Abstract

This study aims to analyze the quality of public services during the administration of the 2024 Bali Regional Head Election, as well as their implications for public political participation and the effectiveness of public institutions in fulfilling citizens’ political rights. Based on data from the Bali Provincial Election Commission (KPU), voter turnout decreased from 77.22% in 2018 to 71.92% in 2024, with striking variations between rural areas (Gianyar and Tabanan) and urban areas (Denpasar and Buleleng). This study employs a descriptive-analytical qualitative approach, drawing on KPU reports, in-depth interviews with key informants, and a review of Scopus-indexed literature on public service quality and electoral governance. The results indicate that the quality of public services in elections is influenced by four main factors: institutional capacity; the socio-cultural context of indigenous communities; the digital divide and literacy; and support from local stakeholders. Delays in logistics distribution and uneven outreach efforts negatively impact voter participation. This study contributes a context-sensitive analysis of the quality of electoral public services in provincial democracies in Indonesia, uniquely bridging the SERVQUAL framework (Parasuraman et al., 1988), the three-function model of electoral governance (Mozaffar & Schedler, 2002), and the socio-cultural capital embedded in the traditional community structures of Bali—a dimension underrepresented in the international literature on electoral management bodies. In conclusion, the quality of KPU public services needs to be improved through logistical coordination, information transparency, and collaboration to strengthen institutional capacity and to digitalize public election services that are inclusive, adaptive, and fair.

Abstract

Abstract

The abolition of honorary workers through Law Number 20 of 2023 concerning the State Civil Apparatus has created new challenges for local governments in maintaining sustainable public administration services, particularly in managing non-ASN personnel who previously supported various operational functions. This study aimed to examine the implementation of E-Catalog-based procurement for general office services as an alternative strategy for non-ASN personnel management in the Regional Secretariat of Bolaang Mongondow Regency and to evaluate its organizational effectiveness. This research employed a descriptive qualitative method using a case study approach. Data were collected through in-depth interviews with five key informants, direct observation, and document analysis, and were analyzed using the Miles and Huberman interactive model. The findings showed that E-Catalog-based procurement had been implemented through several stages, including needs planning, vendor selection, contract execution, and performance monitoring. Based on Richard M. Steers’ organizational effectiveness framework, the implementation contributed to organizational goal achievement, improved internal coordination, and strengthened institutional adaptation to national regulatory changes. However, several challenges remained, including limitations in network infrastructure, gaps in digital literacy among personnel, and the limited availability of qualified local service providers. Nevertheless, regulatory support, organizational leadership commitment, and national digital procurement infrastructure facilitated the sustainability of the system. This study concluded that E-Catalog-based procurement could serve as an alternative instrument for non-ASN personnel management by promoting transparency, accountability, and performance-oriented governance in the public sector.

Abstract

The rapid growth of social commerce has intensified competition among e-commerce platforms, making customer loyalty essential for long-term competitiveness. This study examines the effects of e-service quality, perceived ease of use, and brand image on customer loyalty among Generation Z TikTok Shop users in Bali. It also investigates the mediating role of brand image and the moderating role of customer satisfaction. The study was conducted from January to May 2026 with 250 respondents selected through purposive sampling. Primary data were collected through an online questionnaire using Google Forms and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results show that e-service quality, perceived ease of use, and brand image have positive and significant effects on customer loyalty. E-service quality and perceived ease of use also significantly enhance brand image. Furthermore, brand image significantly mediates the effects of e-service quality and perceived ease of use on customer loyalty. Customer satisfaction significantly strengthens the relationships between e-service quality, perceived ease of use, brand image, and customer loyalty. These findings highlight the importance of service quality, usability, brand image, and customer satisfaction in strengthening loyalty and competitive positioning in social commerce.

Abstract

Digital transformation in Bali's traditional markets is becoming increasingly important due to shifting tourist behaviors and the demand for more adaptive tourism services. However, the digitalization of traditional markets involves more than just the implementation of technology; it also encompasses community readiness, user acceptance, cultural preservation, and the market's ability to maintain long-term competitiveness. This study aims to analyze the digital readiness of Bali's traditional markets and its relationship with technology acceptance, digital transformation, sustainable tourism, and sustainable competitive advantage. A qualitative approach was employed, utilizing observations and interviews with market stakeholders and tourists. The analysis also identified various forms of digitalization adoption and the barriers faced by traditional markets. The findings indicate that digitalization has begun through the use of digital payments, social media, and product information provision; however, implementation remains suboptimal due to limitations regarding digital literacy, facilities, connectivity, technological understanding, and the readiness of some vendors. The Technology Acceptance Model (TAM) perspective highlights perceived usefulness and ease of use as critical factors in technology acceptance, while Digital Transformation Theory suggests that digitalization must be understood as a shift in transaction processes, marketing, service delivery, tourist interactions, and value creation. The study further demonstrates that digital readiness serves as a crucial foundation for successful digital transformation. Integrating digital readiness with local wisdom, product authenticity, community participation, and technology can strengthen the sustainable competitive advantage of Bali's traditional markets. Thus, effective digital transformation does not aim to replace the traditional character of the markets but rather to enhance competitiveness and the tourist experience while preserving Balinese cultural values. Keywords: Digital Readiness, Digital Transformation, Sustainable Competitive Advantage, Traditional Market, Sustainable Tourism.
