This study aimed to describe the performance of staff at the Department ofÂ Transportation, Communication and Information Semarang and to determine whatÂ aspects cause the performance of staff at the Department of Transportation,Â Communication and Information Semarang not optimal. Loci used in this study is inÂ the Department of Transportation, Communication and Information Semarang. ThisÂ study used a qualitative research method is descriptive. The subjects in this studyÂ consisted of four (4) key informantBased on the results of the study show that the performance of staff at theÂ Department of Transportation, Communication and Information Semarang can beÂ categorized Well although there are some dimensions are still unwell. Aspects thatÂ affect the performance of employees keoptimalan Department of Transportation,Â Communication and Information Semarang which aspects of competence andÂ motivational aspects.The conclusion of this study is the overall performance of employees of theÂ Department of Transportation, Communication and Information Semarang has beenÂ good, and aspects of competence and motivation keoptimalan indeed affect theÂ performance of the Department of Transportation, Communication and InformationÂ Semarang. Based on these conclusions, the researchers recommend to the DepartmentÂ of Transportation, Communication and Information Semarang to correct dimensionsÂ is still considered less well so that optimal performance can be achieved more.

Increased competition in trade and the development of urban areas which is very fast, spurred the emergence of private sign namely commercial messages in the form of ads. Ads it can be said is a means of potent for the promotion of all kinds of good business information, politic, as well as social activities designed the government. Nowadays, the government the city of Semarang still had difficulty in an effort to control growth ads. Many establishment point of billboard irresponsible so very disturbing views , even the safety of road users. Hence, formulated by law the City of Semarang No.14 2012 about the ads. The purpose of this research is to find and analyze of policy implementation of advertising in semarang city and to know and identifies factors success of policy implementation of advertising within the city of semarang. The theory used among others the theory of public administration , public policy, and the implementation of policy. A subject in this research is 5 people, where 3 people from dept. of associated with ads implementation and 2 people from businessmen bureau ads. Type research used is a type descriptive with the approach research methodology qualitative. While techniqued data collection was carried out by interviews and the literature study. Analysis data was undertaken to technique the data, reduction data, presentation of and the withdrawal of conclusion / verification. The results of the study showed that implementation of advertising of policy within the city of Semarang been entirely successful. This is because available resources also it is not enough, even you could say very weak to carry out of policy implementation of advertising. In addition, absence of a close coordination meeting who do not routinely done and also enforcement in the field are single own and rarely coordinate between the dept. of associated with ads implementation also related been to cause that has not been of policy the ads within the city of Semarang.

Implementation of overseas migrant placement policy is one of the efforts undertaken by the Government of Pati Regency to overcome the problems associated with placement of migrant workers from Pati Regency who work abroad. The method used in this research is qualitative method of descriptive type. The purpose of this study is to see how the implementation of Indonesian employment policy abroad in Pati Regency as well as describe the factors that are considered to influence the implementation of policies according to Van Meter and Van Horn theory. The result of the research shows that in the implementation of the policy, there are problems related to registration, reporting, and data service and information of TKI. Factors considered to be inhibiting the implementation of the policy of placement and protection of Indonesian workers abroad in Pati Regency concerning the policy objectives, resources, and social conditions of TKI in Pati Regency.

A cluster of batik is an association of micro, small and medium enterprises batik, the problems of the same kind that has formed by a city government semarang through the agency of planning and development of the city of semarang.Then the government of semarang giving authority to the department of cooperatives, micro business small and medium enterprises, the city of semarang to do program msmb, in accordance with the articles which are handed down by the city of semarang budget. The process of the implementation of umkm, cluster batik is good because it has in accordance with act number 20 year 2008 and the result of the implementation of umkm, cluster batik not good because there are several factors impediment to implementation of that are not routine, as control a cluster of batik's human resources dominated by the old people, facilities and infrastructure to inadequate.Then, during a function of the research the researchers found another phenomenon affecting the implementation of empowerment namely a communication that is not so good.In addition, there is a factor supporting the implementation of empowerment namely contribution, our commitment readiness, competence, financial institutions dept. of cooperatives, director of semarang city and umkm, social relationships and the degree of engagement a member of a cluster of have been good.

The massive case of corruption in procurement of goods and services encourage the government to publish new policy named e-procurement .E-procurement considered the government able to overcome the problems in procurement as cases of corruption, Diponegoro University as institutions college also implement e-procurement in the need procurement of goods and services, but in the application faces obstacles and makes the implementation not be optimal. Problems underlying as deficiency human resources, incompleteness supporting facilities, as well as lack of readiness the target group is the major cause. This report is written with research methodology qualitative and description aimed at know the state of the implementation of e-procurement and know by factors in support and inhibitors of of e-procurement. The result of this research when viewed from the effectiveness of the implementation not yet optimal because it is still the low understanding the target group and the factors barrier namely the resources and bureaucratic structure of the actor e-procurement policy at the Diponegoro University. Based on the outcome of this research recommended to do improve the quality of related to the procurement of goods and services by means of .Informed to the target group about actor implementor, do maintenance on the software and hardwere at regular intervals , inviting people to apply supervision , improvement of infrastructure , do recruitmen staff as well as fix jobdesk staff.

This research aims to analyze the implementation socialization program of Government Regulation Number 53 of 2010 concerning Civil Servants in Disciplinary of Cirebon Regency and the factors that influence of socialization program. Locus of this research is Badan Kepegawaian, Pendidikan dan Pelatihan Daerah Cirebon Regency in Bidang Pembinaan dan Kesejahteraan Pegawai as implementers of socialization program. This research used qualitative research methods explorative. Subjects in this research consisted from implementers and receives of socialization program. Â Results of research show that the implementation socialization program of Government Regulation Number 53 of 2010 concerning Civil Servants in Disciplinary of Cirebon Regency has reached with good results. Implementation of socialization program has some problem, that is the absence of Standard Operating Procedures for socialization program, uncoordinate placement and selection of employees make some problems in work time employees. Suggest for problems that influence implementation of socialization program that is make an analyze of Standard Operating Procedures as a reference implementation of socialization program and make fixed schedule for employees who give a socialization services.

This research aims to identify and analyzes strategy conducted by localgovernment district Jepara in the tourism development of Benteng Portugis tocapable of being tourist attraction in the county of Jepara, as well as torecommend a new strategy in the tourism development of Benteng Portugis.The results of this research indicate that tourism development strategyundertaken by the department of tourism and culture has quite succeeded inJepara district, although there are some indicators which is considered lesssuccessful, but more will be considered successful by the writer. The indicatorwhich has not been successful is the existence of natural threats that exist becauseÂ of the layout of Benteng Portugis which is adjacent to the mountain and the sea.Conclusion in this research is based on tourism development strategyobject Jepara District by the Department of Tourism and Culture District ofJepara there is still an indicator that has not succeeded. The writer recommendsstrategy to correct the strategy has not worked.

Rehabilitation and reconstruction is one effort contained in the disaster management cycle after mitigation and emergency response. Rehabilitation and reconstruction of post-disaster to be a need of the affected community disaster. Â Disaster management organizers in Magelang District in general is Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Magelang, and in particular for the rehabilitation and reconstruction activities organized Â by sector of Rehabilitation and Reconstruction. Â BPBD Kabupaten Magelang has a vision "realize Magelang Regency responsive, fast, accurate, and resilient in the face of disaster". Â The purpose of this study is to identify the performance of BPBD Kabupaten Magelang as the government in rehabilitating and reconstructing disaster-prone areas eruption of Mount Merapi in 2010. And identify determinants effectiveness of the achievement target of rehabilitation and reconstruction. Performance indicators views of the four indicators that have been formulated, namely effectiveness, efficiency, fairness, and responsiveness. The deciding factor the effectiveness of target Â achievement of the three factors that have implications for the performance, namely training, work discipline, and job satisfaction. This study used a qualitative descriptive type with informants of the implementers of Â rehabilitation and reconstruction post-disaster of the eruption of Mount Merapi in 2010 and from beneficiaries of rehabilitation and reconstruction. The results of overall this study is performance of BPBD Kabupaten Magelang n rehabilitating and reconstructing been not good when viewed from four performance indicators. Then the three factors that have implications for the performance, namely training, work discipline, and job satisfaction shown to affect the effectiveness the achievement of targets or performance of rehabilitation and reconstruction.

Development Strategy of Tourism Research in Pemalang a qualitative descriptive study. This study uses strategic planning so that explains the strategic issues in the development of tourism overall. The focus of this research is that tourism development strategy on research using a SWOT analysis as the main tool to analyze and measure the environment in order to produce a strategy that is used for the preparation of the planning process of tourism development. Informants in this study is from the Head of Culture and Tourism, Head of Product Development Tourism, Tourism Promotion Section Head, Chairman of the Regional Tourism Promotion Board, The Winner Hotel Manager, Deputy Manager attractions Zatobay, Community and Traders in Attractions Widuri. Process research begins analysis of the conditions tourism , the identification of external and internal environment that produces weaknesses, strengths, opportunities and threats. Furthermore, analyzing the strategies based on the identification of weaknesses, strengths, opportunities and threats in the SWOT analysis. After that produces strategy SO, WO, ST, and WT is then in the value of using a litmus test to determine alternative strategies. The highest value a strategic issue that can be applied to the conduct of tourism development in the district of Pemalang

Waste Handling is one of ways that Semarang Local Government do to overcoming problem about the high amount of waste in Semarang City. Waste handling policy is important because waste is an important problem that need to be resolved to create a clean and health environment. This research will further elaborate the implementation of waste handling policy in Semarang City. The method that is used in this research is qualitative â€“ descriptive type, with informants from the staff of Living Environment Agency of Semarang, Final Processing Place Jatibarang whose specially handling about waste handling policy in Semarang City, Society Group who doing waste management, and society in Semarang City. The purpose of this study is to analyze the implementation of waste handling using 5 accuracy theory from Riant Nugroho and describe factors that influence the policy implementation using theory from Van Meter and Van Horn. The result of the research shown that in the policy implementation which is undertaken, there are problems related to socialiszation of the policy which not touching all society yet; societyâ€™s response that is not support waste handling policy; and process of societyâ€™s acceptance toward the policy which is showing refusal for the policy. Constraint factors of the waste handling policy are resources and social condition from Semarangâ€™s societies. Reccomendation which is given from this research are; the government have to be more active in socializing waste handling policy, improvement of the human resources and facilities which supporting the policy; and addition and activating of TPS 3R in Semarang City that along with companion toward TPS 3Râ€™s caretaker.
