Abstract

Partai Aceh is one of the local political parties in Aceh that able to win the first political contestation they participated in in 2009, even though it was born two years before in 2007. Since then, they have continued to dominate elections at the local level. Partai Aceh was established because of the peace agreement between GAM-RI as a post-conflict political agreement. The purpose of this study was to determine the victory of the Partai Aceh in the local realm. The method used is descriptive qualitative through interview techniques. The results of the study state that the Partai Aceh's victory in the context of Acehnese local politics cannot be separated from political psychology, such as the Partai Aceh identification approach through political socialisation, political candidates, and the Partai Aceh political campaign. The Partai Aceh approached the community involving the former Free Aceh Movement in conducting campaigns. The Partai Aceh's foresight in carrying the figure of a former GAM combatant impacted the Partai Aceh's victory.

Abstract

One of the latest strategies in Indonesia in developing tourism is E-Tourism, a digital platform that provides convenience for foreign and domestic tourists. This study aims to determine the Branding Strategy "The Light Of Aceh" through E-Tourism in Sustainable Tourism Development in Aceh Province and its inhibiting factors. The research data comes from primary and secondary data related to the research focus. The data analysis technique used the Nvivo 12 plus analysis using crosstab through the chart and sociogram features. The results showed that the Branding strategy "The Light Of Aceh" through E-Tourism in sustainable tourism development uses 4 strategies, namely POSE (Paid Media, Owned Media, Social Media, and Endorser). Of the four strategies, the highest percentage is through social media digital platforms which are the most strategic in promoting tourism. The inhibiting factor is in terms of human resources that are still minimal, in terms of infrastructure that has not been managed properly in several tourist destinations, and the social conditions of the community are still minimal related to public awareness of managing tourist destination places properly so it is very important to support tourism actors to return or whether or not to Aceh for a tour.

Abstract

This article highlights an idea of the importance of creativity and innovation in the face of a change that will inevitably occur in global competition, where technological sophistication is the main prerequisite to lead. The research relies on secondary data primarily from books, journals, published reports, online news, and others. This study observes business giants like Google as the best example of maximizing creativity and innovation in global competition and kitabisa.com as Indonesia's local social entrepreneurship pioneer. Then Nokia and Yahoo are examples of failure to implement creativity and innovation. From many theories, there are four theories to draw the relationship among creativity, innovation, and technology, namely: technology S-curve, punctuated equilibrium, dominant design, and absorptive capacity. However, many theories of creativity and innovation developed by scientists have their advantages and disadvantages. This study is expected to provide new insight for individuals, groups, practitioners, or stakeholders to overcome industrial revolution challenges.

Abstract

The purpose of this research is to find out and explain the comparison of policies as well as to find out and explain the obstacles in the field of human resource development in Aceh Province and Papua Province. The method used in this research is descriptive qualitative research that produces comparative data. The theory used is the theory of decentralization, policy implementation, special autonomy, human resources and scholarships to answer these problems. The results showed that the Governments of Aceh and Papua carried out several programs to improve human resources. In the last four years, 2017-2020, the Aceh Provincial Government received 5,431 students with a budget allocation of Rp. 226,765,272,306. Meanwhile, the Papua Provincial Government accepts 8,125 students with a budget allocation of IDR 268,984,000,000 to develop the Human Resources (SDM) of Papua Province. The comparison in the last four years, the number of students in Papua Province is more than the Province of Aceh. While the results of the success and graduation of Aceh Province are clear in comparison to Papua Province with the reason that Aceh Province implemented the scholarship program first, while Papua only implemented it in 2013, the results are not yet clear. The obstacle for these two regions lies in the delay in communication and coordination between the government and BPSDM, so it is often late in informing the public and it is hoped that this program can be continued by the two regions. Communication and coordination between the government and BPSDM should be improved.

Abstract

ABSTRAKBerdasarkan Qanun Aceh Nomor 8 Tahun 2013 tentang Kepariwisataan disebutkan pada Pasal 6 huruf f yaitu Pemerintah Kabupaten/Kota memiliki kewenangan untuk memfasilitasi dan melakukan promosi destinasi pariwisata dan produk pariwisata yang berada di wilayahnya. Pemerintah Kabupaten Simeulue telah melakukan pembangunan, pengembangan, dan pengelolaan pada sektor pariwisata bahari namun realitanya langkah yang dilakukan pemerintah ini masih belum maksimal. Penelitian ini bertujuan untuk mengetahui strategi dan hambatan pemerintah Kabupaten Simeulue dalam pengembangan sektor pariwisata bahari. Penelitian ini menggunakan teori strategi, dan teori collaborative governance. Penelitian ini menggunakan metode penelitian dengan pendekatan deskriptif kualitatif. Dalam menganalisis data penelitian ini menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemerintah dalam menjalankan strateginya melakukan beberapa program yaitu sosialisasi dan pemberdayaan kepada masyarakat, pengadaan fasilitas pendukung utama, pembangunan sarana dan prasarana, dan mempromosikan objek pariwisata. Untuk menjalankan program tersebut pemerintah melakukan collaborative governance yang mana hasil dari proses collaborative governance ini menunjukkan bahwa masih kurangnya komunikasi antara pemerintah dengan stakeholders yaitu pihak swasta dan masyarakat. Hambatan pemerintah Kabupaten Simeulue dalam pengembangan sektor pariwisata bahari yaitu masih terdapat permasalahan dalam alokasi anggaran yang belum optimal, sumber daya manusia yang belum memadai dan tata ruang yang masih belum tepat sasaran. Diharapkan pemerintah kabupaten Simeulue dapat menjalankan strategi nya dan meminimalisir hambatan dengan cara berkolaborasi dengan pihak swasta dan masyarakat. Kata Kunci: Strategi, Kabupaten Simeulue, Pariwisata BahariSimeulue Regency Government's Strategy in Developing the Maritime Tourism SectorABSTRACTBased on Aceh Qanun Number 8 of 2013 concerning Tourism, it is stated in Article 6 letter f that the Regency/City Government has the authority to facilitate and promote tourism destinations and tourism products in their territory. The Simeulue Regency Government has carried out development, development, and management in the marine tourism sector, but in reality the steps taken by the government are still not optimal. This study aims to determine the strategies and obstacles of the Simeulue Regency government in the development of the marine tourism sector. This research uses strategy theory and collaborative governance theory. This study uses a research method with a qualitative descriptive approach. In analyzing the data of this study using data reduction techniques, data presentation, and drawing conclusions. The results showed that the government in carrying out its strategy carried out several programs, namely socialization and empowerment to the community, procurement of main supporting facilities, construction of facilities and infrastructure, and promoting tourism objects. To run the program, the government conducts collaborative governance which results from the collaborative governance process shows that there is still a lack of communication between the government and stakeholders, namely the private sector and the community. The obstacles of the Simeulue Regency government in developing the marine tourism sector are that there are still problems in budget allocations that are not yet optimal, inadequate human resources and spatial planning that is still not on target. It is hoped that the Simeulue district government can carry out its strategy and minimize obstacles by collaborating with the private sector and the community. Keywords: Strategy, Simeulue Regency, Marine Tourism

Abstract

Paradigma baru administrasi publik muncul dengan merumuskan serangkaian idealisme dan praktik terkait penggunaan nilai dan norma tertentu dalam pelaksanaan akuntabilitas pelayanan publik. Akuntabilitas pelayanan publik merupakan salah satu isu penting dalam kajian ilmiah dan praktik di bidang administrasi publik. Akuntabilitas dibutuhkan organisasi publik dengan tujuan untuk menjadi landasan dalam memberikan penjelasan kepada semua pihak (stakeholders), baik dari internal maupun eksternal yang berkepentingan melakukan evaluasi ataupun penilaian terhadap tindakan dan kinerja yang dilakukan oleh organisasi publik tersebut. Metode yang digunakan untuk menyusun tulisan ini adalah pendekatan studi literatur dengan penelurusan dokumen akademis di bidang administrasi publik yang revelan dengan akuntabilitas pelayanan publik. Hasil yang diperoleh adalah Akuntabilitas perspektif The New Publik Service mempunyai banyak segi dan menuntut pengakuan akan peran kompleks yang dimainkan oleh pemerintah (birokrat) dalam tata pemerintahan kontemporer. Untuk itu, pemerintah dituntut untuk bertindak secara bertanggung jawab, etis, dan sesuai dengan prinsip-prinsip demokrasi dan kepentingan publik.

Abstract

Pengelolaan aset desa meliputi serangkaian tindakan yang dimulai dari merencanakan, memperoleh, menggunakan, memanfaatkan, menjaga keamanan, merawat, menghapus, memindahkan kepemilikan, mengelola administrasi, melaporkan, mengevaluasi, membina, mengawasi, dan mengendalikan aset desa. Salah satu pemanfaatan aset desa di Gampong Ceurih, Kecamatan Ulee Kareng, Kota Banda Aceh adalah penyewaan aset desa kepada masyarakat yaitu berupa rumah sewa yang dikelola dimana dalam pengelolaanya dimanfaatkan untuk disewakan kepada masyarakat sebagai salah satu sumber pendapatan gampong. Peranan penting pemerintah desa sebagai pelaksana tugas pemerintahan di wilayah tersebut terkait pengelolaan aset desa untuk memanfaatkan potensi, kekayaan, dan aset-asetnya guna meningkatkan kesejahteraan masyarakat

Abstract

National Tangguh Village is a program held in leng ie Village, Kec. Krueng Barona Jaya, Kab. Aceh Besar which aims to create a village on a national scale. The programs are carried out by the government of Lueng Ie Village, Krueng Barona Jaya District, Kab. Aceh Besar is the existence of the Poskesdes Program where the activities carried out at the Poskesdes are Posyandu. Then there is also the construction of rental houses built by the village government to increase the income of Lueng Ie Village. In this case the village government of Lueng Ie has an important role to socialize this program to the community. And the community also has a role that is no less important to participate in the success of the program. But in reality the people of Lueng Ie Village are not participating due to the lack of information about the National Tangguh Village Program and the relatively low HR factor.

Abstract

Penggunaan sistem Presensi pengenalan wajah “face recognition” sebagai wujud dari pengaplikasian sistem Presensi berbasis elektronik. BKPSDM Kota Banda Aceh merupakan OPD (Organisasi Perangkat Daerah) kedua yang menggunakan Presensi wajah face recognition di lingkungan Pemerintah Kota Banda Aceh. Presensi wajah sebagai sebuah aplikasi berbasis web dengan menggunakan fitur face recognition dan jaringan interkoneksi kota dan terintegrasi dengan sistem E-kinerja Kota Banda Aceh. Pada Penelitian ini memperjelaskan sistem presensi wajah dalam meningkatkan kinerja ASN di BKPSDM Kota Banda Aceh dan kendala dalam pemanfaatan Presensi face recognition dari segi pengguna maupun pemerintah di BKPSDM Kota Banda Aceh. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data menggunakan teknik wawancara, observasi serta dokumentasi. Hasil penelitian menunjukkan bahwa sistem presensi wajah face recognition sudah diterapkan dengan baik dan dapat mendukung dalam pelaksanaan tugas dan fungsi di BKPSDM Kota Banda Aceh dalam melakukan aktivitas pelayanan untuk meningkatkan kinerja ASN. Namun terdapat kendala yang sering terjadi menyangkut dengan permasalahan jaringan dalam melakukan akses web, hal teknis lainnya seperti batas waktu Presensi hingga pemadaman listrik dan kesulitan mendeteksi wajah. The use of a face recognition presence system as a form of application of an electronic-based presence system. BKPSDM Banda Aceh City is the second OPD (Regional Apparatus Organization) that uses face recognition in the Banda Aceh City Government environment. Face presence as a web-based application using the face recognition feature and city interconnection network and integrated with the Banda Aceh City E-performance system. This research clarifies the facial presence system in improving ASN performance at BKPSDM Banda Aceh City and the obstacles in using face recognition presence from the user and government perspective at BKPSDM Banda Aceh City. This study uses a qualitative method with a descriptive approach. Collecting data using interview techniques, observation and documentation. The results of the study show that the face recognition system has been well implemented and can support the implementation of tasks and functions at BKPSDM Banda Aceh City in carrying out service activities to improve ASN performance. However, there are obstacles that often occur related to network problems in accessing the web, other technical matters such as Presence time limits to power outages and difficulty detecting faces.
