Abstract

Technological advances have brought about the development of digital transformation one of which is in the field of population administration, namely through the presence of DigitalPopulation Identity Cards (KTP). The East Oku Regency Population and Civil Registration Service has implemented digital-based Population Identity Cards (KTP) since 2023, but in implementation there are still several obstacles. Therefore, analysis is needed to assess the effectiveness of the implementation of the Digital Identity Card (KTP), as well as to analyze theprocesses and factors that influence the success of the effectiveness of the Digital Identity Card (KTP) program at the East Oku Regency Population and Civil Registration Service office. This research uses descriptive qualitative research methods, data collection techniques by means of observation, and literature study. The research results show that the implementation of population administration is quite effective in terms of the dimensions of usefulness, convenience and acceptance of information technology, although there are obstacles in terms ofdirect socialization because not all residents of East Oku Regency know about the implementation of digital KTP socialization. This especially applies to older people who do notunderstand technology so they have difficulty using IKD.

Abstract

Penelitian ini bertujuan mengetahui kondisi teknologi informasi dan komunikasi di Kota Pontianak dan untuk menganalisa pengembangan teknologi informasi dan komunikasi dalam menghadapi Revolusi Industri 4.0 di Kota Pontianak. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan deskriptif dengan menggunakan Model Interaktif. Hasil penelitian menunjukkan Kondisi penerapan teknologi informasi dan komunikasi di Kota Pontianak sudah berjalan dengan baik dimana pada ketiga dimensi masih terkondisi dengan baik yaitu pada struktur daerah pada sub dimensi kualitas sumber daya manusia, dan kapasitas keuangan daerah, infrastruktur daerah yang mendukung dengan baik, suprastruktur daerah dimana kelembagaan daerah dan organisasi masyarakat daerah mendukung dengan baik. Kondisi yang kurang pada struktur daerah dan infrastruktur daerah dalam pengembangan teknologi informasi dan komunikasi dalam menghadapi revolusi industri 4.0 di Kota Pontianak dapat atasi dengan pemetaan aparatur dan pengembangan kualitas sumber daya pemerintahan melalui pendidikan teknis dan fungsional dalam bidang teknologi informasi dan komunikasi dan perlunya segera membuat peraturan daerah atau peraturan walikota mengenai penggunaan komputer yang legal dan penerapan green Information dan Communication Technology serta peraturan penyelenggaraan e-government.

Abstract

Penelitian ini bertujuan untuk mengkaji peran pemerintah desa dalam meningkatkan peasaran produk usaha rumahan melalui pemanfaatan produk usaha rumahan melalui pemanfaatan media sosial di desa Manjalling, Kecamatan bajeng Barat, Kabupaten Gowa. Metode peneltian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif, dimana masalah yang dikaji dalam peran pemerintah desa dalam meningkatkan pemasaran produk pelaku usaha. Hasil penelitian yang didapatkan yaitu terjadinya peningkatan pemasaran produk usaha yang melalui pemanfaatan media sosial sebagai sarana pemasaran produk hasil usaha di Desa Manjalling menjadi cukup baik. Pelaku usaha rumahan yang memiliki akun media sosial telah memanfaatkannya sebagai sarana pemasaran produk hasil usahanya.

Abstract

Abstract Technological advances provide many benefits to people's lives, including government administration. In the field of government apparatus development activities, online presence can make it easy for activity organizers to record the attendance of participants. Different results when done manually. This study aims to find out how to use the Google Form application to record participant attendance at training activities at the Human Resources Development Agency in Bengkulu Province, and what are the obstacles in using Google Form in filling attendance in apparatus leadership activities and solutions to these obstacles. The research method used is a qualitative research method with a descriptive approach. Data collection by means of observation, interviews, and documentation on participants and organizers of training activities. The results of the study describe that the application of attendance through the Google form can help participants and organizers of leadership training in Bengkulu Province. In using presence through the Google form, several obstacles were found, such as some training participants who did not understand how to fill out an application, there were also several activity committees who did not have a Google account, and maintenance problems and an unstable network. Keywords : Administrator Leadership Training, Google Form, Attendance Attendance, Daily Activity Evaluation Abstrak Kemajuan teknologi banyak memberikan manfaat bagi kehidupan masyarakat termasuk juga pada penyelenggaraan pemerintahan. Dalam bidang kegiatan pengembangan aparatur pemerintahan, presensi online dapat memberikan kemudahan bagi para penyelenggara kegiatan untuk mendata kehadiran para peserta. Hal yang berbeda hasilnya bila dilakukan secara manual. Penelitian ini bertujuan untuk mengetahui bagaimana penggunaan aplikasi Google Form untuk mendata kehadiran peserta pada kegiatan Pelatihan di Badan Pengambangan Sumber Daya Manusia di Provinsi Bengkulu, dan bagaimana kendala dalam penggunaan Google Form dalam pengisian presensi dalam kegiatan kepemimpinan Aparatur serta soslusi atas kendala tersebut. Metode Penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Pengumpulan data dengan cara observasi, wawancara, dan dokumentasi pada peserta dan penyelenggara kegiatan pelatihan. Hasil penelitian menguraikan bahwa penerapan presensi melalui google form dapat membantu peserta dan penyelenggara pelatihan kepemimpinan di Provinsi Bengkulu. Pada penggunaan presensi melalui google form ditemukan beberapa kendala seperti beberapa peserta pelatihan yang belum mengerti cara mengisi aplikasi, terdapar juga beberapa panitia kegiatan yang belum memiliki akun Google, dan kendala maintenance serta terdapat jaringan yang kurang stabil. Kata kunci: Aplikasi Google Form, Pelatihan Kepemimpinan, Evaluasi Kegiatan Harian.

Abstract

Fenomena tata kelola pemerintahan saat ini sering dihadapkan pada kendala yang signifikan, yaitu ketidaksesuaian informasi dan data kepegawaian yang mempengaruhi upaya mewujudkan tata pemerintahan yang baik. Salah satu peran kunci organisasi pemerintahan adalah menerapkan kebijakan terbaik dalam manajemen kepegawaian, dengan tujuan mengembangkan pegawai sesuai dengan informasi dan data yang akurat dan relevan yang tersedia. Penelitian ini bertujuan untuk menganalisis penerapan integrasi data pegawai Kota Padang Provinsi Sumatera Barat. Dalam menganalisis penelitian ini, penulis menggunakan metode penelitian deskriptif kualitatif yang mengambil data dengan melalui wawancara dengan para Pegawai Negeri Sipil yang terkait dalam bidang kepegawaian pada Badan Pengembangan Sumber Daya Manusia Kota Padang. Data dikumpulkan melalui observasi dan pendataan di Badan Pengembangan Sumber Daya Manusia Kota Padang. Hasil penelitian menggambarkan bahwa penerapan integrasi data PNS dengan data kepegawaian yang bersumber pada pusat Badan Kepegawaian Negara secara prosedur sudah cukup jelas dan sudah disesuaikan dengan standar. Badan Pengembangan Sumber Daya Manusia masih kekurangan pegawai yang mengerjakan proses integrasi data PNS termasuk dalam hal pelayanan informasi. Dari segi teknologi, proses integrasi data PNS menggunakan proses aplikasi Sistem Informasi Manajemen Kepegawaian yang sesuai arahan Badan Kepegawaian negara sehingga lebih memudahkan proses penyatuan data pegawai serta menghasilkan informasi yang membantu pengambilan keputusan manajemen kepegawaian disetiap perangkat daerah terkait. Kata kunci: Integrasi Data, Kepegawaian, Sistem Informasi.

Abstract

The development of growth center villages in border areas is an important strategy in improving community welfare and equitable development. This study aims to analyze the development model of growth center villages in the Border District, Sanggau Regency, West Kalimantan Province, with a focus on Entikong Village and Balai Karangan Village. This study uses a qualitative descriptive approach, this study identifies the main factors that support village growth, such as accessibility, infrastructure, economic potential, public services, and government policy support. The results of the study show that Entikong Village has a strategic advantage as a State Border Crossing Post (PLBN), while Balai Karangan Village is developing as a local economic center with good connectivity. The proposed growth center village development model is based on the 4M approach, namely Developing trade potential, Improving basic infrastructure, Strengthening village institutions, and Improving the quality of public services. The implementation of this model is expected to accelerate the economic growth of border villages and create more inclusive and sustainable development.

Abstract

The research aimed to examine the effect of career development, organizational climate, and work motivation on employee performance at the Sidenreng Rappang Regency Water Resources Management Office. The process was through the application of a quantitative method by collecting data from two important sources. The primary data were collected by distributing questionnaires to 52 respondents while secondary sources included official documents from related agencies. The data collected were analyzed using statistical methods to identify the relationship between the variables. The analysis was initiated through a Validity and Reliability test followed by Multiple Linear Regression, Hypothesis Test, and Partial t-test to evaluate the hypothesis proposed. The results showed that career development, a positive organizational climate, and high work motivation significantly influenced employee performance. This showed that the sustainable and structured combination of the three factors could increase collective employee performance and assist in achieving organizational goals.

Abstract

This study aims to examine the dynamics of governance related to community organizations and their impact on democracy more comprehensively in Indonesia. This study uses a qualitative approach with a descriptive-analytical design. Data in this study are sourced from literature studies, document analysis, and comparative studies. Legal documents are used as primary sources, including Law Number 17 of 2013 and Law Number 16 of 2017, as well as various Joint Ministerial Decrees used by the government as the basis for disbanding mass organizations. This study shows that the development of mass organizations in Indonesia after the Reformation has shifted from the spirit of liberalization that emphasizes civil liberties to a pattern of stricter state control. The impact of this policy is evident in the declining quality of Indonesian democracy as indicated by the Democracy Index (EIU) score and the Freedom House report. The novelty of this study lies in combining legal-political analysis of government policies regarding mass organizations with their implications for economic development. This study offers a perspective on policy reform based on hybrid governance while encouraging state-civil society collaboration towards a more substantive and inclusive democratic consolidation.

Abstract

Village Fund management in Bone Bolango Regency faces specific challenges related to the readiness of village officials to manage digital-based financial systems. Several reports from the Regency Government since 2022 indicate that villages remain highly dependent on technical assistance. This situation emphasizes the importance of research on village official capacity and digital readiness as key factors in the effectiveness of Village Fund governance in the region. This study aims to analyze in-depth the relationship between village official human resource capacity, digital readiness, and the quality of Village Fund governance in Bone Bolango Regency, Gorontalo Province. This study used a qualitative descriptive approach through in-depth interviews with 27 village officials, participant observation, and analysis of village financial documents and digital application implementation. The results showed that although 19 of the 27 officials had at least a high school/vocational high school education and 6 had a bachelor's degree, only 11 reported being able to operate the village financial application without assistance. Limited digital literacy was evident in delayed data input and errors in uploading accountability documents. Furthermore, 14 of the 19 villages observed experienced internet infrastructure constraints, which frequently delayed the budget verification and disbursement process. These findings indicate that the formal capacity of government officials does not always align with the technical competencies required for digital-based village financial governance. The practical implications of this study emphasize the need for capacity-building programs that focus more on digital literacy, ongoing technical assistance, and improvements to network infrastructure at the village level. Strengthening these aspects has the potential to increase accountability and accelerate the administrative process of Village Fund management in Bone Bolango Regency.

Abstract

The application of technology in government has gone global in various countries. The use of communication and information is no longer limited by space and time. One world feels in our hands through electronic devices and internet access. There are so many of them who take advantage of this opportunity to take advantageous opportunities to improve their standard of living. This study aims to analyze the application of a smart city in the city of Semarang, and the things that hinder the application of the smart city concept. This study uses a qualitative descriptive analysis method. This study observes the government's actions in taking a smart city implementation policy. The city of Semarang has a personal branding as one of the big cities in Indonesia which incidentally has many advantages in terms of infrastructure. Semarang in realizing its consistency in building a website that can be accessed by everyone related to smart cities as a form of implementing these policies where on the website there are facilities for smart governance, smart branding, smart economy, smart living, smart society, and smart environment. The implementation of smart city in Semarang City is still undergoing gradual changes and there are still many shortcomings that need to be overcome. The slow implementation process is certainly affected by the existing obstacles both from within and from outside the Semarang City Government.
