Abstract

PT Starfood International (PT SI) di Lamongan mengekspor produk olahan ikan ke beberapa negara Asia. Pada lima tahun terakhir, termasuk masa pandemi Covid-19, perusahaan mengalami penurunan omset tahunan. Pengelola perusahaan ini perlu strategi yang adaptif dengan perkembangan terkini baik di dalam negeri maupun luar negeri. Penurunan omset terjadi akibat turunnya permintaan dari importir di negara tujuan ekspor, turunnya jumlah bahan baku, serta persaingan bisnis yang meningkat. Secara keseluruhan permasalahan yang terjadi berkaitan dengan faktor internal dan eksternal perusahaan yang berpengaruh terhadap kinerja ekspor perusahaan. Penelitian ini bertujuan mengidentifikasi faktor-faktor internal-eksternal yang berpengaruh tersebut dan merumuskan alternatif strategi untuk menjaga dan memperbaiki kinerja ekspor PT SI. Penelitian dilakukan selama 5 bulan dengan menerapkan pendekatan studi kasus yang memanfaatkan data dan informasi kualitatif dan kuantitatif yang dapat diakses dalam situasi pandemi. Data primer diperoleh melalui observasi, wawancara dan penyampaian kuesioner; data sekunder diperoleh dari dokumentasi internal perusahaan. Proses pengolahan dan analisis data diawali dengan identifikasi dan evaluasi faktor internal dan eksternal (IFE-EFE), kemudian penyusunan matriks IE dan SWOT, yang diakhiri dengan penyusunan matriks QSP untuk menentukan prioritas strategi utama. Hasil pengolahan dan analisis data menunjukkan terdapat 9 faktor internal dan 11 faktor eksternal, masing-masing dengan total skor berturut-turut 3,327 dan 2,632. Matriks SWOT menghasilkan 8 alternatif strategi yang digolongkan berdasarkan empat tipe strategi. Berdasarkan matriks QSP, perusahaan ini sebaiknya menerapkan strategi yang berfokus pada pengembangan produk (product development). Kata kunci: ekspor, matriks IE, matriks SWOT, strategi, QSPM

Abstract

Sharks is the dominant bycatch of purse seine and bottom longline vessels that landed in Kutaraja ocean fishing port, particularly pelagic thresher shark species (Alopias pelagicus). The management of shark fisheries  in Aceh water is not well implemented.  According to the IUCN red list, the pelagic thresher shark has been classified as an endangered species. The capture and trade of pelagic thresher sharks are regulated by CITES (Appendix II). So that Indonesia has to comply with the procedures of CITES due to it has been adopted through the Decree of Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 61/PERMEN-KP/2018. However, the exploitation and trading of the A. pelagicus continues and is not properly managed. It will threaten the extinction of the pelagic thresher shark population and in terms of a negative image of fisheries management in Indonesia, in particular.  Thus, integrated management such as the ecosystem approach to fisheries management (EAFM) is needed to solve this problem. This study aims to evaluate the fisheries management status of the pelagic thresher shark based on EAFM indicator of fish resources domain, focusing in the Kutaraja ocean fishing port. This research was conducted by field measurement and interviews with key stakeholders. Data were analyzed using a multi-criteria analysis (MCA) approach through development of a composite index. The results showed that the trend of CPUE  tends to fluctuate in the last 5 years. The total length of the sharks was relatively constant. The proportion of juvenile pelagic thresher sharks was 16% male, and 28% (female), and the shark was bycatch (1%) of the purse seine fishery, the fishing ground was getting further away and seemed to go close to the shark habitat.  Based on this assessment, one could conclude that shark's fishery resources were in 'good' category, however, some indicators need to improve through better fisheries management actions. Keywords: EAFM; Alopias pelagicus; pelagic thresher shark; Kutaraja ocean fishing port

The active operation of a trammel net by a sweeping technique is commonly used by fishermen in Cilacap, which are often referred as ciker nets. They are operated by lowering the net in a straight line and pulling the tail end from a ship moving in a full circle, while the other end functions as a circular axis. The effect of active operation allows for changes in performance with time, such as easy lifting or less buoyancy, and the unstable display of gears. This makes it necessary to perform design engineering, especially on buoys, sinkers, and high nets. However, the suitable quantity of these components for ciker net has never been ascertained. Calculations about how many buoys, sinkers, and net height to add need to be done to enhance ciker net construction for active operation. This research aimed to determine the optimum configuration of buoys, sinkers, and net height, and determine the engineering design of ciker nets based on the optimum ratio of buoyancy force to the sinking force of the trammel net. Therefore, the parameters measured include hanging ratio, stretched net length, buoyancy force, and sinking force. The results showed that the optimum configuration of buoys, sinkers, and net height was 59 pieces, 341 pieces, and 1.5 m respectively. Changes in the design of ciker nets, especially in the three components that affect the addition of buoyancy and sinking force ratio were based on the comparison of the trammel nets which was 1:5 greater than the design owned by fishermen at 1:4.Keywords:Bouyancy forceSinking forceCiker netTrammel netShrimp

Abstract

Perairan Pantai Kebumen memiliki kekayaan sumberdaya perikanan yang tinggi pada jenis ikan-ikan pelagis dan jenis krustasea, terutama lobster. Terdapat enam jenis lobster yang berada di Perairan Pantai Ayah Kabupaten Kebumen yaitu lobster pasir (P. homarus), lobster batu (P. penicillatus), lobster batik (P. longipes), lobster mutiara (P. ornatus), lobster bambu (P. versicolor) dan lobster pakistan (P. polyphagus). Tujuan penelitian adalah mendeskripsikan unit penangkapan lobster dan mengidentifikasi komposisi hasil tangkapan lobster di Perairan Pantai Ayah Kabupaten Kebumen. Pengambilan data dilakukan di PPI Karangduwur, Kecamatan Ayah, Kabupaten Kebumen pada bulan November 2020-Januari 2021. Hasil penelitian menunjukkan bahwa alat penangkapan lobster yang digunakan oleh nelayan yaitu jaring insang dan bubu. Nelayan setempat masih menggunakan kapal berukuran <5 GT untuk melakukan operasi penangkapan lobster secara one day fishing. Hasil tangkapan terbanyak yaitu jenis lobster pasir (P. homarus) sebesar 5657 ekor dan paling sedikit diperoleh lobster jenis pakistan (P. polyphagus) sebanyak 7 ekor. Berdasarkan distribusi jenis lobster di Perairan Pantai Ayah Kabupaten Kebumen dapat disimpulkan bahwa 75% lobster sudah layak tangkap. Penetapan ukuran layak tangkap tersebut sesuai dengan Peraturan Menteri Kelautan dan Perikanan Nomor 17 tahun 2021. Kata kunci: komposisi hasil tangkapan, lobster, Panulirus spp, perairan Kebumen

Abstract

Perikanan ikan karang di kawasan konservasi Taman Wisata Perairan (TWP) Padaido sudah cukup mengkhawatirkan. Terjadi penurunan kelimpahan standing stock ikan karang dari tahun ke tahun dan degradasi terumbu karang. Sementara itu, jumlah kapal ikan nelayan yang menyasar ikan karang setiap tahunnya meningkat. Penelitian ini bertujuan untuk mengidentifikasi nelayan yang berkaitan dengan penangkapan ikan karang di TWP Padaido dengan kelengkapan informasi yang dapat digunakan untuk menghitung fishing capacity. Penelitian ini telah dilaksanakan pada bulan Juli-September 2021 di kawasan konservasi TWP Padaido dan lokasi asal dari kapal-kapal ikan yang beroperasi masuk ke dalam kawasan TWP Padaido (zona perikanan berkelanjutan). Metode pengumpulan data dilakukan dengan metode wawancara dan pengamatan langsung dilapangan. Teknik pengambilan sampel yang digunakan yaitu accidental sampling yang dilakukan pada klaster nelayan yang memanfaatkan Zona Perikanan Berkelanjutan TWP Padaido. Hasil penelitian menunjukkan bahwa penangkapan ikan karang di Zona Perikanan Berkelanjutan kawasan konservasi TWP Padaido tidak hanya dilakukan oleh nelayan yang bermukim dalam kawasan konservasi tetapi juga nelayan yang berasal dari luar kawasan TWP Padaido. Jumlah nelayan yang menargetkan ikan karang dalam kawasan TWP Padaido sebanyak 608 orang dan 33 nelayan yang berasal dari luar kawasan TWP Padaido seperti dari Pulau Biak (Distrik Biak Timur, Oridek dan Biak Kota). Abstract

Nelayan Tenau di Kupang, Provinsi Nusa Tenggara Timur melakukan kegiatan penangkapan ikan pelagis dengan mini purse seine yang dilakukan pada malam hari menggunakan atraktor cahaya lampu tanpa atraktor rumpon. Lama waktu tunggu dalam proses pengumpulan ikan dengan cahaya lampu menyebabkan operasi penangkapan ikan tidak efektif dan jumlah ikan yang berkumpul di bawah sinar lampu tidak banyak. Penelitian ini mencoba menggunakan kombinasi atraktor rumpon dan umpan atau disebut juga dengan atraktor rumpon berumpan (baited FADs) sebagai perlakuan dalam penelitian. Tujuan penelitian ini adalah menentukan komposisi hasil tangkapan, menentukan pengaruh penggunaan baited FADs dibandingkan dengan kontrol terhadap hasil tangkapan dan jumlah hauling serta menentukan produktivitasnya. Penelitian ini menggunakan metode eksperimental fishing dengan 20 trip sebagai ulangan penelitian. Hasil penelitian menunjukkan bahwa pada mini purse seine perlakuan, terlihat ikan yang tertangkap lebih dari satu jenis per trip dibandingkan dengan mini purse seine kontrol. Hal ini diduga reaksi dari umpan tersebut menyebabkan ikan-ikan berkumpul pada baited FADs. Penggunaan baited FADs telah memberikan pengaruh yang nyata terhadap total berat hasil tangkapan (Asymp. Sig. (2-tailed) < 0,05) dan total hauling/trip (Asymp. Sig. (2-tailed) < 0,05). Persentase kenaikan produktivitas mini purse seine perlakuan terhadap kontrol sebesar 109,3% dan rata-rata produktivitas mini purse seine perlakuan dan kontrol masing-masing sebesar 226 kg/haul dan 202 kg/haul.
