Abstract

This article or writing aims to analyze what factors influence leadership towards cooperative development at the Prabumulih City Cooperatives and SMEs Service and to analyze leadership towards cooperative development at the Prabumulih City Cooperatives and SMEs Service, as well. Data was collected through interviews, observation, and documentation, while data analysis techniques used interactive analysis techniques. The research results show that leadership in cooperative development at the Prabumulih City Cooperative and SME Department faces various challenges, including low member awareness, lack of participation, difficulty enforcing discipline, lack of entrepreneurial spirit, inadequate regulations, complex bureaucracy, limited access to funds, less effective marketing, and licensing constraints. Strategic steps are needed from local governments, supporting organizations, and cooperative members to support the growth of cooperatives as pillars of a strong local economy. Cooperative development needs to strengthen education and training, focus on management, capital and action research, as well as improve collaboration with external stakeholders to support small food processing businesses in Prabumulih City.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis peran Kepemimpinan dan Kompetensi Terhadap Kinerja Pegawai Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih serta mendeskripsikan dan menganalisis faktor-faktor yang mempengaruhi Kepemimpinan dan Kompetensi Terhadap Kinerja Pegawai Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih. Penelitian ini menggunakan metode deskriptif kualitatif, dengan teknik pengumpulan data antara lain: observasi, wawancara dan dokumentasi. Hasil dari penelitian menunjukan Analisis menunjukkan bahwa kepemimpinan berpengaruh signifikan terhadap kinerja pegawai di Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih. Dimensi kepemimpinan seperti telling, selling, participating, dan delegating memiliki peran penting, dengan telling membantu pemahaman tugas, selling memerlukan dukungan lebih, participating meningkatkan komitmen tetapi perlu lebih banyak keterlibatan dalam keputusan, dan delegating efektif namun memerlukan perbaikan dalam dukungan. Analisis faktor-faktor yang mempengaruhi kepemimpinan dan kompetensi terhadap kinerja pegawai di Bagian Perlengkapan Sekretariat Dewan Kota Prabumulih menunjukkan bahwa kualitas SDM, motivasi, dan kepemimpinan saling terkait dan mempengaruhi kinerja pegawai.

Abstract

This article or writing aims to effectively implement the Palembang Community Online Administration Information System Application (Sidemang) in Oganbaru Village, Kertapati District, Palembang City. The problem focuses on analyzing the level of effectiveness of implementing the Sidemang application in Oganbaru Village, Kertapati District, Palembang City as well as analyzing the supporting and inhibiting factors in using the Sidemang application. Data was collected through interviews, observations and documents related to research and analyzed qualitatively.  This study concludes that the implementation of the Sidemang application in Oganbaru Village, Kertapati District, Palembang City has proven effective in producing more efficient and faster services. People are satisfied with the ease of submitting applications from home without having to come to the office. Village officials were able to adapt well to this technology. However, the continuity of this application depends on strong support from the authorities and the community. Supporting factors include telecommunications infrastructure, availability of funds, and human resources. Challenges such as unstable internet networks and paradigm changes remain obstacles that need to be overcome.

Abstract

This article or writing aims to examine and analyze the influence of discipline and work motivation, both partially and simultaneously, on the performance of non-PNS Islamic religious instructors in the PALI Regency. Data was collected through questionnaires, observation, and documentation, data analysis techniques used were multiple linear regression. The research results show that discipline and work motivation influence the performance of non-PNS Islamic religious instructors in the PALI Regency. Discipline, with an R² value of 0.894, explains 89.4% of the variation in performance, while work motivation is more dominant with an R² value of 0.981, explaining 98.1% of the variation in performance. Work motivation makes a more significant contribution than scientific discipline. To improve the performance of extension workers, it is important to focus on increasing motivation through rewards and support, as well as improving time management and cost management. The PALI Regency Ministry of Religion applies an effective motivational approach, combining intrinsic motivation through training and guidance, as well as extrinsic motivation through honor, uniforms and awards. This approach is expected to improve the performance, job satisfaction and contribution of instructors in religious education.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Akuntabilitas Pengelolaan Alokasi Dana Desa di Desa Talang Bulang Kecamatan Talang Ubi Kabupaten PALI, serta mengetahui dan menganalisis faktor-faktor yang mempengaruhi Akuntabilitas Pengelolaan Alokasi Dana Desa di Desa Talang Bulang Kecamatan Talang Ubi Kabupaten PALI. Metode penelitian yang digunakan deskriptif kualitatif, teknik pengumpulan data menggunakan: observasi, wawancara dan dokumentasi. Hasil dari penelitian menunjukan Pengelolaan Alokasi Dana Desa (ADD) di Desa Talang Bulang Kecamatan Talang Ubi Kabupaten PALI dipengaruhi oleh faktor pendukung dan penghambat. Faktor pendukung meliputi perencanaan matang, peningkatan kapasitas SDM, dan dokumen perencanaan yang baik. Namun, tantangan utama adalah kurangnya partisipasi masyarakat, penatausahaan yang tidak transparan, serta minimnya keterampilan SDM, terutama dalam penggunaan aplikasi keuangan. Situasi pandemi COVID-19 juga memperburuk kondisi pengelolaan. Untuk meningkatkan akuntabilitas, perlu perbaikan dalam partisipasi masyarakat, transparansi laporan, dan pelatihan tambahan bagi aparat desa. Dengan langkah-langkah ini, diharapkan pengelolaan ADD dapat lebih efektif dan memenuhi kebutuhan masyarakat.

Abstract

This article or writing aims to describe and analyze the Quality of District Integrated Administrative Services (PATEN) at the Cambai City Prabumulih Office, as well as identifying supporting and inhibiting factors for the Quality of District Integrated Administrative Services (PATEN) at the Cambai City Prabumulih Office. Data was collected through observation, interviews and documentation and analyzed qualitatively.  This study shows that public perceptions of the quality of population administration services in Sukaraja Village, Cambai District, Prabumulih City vary. Most respondents rated the service as “good” (47.70%), “very good” (33.8%), or “fairly good” (18%), while 0.50% rated it as “not good”. Factors that influence service quality include tangible dimensions (facilities and infrastructure), reliability (accuracy and trust), empathy (understanding), and responsiveness (speed and thoroughness). These findings provide insight into the public's assessment of services and the influencing factors.

Abstract

Penelitian ini bertujuan untuk menguji dan menganalisis Pengaruh Kualitas SDM dan Disiplin Pegawai Terhadap Efektivitas Sistem Informasi Manajemen Pada Dinas Penanaman Modal Pelayanan Satu Pintu Terpadu Kota Prabumulih baik secara parsial maupun bersama-sama. Penelitian menggunakan pendekatan kuantitati, Instrumen penelitian meliputi: kuisioner, observasi, dan dokumentasi. Teknik analisis data pada penelitian ini adalah uji F dan uji t, di dukung hasil observasi. Teknik penarikan sampel adalah propotionate stratified random sampling.             Hasil penelitian menunjukkan bahwa (1) kualitas SDM berpengaruh 2,7% terhadap efektivitas SIM, (2) Disiplin pegawai berpengaruh sebesar 0,9% terhadap efektivitas, dan (3) kualitas SDM dan Disiplin pegawai secara bersama-sama berpengaruh sebesar 3,5% terhadap efektivitas SIM.

Abstract

Villages play an important role in National Development. The Village Government is obliged to convey public information to the community. This study examines Village Funds in Mekar Sari Village, Kecematan Rawas Ilir, and North Musi Rawas Regency, which have received Village Funds. The research method used is qualitative descriptive to explain the effectiveness of the use of Village Funds in Mekar Sari Village. The results of the study show that the village head has improved the standard of living of the community by opening jobs, such as taking stones and sand, and increasing the original income of the village. Village income has increased since the existence of the Village Fund. However, there were shortcomings in the village head's understanding of the effectiveness of the use of Village Funds following the Work Plan Program in the North Musi Rawas Regent Regulation No. 4 of 2017 and the lack of openness between the village government and the community to improve the standard of living and quality of life of the community.

Abstract

Artikel atau tulisan ini bertujuan untuk mendeskripsikan dan menganalisis Efektivitas Pembangunan Balai Serbaguna di Setiap Desa Kota Prabumulih, serta menganalisis faktor-faktor yang mempengaruhi Efektivitas Pembangunan Balai Serbaguna di Setiap Desa Kota Prabumulih. Data-data dikumpulkan melalui wawancara, observasi dan dokumen. Informan penelitian berjumlah 17 orang, dipilih melalui purposive sampling berdasarkan kriteria relevan seperti keterlibatan langsung, pengetahuan, dan variasi demografis. Analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa pembangunan balai serbaguna di Kota Prabumulih efektif, karena berhasil meningkatkan kualitas hidup masyarakat dan mendukung pengembangan desa. Pembangunan ini melibatkan masyarakat, memanfaatkan dana secara efisien, dan menyediakan fasilitas berkualitas. Fleksibilitas ruang dan rencana penyewaan gedung sebagai sumber pendapatan tambahan adalah langkah strategis positif. Pandemi COVID-19 menyebabkan perubahan signifikan dalam penggunaan gedung serbaguna, dengan pembatasan sosial mempengaruhi jenis kegiatan yang dapat dilaksanakan. Meskipun kapasitas gedung memungkinkan penyesuaian protokol kesehatan, tantangan seperti penurunan pendapatan dan kebutuhan peningkatan kapasitas perlu diatasi.

Abstract

This research aims to analyze and describe the supervision of Personnel Administration in the General Section of the Palembang City Regional Secretariat, as well as designing a model for supervision of personnel administration. This research used a qualitative method, with a total of 10 informants, using a purposive sampling technique. Data collection techniques used include: observation, interviews, documentation and literature study. The data analysis technique uses the Miles and Huberman interactive model. The results of this research show that the Supervision of Personnel Administration in the general section of the Palembang City Regional Secretariat is not yet optimal and needs improvement in various aspects, especially HR in the field of Personnel Administration which needs to understand the Main Duties and Functions of Administration. The form of supervision that can be applied to the General Section of the Regional Secretariat, especially regarding personnel administration, is the supervision of an administrative or administrative nature. Likewise, in the implementation of personnel administration which has the authority to appoint, transfer, and dismiss employees who have certain specifications, the supervision that can be carried out is administrative or administrative.
