptif.Hasil penelitian menunjukkan : (1) tingkat efektivitas pelayanan publik masih terkategori sedang danrendah dilihat dari tingkat kemampuan dalam menyusun, mengembangkan dan melaksanakan program dankegiatan pelayanan publik secara berhasil; (2) tingkat efisiensi pelayanan publik masih terkategori sedangdan rendah dilihat dari kemampuan melaksanakan pelayanan publik secara cepat (waktu), tepat (biaya), danmudah (prosedur dan mekanisme pelayanan); (3) Tingkat responsivitas pelayanan publik masih terkategorisedang dan rendah dilihat dari tingkat keselarasan program dan kegiatan pelayanan yangditetapkan/dilaksanakan dengan kebutuhan dan kepentingan masyarakat; (4)Tingkat kualitas pelayananmasih terkategori sedang dan rendah dilihat dari kemampuan dalam menyenggaarakan pelayanan publikyang berkualitas dan memuaskan masyarakat dari segi prosedur dan mekanisme pelayanan, persyaratanteknis dan administratif pelayanan, transparansi biaya pelayanan, waktu penyelesaian pelayanan, dantanggung jawab dalam memberikan pelayanan.Berdasarkan hasil penelitian tersebut ditarik kesimpulan bahwa kinerja pemerintah KampungKiliarma Distrik Agimuga Kabupaten Mimika Propinsi Papua masih terkategori rendah sampai sedangdilihat dari indikator efektivitas, efisiensi, responsivitas, dan kualitas layanan.Bertolak dari kesimpulan hasil penelitian tersebut maka perlu direkomendasikan saran : untukmewujudkan peningkatan kinerja pemerintah Kampung Kiliarma dalam pelayanan publik, maka perludilakukan peningkatan kompetensi aparat pemerintah kampung, peningkatan prasarana dan saranapelayanan publik, dan pembinaan penyelenggaraan pelayanan publik.Kata Kunci : kinerja, pemerintah desa/kampung, pelayanan publik

Abstract

The purpose of this research is to know the extent of the influence of communication internalagainst the effectiveness of the sevices in the Office of the head of Mandolang District Minahasa in NorthSulawesi Province. This research using quantitative research methods. With the samples used is SaturatedSampling are 35 people. Based on a simple linier regression analysis showed that there is influence ofinternal communication between (X) and (Y) work efficiency. It is evident simple linier regression equationof Y=14,613 + 0,538 X + e. for calculation of the correlation relationship is category of being, This evidencedby the r value 0,565 interpretation advanced by Sugiono are in the interval (0,00-0,199). And the value ofthe coefficient of determination is 31,9% indicating that the influence of internal commucation against theeffectiveness of the service namely 31,9% and the rest is 68,1% influenced by variables that are not includedin this research.From the results of the comparism of the value of a sig (0,03) a (0,05) these authors conclude thatinternal influential communication significantly to the effectiveness of the sevices Head Office Mandolangin the Regency of Minahasa in North Sulawesi province. Then the hypothesis in this study was acceptedH1and H0 denied.Keywords: Internal Communication, The Services Effectiveness

Abstract

ABSTRACK : The purpose of this study was to determine the relationship between the leadership of the village head and village government performance in the village of Galela District Parent Mamuya North Halmahera. The study was designed as a descriptive exploratory study. The respondents were 35 comprises: the village head and village, administrators BPD, LPM board, PKK, and community leaders / religious / customary in the village Mamuya. Data collection instrument was a questionnaire in the form of structured questionnaire.Data were collected for testing hypotheses are primary data sourced directly from responden.Teknik analysis used for hypothesis testing is statistical analysis chi-square and contingency coefficient. The results of chi-square analysis and contingency coefficient to the conclusion that although the leadership of the village head significantly associated with the performance of village government. This means that the leadership of the village head related to the performance of village government; the better the leadership of the village head, the better the performance of village government.Based on the results of these studies suggested that the leadership of the Village Head Mamuya improved quality, both in performing its duties and responsibilities in the village as well as decision-making, coordinating tasks and work of the village, establish effective communication with the village, as well as oversee or supervise the implementation of the tasks of the village.Keywords: leadership of the village head, village government performance

ABSTRACT : Members of the legislature or in the context of Indonesia called the House ofRepresentatives (DPR, Provincial DPRD and Regency / City) chosen by the people who have the right tovote or voting on legislation in force. Data accumulation that use byresearcher is interview technique.This qualitative analysis technique and interactive analysis methodtook from Miles and hubermen.Research contlusion result, base on ( 1 ) distict head to manage (activate,motivation,to build upand control) a potencial apparntur resourth and implantation an autonomy territory framework atdistrict Ayamaru Utara. ( 2 ) district head inside coordinatinggoverment work unit territory at regionwork district (UPT ) inside implementation framework of autonomy territory that already done whitgood enough however not give optimal result yet.Contlusion result base on researth so (1 ) district head of Ayamaru Utara inside to ménagepotential human resourch. Condition resourch whit subdistrict government of Ayamaru Utara whichgeneral still less/not enough so district head must be able and have a role inside to ménage potentialhuman resoutch apparatur.
