Abstract

PONED Health Center is a health center that has the facilities and the ability to provide services to tackle case of emergency obstetric and neonatal care for 24 hours. Kupang district has 5 health centers capable PONED. Generally, this study aims to describe the management system of emergency obstetric care at the PONED health center Kupang regency in 2011. This is a qualitative research method. Subjects were PONED doctor, chief health center, head of environmental health and postpartum mothers pathology. The data was collected through indepth interviews, observations using the check list and study documentation. The results showed that the management of emergency obstetric care system of planning, organizing, implementation and evaluation has not been running well because there are still aspects of the input limitations include human resources, finance, facilities, legal basis, Standard Operating Procedures or SOP, guidelines,technical guidelines, as well as stakeholders. Human recourses or team PONED not stay at the health center, learning tasks, there are doctors who are from other health centers, health centers do not even have a doctor. Finance is reserved for activities PONED not exist. Most of the infrastructure has not met the standards. The legal basis in the form of a decree legalizing PONED team perform not action, which is available only Standard Operating Procedures or SOP that must be carried out every team in service. Government support is not optimal. Donor agency is also limited. Health distric who always supported health centers so impressed that more health personnel work. The policies of Comunnity Health Centre PONED already contained in the Governor Regulation Number 42 Year 2009 on Mother and Child Health Revolution. Management system of emergency obstetric care at the health center PONED Kupang regency can be run either by way of setting up as needed number, competence and qualifications, there are funds specifically designated for basic emergency services, there is a decree legalizing PONED team to provide services at the health center, the job description clear, coordination, guidance, mobilization and evaluation by involving local governments and the realignment of the revolution policies regarding human resources, finance and infrastructure and create local regulations regarding the administration of mother and child health revolution.

Abstract

Background: Indicators related to child health are important indicators in determining the overall health status of the community, especially assessing the success of health services and development in the health sector. These indicators are infant mortality (IMR) and Under-five Mortality Rate (AKABA). The government has organized health services known as Maternal and Child Health Services. Tarus' Maternal and Child Health Services in 2011 saw 72.22 percent of infants under five who visited Maternal and Child Health Services. In 2012 the number of infant visits to Maternal and Child Health Services decreased by 69.3 percent (Health Center Health Profile, 2012) out of 3,695 toddlers in Tarus Maternal and Child Health Services work areas there were only 2,563 (69.3 percent) toddlers who use Maternal and Child Health Services every month. Research Objectives: To find out the factors that influence the visit of Toddler Babies to Maternal and Child Health Services in Tarus Village, Kupang Tengah District, Kupang Regency. Research Method: Type of descriptive research. A total of 32 respondents were parents of infants under five. The research instrument uses a questionnaire. Research Results: Knowledge factor 81.2 percent good. As many as 62.5 percents of mothers have children under five years old. Conclusion: Knowledge factors and the number of children do not directly affect the visit of infants to Maternal and Child Health Services. Other factors that influence our attitudes, behavior, the role of Maternal and Child Health Services cadres, community participation and lack of support or cooperation in participation from other sectors.

Abstract

The utilization of antenatal services for pregnant women can be determined based on the achievements of K1 (first contact) and K4 (4 times contact) during pregnancy with competent and authorized health workers. The World Health Organization asserts that the attitude and performance of health workers are an essential elements of service quality as it affects the understanding and satisfaction of women, partners, and families in seeking ANC, delivery, and postnatal services. The objective of this research is to examine the effect of antenatal care by midwives and the satisfaction of pregnant women on antenatal visits. The type of this research is analytic observational with a cross-sectional design, performed from March - June in Kupang City. The research subjects were 120 pregnant women with a gestational age of 36 weeks. Data collection employed questionnaires and MCH Handbook. The analysis conducted was univariate and bivariate by employing the Chi-square test with Alpha = 0.05. The results of the study on 120 pregnant women demonstrated that most of the pregnant women received good service (98.3%) and most of whom (60%) were satisfied with the services they experienced. Seventy-one people (59.2%) possessed complete visits. The Chi-square test results revealed relationship between service and satisfaction of pregnant women with antenatal visits (p = 0.652, p = 0.324). The majority of pregnant women had thorough consultations, received adequate antenatal care, and were pleased with the services they received. In addition to satisfaction, health services and programs must be performed in accordance with local culture and language in order to be accepted by the community, encompassing a decision-making culture that can influence pregnant women's visits to health facilities. Distance, education, profession, parity, and the husband's support can all have an impact on the mother's adherence to antenatal visits.
