Abstract

ABSTRACT The implementation of regional regulations on waste/cleanliness service retribution in Kudus Regency is an effort of the regional government to implement regional autonomy in the field of waste management. The regulation is the basis for the Kudus Regency regional government to manage local revenue and provide services to the community related to waste management. However, the services provided by the local government are only about 60% of the population served while the area of service provided is only 75% of the total area of Kudus Regency. The purpose of this study is to describe and analyze the implementation of local regulations on waste/cleanliness services retribution in Kudus Regency and to identify and analyze the factors that influence the implementation of local regulations on waste/cleanliness services retribution in Kudus Regency. The researcher uses an implementation model that the researcher collects with a top-down approach based on Van Meter and Van Horn theory. Factors that researchers use in discussing the implementation of the research under study are policy standards and objectives; policy resources; communication between implementing agencies; the attitude of the implementers; implementing agent characteristics; and social, political and economic conditions. The results showed that the implementation of local regulations on waste/cleanliness service retribution in Kudus Regency was not optimal due to the influence of regulatory clarity related to the difference in tariff between retribution groups, resulting in differences in understanding between implementing officers, tariff rates that were not in accordance with the economic conditions of the community, and lack of human resources and financial resources cause the services provided are still limited. Suggestions that the researchers can be given is to review retribution rates in accordance with the economic conditions of the community, increase cooperation with all village governments related to waste management, establish cooperation with private parties related to capital and increase public participation in participation as customers of waste service retribution.

Abstract

Welfare conditions of teachers and lecturers in Indonesia is one of the lowest in the world. When compared with neighboring countries, the salary of teachers in Indonesia is still relatively low compared to Malaysia, Thailand and Singapore. That condition is one of the causes of the poor quality of education in Indonesia. Based on data from The Learning Curve Pearson 2014, a rating agency's education, explained that Indonesia ranks 40th out of 40 countries with an index ranking and overall value that is minus 1.84. In order to improve the welfare of teachers and to improve the quality of education in Indonesia is carried out allowances and lecturers teaching profession. However, in the implementation of the policy there are still many problems. The purpose of research is to determine how perceptions of teachers and lecturers in Semarang on professional allowances of teachers and lecturers as well as the role of aspects of the experience and motivation of teachers and lecturers in shaping the perception of teachers and lecturers in Semarang on professional allowance for teachers and lecturers. Researchers used qualitative descriptive research methods. The results showed that the perception of teachers and lecturers in Semarang on professional allowances of teachers and lecturers are positive perception. Aspects of the experience and motivation of teachers and lecturers role in shaping perceptions about the benefits of teachers and lecturers and professors teaching profession. From this research can also be seen that in the implementation of professional allowance for teachers and lecturers there are problems such as late payment of professional allowance for teachers and lecturers.

Abstract

Due to high poverty in Jakarta causing students and families cannot get proper education. Economy factor causing education did not prioritized. That excuse force Jakarta Government to build something that support education fund through Jakarta Smart Card. Among all of the Jakarta Smart Cover recipient, in fact there is so much recipient that not appropriate. Another problem is Jakarta Smart Card quota is limited that make so many needy student is hard to occupy their education, especially at 144 Jakarta Junior High School, student still dont get their Jakarta Smart Card. This research proving that Policy Implementation Jakarta Smart Card at 144 Junior High School already going well and effective. There is still some problem such as limited quota that cause student still dont get their Jakarta Smart Card.

Abstract

Keberadaan Pedagang kaki lima di Kabupaten Magelang menimbulkan beberapa masalah. Masalah ini timbul lantaran keberadaan PKL yang dianggap kurang tepat. Seperti mengganggu ketertiban umum dll. Pemerintah Kabupaten Magelang mengeluarkan Peraturan Daerah Kabupaten Magelang Nomor 7 Tahun 2009 Tentang Penataan dan Pemberdayaan Pedagang Kaki Lima. Perda ini dibuat untuk mengatasi permasalahan PKL di Kabupaten Magelang. Penelitian ini bertujuan untuk menjelaskan bagaimana implementasi Peraturan Daerah Kabupaten Magelang Nomor 7 Tahun 2009 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima dan faktor faktor yang mempengaruhi implementasi kebijakan menggunakan teori Van Metter dan Van Horn. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukan pemerintah Kabupaten Magelang telah berupaya untuk melaksanakan perda tersebut.hal ini ditunjukan dengan pembangunan fasilitas berjualan bagi pedagang kaki lima yang direlokasi dan pemberian surat ijin berdagang. Ada aspek yang dinilai belum berjalan sesuai dengan perda yaitu pengawasan dan penertibandan yang dirasa belum tegas. dan pemberdayaan dan pembinaan yang belum sepenuhnya dapat dilaksanakan karena keterbatasan sumberdaya. Faktor penghambat lainya antara lain Sumberdaya yang terbatas, Disposisi dan juga Kondisi sosial, ekonomi dan politik yang mempengaruhi pendapatan pkl. Peneliti merekomendasikan Memperbaiki fasilitas sarana dan prasaraan di tempat berjualan Pkl. bertindak tegas terhadap Pkl liar yang berjualan di tempat yang dilarang untuk berjualan. Menambah sumber daya manusia dengan pegawai non ASN. Kata

Abstract

High unemployment and the increasing urbanization made bigger informal activity by the community Semarang city. The activity of informal done to look as income is vendors. Number of street vendors Semarang city from year to year continue to rise. So it appeared problems environment and town planning makes government Semarang city issued a policy regulation in Semarang number 11 years 2000 on the regulation and development street vendors. The purpose of this research is to evaluate the achievement of a goal policy by law regulations and development on the street vendors simpang lima semarang and to know the implementation of a policy of the regulation. This research using type descriptive with a qualitative approach. Technique data collection used the observation, interview, study documentation and the literature study. This research result indicates that the implementation of a policy on setting and development street vendors Simpang Lima Semarang operated quite well. There are still some transgression committed street vendors in their activities and had brought a permit or identity card street vendors Simpang Lima of government officials. Need to an increase in socialization regarding the regulations and training street vendors to the street vendors Simpang Lima policy that the purpose of this regulation can be achieved.

Abstract

Waste management policy based on the event by the high number of heaps of garbage that exists in the city of Semarang. Production of garbage in the city of Semarang per day reached 800 tons/day with a capacity of landfill of 400 tons/day. This happens because with the increase of the population of Semarang city around 1.5 million inhabitants and is also one of the goals of the urbanization. As a result of such activities is the increased production of waste caused by the people. To deal with the problem of local government issued regulation Semarang city waste management areas number 6 in 2012 about waste management that aims to improve public health and the quality of the environment as well as made the waste as a resource. The purpose of this research is to find out how the implementation and the factors that encourage and inhibit the implementation of waste management Policies according to the Semarang area number 6 in 2012. Research methods used in this research is qualitative research methods are descriptive, i.e. by providing a comprehensive overview of the focus of the research. The results of this research show that the implementation of waste management policies are not fully managed to reduce the number of existing middens. In practice there are still various obstacles such as, communications, resources, disposition and bureaucratic structure. Recommendations that can be given to the problem of socialization such as local regulations through electronic media, the addition of human resources and facility cleanliness, training, motivation for employees as well as the establishment of a special section dealing with communities who break the rules are already set.

Abstract

In 2009 Perhutani issued Decree of the Perum Perhutani Board of Directors Number: 682 / Kpts / Dir / 2009 About the Guidelines of Community Forest Resources Management as the latest regulation since the establishment of PHBM Program since 2001. But the implementation of regulatian in Blora Forest Management Unit (KPH) its not significant and equitable impacts such as what is the purpose of CBFM itself, which improves the ecological, social and economic functions of forest village communities. So researchers interested in doing this research. The implementers of this program are KPH Blora, Local Government, Forest Village Community Institution (LMDH), Village Government and NGO. This research uses Marilee S. Grindle theory. Successful implementation according to Merile S. Grindle is influenced by two big variables, namely the content of policy and the context of implementation. This research uses qualitative method with data collection technique that is interview, direct observation and documentation. Abstract

ABSTRACT The implementation of School Operational Assistance (BOS) is one of the government policies to aimed at improving the quality of education for all levels of society by funding school operation activities. But School Operational Assistance (BOS) funds can also be used to other thing, that is teacher development and school facilities in the teacher profession development component, education staff and scholl management development, while for school facilities in the maintenance of infrastructure facilities and the multimedia learning tool component. However, not all school met all components of BOS funds, including components for teacher development and school facilities The research was conducted in Semarang City Middle Schools namely SMP Negeri 1, 2 and 19 Semarang City. The research was conducted based in the implementation not meet all the components of BOS. especially the teacher development component and school facilities components. The purpose of this study is to describe and analyze the implementation of school operational assistance (BOS) funds for teacher development and school facilities in Semarang City Junior High Schoold and to identify and analyze the factors that influence the implementation of school operational assistance (BOS) funds for teacher developments and school facilities in Semarang City Middle School. The researcher uses the van Meter and van Horn Implementation model with top-down approach. Based on research, the implementation of school operational assistance (BOS) funds for teacher development and school facilities is still not optimal, due to the influence of standar and objective factor which is lack of certainty and judgment in using teacher development and school facilities components and there is no reward given to school for maximizing the use of BOS funds to provide a stimulus for schools as implementor

Abstract

Kinerja pegawai sangat dipengaruhi oleh kemampuan pegawai yang didukung oleh lingkungan kerja yang baik, hubungan atau kerja sama yang baik antara komponen yang ada dalam organisasi atau instansi. Masalah yang muncul adalah Bagaimana Kinerja Aparatur Bagian Barang bukti (Barbuk) Polda Jawa Tengah, apa saja aspek kinerja yang menghambat di Aparatur Bagian Barang bukti (Barbuk) Polda Jawa Tengah. Tujuan penelitian untuk Menganalisa Kinerja Aparatur Bagian Satuan Barang bukti (Barbuk) Polda Jawa Tengah. ; Menjelaskan aspek-aspek yang menyebabkan kinerja Aparatur Bagian Barang bukti (Barbuk) Polda Jawa Tengah belum optimal.Upaya menjawab permasalahan dan tujuan penelitian dilakukan dengan analisis penelitian ini menggunakan jenis penelitian deskritif kualitatif dan penentuan sampel yang digunakan dalam penelitian ini adalah purposive sampling. Hasil penelitian yang didapat adalah bahwa kinerja kinerja Aparatur Bagian Barang Bukti (Barbuk) Polda Jawa Tengah sudah cukup baik walaupun masih terdapat beberapa dimensi yang dikategorikan perlu ditingkatkan walaupun dikatakan cukup baik. Dimensi yang dikategorikan kurang baik yaitu ketepatan waktu. Untuk ketepatan waktu dinilai cukup baik namun masih ada beberapa hal yang harus diselesaikan dan diatur dengan baik oleh para aparatur khususnya saat bekerja di lapangan. Disarankan untuk meningkatkan kompetensi, khususnya dalam penempatan aparatur sesuai dengan spesialisasi dan kemampuannya agar target dapat tercapai dengan optimal. Memberikan penghargaan internal untuk aparatur yang memiliki prestasi yang baik supaya dapat lebih terpacu untuk mengoptimalkan pencapaian target. Merubah sedikit suasana dan tempat kerja sesuai dengan tingkat kenyamanan aparatur supaya aparatur dapat lebih berkonsentrasi sehingga pekerjaan dapat diselesaikan lebih efisien dan efektif.

Abstract

Almost 75 percent of the people of Jepara work in the furniture industry, so that Jepara District get the icon and known as "Kota Ukir". For maintain the existence and to increase productivity of the furniture industry, the Government of Jepara District issued a Regional Regulation of Jepara District Number 2 year 2014 about Protection, Empowerment, and Development of Furniture Industry. This research is designed to explain how the Implementation of Regional Regulation of Jepara District Number 2 Year 2014 about Protection, Empowerment, and Development of Furniture Industry and the factors that become the incentive and resistors in the process of policy implementation that using the van Meter and Van Horn Theory. This research uses descriptive qualitative research method with data collection technique of interview, observation and documentation. Based on the results of research, the implementation of the regional regulation is still efforted by the goverment. This thing marked by the education, training and guidance that has been done to the actors of furniture business. There are aspect which was considered to the regional regulation, one of the aspect is protection, such as facilities and infrastructure that supporting the furniture industry (raw materials) and the provision of legal assistance which marked by the lack of public’s understanding about “Indikasi Geografis”. Other inhibiting factors are in the resources, and social political and economic conditions where there are still many public who are not aware of the existence of the regulation. The researcher recommends that socialization be done thoroughly to the public and the implementor so that later this policy can run optimally.
