Abstract

The purpose of this study was to find out the role of leader  in fostering government administration in the Hila Village, Leihitu Subdistrict, Central Maluku Regency. This has an important connection with public service where he role according to Katz and Kahn, Role is a dynamic aspect of status. If someone carries out their rights and obligations according to their position, he / she carries out a role. The method used in this research is descriptive qualitative. Data collection techniques in this study were observation and interview techniques. The informants in this study were 8 people consisting of sub-district office staff and village officials. This research data was analyzed by using the stages of data collection, data reduction, data presentation, and conclusions drawing or data verification. The results of this study indicated that the role of Leader in fostering village government administration in the Hila village, Leihitu District, Central Maluku Regency had not been yet maximal based on Government Regulations No. 17 of 2018 concerning the Subdistrict, namely: Through Guidance, Supervision, Consultation and Facilitation. The conclusion, the Leader was less aware of his responsibilities in fostering village government administration. For this reason, it is expected that the Leader of Leihitu must carry out his functions and roles to the maximum extent possible in fostering Village Government Administration in the village Hila village, Leihitu District, Central Maluku Regency.

Abstract

This article investigated Performance of the Inspectorate in Supervision of Government Administration in Buru Selatan Regency. The type of study used was descriptive research. This would provide a factual depiction regarding the application of Inspectorate function of Buru Selatan Regency. This study aimed to analyze the performance of the Inspectorate in Supervision of Government Administration in Buru Selatan Regency. This study suggested that the application of supervision either perceived from the inspection, examination to investigation, in fact it had not been effectively worked due to the fact that inaccuracy in supervising and inaccurate aberration data were discovered for apparatus inspector in the office of Inspectorate. The factors affecting the performance of inspection function for government administration in Buru Selatan regency included the skilled apparatus officers having knowledge in the field of work of which they should tackle and facilities and infrastructure assisting the performance of inspection performed by the Inspectorate Office in Buru Selatan regency. The result suggested that the knowledge in the field of work was still low. It was suggested to implement the inspection planning functions for the purpose of supporting the speed in collecting data and accurate data/information presentation to date will support the reporting of any aberration arising in regional government administration, engage the officers in Human Resources development and the fulfillment of supporting facilitates and infrastructure.

Abstract

ABSTRACTThis study aims to analyze the magnitude of the influence of work motivation and organizational climate on the performance of employees of the Bureau of Public Relations and Protocol of Regional Secretariat of Maluku Province. The approach used in this research is quantitative approach. The population in this study is all employees in the Bureau of Public Relations and Protocol Secretariat of Maluku participating 40 people. The sample is part of the population or part of the number and characteristics of the population. A sample of 25 people were determined randomly based on the sample tables of Issac and Michael. Data were analyzed by multiple linear regression. The result of the research shows that (1) work motivation consisting of salary, job itself, promotion, supervision and organization climate consisting of responsibility, identity, warmth, support, conflict simultaneously has positive and significant effect to employee performance, (2) salary is a variable of work motivation factors that has a positive and significant influence and the most dominant on employee performance and (3) Warmth is a variable of organizational climate factors that has a positive and significant influence and second dominant to the performance of the Bureau of Public Relations and Protocol of Regional Secretariat of Maluku Province.

Abstract

Pelaksanaan sistem manajemen untuk peningkatan pelayanan di bidang kesehatan bukanlah sesuatu hal baru. Tipe asuransi kesehatan kala ini yang dimiliki oleh sebagian besar warga indonesia kebanyakan bagian dari Penyelenggara Jaminan Sosial ataupun BPJS dengan melayani kerjasama di sebagian rumah sakit salah satunya RSUD Dr. M. Haulussy. Metode penelitian yang digunakan dalam penelitian ini merupakan metode kualitatif dengan menggunakan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan wawancara mendalam kepada Kepala Instalasi Gawat Darurat, Staf pelayanan administrasi serta pengguna jasa BPJS di ruang IGD. Tidak hanya wawancara, pengumpulan data juga di lakukan dengan observasi yaitu meninjau langsung lokasi penelitian dan melakukan studi dokumentasi dengan dengan menelaah hasil penelitian terdahulu. Hasil riset menampilkan kalau faktor yang diterapkan pihak manajemen rumah sakit terkhususnya di divisi administrasi meliputi: (1) Planing yaitu pemberian pelatihan kepada staf admistrasi yang ada di RSUD Haulussy, Penyusunan RUK dan RPK (2) Organizing, yaitu proses pengorganisasian dengan pelatihan mengaitkan banyak lembaga di dalam RSUD Dr. M. Haulussy (3) Actuating yaitu penerapan pelayanan administrasi pasian BPJS (4) controlling, yaitu pengawasan yang dilakukan oleh manajemen RSUD Haulussy (5) evaluating yaitu proses kenaikan mutu sumber energi manusia sangat erat kaitanya dengan keahlian dalam manajemen data pelanggan berbasis informasi. Diharapkan penelitian ini mampu meningkatkan kinerja manajemen rumah sakit terkhususnya di unit administrasi IGD dalam penerimaan pasien BPJS dengan memperhitungkan aspek pengembangan serta pelatihan pelaksanaan evaluasi kegiatan serta penambahan sarana dan prasarana yang memadai.

Abstract

Employee work effectiveness is needed to produce good employee performance in the form of achievement and success in completing tasks. This research is a descriptive research type with a qualitative approach. The research method used by the author is to analyze data regarding the influence of regulations and human resources on employee effectiveness and to analyze the inhibiting factors of employee effectiveness from the two research focuses. The results of the study show that regulation and human resources have an effect on employee effectiveness, where based on these measurements it is known that the effectiveness of employee work in the Protocol and Leadership Communications Section is quite good, although there are several inhibiting factors that need to be addressed. Some of the factors that impede the effectiveness of the work of employees in the Protocol and Leadership Communications Section are the lack of consistency in implementing SOPs in one of the sub-sections, the lack of incentives given to employees, the lack of staff, the lack of operational vehicles, the leaders who are not assertive and some employees who are not disciplined.

Abstract

Penelitian ini dilaksanakan di Kantor Dinas Kependudukan dan Pencatatan Sipil Kota Ambon, yang menggunakan informan sebagai narasumber, dengan empat fokus dan dekripsi fokus: 1) sumber daya, dana, sarana dan prasarana, 2) jumlah dan mutu pelayanan jasa yang diberikan, 3) batas waktu dalam menyelesaikan pekerjaan, dan 4) tata cara yang ditempuh untuk menyelesaikan tugas. Dinas Kependudukan dan Pencatatan Sipil Kota Ambon secara intens memperhatikan batas waktu dalam menyelesaikan pekerjaan, yang terkait dengan pelayanan administrasi kependudukan yang efektif dan integratif, dalam proses pembuatan: Kartu Tanda Penduduk, Kartu Identitas Anak, Kartu Keluarga, Akte Kelahiran, Akte Kematian, dan Akta Nikah. Dinas Kependudukan dan Pencatatan Sipil Kota Ambon secara kontinyu memperhatikan tata cara yang ditempuh untuk menyelesaikan pelayanan administrasi kependudukan yang efektif dan integratif, dalam proses pembuatan: Kartu Tanda Penduduk, Kartu Identitas Anak, Kartu Keluarga, Akte Kelahiran, Akte Kematian, dan Akta Nikah. Hal ini bersandar pada berbaga peraturan yang mengatur tentang pelayanan administrasi kependudukan.

Abstract

Tujuan penelitian ini adalah untuk mengetahui efektivitas Layanan Perpustakaan Keliling di Dinas Perpustakaan dan Kearsipan Daerah Provinsi Maluku. Jenis penelitian yang digunakan studi kasus dengan pendekatan kualitatif. Penelitian ini berlokasi di Dinas Perpustakaan dan Kearsipan Daerah Provinsi Maluku. Sumber data primer pada penelitian ini adalah data yang di dapat dari observasi langsung, data tentang informan dan wawancara kepada pegawai pemerintah terkait, pengelola dan serta pengunjung perpustakaan keliling. Dari pengukuran yang dilakukan maka didapati banyak masalah yang menjadi penghambat. Layanan yang diberikan oleh perpustakaan keliling Dinas Perpustakaan dan Kearsipan Daerah Provinsi Maluku belum maksimal dan efektivitas layanan ini masih rendah. Pada kenyataannya masyarakat Maluku yang merupakan konsumen atau penikmat layanan ini belum bisa menikmati layanan ini, hanya beberapa wilayah saja yang bisa menikmatinya namun itu juga belum maksimal. Meningkatkan upaya dalam memberikan informasi dan sosialisasi terhadap masyarakat. Berusaha pengadaan mobil agar lebih banyak lagi dari sebelumnya yang hanya 3 unit mobil atau memperbaiki mobil perpustakaan yang sementara rusak. Sangat perlunya anggaran yang cukup dan tidak boleh dipangkas. Lokasi atau wilayah target persinggahan dapat ditingkatkan.

Abstract

This study aims to determine the Effect of Human Resources and Infrastructure Competence on the Performance of Licensing Services in the Investment Office and One-Stop Integrated Services of Central Maluku Regency, both partially and simultaneously. This type of research is quantitative research. The respondents in this study were people/business actors who came to the Investment Office and One-Stop Integrated Services of Central Maluku Regency to apply for permits with the number of samples obtained as many as 80 people. Data collection techniques using questionnaires and processed using the SPSS statistical analysis application program. The results showed that partially and simultaneously the competence of Human Resources and infrastructure facilities had a positive and significant effect on the performance of licensing services at the Investment Office and One-Stop Integrated Services of Central Maluku Regency.

Abstract

This research have two purposes: 1. to learn and explain the quality analysis of licensing management through the Online Single Submission Risk Based Approach (OSS-RBA) system at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah and 2. to know and explain what the supportive and impeding factors in the management of licences through the Online Single Submission Risk Based Approach (OSS - RBA) at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah. The method used in this research is qualitative with a descriptive approach, using five dimensions of quality according to Parasuraman, Zeithaml, and Berry: tangibles, reliability, responsiveness, assurance, and empathy. In this research, there were 22 respondents, consisting of 7 (seven) officers at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah and 15 entrepreneurs (14 UMK and 1 non-UMK). In this research, data collection techniques are carried out with observations, structured interviews, and documentation. Based on the results of the quality analysis of licensing management through the Online Single Submission Risk Based Approach (OSS-RBA) system at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah. The researcher concluded the following categories of results: 1. tangibles with a good category; 2. reliability with a good category; 3. responsiveness with an excellent category; 4. assurance with an excellent category; and 5. empathy with an excellent category. In addition, there are factors that support the process of licensing management through this OSS-RBA system: ease of requirements, accessibility, rapidity of handling time, and fee/cost setting. While the factors that hinder the process of licensing management through this OSS-RBA system are: network and system connections, compliance with requirements, has not made changes to the AHU for the enterprise/AHU blocked, the entrepreneur forgot their OSS access rights, incorrectly entered KBLI, still exists the brokering practice, Identity Card Number (NIK) and Taxpayer Identification Number (NPWP) having problems and invalid

Abstract

This research is a quantitative research type. Aims to determine the effect of employee discipline and supervision on employee performance at the Maluku Province Community and Village Empowerment Office against the background of problems regarding employee performance that have not been maximized. The sample in this study amounted to 41 respondents. The data collection techniques used were observation, questionnaires using multiple linear regression analysis models, and classical assumption tests. The results of this study indicated that the effect of employee discipline on employee performance partially provided an effective contribution of 75.3%. The effect of supervision on employee performance partially provided an effective contribution of 75.5%. Simultaneously, employee discipline and supervision made an effective contribution of 71% to employee performance, and 29% was influenced by other variables not examined by researchers. This is seen based on the value obtained from data processing using the SPSS version 26 application, which showed that the significance value (sig) of the T test and F test is smaller than the probability value of 0.05. In improving employee performance, of course, other variables are needed to encourage better employe performance.
