Abstract

Lahirnya Undang-Undang No. 6 Tahun 2014 membuka peluang bagi desa untuk mandiri dan otonom. Keistimewaan tersebut salah satunya untuk berpartisipasi dalam peningkatan ekonomi masyarakat melalui pengembangan kawasan wisata islami. Berdasarkan hal tersebut, kebangkitan pariwisata Buttelege membuka asa baru dalam penelitian tentang desa. Oleh karena itu, penelitian ini dilakukan bertujuan untuk mengkaji 3 hal utama, pertama; bagaimana proses awal munculnya ide untuk membangun daerah Pariwisata Burtelege dengan memanfaatkan dana desa. Kedua; mellihat bagaimana dampak sosial, peruubahan dan perkembangan. Ketiga; mengkaji negosiasi yang dibangun oleh inisiator dalam menjawab tantangan hadirnya wacana wisata islami. Dengan menggunakan pendekatan etnografi, penelitian ini bertujuan mengeksplorasi dinamika sosial-ekonomi terkait dengan pengembangan kawasan wisata Burtelege. Hasil penelitian menunjukkan bahwa ada faktor awal dari pembangunan dan pengembangan Burtelege sebagai kawasan wisata.tiga faktor tersebut adalah keinginan untuk mengubah stereotip kampung, mengembalikan keaktifan pemuda dan keinginan mengorganisasikan parkir di hari Minggu sebagai stimulan. Selain itu, partisipasi masyarakat berupa kegiatan swadaya telah menstimulus perkembangan Burtelege sebagai kawasan wisata islami.

Abstract

This article aims to describe the education bureaucracy as a tool to achieve the objectives of education through a qualitative approach to the literature study model. The data in this paper is sourced from relevant literature and the author's experience while active in educational activities. The results of this study indicate that the bureaucracy in the form of educational administration has changed to an iron cage that shackles the educational activity itself. The delivery of education loses its orientation and turns into ceremonial routines to meet the demands of the bureaucracy. Various training, capacity building, and teacher competence have been done, but they have not significantly changed the face of education. Iron cage bureaucracy makes teachers "appear" to be developing their competence, but in fact, they are meeting the demands of the bureaucracy. Education must come out of the iron cage bureaucracy by reducing all administrative aspects that bind the noble activities of education. Bureaucracy is a human creation, so bureaucracy should be subject to humans and not humans who are subject to the will of the bureaucracy. Artikel ini bertujuan mendeskripsikan birokrasi pendidikan sebagai alat untuk mencapai tujuan penyelenggaraan pendidikan melalui pendekatan kualitatif dengan model studi literatur. Data dalam tulisan ini bersumber dari literatur yang relevan dan pengalaman penulis selama aktif dalam aktivitas pendidikan. Hasil kajian menunjukkan bahwa birokrasi dalam bentuk administrasi pendidikan berubah menjadi “kerangkeng besi” yang membelenggu aktivitas pendidikan itu sendiri. Penyelenggaraan pendidikan kehilangan orientasinya dan berubah menjadi rutinitas seremonial demi memenuhi tuntutan birokrasi. Beragam pelatihan dan peningkatan kapasitas maupun kompetensi guru dalam dunia pendidikan telah dilakukan, namun belum mampu mengubah wajah pendidikan secara signifikan. Kontrol birokrasi membuat para guru “terlihat” sedang mengembangkan kompetensinya, padahal sejatinya sedang memenuhi tuntutan birokrasi. Untuk itu, pendidikan harus keluar dari “jerat birokrasi” dengan cara mereduksi semua aspek administratif yang membelenggu aktivitas mulia pendidikan. Birokrasi adalah hasil ciptaan manusia, maka seharusnya birokrasi tunduk pada manusia dan bukan manusia yang tunduk pada kehendak birokrasi.

Abstract

The tsunami disaster in December 2004 was the momentum of Aceh peace which resulted in the Helsinki MoU on August 15, 2005. After that, the political constellation and contestation in Aceh were not dominated by national parties but was influenced by the local dimension, namely the local party and former members of the movement who are involved in practical politics. Political stages as a new means of struggle to realize the ideals of post-peace produce satisfying results, former combatants and local parties succeed in winning Aceh political contestation. its means that the people of Aceh have high expectations to local parties to build Aceh. Thus, the decline of the national party since the 2009 election shows that public trust for the national party is very low. The victory of local parties in political contestation in Aceh would certainly be a signal for national parties to make changes to accommodate local interests and movement's actors in a composition of the party in Aceh.Keywords: Political Constellation, Local Party, Aceh

Abstract

Saat ini pendidikan Aceh berada pada peringkat 27 secara nasional dan hanya berada satu tingkat di atas Papua yang berada pada posisi 28 dari 34 provinsi. Kondisi ini tentu menjadi realitas yang menghawatirkan dan sekaligus memberikan sinyal bahwa ada sesuatu yang tidak berjalan sebagai mana mestinya dalam praktik pendidikan di Aceh. Artikel ini bertujuan untuk mendeskripsikan kritik-kritik Freire terhadap praktik pendidikan yang kemudian dapat menjadi salah satu pemicu rendahnya kualitas pendidikan di Aceh. Harapannya, relevansi pemikiran Paulo Freire tentang praktik pendidikan dapat menjadi bahan refleksi dan pelajaran untuk menciptakan praktik pendidikan yang lebih baik sehingga kualitas pendidikan Aceh juga ikut membaik. Dalam menyelesaikan artikel ini penulis menggunakan pendekatan kualitatif dengan model studi literatur. Adapun data-data dalam artikel ini bersumber dari literatur-literatur yang relevan dan dari hasil observasi penulis selama terlibat aktif di dunia pendidikan. Artikel ini menyimpulkan bahwa dalam konteks pendidikan di Aceh, kritik Freire perlu dipertimbangkan terutama dalam proses pembelajaran dalam ruang-ruang kelas. Proses pendidikan harus mampu menyadarkan siswa atas kondisi yang dihadapinya dalam keseharian dan pembelajaran gaya bank harus ditinggalkan agar ruang kelas tidak menjadi dunia yang asing bagi siswa.

Abstract

This article aims to review Durkheim's concepts of division of labour and social solidarity, especially how social solidarity developed through the division of labour and how the interplay between the two gives rise to the functionality of the social system. This study, too, explains the relevance of such concepts to studying contemporary society. This study concludes that some underlying shortcomings need addressing without denying Durkheim's attempt to provide a sound methodological and theoretical foundation for sociology as a discipline. Durkheim's contention that the Division of labour forms social solidarity is deterministic and subscribes to the law of rigidity. Individuals' occupational function is seen as a determinant and therefore has nothing to do with human free will and individuals' subjectivity to meaning. It is a sort of reductionism because it eliminates the entire propensity of human nature. It reduces the conditions of society to that of the organism of a living being. As a result, it is tough to replicate Durkheim's solidarity model to explain the complex nature of current urban societies.

Abstract

2004 Indian ocean earthquake and tsunami changed Aceh society significantly in particular political, social and culture system. Just before the tsunami hit Aceh, Islamic law was vigorously implemented by the Govermentof Aceh. After the tsunami, the dynamic of Islamic law in Aceh changed. The aim of this research is to envisage Banda Aceh city residents’ response of Islamic law rule and implementation after 2004 Indian ocean earth quake and tsunami. Data were collected qualitatively by applying observation and interiew method. Participants of this research were sellected purposively. The results showed that the new leadership post-tsunami Aceh gives the impression of anelitist that caused various negative reactions and responses from the public. Most people think that the new administration is less concerned and lessserious in implementing Islamic law holistically. A pragmatic attitude towards the rules of Islamic law emerged in some communities, especially the younger generation. Therefore, for some open-minded and crtical people, the implemen tation of Islamic law is seen deteriorating as Islamic law is often only becomes an attribute and a tool of legitimacy to the ruling elite. Therefore, it is necessary to revitalize Islamic law at both the elite and the people level, for example by doing a cultural movement. This movement aims to rebuild the spirit enforce Sharia Law  which are cultural, not a political and elitist.Key words : Islam Sharia, elite and society responsePeristiwa tsunami merupakan momentum besar bagi perubahan masyarakat Aceh. Tsunami disebut sebagai cikal bakal per damaian antara Gerakan Aceh Merdeka (GAM) dengan pemerintah Republik Indonesia (RI). Dalam per janjian damai disepakati bahwa anggota GAM diberi kan kebebasan menjadi warga sipil kembali, artinya GAM diberikan hak politik penuh sebagai warga Negara Indonesia. Kesepakatan damai juga memberikan ruang bagi anggota GAM untuk berpartisipasi dalam politik praktis. Hal itu terbukti dengan peralihan kepemimpinan pasca Tsunami ke tangan mantan anggota GAM. Perubahan kepemimpinan dan sistem politik ini membawa pengaruh pada dinamika penerapan syariat Islam yang baru disahkan menjadi peraturan daerah Aceh beberapa tahun sebelum Tsunami. Implementasi syariat Islam sesaat sebelum Tsunami sedang sangat gencar diterapkan oleh pemerintah, sehingga perubahan sistem politik ber dampak pada dinamika sosial budaya masyarakat Aceh. Kepemimpinan Aceh yang baru pasca Tsunami memberikan kesan elitis, yang kemudian menimbulkan berbagai reaksi dan respon dari masyarakat. Sebagian masya rakat menganggap pemerintahan yang baru kurang peduli dan kurang serius dalam menerapkan syariat Islam secara kaffah. Sikap pragmatis terhadap perda syariat Islam muncul di sebagian masyarakat, terutama generasi mud, sehingga bagi sebagian kelompok masyarakat yang kritis, menganggap bahwa implementasi syariat Islam semakin merosot. Syariat Islam sering kali hanya menjadi atribut dan alat legitimasi bagi elit yang berkuasa, bahkan terkesan dipolitisasi. Oleh karena itu, perlu adanya revitalisasi syariat Islam baik di tingkat elit maupun masyarakat.Gerakan kultural merupakan salah satu alternatif yang perlu dibentuk untuk membangun kembali semangat menjalankan syariat Islam yang bersifat kultural, bukan politis dan elitis

Abstract

This article aims to describe community empowerment through the management of the pine forest owned by PT Tusam Hutan Lestari in Linge District, Central Aceh. How the relationship between the community and PT Tusam Hutan Lestari as the owner of a pine forest management permit in Linge District. The approach used in this article is a qualitative method with a descriptive model. The informant was selected using a purposive technique and data sourced from observations, interviews, and literature studies. The results of this study indicate that community empowerment through pine forest management in Linge District had a positive impact on the community. Utilization of the company's production forest by the community has encouraged the emergence of community economic empowerment because the granting of land management permits and tapping of pine sap by the community is accompanied by mentoring by the company and provision of training and the formation of company partners. It also means that there is an economic exchange relationship between the company and the community, and this relationship is a mutually beneficial relationship between the community and the company.

Abstract

This study aims to describe the meaning shift of mujêlisên in Gayo society. The meaning given to the mujêlisên tradition has not been constant at all times. In the Gayo lens traditional, mujêlisên means something Islamic or "to be Islamic". So the activities carried out are directed at actions that are nuanced with spirituality. The study was qualitative research. This study found that over time, the meaning of the mujêlisên tradition was shifted. In praxis, the spirituality aspect not dominates the discourse but has been covered by profane culture festivity practices. It is supported by the various easily accessible facilities to fulfil the consumptive desires of festivity actors.

Abstract

This article aims to describe the political participation of the Rias Village community in the 2019 election and the conditions that affect this political participation. This article uses a descriptive approach with a qualitative method. The data in this article are the results of interviews and relevant literature studies. This study found that Rias Village's voter turnout is higher than the average voter turnout at the sub-district, district, provincial and national levels. That participation correlated positively with political participation in the sub-district level to the national level. The conditions that affect the participation of the Rias Village community in the 2019 elections are the political dynamics of the presidential election, legislative candidates from within Rias Village, experience, and community political knowledge. This finding confirms that political participation is related to other socio-political contests that develop in society.

Abstract

The Aceh peace process has been ongoing for nearly two decades. Some studies note that an essential aspect contributing to the Aceh peace context is the presence of local political parties in the post-peace era. This article aims to describe the declining existence of local political parties in the political life of Aceh society. This study employs a qualitative method, with primary data obtained from interviews and secondary data gathered from relevant literature reviews. The study reveals that local political parties in post-conflict Aceh have essentially gone through three of the four phases and are beginning to enter the fourth. The first phase is the formation of local political parties, the second is their rise, and the third is their victory in Aceh's political contestation. The fourth phase is decline or reduction, characterized by local parties being abandoned by their supporters. This research identifies several factors indicating the current existence of local political parties in the decline phase: 1) Loss of public trust; 2) Pessimism among political actors; 3) Weak party integrity and human resources; 4) Unprofessional organizational management; and 5) Internal conflicts within the party. These factors are not independent but are interconnected with one another.
