Abstract

This research aimed to clarify the role of the Stakeholders involved in implementing the policy on the handling of street children, hemeless, and beggars in the city of Semarang and explained the driving factor and a barrier to the implementation effort handling of street children, the homeless and beggars in the City of Semarang. Research methods uses qualitative exploration, the approach data collection with techniques observation, interviews, and study of the document. Informants in this study is the social service of the Semarang City, the NGO Yayasan Emas Indonesia, former street children, as well as the community. Data were analyzed with the theory of "5 appropriate in the implementation of the policy" form Riant Nugroho and Van Meter Van Horn "policy implementation process model Van Meter Van Horn". The research results showed that the current goals expected by the Government in handling the street children, the homeless, and beggars have not achieved because the policy contained in the regulation of those areas have not been able to overcome the existing problems and there are still constraints in its implementation. Nevertheless, the Regulation of this area has grown to be carried out properly by the Social Service of the Semarang City as executor using a preventative approach & rehabilitation and assisted by Satpol PP as well as from Foundations/NGOs. A recommendation could be made to improve the performance of the implementation is the addition of the supporting resources implementation, sustainable empowerment, counseling, socialization, the number of logging, as well as the passage of the regulations the Mayor as a technical guide in the implementation.

Abstract

The purpose of this study was to look at the implementation of the street vendor arrangement policy in Kecamatan Pati, as well as the determinants of the course of implementation. This study used qualitative research methods. The results showed that the factors supporting the implementation of the Street Vendor (PKL) arrangement policy were social conditions, namely the community agreed and enthusiastic about the Government's policy regarding the arrangement of Street Vendors (PKL) in Pati Regency. For political conditions, there is support, namely in the form of assistance in submitting cooperation with Perhutani in relation to leasing land for relocation planning in 2019. Resource factors and economic conditions also become obstacles in the implementation process, human resources or in this case the team assigned to the socialization process and law enforcement is actually enough, but because there are additional personnel and some of them are still carrying out training, the implementation process cannot run optimally. From the economic conditions there are still infrastructure facilities, namely the addition of vehicles for the mobilization of officers, which have not been approved by the Government due to limited funds. Suggestions, namely relocation for Street Vendors (PKL), will soon be realized so that Street Vendors (PKL) can sell, so that the presence of Street Vendors (PKL) becomes more organized and the environment becomes safe and clean. Socialization is carried out as much as possible it must be evenly distributed so that the Street Vendors (PKL) will also know about the regulations, while for the Street Vendors (PKL), immediately make a TDU (Business Register) so that their merchandise is registered with the government

Abstract

Public roadside parking levy policy is one of the efforts of the Semarang city to solve the parkings problem, which is to transport and the arrangement of public roadside wild parking and the achievement of the edge parking retribution Public roads. Semarang City as one of the major cities in Indonesia is required to manage and maximize the potential of indigenous revenue Sources (PAD). The purpose of this study is to analyze the implementation of public roadside parking levy policy in Krobokan village of Semarang City, and also the factors that affecting the implementation process of the policy. This research is a study with qualitative descriptive methods. The results showed that the implementation of the policy related to parking retribution in the Krobokan Village is still not optimal. Supporting factors of the roadside parking retribution public policy implementation process in the Krobokan Village is the executor good understanding who has mastered the policy well, and good communication intertwined between the implementing agents and other parties relating to the public roadside parking retribution policy. However, the limitation of the number of executor and resources of facilities, and the lack of direct monitoring in the field led to the implementation of the public roadside parking levy policy in the city of Semarang, especially around Krobokan village became less Optimal.
