Abstract

The purpose of this study is to describe the Quality of Public Services in the Population Administration Sector in Mataindaha Village, Pasi Kolaga District, Muna Regency. To do this, the researcher uses dimensions, namely; (1) tangibless (physical evidence), (2) reliability (reliability), (3) responsiveness (responsiveness), (4) assurance (assurance), and (5) empathy (attention). To do this, this study uses a qualitative descriptive method, with 10 (ten people). The data collection techniques used in this study are based on observation, interviews, and documentation. Data analysis techniques include data reduction, data presentation, and data explanation. The results of the study indicate that the tangible dimension is still lacking and needs to be carefully reconsidered by village officials (2) assurance, which also needs to be improved considering that village equipment has not been able to provide timely and accurate services. While other dimensions include (3) reliability. Other dimensions include (4) responsiveness and finally (5) empathy has succeeded in helping the community and providing information about service procedures that are not yet understood by the community.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh penempatan kerja terhadap kinerja pegawai di Kementerian Agama Kota Gorontalo. Pendekatan penelitian yakni penelitian kuantitatif. Sampel penelitian ini sebanyak 60 responden dan jenis data dalam penelitian ini yakni data primer. Teknik pengumpulan data dilakukan dengan cara menyebar kuisioner kepada pegawai Kementerian Agama Kota Gorontalo. Teknik analisis data menggunakan analisis regresi linear sederhana. Hasil penelitian ini menunjukkan bahwa penempatan kerja berpengaruh positif terhadap kinerja pegawai Kementerian Agama Kota Gorontalo. nilai koefisien determinasi R sebesar 0,686 yang menunjukkan tingkat hubungan antara penempatan kerja terhadap kinerja pegawai. Sedangkan R square (R2) diperoleh sebesar 0,471 yang artinya bahwa pengaruh variabel independen penempatan kerja terhadap kinerja pegawai sebesar 0,471 atau 47,1%. Sedangkan sisanya sebesar 0,529 atau 52,9 % dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini. Penempatan kerja pegawai memiliki pengaruh yang signifikan terhadap kinerja pegawai, dengan pegawai yang ditempatkan sesuai dengan pengetahuan, keterampilan, jenjang pendidikan dan usia menunjukkan hasil kerja yang lebih baik dalam hal kuantitas, kualitas, dan efisiensi waktu. This study examines job placement’s effect on employees’ performance at the Ministry of Religious Affairs in Gorontalo City. The research employed a quantitative approach, with a sample of 60 respondents. The primary data were collected through questionnaires distributed to employees of the Ministry of Religious Affairs. Data analysis was conducted using simple linear regression. The results indicate that job placement positively influences employees’ performance at the Ministry of Religious Affairs in Gorontalo City. The determination coefficient (R) was 0,686, reflecting the strength of the relationship between job placement and employee performance. The R-squared value (R2) was 0.471, meaning that 47.1% of the employee performance variance is explained by job placement, while the remaining 52,9% is influenced by other variables not examined in this study. Job placement significantly impacts employees’ performance, with employees assigned to roles aligned with their knowledge, skills, educational background, and age demonstrating superior performance in terms of work quantity, quality, and time efficiency.

Abstract

This study aims to find out and analyze the effectiveness of waste management with the concept of Reduse, Reuse, Recycle (3R) in Gorontalo City. This study uses a qualitative method whose data is sourced from primary data and secondary data derived from field findings. The results of the research found that the effectiveness of waste management with 3R has not been effective because it has not made significant progress. Public understanding of waste management programs with the concept of Reduce, Reuse, and Recycle in Gorontalo City is still minimal, including urban and rural communities, as well as certain sectors that produce large volumes of waste (e.g. markets, restaurants, schools). Waste management with the 3R concept is still not fully said to be effective because of several things, such as budgeting, public awareness, and the government's seriousness to create a healthy Gorontalo City, so it is necessary to have the role of all levels of society to pay more attention to the waste problem in the city of Gorontalo. So that Gorontalo City in the future becomes a clean city that is free of waste.

Abstract

Employee performance is an important factor in the success ofan organization, especially in the government sector. However, inpractice, various obstacles are still found that affect performance, such asa leadership style that is not optimal and limited work facilities. At theRegional Office of the Ministry of Religion of Gorontalo Province, anumber of performance indicators have not been achieved optimally,which shows the need to evaluate internal organizational factors. Thisstudy aims to determine the influence of transformational leadership andwork facilities on employee performance, as well as analyze whether workfacilities play a role as a mediating variable in the relationship betweenleadership and performance. The research uses a quantitative approachwith an associative descriptive method. Data was collected through aquestionnaire to 32 employees, and analyzed using the Partial LeastSquare (PLS) technique through the SmartPLS application. The results ofthe study show that transformational leadership does not have asignificant direct effect on employee performance. On the other hand,work facilities have a significant effect and transformational leadershipaffects employee performance through work facilities. This means thatdirection and motivation from leaders will only have an impact onimproving performance if they are supported by adequate work facilities.These findings confirm the importance of the role of work facilities insupporting leadership effectiveness. Therefore, organizations need toprioritize the management of work facilities as part of a comprehensiveand sustainable employee performance improvement strategy.

Abstract

This study aims to determine (1) the Governance of the Developmentof Asmara Garden Agrotourism in Bulotalangi Timur Village, Bulango TimurDistrict, Bone Bolango Regency, which is reviewed from the planning,implementation and evaluation. (2) Factors that determine the development ofAsmara Garden Agrotourism Development in Bulotalangi Timur Village, BulangoTimur District, Bone Bolango Regency, which is seen from the attractions,accessibility and amenities. This study uses a qualitative approach method with aqualitative descriptive research type, and uses data collection techniques withobservation, interviews and documentation. Based on the results of the researchconducted, (1) Governance in the development of Asmara Garden agrotourismwhich includes planning, implementation, and evaluation has been runningoptimally. However, it has not been running fully, such as the lack of communityparticipation and involvement in managing Asmara Garden at this time. (2) Thefactors that determine the development of Asmara Garden agrotourism, namelyattractions, accessibility and amenities, are quite adequate. However, there arestill some that have not been fulfilled, such as attractions that have begun todecrease and amenities that are damaged and the lack of other supportingfacilities.

Abstract

Higher education is a constitutional right of every citizen and a strategic means of developing superior human resources. To ensure equitable access to higher education, the government has implemented a Single Tuition Fee (UKT) policy as a financing scheme tailored to students' economic capabilities. However, in practice, the implementation of the UKT payment relaxation policy at Gorontalo State University has not fully reflected the principles of social justice and the effectiveness of public policy. This study aims to evaluate the implementation of the UKT relaxation policy through a qualitative descriptive approach and using the Alkin evaluation model (UCLA Model) which includes five components: system assessment, program planning, implementation, improvement, and benefits. Data collection techniques were carried out through observation, interviews, and documentation, with data analysis using the Miles and Huberman interactive model. The results of the study indicate that the UKT relaxation policy has not been well-targeted, because it is not supported by a valid student economic database and does not involve a participatory evaluation process. Furthermore, the policy verification and oversight system is still weak, making it vulnerable to abuse by students from middle- to upper-class families. The implications of these findings point to the need for policy reformulation based on accurate data, transparent governance, and increased institutional capacity to realize inclusive and equitable access to higher education

Abstract

Penelitian ini untuk mengetahui Tata Kelola Arsip Dinamis di Kantor Camat Bulawa Kabupaten Bone Bolango Dilihat dari: Penciptaan Arsip, Penggunaan Arsip, Pemeliharan Arsip, Penyusutan Arsip, Pemusnahan Arsip. Metode penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan observasi, wawancara dan dokumentasi. Teknik analisis data pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dalam Tata Kelola Arsip Dinamis di Kantor Camat Bulawa pada umumnya pelaksanaan dari proses pengelolaan arsip dinamis sudah terlaksana dengan baik namun belum optimal. Dilihat dari tahap:  Penciptaan arsip dinamis yang meliputi surat masuk dan surat keluar, sudah berjalan dengan semestinya, kurang efisiennya penggunaan arsip karena pencarian arsip membutuhkan waktu yang lama dan peminjaman arsip tidak menggunakan kartu kendali dan tidak memakai SOP, pemeliharaan arsip dilakukan dengan cara membersihkan arsip dari debu dan kotoran, namun kurangnya kesadaran pegawai dalam pemeliharaan arsip, dilihat juga dari para pegawai yang belum pernah mengikuti pelatihan tentang arsiparis, oleh sebab itu para pegawai belum memahami bagaimana cara pengelolaan arsip tersebut terutama dalam pemeliharaan arsip, penyusutan arsip yang dilakukan setiap tahunnya, tetapi dalam proses penyusutan ini tidak memakai jadwal retensi arsip hanya menggunakan perkiraan, pemusnahan arsip yang dilakukan dengan metode pembakaran. Namun dalam pemusnahan arsip ini belum mengikuti tahapan-tahapan dalam pemusnahan arsip atau standar operasional prosedur. Pengelolaan arsip yang masih terhambat karena kurangnya pengetahuan pegawai tentang kearsipan, maka pengelolaan arsip yang belum optimal.

Abstract

Ernawati Ismail, 941419002, 2025. Implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) Policy in Suwawa Selatan Sub-district, Bone Bolango Regency. Undergraduate Thesis, Study Program of Public Administration, Universitas Negeri Gorontalo. The Principal Supervisor is Dr. Irawaty Igirisa, S.Pd., M.Si. and the co-supervisor is Dr. Sukarman Kamuli, M.Si. This research aimed to analyze the implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) policy in Suwawa Selatan Sub-district, Bone Bolango Regency, and to identify the factors determining its success. It employed a qualitative method with a descriptive approach. Data were collected through in-depth interviews, direct observation, and document study, then analysed using data reduction, data display, and conclusion drawing. The results showed that the implementation of the BSPS policy consists of three main stages: planning, implementation, and reporting. Planning followed the existing procedures, but obstacles remain in delivering information to the community. The implementation stage ran moderately effective with the support of field facilitators, although it faced challenges such as delays in building materials and limited labour. At the reporting stage, the procedures were carried out properly, with the reports prepared by the community under the guidance of field facilitators (TFL). The determining factors for successful program implementation include communication, resources, implementers’ disposition, and bureaucratic structure. Among these factors, resources were the most dominant and influential, leading to the smooth progress of physical construction. Overall, the implementation of BSPS in Suwawa Selatan Sub-district is considered relatively effective, but improvements in outreach program and strengthening of supporting resources are still needed to achieve more optimal results.

Abstract

Tujuan penelitian ini untuk mengetahui bagaimana Responsivitas, Efektifitas dan efesiensi, Keadilan, Akuntabilitas dan Transparansi yang diberikan penyelenggara pelayanan publik di Kantor Camat Tolangohula Kabupaten Gorontalo. Metode penelitian ini adalah kualitatif. Hasil penelitian bahwa penerapan prinsip-prinsip Good Governance dalam pelayanan publik di Kantor Camat Tolangohula Kabupaten Gorontalo sudah berjalan dengan baik namun belum optimal. Dari ke 5 subfokus yang telah diteliti yakni; 1) Prinsip Responsivitas, 2) Prinsip Efektifitas dan Efesiensi, 3) Prinsip Keadilan, 4) Prinsip Akuntabilitas, 5) Pinsip Transparansi, masih terdapat dua sub fokus yang belum optimal, yakni; 1) Prinsip Efektifitas dan efesiensi, hal ini dibuktikan masih terdapat beberapa permasalahan diantaranya yaitu seperti aparat Kecamatan yang masih kurang disiplin waktu untuk datang ke Kantor. Sehingga ketika ada masyarakat yang ingin melakukakan pelayanan, harus menunggu aparatur tersebut. 2) Prinsip Transparansi, hal ini dibuktikan oleh sebagian masyarakat yang kurang merespon informasi dari aparatur tersebut, masyarakat merasa kurang puas dengan papan pengumaman yang ada karena beberapa alasan yaitu kurangnya informasi yang jelas mengakibatkan rendahnya partisipasi warga dalam kegiatan desa dan sering kali informasi yang disampaikan tidak lengkap atau terlambat, hal ini menunjukkan bahwa penerapan transparansi belum sepenuhnya optimal diterapkan.
