Abstract

Abstrak Prolanis adalah program BPJS Kesehatan melalui FKTP bagi peserta BPJS Kesehatan dengan hipertensi dan DM tipe 2. Perhitungan rata-rata RPPB Puskesmas Sukowono belum memenuhi target minimal pada tahun 2018, yaitu 40,49%. Sedangkan RPPB Puskesmas Gumukmas telah memenuhi yaitu 100%. Penelitian ini untuk mengetahui gambaran manajemen Prolanis di Puskesmas Sukowono dan Puskesmas Gumukmas. Penelitian ini merupakan penelitian deskriptif yang dilakukan pada Bulan April hingga Bulan Juli 2019. Hasil penelitian pada perekrutan peserta Prolanis Puskesmas Sukowono belum optimal dan tidak melakukan reminder. Penjaringan peserta Prolanis Puskesmas Gumukmas belum menyeluruh. Pengelolaan SDM kegiatan Prolanis Puskesmas Sukowono belum sesuai sedangkan pengorganisasian Prolanis Puskesmas Gumukmas sudah sesuai dalam semua aspek. Prolanis Puskesmas Sukowono tidak melaksanakan reminder dan home visit sedangkan Prolanis Puskesmas Gumukmas melaksanakan. Pelaksana evaluasi dan tindakan koreksi Prolanis Puskesmas Sukowono antara kepala puskesmas dan penanggung jawab Prolanis memiliki jawaban yang berbeda sedangkan jawaban kepala puskesmas dan penanggung jawab Prolanis Puskesmas Gumukmas sudah sama. Manajemen Prolanis Puskesmas Sukowono belum optimal dibandingkan dengan Prolanis Puskesmas Gumukmas. Abstract Prolanis is Social Security Agency of Health program through primary health care for hypertension and type 2 DM participants. Sukowono Primary Health Care RPPB average was not reaching minimum target in 2018, namely 40,49%. Whereas Gumukmas was reaching it namely 100%. This study was to find out the description of Prolanis management at Sukowono and Gumukmas Primary Health Care. This study was descriptive study conducted at April until July 2019. Study results showed recruitment of Prolanis participants at Sukowono was not optimal and not implement reminder while Gumukmas was not comprehensive in Prolanis participants screening. Management of Prolanis implementers at Sukowono was inapt while Prolanis organizing at Gumukmas was apt in all aspects. Sukowono Prolanis not implement reminder and home visit while Gumukmas Prolanis impelemented them. Evaluating and correcting implementer among the head of Sukowono and the person in charge of Prolanis had different answers meanwhile the answers among the head of Gumukmas and person in charge of Prolanis were same. Sukowono Prolanis management was not optimal than Gumukmas Prolanis. Keywords: Prolanis, Management

Abstract

Es Krim Kelor: Produk Inovasi sebagai Upaya Pencegahan Stunting dalam 1000 Hari Pertama Kehidupan (HPK). Tepung daun kelor yang diolah menjadi es krim kelor mengandung zat gizi yang tinggi, terutama protein dan kalsium. Es krim kelor merupakam salah satu inovasi produk pangan lokal dalam upaya penanggulangan stunting. Mitra adalah Usaha Kecil Menengah (UKM) “Kesilir Marongghi Center Community (KM-2C)” yang mengalami masalah dalam pengembangan produk dan penjualan tepung daun kelor. Hasil penelitian ketua tim pengusul, menyatakan bahwa tepung daun kelor dapat diolah menjadi es krim kelor dengan penambahan tepung kelor 25 gram. Solusi pengolahan produk inovasi es krim kelor dilaksanakan melalui beberapa metode, yaitu: (1) pelatihan produksi; (2) pendampingan pengurusan P-IRT/SP; (3) pelatihan manajemen pembiayaan usaha dan pemasaran; (4) pendampingan produksi hingga pemasaran. Kegiatan ini dapat membantu permasalahan yang dihadapi mitra. Target dan luaran yang diharapkan telah tercapai, yaitu: (1) produk es krim kelor yang telah memiliki izin edar berupa SP; (2) metode manajemen pembiayaan usaha dan manajemen pemasaran yang tepat telah tercapai, yaitu melalui penjualan langsung, jejaring sosial, reseller, dan pameran produk. Mitra mengalami penambahan omzet dan peningkatan jumlah pembeli; (3) penguasaan ketrampilan berupa skill membuat es krim kelor. Kegiatan ini memberi dampak up-dating Iptek di UKM KM-2C

Abstract

The health efforts provided to the pilgrims in all the activities of organizing the pilgrimage from the first stage to the third stage are carried out in curative and rehabilitative forms. Achieving quality Hajj health services requires management that regulates the implementation of Hajj health services. The purpose of this study was to examine the management of health services for pilgrims at Kalisat Public Health Center, Jember Regency using the theory of Planning, Organizing, Staffing, Directing, Coordinating, Reporting, and Budgeting (POSDCORB). This research was a case study research with a qualitative approach. The key informants in this study were 2 people consisting of the Hajj Health Coordinator of the Jember District Health Office and the Head of the Kalisat Health Center; the main informants consisted of 2 people, namely the Kalisat Health Center Hajj Coordinator and health center officers; while the additional informants consisted of 3 pilgrims in Kalisat District. Data were collected through in-depth interviews and document studies. Based on the results of the study, it was known that most of the informants understand the process of planning and management of hajj health services carried out at the health center, and there are still a few problems regarding the misunderstanding of hajj pilgrims.Keywords: Hajj health service management; planning; organizingABSTRAK Upaya kesehatan yang diberikan kepada jamaah haji pada seluruh kegiatan penyelenggaraan ibadah haji mulai dari tahap pertama hingga tahap ketiga dilakukan dalam bentuk kuratif dan rehabilitatif. Tercapainya pelayanan kesehatan haji yang berkualitas memerlukan manajemen yang mengatur pelaksanaan pelayanan kesehatan haji. Tujuan penelitian ini adalah mengkaji pengelolaan pelayanan kesehatan jamaah haji di Puskesmas Kalisat, Kabupaten Jember menggunakan teori Planning, Organizing, Staffing, Directing, Coordinating, Reporting, dan Budgeting (POSDCORB). Penelitian ini merupakan penelitian studi kasus dengan pendekatan kualitatif. Informan kunci dalam penelitian ini adalah 2 orang yang terdiri atas koordinator kesehatan haji Dinas Kesehatan Kabupaten Jember dan Kepala Puskesmas Kalisat; informan utama terdiri dari 2 orang yaitu Koordinator Kesehatan Haji Puskesmas Kalisat dan petugas puskesmas; sedangkan informan tambahan terdiri dari 3 jamaah haji di Kecamatan Kalisat. Data dikumpulkan melalui wawancara mendalam dan studi dokumen. Berdasarkan hasil penelitian, diketahui bahwa sebagian besar informan memahami proses perencanaan dan manajemen pelayanan kesehatan haji yang dilakukan di puskesmas, dan masih terdapat sedikit masalah tentang ketidakpahaman jamaah haji.Kata kunci: manajemen pelayanan kesehatan haji; perencanaan; pengorganisasian

Abstract

Trauma Center is one of Fathma Medika Hospital’s featured services to handle the trauma patients in the hospital. Trauma Center is closely related to the ER where ER is a major gateway entry of patients with emergency conditions to prevent the risk of disability and death to respond time for 5 minutes and definitive time <2 hours. In addition, data showed that the number of patient visits in ER of Fathma Medika Hospital in period of January-December 2015 did not achieve the set targets. Therefore, the matter will be examined using SWOT approach to determine a strategy that could be recommended to improve traffic based on the analysis. The purpose of this study is to analyze the strength, weakness, opportunity, and threat in the ER. This type of research is descriptive with the number of respondents as many as 12 people during October 2016. The results showed that the strength of internal components include human resources, facilities, promotion, planning, organizing, implementing, and monitoring and evaluation while the weaknesses are and the amount of service tariff visit. External components into opportunities are the government policy, social, and economic while the threat is competitive. The conclusion of this study is IGD RS Medika Fathma Gresik get a score of internal and external 0.796 and 0.817 are in the first quadrant so that the strategies are rapid and aggressive growth. Abstract

Abstract National Health Insurance (NHI) is a part of the National System of Social Insurance which is estabilished by Social Agencies of Health. One of the problems in NHI is corporations membership. All employers such as State-Owned Enterprise (BUMN), large, medium or small scale corporations are the target member of NHI, at least by January 1st 2015, but this target has yet to be actualized. The number of corporation in Jember, by February 2017, has reached 2451 and only 954 corporations were registered (38,92%). The objectives of this study was to assess corporations decision on NHI membership. The study applied qualitative case study. Informant determination technique uses purposive sampling. The results showed that the components of input was not appropriate. Knowledge, perception on product characteristics and need of informants were low, reference group posed significant influence on the corporations decision making in taking part in NHI. The decision making process has yet optimal in the problem or needs analysis and alternative evaluation, corporations tended to be passive in searching information. The output was membership classification of corporations in NHI has yet to be actualized. Key Words : National Health Insurance, Corporation

Abstract

Community Health Center (CHC) is a technical execution unit of District Health Office which isvery important in society. Organizational performance of CHC in Jember Regency 2012 wasvery low. One of the factors that affects the organizational performance is organizationalculture. The study aims to analyze the relationship between organizational culture profile(using Competing Values Framework approach) with organizational performance of CHC inJember Regency 2012. The study is an analytical research with cross sectional approach.The determination of sample using proportionate stratified random sampling technique, withthe amount of sample is 33 CHC (723 respondents). Analysis of data in this study useLambda correlation statistic test (α=0,05). The result of the study showed that the dominantorganizational culture type of CHC located in hierarchy culture 78,79%, clan 12,12%, market9,09%, and adhocracy 0%. The result of Lambda correlation statistic test showed that thereis a relationship between organizational culture with organizational performance of CHC inJember regency (0,045 < α) and the rate of lowering error is 62,50%.Keywords: organizational culture, organizational performance, Community Health Center,Competing Values Framework.

Abstract

Bondowoso is districts in East Java with the third lowest HDI, which amounted to 65.39 with a lifeexpectancy of 63.95 years. It shows that access to health is still limited. According to theseconditions, it needs for a review the implementation of the National Health Insurance policy. Theobjective of this study was to analyze the preparedness and perception of Bondowosocommunity for the National Health Insurance (NHI) policy. This type of research is observationaldescriptive with quantitative approach. The sample was 192 respondents with multistage randomsampling technique. Data was obtained through interviews using a questionnaire, and thenanalyzed using univariate and presented descriptively. Research shows that respondents aged40-49 years (39.1%), male sex (68.8%) with a high school education level / equivalent (55.2%).Resources owned television (97.4%). However, respondents get information NHI fromneighbors / friends (54.1%), respondents felt the need to have health insurance for families(65.6%). There were 58.3% of respondents who were not participants NHI the groundscomplexity procedures (46.4%). Income and expenditure of respondents in the range of1,000,000 to 2,000,000 rupiah. NHI amounts of fees that could be accepted by the response was5,000 rupiah (31.8%).Keywords: preparedness, perception, national health insurance

Abstract

The working performance of Public Health Center (PHC) is very essential in health development efforts. The working performances of PHC in 2012 is recorded from 89,7 to 144,20 and in 2013 is from 110,02 to 156,14. These values are far below the standard of 199. This shows that there is a problem of low working performance of PHC in Jember. This study aims to analyze the correlation between leadership and employee motivation to the working performance of PHC in Jember. The study is an analytical research with quantitative design. The number of sample was 316 respondent. The data were analyzed by using the Spearman rank correlation test. The result of the study showed that the leadership is in the category of good and very good leadership (89,9%), employees work motivation is in the medium category (63%) and it also showed that the performance of PHC in Jember is in the medium category. Abstract

In order to perform the functions, the primary health center should be a good governance system. Primary Health Center management system includes management of service performance, service process, and resources used. Communities require safe and quality health services and can answer their needs, therefore quality improvement, risk management and patient safety also need to be applied in the management of primary health center in providing comprehensive health services to the community. It can be done by accreditation assessment The purpose of this study is to describe the readiness of accreditation documents of administrative and management working groups in UPT. Public Health Center Jelbuk Jember. This type of research was qualitative research. The results of the research at Public Health Center Jelbuk from the completeness of the document that was done by using the check list of completeness available 72 documents from 84 documents required 85,7% so that Public Health Center Jelbuk included assesment criteria that is document completeness> 80%. Abstract

One of factors that affected maternal death are skill and ability of delivery. According tothe data of Health Department of Jember District , the numbers of childbirth helped bytraditional birth attendance at the subdistrict area of Bangsalsari Community HealthCenter were 165 in 2012 and 102 childbirth in 2013. The goal of study was to describethe role of traditional birth attendance in the implementation of Midwife and TraditionalBirth Attendance Partnership in pregnancy and delivery period in BangsalsariCommunity Health Center, Jember District. The study was a qualitative study with haveinvolving 11 informants by Purposive technique. The result showed that traditional birthattendance have did some of their roles in pregnancy and delivery period. Pregnantmother have motivate traditional birth attendance to do check pregnancy and deliveryprocess to midwife but some of them did not have go to midwife to check pregnancy andpreferred to choose traditional birth attendance as their delivery. Unfortunately traditionalbirth attendances still help delivery process because there were some of people ask andforce them to assist delivery process.Keyword: Traditional birth attendance role, Partnership, Pregnancy, Delivery.
