Abstract

the purpose of this research is to know the health service in Puskesmas Ilu Puncak Jaya Regency PapuaProvince.The concept used is four dimensions of excellent public service namely the speed of service, service accuracy,service accuracy, and service quality. This research uses quantitative method. The research informants werefour officers / employees of Ilu Puskesmas and four community members. Data were collected using interviewguidelines, while analytical techniques used were interactive model analysis from Miles and Hubernann. Basedon the results of data analysis, the conclusions are drawn: (1) The speed of service is still low. The communityof service users often waits for hours to get health care because service personnel are often late for hours towork, often not even working for days. (2) The accuracy of service is still low. The timing of service deliveryand completion is always inappropriate. The service procedure does not work properly because the officer /employee is not disciplined and lacks responsibility in providing service well. (3) Accuracy of service is still low.Health services are made improvised by the condition of facilities and equipment that are less / inadequate.There is no guaranteed assurance of service to the public or the patient. (4) Quality of service is still low. Theprocess of the implementation of the service has not gone well and has not been in accordance with the needsof the community.Based on the conclusions of the research results are recommended: (1) Puskesmas staff must be disciplinedin terms of working time (hours of work-going and attendance on every working day). (2) Need to improvediscipline and responsibilities of employees / officers. (3) It is necessary to increase the commitment andcompetence of officers / officers. (4) Need improvement of facilities and equipments and provision of adequateservice facility, improvement of officer / employee competence, and improvement of motivation throughimprovement of welfare of officer / officer.Keywords: Health Service Puskesmas

Abstract

Abstract : Based from the initial observation that the exictance of Administrative System Manunggal OneRoof (SAMSAT) in Manado city wasn't optimal yet, indicated that there are many people still wouldn't paytaxes on motor vehicles. Thus, this study aims to determine the effect of samsat to people awareness of payingmotor vehicle tax in Manado cityThis study was explorative, with a quantitative approach. Data collected through a questionnairedistributed from 40 community respondents of Manado city that has a motor vehicle but does not pay thevehicle tax. The data collected then analyzed using linear regression analysis and simple correlation analysis.The results showed that SAMSAT aren't still work optimal, as the result samsat disable to encouragethe public to pay vehicle taxes.SAMSAT was effected the public awareness to pay motor vehicle tax in Manado city. Abstract

Abstract: The coordination in the implementation of development carried out by the Head in hiscapacity as head of the administrative area of the District, who was given the task to coordinate theactivities of an operational nature. In conjunction with the coordination function, then Head efforts areundertaken on an ongoing basis can create a good working relationship with a subordinate even toinstitutions / agencies diwilayahnya partners, such as the urban / rural development that support theimplementation. In accordance with the characteristics of the problems examined and the formulationof hypotheses that have been proposed previously, then the relevant quantitative approach to theapplication of the method used descriptive (Nazir 1988; Koentjaraningrat, 1997); and explanatorysurvey (Vredenbreght, 1981). Distribution of respondents as described in Table 3 it can be seen that ofthe 80 respondents were interviewed about the application function camat coordination in theimplementation of the development, there were about 45 or ± 56.3% of respondents stated that theapplication functions camat coordination in the implementation of development in the District Singkilis in the category "medium", 26 respondents or 32.5% were in the category of "high", and theremaining nine respondents, or about 11.3% are in the category of "low". That the application of thecoordination function by Head and success of development (participation, standards of living and selfreliance)in the Regional District of Manado City Singkil can not be achieved optmal.Keywords: Coordination and development success.

Abstract

Giving Policy Special Autonomy for Papua Province which is based on Law No. 21 of 2001 on the policy of this Special Autonomy in essence has the government's goal centere authority for the Papuan people to manage their own natural resources are owned and given the devolution of responsibility to promote, accelerate development both in terms of political, economic, cultural, and social welfare. Therefore, education is very important for every citizen of Indonesia. Department of Education that works must actively participate in policy implementation public services, starting with kindergarten elementary, junior high through high school/vocational school. One of the challenges faced by the Government of Papua Province, more specifically in the district of Lanny Jaya maximize the level of education of the Papuan people in addressing the issue of lagging development in various sectors in the district of Lanny Jaya, especially on the development of quality education, both natural resources and human resources, so that able to reduce the problem of underdevelopment and social welfare and creating a quality society. This study aimed to analyze the implementation of special autonomy policy in education in the District of Lanny Jaya Papua Province.This study used a qualitative design, which focused on the implementor communication, the sources of policy implementation, trends relating to the impact of dispositions, the appointment of bureaucrats and bureaucratic structures executor/organizer. The primary data obtained through observations through interviews with 10 informants consists of 6 people from relevant agencies and the 4 elements in society who are knowledgeable about education, and supported by studies related documentation. The data were processed and analyzed through the stages of categorization, data reduction, data grouping, which in turn are arranged in the form of narratives, data interpretation, and conclusions based on the arrangement of the narrative, and to verify the results of the data with the informant that is based on the conclusions.The results showed that the communication is done over emphasize internal communications in which the government should have to provide space for the community so that the implementation of policies run under Law No. 21. 2001 on special autonomy. Organizations in solving the educational bureaucracy is not in the communication to introduce and disseminate the existence and the services performed in connection with education services in the general population. Factors human resources in education both in quality and quantity still tranquility, given the lack of qualified human resources factor even sumbedaya development. Factors disposition in performing work based more responsibility as a government to run the administrative functions not serving the public do not even run a bureaucratic administrative functions for education in the interior. Bureaucratic structure which is operationally services, namely education and training section and a public service that reflects the service as contained in the basic tasks, functions and scope of activities defined, and not supported standard operating procedures (SOP) as a working guideline implementation of the special autonomy.The study concluded that the implementation of special autonomy in Papua Province District Lanny Jaya is not maximized in efforts to achieve a healthy society, cultured, qualified and independent in realizing the various aspects of the construction of more specialized education. It is recommended that education should be improved communication media such as newspapers, radio, banners, brochures and billboards about the existence of special autonomy, and need socialization of all theimplementation of the measures taken, it is necessary to do the evaluation, supervision and planning and services clear implementation of the Law on Special Autonomy for Papua. 21 in 2001. In addition, it should be added helpers bureaucracy by considering appropriate educational background with the required fields. Perluh pulah attempted to placed the public service means more strategic and easily accessible by the public. Outlines the main duties and functions based on a clear organizational structure, as well as reorganize the organizational structure with more focus on the technical and operatin standard "procedures as guidelines in implementing the policy of public services in the field of education.

Abstract : Organizational knowledge is an important factor to explain the effectivenessas it relates to the organization’smorale employee. Bureaucratic organization’s impressed thegovernment has not been able to motivate emploe morale to improve the effectiveness of its workbecause of the critical diminsions of organizational climate has not been realized in accordancewith the needs and espectation of employes, and the suspeck is the of the causes have notmakximum service effectiveness.Inconnection with this matler,this study was to determine theeffect of organizational climate on the district government public service effectiveness TaliabuUtara north sula island.This research uses methods quantitative data source research respondents are as manyas 30 officer/employess government districts Taliabu Utara.Data collection technique usingquestionnaires and interviews quide.Techniquehelp with data analysis to test the hypothesissimple regressionanalysis and correlation simple/product moment.Data analysis showe : (1) variable regression coefficient effectiveness organizationclimate on public services is positive and the real significance level of 0,01 or 1%. (2) Thecorrelation coefficient and the power of organization climate variable determination of theeffectiveness of public services is high/close and rear to the significant level of or 1%.The conclusions suggested by the results of the study the effectiveness a public servantin the office distrct heard north Taliabu needs to be improved by improving the qualitydimensions of organizational climate can push high morale of employes such as:tskstructure,the relationship reward - penalties,communications within the organization ,thedevelopment of human resources mployee,the personal relationship between the atmospherewithin the organization,facilities and/support eguipment executing the task,and the safety andcomfort of the organization’s environment.Keywords:Organizational knowledge, public services effectiveness.

Abstract

Abstract: In practice, the performance of the resulting Government seems to have not yet showed better conditions change significantly. Some government officials still shows low level of accountability, responsiveness and efficiency in the conduct of the service. Effected by the importance of the role of institutional performance on one side and the number of issues that bind them on the other hand, issues concerning the performance of the institutions as well as public service apparatus became one of the important issues in the reform of public administration in different countries, including for the context of Indonesia at the present time. The performance of the public service are often interchangeable with government performance measurement, it is not too surprising since basically the public service became the responsibility of the Government and related agencies that provide services to the community. BPJS health is a legal entity formed for national health assurance program organize (JKN) and is responsible to the President and has the task to organize national health guarantee.Based on some of the opinions or theories of performance then the author refers to the performance of theory Kumorotomo which States that the performance can be formulated through indicators-charge indicators will namely, efficiency, effectiveness, fairness and responsiveness. The reason this performance theory used is that problems are found, the situation can be solved or sought solution by using the performance theory. This research is a descriptive methode using qualitative approach by digitally describe data obtained from research results about Performance Office BPJS Health Branch of Manado. In qualitative research, data collection is done by observation, in-depth interviews and documentation. The overall conclusion of all indicators that there is, the performance of the Office organizer of social security (BPJS) to Manado Branch Health currently is already quite good, in terms of efficiency because of the service in accordance with the procedure. For effectiveness, it's been pretty good, but should be optimized again about the socialization of social security program so that people understand the concept of JKN, system funding, aware of the benefits to the community as well as the procedures for his service to the service of their health. And then for Justice is already good enough. And responsiveness, the overall service provided to the community already is good enough just yet to a maximum until the required leadership role in directing and supervising the performance of the employee in order that the overall performance is better.Keywords : BPJS Health office performance

Abstract: The welfare of the community is one of the goals expected by every region is no exception for theTalaud Island Regency various efforts are designed and implemented by the local Government solely to promotegrowth for the region itself and then expected to have a positive impact on the welfare of the community. Whilethe welfare of poor people in Talaud Island Regency is still now seen from the income of the community that issmall based on data in Central Bureau of Statistics of Talaud island Rehency. Local Government throughAgricultural Service of Agriculture of Talaud Island Regency create and implement program of empowermentof poor society working as farmer where community empowerment is done by forming group of farmer withhofe of existence of group of farmer this can improve prosperity of society which categorized as poor society.This research uses data collection technique that is descriptive research through technique of data collectionthat is observation, interview, anda documention. With data analysis techniques namely data reduction, datapresentation and conclusion. The fidings of this study indicate that the various agricultural assistance providedby the Local Government to be distributed to the poor through astablished farmer groups has had a good enoughimpact for the poor. Trough the assistance provided at least the level of income and and walfare of the poorhave started to rise to a better level than before, although not all poor people feel the help given by the LocalGovernment due to various limitations experienced by the Local Government one of then is the limited fundsso that the process of providing assistance in the field of agricultura is not given fully to the poor but is graduallygranted to the community throught a predetermined procedure.Keywords : Local Government, Policy, Agriculture

Abstract : This research aims to analyze the performance of a Public Broadcasting Institution theradio Indonesia Republic in Manado. Public Broadcasting Institution the radio Indonesia Republic inManado as a government bureaucracy is the one work unit in North Sulawesi. Public BroadcastingInstitution the radio Indonesia Republic in Manado is institutions that convey information as well as news –actual and reliable news as well as provide entertainment to the community particularly the city of Manado.To carry out its work, Public Broadcasting has a function a. Deliver/broadcast news and Information toactual and reliable, providing wholesome Entertainment to the community. The central problem in the studybased on the pre survey, for example, the protection of the rights of women workers, safety (safety securitywork) and also a guarantee against social workers. Qualifying employees in particular HR limitations ofEchelon IV also become constraints in the implementation of tasks and jobs. In addition still lack of trainingtrainingis to support the technical skill employees create a work to be hampered due to the lack of technicalknowledge of employees in carrying out his job. Therefore, in a situation like this, the head of Department orhead of the need to conduct performance assessment to review the extent to which employee performance andevaluate the effectiveness of the deficiencies contained therein so that action can be taken as soon as possibleto resolve the issue.In this study the author uses a quantitative approach. quantitative data processing-data that isobtained from the location of the research with data collection techniques: study library and study field, asfor Informants in this study was the assessment of officials is tops on Public Broadcasters, among them headof the radio Indonesia Republic in Manado Station, the head of the field and the head section.The results of this research are generally speaking the performance of employees in the PublicBroadcasting Institution the radio Indonesia Republic in Manado can be said to have good, based on thefinal value of each employee's performance with Employees Working Objectives values accumulate (SKP)and overall work so that Behavior can be inferred to be on the level of "good". But there are some drawbackson a number of aspects that need to be addressed. There are also some drawbacks in the system assessmentsbased Government Regulations No 46-year 2011 as in some aspects of the assessment that does not have aclear criteria in measuring these aspects in the assessment being thus causing less accurate, as well as theassessment is very subjective because it is only rated by his superiors only and does not involve otherelements associated with it. Further, the ratings only measure the performance on an individual basis andnot on the team's performance while at the moment the work more charged on teamwork, not merely on theindividual.Referring to the discussion and the conclusions above, the suggested performance in order toimprove Employee Public Broadcasting Institution the radio Indonesia Republic in Manado then needs to bein the presence of Required training To suggest as well as employee development programs so that theperformance achieved by the Public Broadcasting Institution the radio Indonesia Republic in Manado can beincreased again in all its aspects. Abstract

ABSTRACT : Implementation of good governance is an absolute necessity for the creation of a majorityof the political system of governance that is more aligned to the interests of the people in accordance withthe principles of democracy are universal. The purpose of this study is to investigate the implementationof the principles of good governance in the public service, to determine the factors supporting andhindering the implementation of the principles of good governance in the public service in the District ofWest Southeast Maluku District Kormomolin.The method used in this research is quantitative method. Research was carried by 75 votes kormomolinsub-district government officials and the public. The data used are primary data in the can through aquestionnaire. The analysis technique used to test the hypothesis is simple linear regression analysis.The results of data analysis showed that the variables of good governance and positive significant effect onthe variable public services at the level of 95%. Based on the results of that study concluded that goodgovernance positive and significant impact on public services at Head Office Kormomolin.It is recommended that the implementation of good governance which emphasizes the principles oftransparency and accountability in Head Office Kormomolin should be increased for the realization ofpublic services from the aspect of efficiency and effectiveness.Keywords: good governance, public services

Abstract

Based on the result observation at the Sitti Maryam Hospital Manado city still has some problems such asconcerning the quality performance of medical personnel as service providers to the community. Assessment of theperformance of qualified medical personnel by providing good service views of the reliability, responsiveness,assurance, emphaty, and tangibles. For the purpose of this study is to know the performance quality of medicalpersonnel at the Sitti Maryam Hospital Manado city. The research use descriptive qualitative research. Informantresearch as much as 8 (eight) informant that is, one leadership of hospital, two doctors, one person nurse, one personstaff employees hospital, and three patients. Data collection techniques use are observation techniques, interviewtechniques, and documentation techniques, as well as data analysis techniques that are use are data reduction, datapresentation, and conclusion drawing. Based on result of research through observations, data collection andinterview process that the researcher did, then research on the quality performance of medical personnel in the SittiMaryam Hospital not good enough, in view of the indicators of reliability, responsiveness, assurance, empathy andtangibles. For reliability is still not good, because the services provided are not time there are still some medicalpersonnel who performed the task has not been maximum. And also the lack of surgeons that resulted in patientshaving to wait for health services. For the responsiveness is still not good, because the parient complains against theprovision of service that are not on time is not good responded. For the assurance is good, because welfare thepatient treated at Sitti Maryam Hospital is guaranteed. For emphaty is not good because there are still some nursesand employees Sitti Maryam Hospital is less good to speak to the patient. And for the tangibles is not good, becausefor general facilities such as chairs in each ward is still lacking in meeting the needs of patiens.Keyword: Quality, Performance Of Medical Personnel
