Abstract

North Penajam Paser Regency is a locus of stunting area which is ranked 2nd highest in East Kalimantan Province with a score of 27.3. This study aims to find out the forms of cross-sectoral collaboration in interventions to prevent and reduce stunting in North Penajam Paser Regency which is expected to reduce the number of stunting cases. The type of research used is descriptive qualitative with data analysis techniques through observation, interviews, documentation and literature studies. Based on the results of the research, the program has run optimally so far, although it has not made any major changes in its handling. This is influenced by various constraints and obstacles such as cross-sectoral egos, insufficient budget, and people's mindset towards stunting making its implementation less effective in efforts to prevent and reduce stunting in North Penajam Paser Regency.

Abstract

This study aims to analyze the implementation of the Regulation of the Minister of Transportation Number PM 135 of 2015 concerning Periodic Testing of Motorized Vehicles in Realizing Traffic Safety in Kutai Kartanegara Regency  focusing the research are: (1) Implementation of the policy of periodic testing of motorized vehicles which includes the sub focus of policy accuracy, accuracy of implementation, determination of targets and environmental accuracy, (2) the inhibit factors of successful implementation of the policy of Periodic Motor Vehicle Testing in Kutai Kartanegara. This research is a qualitative descriptive study. The results showed that the implementation of the motor vehicle testing policy in an effort to realize traffic safety in Kutai Kartanegara went well and contributed in reducing the number of traffic accidents. This can be seen from the four aspects of accuracy, namely policy accuracy, implementation accuracy, target accuracy and environmental accuracy which are also supported by policy support, strategic support, and technical support from related parts.

Abstract

Pemerintah sebagai pemegang amanah rakyat pada pencapaian kehidupan yang sejahtera memiliki andil dan tanggung jawab besar dalam mengatur serta melaksanakan program-program pendukung agar tercapainya kehidupan yang sejahtera dan terpenuhinya kuota-kuota peluang kerja di negara Indonesia. Disnaker Kota Balikpapan yang memiliki tanggung jawab dalam melaksanakan urusan wajib ketenagakerjaan berupaya agar pencari kerja lokal dapat bersaing di pasar kerja dengan meningkatkan kompetensinya. Penelitian ini bertujuan menganalisis strategi Disnaker Kota Balikpapan dalam meningkatkan kompetensi para pencari kerja lokal serta kendala yang dihadapi Disnaker Kota Balikpapan. Penelitian ini merupakan metode penelitian mixed methods dengan fokus penelitian strategi peningkatan kompetensi para pencari kerja lokal melalui analisis lingkungan internal strenght dan weakness, analisis lingkungan eksternal opportunity dan threat serta kendala yang dihadapai Dinas Ketenagakerjaan Kota Balikpapan. Hasil penelitian menunjukkan strenght (kekuatan) yang dimiliki Disnaker Kota Balikpapan yaitu : 1) Rencana kerja terstruktur, 2) Regulasi ketenagakerjaan, 3) Sarana dan prasarana. Weakness (kelemahan) yang dimiliki Disnaker Kota Balikpapan yaitu : 1) Kurangnya SDM, 2) Keterbatasan anggaran, 3) Belum adanya UPTD BLK Kota Balikpapan. Opportunity (peluang) yang dimiliki Disnaker Kota Balikpapan yaitu :1) Perkembangan teknologi, 2) Keberadaan LPK Swasta, 3) Keberadaan BLK milik Provinsi Kaltim, 4) Lembaga Pelatihan milik Kementerian, 5) Pemagangan. Adapun threat (ancaman) yang dihadapi Disnaker Kota Balikpapan yaitu : 1) Pendatang dari luar daerah, 2) Mahalnya biaya pelatihan kerja. Sementara itu, kendala yang dihadapi oleh Disnaker Kota Balikpapan yaitu berasal dari dalam diri pencari kerja yang tidak serius untuk meningkatkan kompetensi dirinya serta keterbatasan LPK di Kota Balikpapan baik dari jumlahnya maupun standar mutu yang dimiliki.

Abstract

This study aims to analyze and describe the Welfare of Palm Oil Farming Groups in Kerta Bumi Village, Kuaro District, Paser Regency by outlining the Implementation of Regional Regulation No. 12 of 2019 concerning Farmer Institutions as seen through the Empowerment of Farmer Groups in the form of Farmer Group Independence in the form of Farmer Independence, Ability to innovate , also Welfare income level. This research was conducted at the Office of Plantation and Animal Husbandry, Paser Regency and the Kerta Bumi Village Office, Kuaro District, Paser Regency. This type of research is descriptive qualitative. The results of the study show that regarding the welfare of farmer groups by looking at the implementation of Regional Regulation No. 12 of 2019 concerning Farmer Institutions that the independence of oil palm farmer groups has been felt by oil palm farmers by working independently or independently from farmer group membership. Second, the ability of oil palm farmer groups has been able to innovate in various fields (technical, economic and social) by developing renewable techniques, improving the economic and social fields. Third, the income and welfare of the oil palm farmer groups has increased quite well because the commodity of palm oil has experienced an increase in selling value. Fourth, monitoring is carried out by the government in the form of outreach and counseling related to oil palm and other programs. Fifth, the government has so far never done an evaluation so that oil palm farmers have never received it due to budget constraints.

Abstract

Thematic Bureaucratic Reform was initiated to address the limited impact of previous reforms and to improve government effectiveness, efficiency, transparency, and accountability in tackling key issues, especially poverty alleviation. This study examines the implementation stages of the reform in the poverty alleviation focus area within the buffer zone of the Nusantara Capital City and identifies inhibiting factors. A descriptive qualitative method was employed, involving three stages: description, reduction, and selection. Data were gathered through interviews, observations, and focus group discussions. The findings show that local governments have initiated programs that help raise incomes and lower community expenses, contributing positively to poverty reduction efforts. However, technical and operational challenges—such as coordination gaps and limited resources—still hinder progress. The study underscores the need for strengthened implementation strategies and policy alignment to meet poverty reduction targets by 2024.

Abstract

This article aims to describe and analyze the quality of public services at the Loa Janan District Office, particularly in licensing services, as well as to identify the supporting and inhibiting factors. Utilizing a qualitative approach, this study collected data through interviews, observations, and documentation, which were subsequently analyzed using an interactive data analysis model. The findings indicate that the overall quality of licensing services at the Loa Janan District Office is generally good, supported by five main dimensions. In the dimension of physical evidence, facilities and staff appearance are adequate; however, friendliness and communication completeness require improvement. In the reliability dimension, services are generally accurate and timely, although there are occasional delays and a need for more comprehensive information. In the responsiveness dimension, staff are highly responsive and communicative, with smooth processes. In the assurance dimension, services at the Loa Janan District Office demonstrate high levels of security, staff competence, and public trust. In the empathy dimension, staff exhibit significant empathy, enhancing resident satisfaction and trust in the district government.
