Abstract

Abstract :Raskin is a government program that purpose to reduce the burden of spending Objective HouseholdsOwn Benefit (RTS-PM) through a partial fulfillment of basic needs in the form of rice. However, implementation ofthe policy has not worked as expected due to several factors between like low quality of rice delivered, in factobjective’s receiver of subsidized rice is not only the poor but the society who belong to afford. The purpose of thisstudy was to determine how the distribution policy implementation Raskin in the village Poopoh TombaririSubdistrict Minahasa district. To realize these purpose, Conducting research using descriptive qualitativeapproach. The data resources consist of primary data result from observation and interviews, and secondary dataresult from the management of documents, archives, records, and regulations related to issues in research. Theresults showed that the rice’s distribution policy implementation of poor society in the Poopoh Village TombaririSubdistrict Minahasa District has not accomplished appropriate with the purpose and objectives becauseimplementing no transparency in the distribution of rice’s raskin. Abstract

Abstract: The coordination in the implementation of development carried out by the Head in hiscapacity as head of the administrative area of the District, who was given the task to coordinate theactivities of an operational nature. In conjunction with the coordination function, then Head efforts areundertaken on an ongoing basis can create a good working relationship with a subordinate even toinstitutions / agencies diwilayahnya partners, such as the urban / rural development that support theimplementation. In accordance with the characteristics of the problems examined and the formulationof hypotheses that have been proposed previously, then the relevant quantitative approach to theapplication of the method used descriptive (Nazir 1988; Koentjaraningrat, 1997); and explanatorysurvey (Vredenbreght, 1981). Distribution of respondents as described in Table 3 it can be seen that ofthe 80 respondents were interviewed about the application function camat coordination in theimplementation of the development, there were about 45 or ± 56.3% of respondents stated that theapplication functions camat coordination in the implementation of development in the District Singkilis in the category "medium", 26 respondents or 32.5% were in the category of "high", and theremaining nine respondents, or about 11.3% are in the category of "low". That the application of thecoordination function by Head and success of development (participation, standards of living and selfreliance)in the Regional District of Manado City Singkil can not be achieved optmal.Keywords: Coordination and development success.

Abstract

ABSTRACT: Department of transportation is implementing elements of Manado city Manado CityGovernment, led by the head of Department, and responsible to the Mayor through the Regional Secretary(Minister of the Interior decision/autonomous region no. 55 in 2000). Follow-up the decision haspublished regulations Manado number 04 of 2008 about the Organization and the work area of the city ofManado, Manado city and regulation number 19 in 2008 about the details of the duties and functions ofthe Office of the city of Manado in the relationship of carrying out the functions of the service to thecommunity. Department of transportation supporting role as Manado city in creating organizationrelationships ensure the safety, security, public order and the smooth comfort as well as environmentalsustainability.This study uses qualitative methods, data sources or informants research as many as 10 peoplewere taken from several elements, namely the Department of transportation employee Manado 3 persons,owner of microlet 4 people and 3 people microlet user community. Data collection using observation,interviews, and documentation.Conclusion based on the results of this research, it can be recommended in general suggestionsfor the Department of transportation the city of Manado, the effectiveness of the Service relationship ofManado city is still pretty good, to enhance the effectiveness of the Department of transportation should begood increases the production of standards and the feasibility of a public transport vehicle to vehicle inmicrolet extend stretch permit has a decent road standards and make convenience for users of publictransport. Quality of work should be improved again in this case about extension of the public transportroute permit is expected to Transport service to be more selective and further improve the qualitystandards of the PC in public transit ride. Efficiency also needs to be improved, i.e. public transport testingmicrolet if just past standard test feasibility of KIR can be seen many vehicles that are not worthy of theroad still passes the test of KIR, better than the Department of transportation's own re-testing against themicrolet public transport will extend the public transport route permit in order to generate a convenientpublic transit vehicles. the satisfaction of the society is in the specified test standards of microlet publictransport last so if you want people to feel satisfied with the performance of the Department oftransportation in this permit extension routes should improve testing the feasibility of an above standardof yesteryear. The service has been good but needs to be improved any more time in processing theextension of route license, because the owner of the vehicle also feels no need to wait long to getpermission for these routes and also affects the intentions of owners of public transport vehicles toannually renew stretch licenses.Key Words: Effectiveness, Department Of Transportation, Route Clearance.

Abstract

ABSTRACT: Implementation of policies granting of micro and small enterprises aims to give consent tomicro and small businesses for people who have small businesses and small that their enterprises have thelegality / validity of the government, but in fact the service performed has not gone up, therefore, this study isintended to answer questions about how the implementation of policies granting of micro and smallenterprises. In this study, researchers used a model of implementation of the George C. Edward III, wherethe implementation level visits from four aspects which have great impact in policy implementation.Communication is an aspect for the government to inform policy to the public as target group. Adequateresources both human resources and financial resources will affect the success rate policy. Disposition is theattitude held by implementing policies such as ethics and commitment to make this policy succeed. Thebureaucratic structure is the operational structure of the mechanisms of services and organizationalstructure of the implementing agency policies. In this research using descriptive qualitative research methodis through interviews with 10 informants, direct observation and document searches in connection with thepolicy, even in research assisted by the interview, a tape recorder and stationery menulis.Hasil research ingeneral explained that the Implementation Granting Policy for Micro And Small at the District OfficeMalalayang has not gone up.Keywords: Policy Implementation, License Micro And Small

Abstract

Abstract : This research aims to know the performance of The Village Council Deliberations in the Organization of the Government on the District Southern Likupang. The Village Council Deliberations is a legislative institution of the village stand on behalf of the community. The Village Council Deliberations is an institution which has the task to set the rules of the village, accommodating and channelling the aspirations of the community. But in fact came the gap between reality and expectations, which in the exercise of duty Village Council Deliberations is not maximum The methods used in this research is qualitative, descriptive with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for being informants among other things: 1 the head of district,  7 the village chief, 7 head of The Village Council Deliberations and 14 people total informants is 29 people in 7 villages in district South Likupang. The research results showed that the performance of The Village Council Deliberations in district South Likupang seen from the implementation of functions which in size with performance measurement indicators (Productivity, Responsiveness, quality of service, corporate responsibility and accountability) is still not optimal. For example in carrying out the task of supervision in all lines is still insufficient, additionally in the hold and disburse the aspirations of society also have yet to pan out. His stuff is so in conducting the election of the members Village Council Deliberations there are often government intervention from the village, it does have an impact on the performance of the membership many inactive in the Organization's work does work. Views of the administrative management are still very bad. So is the case with transparent from The Village Council Deliberations to society that votes haven't been fullest. Referring to the conclusions above, shall recommend in a good cooperation between Government, communities, villages, with The Village Council Deliberations, then County Government shall facilitate the work of The Village Council Deliberations by holding trainings, the main thing in this case is also the awareness and responsibility of each Member of The Village Council Deliberations in their job they are already on the community entrust to them. Abstract

Abstract: The purpose of this research is to explain the relationship work ability and governmental apparatus performance. This research was conducted in the Kema sub district with 38 respondents sample. It used area sampling technique and stratified random sampling. Data was collected by using questionnaire technique in the form of questions measured by Likert scale. The analysis method used here is descriptive and correlation analysis by the simple regression analysis. Data analysis was conducted by using SPSS version 12,0 computer program. The results of this research indicated that: (1) based on the descriptive analysis shown that the work ability and governmental apparatus performance both are high category. (2) based on the simple regression analysis shown that the relationship between work ability and governmental apparatus performance is positive and significant. Based on this research may suggestion to the Head of Kema sub district that require to maintain and develop the attitude in work to all apparatus continually. Abstract

Abstracts: The problem and objectives of this research are how the condition of power that used by the principal on the Public Senior High Schools in the Regent of North Minahasa, and to explain the influence of the factors of power by the principal to the teacher’s performance. This research was conducted in North Minahasa on six Public Senior High Schools with 69 respondents sample. It used stratified random sampling technique. Data was collected by using questionnaire technique in the form of statement/questions measured by Likert scale. The analysis method used here is descriptive analysis and multiple linear regression analysis. The results of this research indicated that: (1) the exertion of power by the principal to increase the teacher’s performance is more of legitimate power. (2) besed on determinant coefycient value, that symoltantly usage of legitimate power, reward power, coercive power, expert power, and referent power have influence to teacher’s performance. Therefore, it is suggested that the further research could try to obtain other variables which are possibly better in establishing an increasing model of the teacher’s performance.  Keywords: factors of power, and performance

Abstract

Abstract: The evidence suggests also that Gorua health centers still lack the human resources in this casemedical personnel. This study uses qualitative methods. Data were collected through interviews and observation techniques. Interviews were conducted at 45 of the informant elements service providers and service recipients. This study consists of four dimensions, namely communication, resources, disposition, and organizational structure / bureaucracy, it turns out that the low isindicated that human resource dimensions Goruahealth centers still lack themedicalpersonnel. The conclusion that can be drawn from these resultsis that in general, the implementation of public health care policy in health centers Tobelo Gorua Northern District high enough, but not obtimal. This is due to that health center Gorua There are still limitations, namely in terms of the human resources of medical personnel(doctor). Generallyrecommendedadviceto the Government of North Halmahera in order to make Government Area of the health services. And in accordance with 4 (four) Indicator research problems. The government is expected to improve themanagement of public services provision of Human Resources (HR) in this case themedical personnel who considered capable of providing anytindakkanin accordance with the competencyowned. Abstract

Absrtact: The purpose of this study was to describe, analyze, and interpret: 1). Competencies and skills of structural, 2). Recruitment process of structural, 3). Constraints encountered in implementation of the recruitment of structural. This study is a qualitative research through observation, interviews and documentation. Methods of analysis was performed by qualitative data analysis techniques. The results show that the competence and expertise possessed by each employee was still low, because of most the Class III employees were recruited, but was dominated by the functional employee, such as teachers, doctors and nursing. There were some positions to be filled in the structural level that have not been occupied, because no employees were eligible for the positions, particularly with respect to rank. In addition, the competence of the recruited employees, have not been met. However, when viewed from the other side, that the authority is generally performed when a person who occupies a particular position can not afford to run a good job, so the Government Regulation No. 9 of 2003 can be implemented. This has been one of the Regents authority. It can be concluded that there were three major obstacles in the implementation of structural recruitment of officials in the District of North Bolaang Mongondow, namely human resources, conditions of employment facilities, and work programs that provide such a huge impact on the performance of the institution. North Bolaang Mongondow Regency has limited capacity of the division of human resources that are competent, ie the number of local government officials that were recruited were not based on the analysis of the needs of each Unit (SKPD), and also the competence and skills did not become the main consideration in the recruitment process. It is thus recommended to optimize the process of recruiting officials in North Bolaang Mongondow Regency necessary to optimize the implementation of Government Regulation No. 13 of 2003, as well as provide input to the head area as the party's decision to give a person to occupy certain positions. Abstract

Abstract: This study aimed to: (1). Knowing the condition of acceptance of Manado City area primarily sourced from levy sources of revenue. (2) Determine strategy to increase revenue from the levy in the city of Manado. The methodology used in this study is a qualitative method in which the research method was used to examine the condition of natural objects (as his opponent is an experiment) where the researcher is a key instrument, conducted the data collection techniques triangulation (combined) and data analysis is inductive. The results showed revenue is a real contribution given by the local community to support the autonomous status granted to the area. Improved performance of Original Region Revenue through a levy can be done by improving the administration of local revenues, as well as through regulatory reform local taxation and levies. Levies in the city of Manado has undergone significant improvement by increasing the number and activity of domestic activities. Suggestions that may be filed as follows: in order to prioritize efforts to increase revenue by evaluating and improving systems that have been implemented, because it still has considerable prospects and potential and Inviting community participation so as to help provide a source of information material in order to periodically evaluate the level of development in general revenue levy, particularly regarding pay resources and increase public service efficiency Key Words: Strategy For Regional Increase Acceptance, Original Region Revenue
