This article offers a critical assessment on the discourse on the issues by showing various blunders in interpreting am! then implement key political concept, such as the strength of the state, state-society relationship, and the relationship of local-central agencies. These blunders are rooted from the preoccupation of the instrumentality of the state. Aware of those blunders, this article suggests to analyse the issue from the framework of political movement.

Abstract

Uncritical understanding of the notion of nation-state in Indonesia has led a discredit to ethno-nationalism, which essentially is the primary form of nationalism in favour of the secondary form of nationalism. The former refers to a shared imagination of being a member of ethnic group, and the later refers to a shared feeling of being a citizen of the state. Such a mistreatment of ethno-nationalism in governing the state has troubled the state itself as demand of more local autonomy sprang out. It is through a process of political decentralization that the state attempt to accommodate demand for expressing ethno-nationalism. The difficult process of negotiating transition toward a democratic order in Indonesia is eased by the states capability to redefine the meaning of nationalism and local autonomy.

Policy process is perceived as nothing more than the exercise of authority even when legitimacy of his or her decision is undetected. In their attempt to assess the appropriateness of those theoretical presumption, the authors scrutinize the controversy within the process of developing a tourist resort: Bali Nirwana Resort. In line with the trend in renewal the studi of public administration, the authors suggest a more political, consensus-based theory of policy-process.

Abstract

Various concepts, models or theoretical frameworksare on offer, to frame the public in fighting againstcorruption in Indonesia. They include: bureaucraticreform, good governance, civil society engagementetc. In response to the failure to bring corruptionfreestatus, experts unnoticeably tend to blame publicofficers instead of ensuring the accuracy and thereliability of the framework. This reflective literaturereview reveals such tendency. To begin with, it mapsout the logical basis of each approach, particularlyin conceptualizing the ‘public’, the ‘private’, andtheir relationship. The reliability of the approacheswill emerge as we link the conceptualization withreal life the public or socio-cultural context. The reviewreveals that analysis on corruption and its imperativeare ideologically driven, and hence, suffersfrom ideological bias. It obsesses with altering thebehaviour of public officers, which inevitably entrappedwith particular set-up. As liberal discoursetake place in non-liberal institutional set-up, thepublic fail to comprehend the nature of the problemsand the solution on offer. Instead of setting upcontext-specific agenda, public a dragged on variousforms of reform such as granting political rights, enhancing civil society, articulate more autonomyand alike. As overwhelming individual within thebattles against corruption overloaded with assertingof more public role, they encountered with difficultyin setting the boundary between the public and theprivate. As Indonesia has been endowed with differentinstitutional set-up in governing public affairs,corruption-free public governance remains elusive. This is because the reforms dismantle the existing powerbase, which actually is vital for winning the fight against corruptivesystemKEYWORDS: public, private, corruption

Abstract

Border  management  has,  on  the  one  hand,  grown  beyond  the  conceptual  limit  that  is  the terminological definition of borders as lines separating countries to also factor in their development as areas. On the other, it should aim to strengthen state sovereignty and improve the welfare of its citizens. Tese ofen lead to the dichotomy between security and prosperity in border management approaches. Regionalism is an approach used to create regional integration across national borders, but this concept is strongly influenced by  the  interests  of  states  on  each  side  of  the  border.  Terefore,  this  research  explores  if  spatial  interaction between border communities is controlled by the regionalism concept introduced by the state or, instead, grows organically  as  part  of  regionalization  due  to  livelihoods  that  require  border  crossings.  It  used  a  case  study of Sebatik Island in the Indonesia-Malaysia border area. Te qualitative research design applied exploratory principles on the spatial interaction pattern formed between border communities and then synthesized the identified  units  of  information  on  transboundary  activities  while  considering  government-issued  policies on border management. Results showed that regionalism was only minimally implemented in managing the border  area.  It  means  that  border  landscapes  in  Indonesia  are  organically  formed  on  the  micro-scale  even though the perspective of regionalism has long been adopted at the regional level, i.e., ASEAN.

Abstract

The state border area has an important position for state sovereignty. Sebatik Island is one of the border areas designated as PKSN for defense and security purposes, along with a new growth center in the economic sector. Therefore it is necessary to know the development of the socio-economic condition of the region along with the various spatial interaction activities that have been carried out by the border communities of Sebatik Island. This paper aims to (1) identify the socio-economic conditions of the area in the Sebatik Island Border Area, (2) identify spatial interaction activities carried out by border communities on Sebatik Island in order to fulfill their daily needs, (3) assess the relationship between socio-economic conditions in Sebatik Island with spatial interactions between regions that have been carried out by the community. This study uses qualitative methods by applying the principle of data triangulation. Some research results can be fund is the Sebatik island region still has a dependence on other regions, one of which is on the territory of neighboring countries. This becomes an anomaly if it is associated with the function of the border area as a manifestation of state sovereignty

Abstract

Abstract

This article describes the ecotheological movement of the Muhammadiyah Environmental Council (Majelis Lingkungan Hidup abbreviated MLH in Bahasa Indonesia) in response to the environmental crisis. The birth of the ecotheological movement in Muslim communities such as Muhammadiyah is a new awareness in the Islamic world. This is because, so far, the issues of environmental crisis have only grown and developed in the world of self-help (secular organizations). As a result, it raises the question of how the role of religion, more precisely the Muslim community, has tended to be passive in responding to environmental crises. Therefore, the spirit of Al-Ma'un's theology at Muhammadiyah in recent years has begun to find its relevance in identifying the environment as ecotheology. The research method used in this research is descriptive and qualitative, which aims to understand the ecotheology movement in MLH. Liberation theology theory (Gustavo Guiterez) and ecotheology are used to analyze the environmental movement in this Muslim community. The findings of this study explain that the ecotheology movement at MLH was born as a manifestation of the theology of Al-Ma'un 1912, which, one century after its birth, has not responded to the issue of environmental damage. However, since the liberation theology of the 1980s has become a global narrative, KH Ahmad Dahlan's theology has found its relevance and pioneered the religious community movement. The involvement of these groups, such as MLH, is a new chapter in how religion is relevant in bringing theological messages that have not been seen so far.
