Abstract

Granting special autonomy to Aceh Province is the government's response to support sustainable development in post-conflict. This study aims to optimize the management of Otsus funds for the overall welfare of the Acehnese people, with the ultimate goal of achieving independence. This study focuses on explaining and addressing issues related to managing the special autonomy fund and strengthening institutions to realize sustainable development and prosperity for the Acehnese. Descriptive qualitative research methodology was employed, involving data collection, reduction, presentation, and conclusion. The analysis utilizes the accountability and transparency theory to evaluate fund management practices in Aceh. Findings revealed that the special autonomy fund has not been effectively implemented due to weak institutional capacity, hindering sustainable development and welfare. Transparent fund management aligned with good governance has not been optimally achieved. The dominance of local political elites in policy-making has led to ineffective government management of the special autonomy fund, while bureaucratic efforts have yielded limited results. Nonetheless, Aceh has undergone some changes over the past 15 years, although not yet significant.

Abstract

General election is a form of democratic system implementation. This democratic system is carried out to the lowest level in the government system, namely in the general election of village heads. However, in practice, the village head election process is still not optimal due to various forms of fraud. One of which is the practice of money politics. Money politics aims to influence the voters' votes so that they are influenced to choose a candidate who provides them with assistance in the form of money or goods and services. The case of money politics is getting stronger in the run-up to the election, and the targets of money politics are not only voters who have held elections before but also beginner voters. This study aimed to determine the practice of money politics in the election of village heads and its effect on the level of participation of novice voters. The research method used is descriptive quantitative. Data were collected through questionnaires and interviews. The research used data interpretation assisted with statistical applications, SPSS, to analyze the data. The results showed that the money politics practices that occurred in the election of the Village Head in Gampong Gunong Meulinteung were in the form of money that is 64 people (76%), goods that is 46 people (57%), and services that is 47 people (58%). The correlation test results show a value of 0.276, where the influence of money politics on novice voters in the Gampong Gunong Meulinteung Village Head Election in 2019 is 7.6%. It means that it has little effect on novice voters. The rest, amounting to 92.4% of novice voters, chose the Village Head candidate based on other factors such as age, education, and the candidate’s personality. Therefore, all forms of money politics should be eliminated in the general election so that the implementation of democracy in Indonesia can run well. In addition, it is also necessary to provide political education for novice voters, and it is hoped that the village government will form a task force that acts to eradicate cases of election fraud.

Abstract

This paper aims to clarify the understanding of the conceptual evolution of the adaptive governance framework, followed by an examination of implementation actions in the environmental setting. Since three approaches are recognized to be essential in navigating complex socio-ecological systems, namely adaptive management, adaptive co-management, and adaptive governance. This might lead to confusion and misunderstandings in adaptive concepts and practice. In this study, a systematic literature review was conducted using the Scopus database. A literature search was conducted in Mei 2023 using the keyword "Adaptive Governance" as the search term. As a result, despite sharing the same purpose and philosophy, each approach's work process has distinct features and scales. Adaptive governance emerges as a response to the need for holistic solutions to overcome uncertainty within the framework of complex socio-ecological systems. This is similar to adaptive co-management, although on a larger scale and context. While adaptive management is the conceptual foundation for other approaches.

Abstract

Dalam upaya mengurangi ketimpangan, pemerintah melaksanakan pembangunan rumah layak huni kepada masyarakat yang membutuhkan. Secara nasional, program ini telah berjalan sejak tahun 2015 yang diinisiasikan langsung oleh Presiden Joko Widodo melalui program Sejuta Rumah. Disisi lain, ternyata pemerintah Aceh sudah lebih dulu menginisiasi bantuan perumahan bagi masyarakat kurang mampu ini sejak tahun 2008. Seiring berjalannya waktu, dengan paket kebijakan bantuan sosialnya, ternyata Aceh masih saja terjerambab kedalam lingkaran kemiskinan. Status termiskin di Sumatera masih melabeli propinsi paling barat Indonesia ini. Tujuan dari penelitian ini yaitu untuk mengetahui efektivitas penyaluran rumah layak huni, sekaligus mengevaluasi capain utamanya seperti mengurangi ketimpangan bahkan kemiskinan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, dengan pisau analisis menggunakan teori efektivitas dari Sutrisno (2013), yaitu 1) pemahaman program 2) tepat sasaran 3) tepat waktu 4) tercapainya tujuan  5) perubahan nyata. Secara keseluruhan, empat indikator telah mampu terpenuhi, hanya variable tepat sasaran yang masih bermasalah. Oleh karena itu. peneliti sangat mengharapkan pemangku kebijakan dapat melakukan evaluasi terhadap efektivitas program rumah layak huni tersebut agar tidak hanya menjadi solusi jangka pendek dalam upaya penanggulangan kemiskinan.

Abstract

Penggunaan sistem Presensi pengenalan wajah face recognition sebagai wujud dari pengaplikasian sistem Presensi berbasis elektronik. BKPSDM Kota Banda Aceh merupakan OPD (Organisasi Perangkat Daerah) kedua yang menggunakan Presensi wajah face recognition di lingkungan Pemerintah Kota Banda Aceh. Presensi wajah sebagai sebuah aplikasi berbasis web dengan menggunakan fitur face recognition dan jaringan interkoneksi kota dan terintegrasi dengan sistem E-kinerja Kota Banda Aceh. Pada Penelitian ini memperjelaskan sistem presensi wajah dalam meningkatkan kinerja ASN di BKPSDM Kota Banda Aceh dan kendala dalam pemanfaatan Presensi face recognition dari segi pengguna maupun pemerintah di BKPSDM Kota Banda Aceh. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data menggunakan teknik wawancara, observasi serta dokumentasi. Hasil penelitian menunjukkan bahwa sistem presensi wajah face recognition sudah diterapkan dengan baik dan dapat mendukung dalam pelaksanaan tugas dan fungsi di BKPSDM Kota Banda Aceh dalam melakukan aktivitas pelayanan untuk meningkatkan kinerja ASN. Namun terdapat kendala yang sering terjadi menyangkut dengan permasalahan jaringan dalam melakukan akses web, hal teknis lainnya seperti batas waktu Presensi hingga pemadaman listrik dan kesulitan mendeteksi wajah.The use of a face recognition presence system as a form of application of an electronic-based presence system. BKPSDM Banda Aceh City is the second OPD (Regional Apparatus Organization) that uses face recognition in the Banda Aceh City Government environment. Face presence as a web-based application using the face recognition feature and city interconnection network and integrated with the Banda Aceh City E-performance system. This research clarifies the facial presence system in improving ASN performance at BKPSDM Banda Aceh City and the obstacles in using face recognition presence from the user and government perspective at BKPSDM Banda Aceh City. This study uses a qualitative method with a descriptive approach. Collecting data using interview techniques, observation and documentation. The results of the study show that the face recognition system has been well implemented and can support the implementation of tasks and functions at BKPSDM Banda Aceh City in carrying out service activities to improve ASN performance. However, there are obstacles that often occur related to network problems in accessing the web, other technical matters such as Presence time limits to power outages and difficulty detecting faces.

Abstract

Paradigma baru administrasi publik muncul dengan merumuskan serangkaian idealisme dan praktik terkait penggunaan nilai dan norma tertentu dalam pelaksanaan akuntabilitas pelayanan publik. Akuntabilitas pelayanan publik merupakan salah satu isu penting dalam kajian ilmiah dan praktik di bidang administrasi publik. Akuntabilitas dibutuhkan organisasi publik dengan tujuan untuk menjadi landasan dalam memberikan penjelasan kepada semua pihak (stakeholders), baik dari internal maupun eksternal yang berkepentingan melakukan evaluasi ataupun penilaian terhadap tindakan dan kinerja yang dilakukan oleh organisasi publik tersebut. Metode yang digunakan untuk menyusun tulisan ini adalah pendekatan studi literatur dengan penelurusan dokumen akademis di bidang administrasi publik yang revelan dengan akuntabilitas pelayanan publik. Hasil yang diperoleh adalah Akuntabilitas perspektif The New Publik Service mempunyai banyak segi dan menuntut pengakuan akan peran kompleks yang dimainkan oleh pemerintah (birokrat) dalam tata pemerintahan kontemporer. Untuk itu, pemerintah dituntut untuk bertindak secara bertanggung jawab, etis, dan sesuai dengan prinsip-prinsip demokrasi dan kepentingan publik.

General elections are crucial to democracy, but they are often undermined by electoral fraud, particularly money politics, which seeks to sway voters through monetary and material incentives. Employing a descriptive quantitative method, data were collected through questionnaires and interviews, with statistical analysis conducted using SPSS. Results indicated that money politics manifested as money (76%), goods (57%), and services (58%) offered to voters. Correlation analysis revealed a modest influence of money politics on novice voters at 7.6%, while 92.4% based their choices on factors such as age, education, and candidate personality. This research enhances the understanding of the relationship between money politics and voter behavior, particularly among novice voters, an area where empirical data is scarce. The study’s focus on the impact of money politics on first-time voters in village head elections offers fresh insights into electoral fraud at the local governance level, especially in rural Indonesia. Emphasizing the notable yet limited impact of money politics, this research underscores the necessity of providing political education to novice voters and advocates for the establishment of village-level task forces to address electoral fraud, ultimately aiming to enhance the integrity of local democratic processes.

Abstract

AbstractFood security is the ability of a region or country to meet the food needs of the entire population in a long term, both in sufficient quantity, safe, nutritious and affordable. This research was conducted in Gampong Keuramat which aims to determine the effectiveness of the Food Security Program in Gampong Keuramat. The method used by the authors in this study is a qualitative method. And also the approach used in this study is a library study approach, namely collecting library data through reading, taking notes, and reviewing several sources of information, books or texts used as references and references in research. The Food Security Program is expected to be able to realize that a country or region can independently meet its needs so that it does not depend on imports from othercountries.Keywords: Food Security; Gampong Keuramat; Effectiveness.
