Abstract

Pariwisata di Kabupaten Bintan diarahkan pada pengembangan pemasaran pariwisata yang dilakukan dengan mengadakan Event bertaraf internasional. Salah satu Event yang termasuk ke dalam pengembangan pemasaran pariwisata ialah Event Ironman. Penelitian ini bertujuan untuk memaparkan kajian tentang fenomena pengembangan pariwisata perbatasan di Kabupaten Bintan melalui identifikasi peran aktor kolaborasi pada Event Ironman serta wisata alam berbasis Sport Tourism. Penelitian ini menggunakan analisis deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data dilakukan dengan observasi, studi kepustakaan dan wawancara. Hasil penelitian menunjukkan adanya kolaborasi yang dilakukan dalam pengembangan pariwisata perbatasan di Kabupaten Bintan. Kolaborasi terjadi antara Pemerintah Kabupaten Bintan, PT. Bintan Resort Cakrawala dan masyarakat. Selain itu, yang menjadi pendorong arus perjalanan adalah wisata alam berbasis Sport Tourism. Oleh sebab itu, melalui kolaborasi pada Event Ironman diharapkan mampu meningkatkan kunjungan wisatawan ke Kabupaten Bintan. Peningkatan yang dilakukan salah satunya adalah dengan menarik lebih banyak wisatawan dunia ke Kabupaten Bintan. Jalan yang harus ditempuh tentu saja melakukan kolaborasi yang lebih baik dalam pengembangan pariwisata perbatasan khususnya di Kabupaten Bintan.

Abstract

This study aims to find out how the capacity of the Sumberrahayu Village Government is in relation to persons with disabilities in the Inclusive Village Program. Through a qualitative descriptive approach with supporting data based on interviews, observation, and documentation, the data is then collected and validated before conclusions are drawn. Based on the various data obtained, it is known that the Sumberrrahayu Kapanewon Moyudan Village Government has the capacity to empower persons with disabilities. This capacity is demonstrated by the issuance of Village Regulation Number 01 of 2015 concerning the 2015–2020 Medium Term Development Plan, which includes persons with disabilities in the planning process. Apart from being involved in the process of preparing the RPJMDesa, the kelurahan government also provides funding for programs and activities that support the preservation of persons with disabilities, especially in the economic field, empowering rural communities with the aim of improving the management of social service activities in the education and health sectors. In addition, women's and children's groups are also empowered. This is done by the Kelurahan government with the aim that persons with disabilities, especially persons with severe disabilities, can increase their independence and participate actively in development and can enjoy the results of development equally.

Abstract

Indonesia as an archipelago faces complex logistical challenges, especially in the distribution of fuel oil (BBM) to remote areas. This research aims to forecast fuel logistics needs in the Anambas Islands Regency using the Autoregressive Integrated Moving Average (ARIMA) method. Forecasting was carried out on three main aspects: fuel demand (Type 1 and Type 2) per sub-district, sea wave height, and number of vehicles by type. The results show that the three elements have a relatively stable pattern during the forecasting period until June 2025, with the dominant ARIMA model configurations (0,1,0) and (0,1,1). In these configurations, p = 0 indicates no autoregressive component, d = 1 represents first differencing to remove trends, and q = 0 or 1 reflects either the absence or presence of a simple moving-average term to smooth short-term fluctuations. These parameter combinations suggest that the time series data exhibit stable linear trends with limited short-term volatility. Fuel demand per sub-district shows a steady trend, sea waves are in the low to medium category, and the number of vehicles does not experience significant spikes. This stability supports efficient and predictive data-based fuel distribution planning. The research also recommends the integration of forecasting results into the development of an adaptive and sustainable decision-making system in the islands.

Abstract

The Bintan Regency Government through the Village Community Empowerment Service (PMD) established Posyantek (Pos Technology Services) in 2018. Posyantek is a Technology Service that is spread out from the smallest villages, sub-districts and districts. Based on the Minister of Home Affairs regulation No. 20 of 2010 concerning Community Empowerment through Appropriate Technology Management and also Minister of Home Affairs Instruction No. 24 of 1998 concerning Posyantekdes operations. The purpose of establishing a posyantek is how to improve the welfare of the community. Posyantek has various main types which include providing technical services, information, and promotion of various types of TTG to the community, increasing the quality and quantity of various types of products produced by the community, both small and medium enterprises (SMEs), posyantek is also expected to be a bridge for the community to use TTG in the context of utilizing TTG (Appropriate Technology). The purpose of community service is carried out as an effort to support the important role of the presence of technology in community life as one of the factors driving change and also accelerating development both in the economic, and social and cultural fields. In the process of implementing Posyantek Posyantek operations in the Regency of Bintan is developing a process of designing activities programs, in line with this the need for synergy of interference and support from related parties including educational institutions in the Maritime University of Raja Ali Haji. Assistance and training are given to posyantek cadres in carrying out work programs in accordance with the output expected by the government and the community.

Abstract

Perajin bambu di UMKM binaan PokDarWis Desa Pengudang Kabupaten Bintan belum memiliki daya jual yang optimal secara menyeluruh. Berdasarkan kondisi di daerah tersebut, pelaku UMKM lebih memilih menerapkan sistem Make-to-Order (MTO). Dalam jangka waktu yang ditentukan, metode tersebut belum menemukan solusi yang optimal. Dengan adanya permasalahan tersebut, perubahan diperlukan dalam penentuan rute logistik untuk mengurangi biaya transportasi. Metode Operation Chart dan Line Balancing dipilih dalam penelitian ini untuk mencapai tujuan optimal dalam implementasi line balancing sehingga setiap stasiun kerja dapat bekerja secara efektif dan efisien. Terdapat peningkatan signifikan dalam jumlah stasiun kerja setelah penelitian ini dilakukan. Setelah menerapkan metode Line Balancing, data Line Efficiency (LE) yang didapatkan adalah 71,94% dari total waktu kerja stasiun. Balance Delay (BD) memiliki nilai sebesar 35%, dan jumlah stasiun kerja yang seimbang adalah 21,46 dari total 40 elemen kerja. Oleh karena itu, perlu dilakukan beban kerja yang adil dari operator dengan menyediakan pekerjaan untuk operator tidak ditempati sehingga semua pekerjaan dapat diselesaikan.
