Abstract

Pelayanan publik adalah segala kegiatan pelayanan yang dilaksanakan oleh penyelenggara pelayanan publik sebagai upaya pemenuhan kebutuhan publik dan pelaksanaan ketentuan peraturan perundang-undangan. Pelayanan Administrasi Terpadu Kecamatan (PATEN) adalah Penyelenggaraan pelayanan publik di kecamatan yang proses pengelolaannya, mulai dari permohonan sampai ke tahap terbitnya dokumen dilakukan dalam satu tempat. Pemerintah Natuna pun terus berproses meningkatkan pelaksanaan penerapan PATEN agar dapat terselenggara secara maksimal di seluruh kecamatan di Kabupaten Natuna. Tujuan penelitian ini adalah untuk mengkaji efektivitas penerapan PATEN di Kecamatan Bunguran Timur. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif eksploratif. Sumber data yang digunakan dalam penelitian ini adalah sumber data primer yang diambil dari informan. Hasil studi menunjukkan bahwa efektivitas penerapan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Bunguran Timur Kabupaten Natuna Ketersediaan sudah baik dilihat dari sumber daya, sarana dan prasarana, dan mekanisme proses yang sudah mendukung. Selain itu, pencapaian tujuan penerapan pelayanan PATEN ditemukan dapat memberikan waktu yang sesuai dengan kebutuhan permintaan masyarakat.

Abstract

This study examines the urgency of reconstructing the performance measurement model of the Regional People's Representative Council (DPRD) in the context of government administration in South Tangerang City. Through a qualitative descriptive approach with a case study design, this study analyzes multidimensional problems that reflect systemic dysfunction in local governance. Based on the theory of power distribution and the concept of Penta Helix, this study develops the Penta-Helix Performance Measurement Model as a holistic and contextual performance evaluation instrument for the DPRD. The model integrates five key dimensions: Responsive Legislation, Effective Oversight, Substantive Representation, Policy Innovation, and Public Accountability. The findings of the study reveal a significant gap between the constitutional mandate of the DPRD and its implementation in the field, which is manifested in the phenomenon of increasing poverty rates, and performance suboptimality in the functions of legislation, supervision, and representation. This study concludes that the reconstruction of the DPRD performance measurement model is a strategic step in efforts to revitalize local democracy and optimize local governance in the era of autonomy.

Abstract

Tourism villages are a potential sector in the development of an area with very minimal risk of environmental damage. This makes village tourism a leading sector for all villages, including villages in Ciamis Regency. The development of tourist villages in the normative and empirical process needs to be carried out through collaborative governance because tourist villages have multidimensional characteristics. The development of tourist villages in Ciamis Regency is still not optimal because even though it has great potential and is supported by the Tourism Information Center, it turns out that the development process is still carried out separately between all parties involved. The aim of this research is to analyze collaborative government governance in developing tourist villages and find an ideal collaborative governance model in developing tourist villages in Ciamis Regency. For this purpose, Ansell and Gash's government collaboration theory is used which includes four dimensions, namely initial conditions, facilitative leadership, institutional design, and collaboration processes. The research uses a qualitative approach with descriptive research type. Data analysis was carried out through data reduction and drawing conclusions. The research results show that the ongoing tourism village development process has not fully adopted collaborative governance. This is because trust has not been formed in each of the actors involved. The ideal tourism village development model that adopts collaborative governance is the Tourism Development Model. This model prioritizes building trust and sustainable commitment to each actor in tourism village development.

Abstract

Regional development policies play a crucial role in shaping the growth and welfare of local communities. However, the effectiveness of these policies often depends on how well they are implemented at the regional level. Traditional top-down approaches may overlook local conditions and actors, leading to less effective outcomes. This study aims to explore the implementation of regional development policies in Indonesia through a bottom-up approach, which highlights the significance of local actors such as bureaucrats and community members in influencing policy success. Understanding the dynamics of local participation and contextualization is essential for promoting more inclusive and sustainable development. This research employs a qualitative approach with a descriptive method. The object of the study is regional development policies in Indonesia. Data sources include laws and relevant regulations related to regional development. Data collection was conducted through documentation and literature review methods. The collected data were then analyzed using content analysis techniques to identify meanings, patterns, and trends in policy implementation from a bottom-up perspective. Findings indicate that participatory and context-sensitive policy implementation tends to better address local needs, but challenges remain, including limited human resource capacity, budget constraints, dominance of top-down approaches, and weak public oversight. Successful implementation requires synergy among implementers’ flexibility, political support, and active community participation.

Abstract

Permasalahan pelaksanaan kebijakan pembangunan sanitasi pedesaaan di Kecamatan Serasan Timur, belum optimalnya alokasi pendanaan dari pemerintah pusat maupun pemerintah daerah. Selain itu rendahnya kesadaran masyarakat terkait pembangunan sanitasi yang tercermin dari kurangnya sarana dan prasarana yang layak serta tingginya jumlah masyarakat yang masih melakukan Buang Air Besar Sembarangan (BABS), mencapai 5472 keluarga. Serta jumlah jamban keluarga di Kabupaten Natuna masih terbatas, dengan hanya 15.618 unit yang tersedia. Tujuan penelitian ini adalah untuk mengungkap dan menganalisis implementasi kebijakan pembangunan sanitasi dari aspek isi kebijakan dan aspek lingkungan kebijakan dan untuk mengetahui upaya yang telah dilakukan oleh Kecamatan Serasan Timur Kabupaten Natuna dalam mengatasi hambatan-hambatan yang mungkin muncul selama implementasi kebijakan pembangunan sanitasi berlangsung. Metode penelitian yang digunakan di dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Kemudian prosedur pengumpulan data menggunakan observasi, wawancara, dokumen dan materi audio dan visual. Informan pada penelitian ini yaitu tokoh tasyarakat dan perwakilan masyarakat. Teknik analisis data menggunakan reduksi data, penyajian data dan kesimpulan. Hasil penelitian menunjukkan bahwa Implementasi kebijakan pembangunan sanitasi ditinjau dari aspek isi kebijakan di Kecamatan Serasan Timur Kabupaten Natuna adalah terlihat dari sasaran kebijakan dimana sudah terdapat MCK atau jamban umum yang dapat dipergunakan untuk masyarakat dengan keperluan MCK.

Abstract

Permukiman kumuh merupakan tantangan yang memerlukan strategi penataan yang terencana dan berkelanjutan. Manajemen strategi berperan dalam merumuskan dan melaksanakan langkah-langkah yang selaras dengan kondisi internal dan eksternal, sehingga organisasi dapat mengidentifikasi peluang, merespons tantangan, serta mengoptimalkan sumber daya yang dimiliki. Penelitian ini bertujuan untuk merumuskan strategi yang tepat dalam penanganan permukiman kumuh Jemengan di Kecamatan Bunguran Timur Kabupaten Natuna. Kabupaten Natuna, sesuai dengan Peraturan Daerah Provinsi Kepulauan Riau Nomor 1 Tahun 2017 dan Peraturan Daerah Kabupaten Natuna Nomor 18 Tahun 2021, memiliki peran strategis dalam pertumbuhan ekonomi dan transportasi, yang mengakibatkan pertambahan penduduk dan munculnya permukiman kumuh. Metode penelitian adalah kualitatif dan deskriptif, dengan data yang diperoleh dari observasi, wawancara, dan studi pustaka. Analisis data dilakukan secara deskriptif dan kualitatif untuk mengidentifikasi faktor strategis internal dan eksternal serta merumuskan strategi penataan permukiman kumuh Jemengan. Hasil penelitian menunjukkan bahwa strategi yang diterapkan oleh Pemerintah Daerah Kabupaten Natuna melalui Dinas Perumahan Rakyat, Kawasan Permukiman dan Pertanahan telah mencakup perencanaan, implementasi, dan evaluasi. Namun, pelaksanaannya masih menghadapi tantangan dan keterlibatan masyarakat. Berdasarkan analisis kondisi internal dan eksternal, penelitian ini menghasilkan usulan strategi yang lebih adaptif dan kontekstual, seperti penguatan koordinasi dengan pemerintah pusat, pelatihan keterampilan bagi masyarakat, kampanye edukasi, dan peningkatan kapasitas tim tanggap darurat di tingkat lokal. Pendekatan ini diarahkan untuk mendorong keterpaduan antar pemangku kepentingan dan memperkuat ketahanan kawasan terhadap risiko sosial dan lingkungan. Rekomendasi penelitian ini termasuk kesinambungan visi dan misi dalam peningkatan kualitas kawasan Jemengan serta penelitian lanjutan mengenai kawasan relokasi yang direncanakan oleh pemerintah daerah.

Abstract

This paper aims to analyse the implementation of the drug addict rehabilitation policy conducted by the National Narcotics Board of DKI Jakarta Province (BNNP DKI Jakarta). The study focuses on evaluating the effectiveness of rehabilitation programmes, identifying supporting and inhibiting factors, and formulating recommendations for strengthening drug policy in Indonesia. A descriptive qualitative approach was employed, using Grindle’s policy implementation model as the analytical framework. Data were collected through in-depth interviews, direct observations, and document analysis. Informants were selected through purposive and snowball sampling, consisting of policy makers, policy implementers, and rehabilitation beneficiaries. The data were analysed through reduction, presentation, and conclusion drawing in line with the Miles and Huberman model, with validity ensured through triangulation of sources, methods, and time. The findings reveal that although the rehabilitation policy is supported by strong legal frameworks such as Law No. 35/2009 and SEMA No. 4/2010, its implementation remains constrained by limited resources, weak inter-agency coordination, and persistent social stigma against drug users. Rehabilitation programmes have largely focused on medical recovery, while social reintegration and post-rehabilitation support remain insufficient, leading to high relapse rates. Nevertheless, family and community support, cross-sectoral collaboration, and institutional commitment serve as important enabling factors in programme success. This study contributes to the literature by addressing the provincial-level implementation gap in Indonesia’s drug rehabilitation policy. It introduces the Neo-Grindleian on Drugs model, which integrates six strategic pillars: adaptive regulation, institutional synergy, resource optimisation, community engagement, evidence-based evaluation, and programme sustainability. The model provides a more inclusive and technology-oriented approach to rehabilitation, expected to enhance the effectiveness and humanistic orientation of public policy in addressing drug abuse.
