Abstract

Laboratorium sebagai unit pelayanan akademik merupakan bagian dari sistem tata kelola birokrasi fakultas yang memiliki peran strategis dalam mendukung kelancaran kegiatan akademik mahasiswa. Penelitian ini bertujuan untuk menganalisis tata kelola dan strategi pelayanan birokratis di Laboratorium FISIP UIN Sunan Gunung Djati Bandung serta faktor-faktor yang memengaruhi efektivitasnya. Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif melalui wawancara dan observasi terhadap petugas laboratorium dan mahasiswa. Hasil penelitian menunjukkan bahwa tata kelola pelayanan telah berjalan cukup baik melalui penerapan SOP, sistem penjadwalan yang terstruktur, pengembangan kompetensi SDM, mekanisme umpan balik, dan fleksibilitas pelayanan. Berdasarkan analisis SERVQUAL, seluruh dimensi pelayanan telah terpenuhi, meskipun masih terdapat kendala pada konsistensi respons media sosial dan pemerataan sosialisasi layanan. Pelayanan birokratis menunjukkan efektivitas awal yang baik namun memerlukan penguatan komunikasi dan kapasitas SDM secara berkelanjutan.

Abstract

AbstractThe COVID-19 pandemic prompted the Indonesian government to immediately take various policy measures in response to the health crisis, which had become a more complex problem. However, this policy agenda-setting process is not simply viewed as a simple response to public health issues, but also as a result of broader governmental rationality. This study aims to analyze how agenda-setting in COVID-19 policy in Indonesia occurs by combining the policy cycle perspective and Michael Foucault's concept of governmentality. The method chosen is descriptive qualitative research with a literature review approach, utilizing government policy documents, academic sources, and ongoing previous studies. The analysis focuses on the formation of the policy agenda, starting with the establishment of the COVID-19 Task Force and continuing through the implementation process involving various regulations for handling the pandemic throughout 2020. The research findings indicate that the pandemic was successfully elevated to the government agenda as a public issue requiring a rapid response, but also necessitating policy development that proceeded not solely based on public health logic. The government has classified COVID-19 as a national emergency and a non-natural disaster, allowing for expanded state intervention through various social, economic, and security regulatory instruments. This study concludes that the establishment of the COVID-19 policy agenda in Indonesia is the result of the interaction between the need to address the health crisis and the rationality of power exercised through population management mechanisms. Incorporating a governmentality perspective into policy cycle analysis provides a more comprehensive understanding of the relationship between power, knowledge, and the public policymaking process.Keywords: COVID-19, agenda setting, policy cycle, governmentalit y, public policy, Indonesia.

Abstract

Digital transformation in public services has encouraged the Indonesian government to introduce various innovations, including the implementation of Digital Population Identity (Identitas Kependudukan Digital/IKD). This policy aims to improve the efficiency of population administration while enhancing the quality of digital-based public services. This study examines the implementation of the IKD policy in improving public service quality in Indonesia and identifies the supporting and inhibiting factors affecting its implementation. The research employs a qualitative descriptive approach through a literature review of academic journals, books, government documents, and other relevant scholarly sources. The findings indicate that IKD contributes to faster identity verification, easier access to public services, improved administrative efficiency, and better integration of population data. Nevertheless, its implementation continues to face several challenges, including limited digital infrastructure, low levels of digital literacy, unequal access to technology across regions, and concerns regarding personal data security. The effectiveness of IKD implementation is largely influenced by infrastructure readiness, human resource capacity, institutional commitment, and public acceptance of digital technology. Therefore, continuous efforts are required to strengthen digital infrastructure, improve digital literacy, and enhance personal data protection in order to maximize the benefits of IKD in creating more effective, efficient, transparent, and integrated public services.
