Abstract

Salah satu bentuk perubahan yang paling nyata adalah lingkungan globalisasi. Interaksi antarindividu, antarkomunitas, hingga antarbangsa terjadi dengan cepat. Dunia terhubunghanya disekat oleh batas maya. Perubahan selalu memberikan tanda nyata dan memiliki jejak dalam kehidupan manusia. Perubahan dalam fase kehidupan manusia ditandai banyak hal, salah satunya adalah revolusi digital dan era dirupsi teknologi yang saat ini populer dengan istilah Revolusi Industri 4.0 ( RIN.4.0) yang memiliki karakteristik unik yakni mengaplikasikan artificial intelligence dalam aktivitas organisasional. RIN.4.0 diprediksi para pakar akan menjadi era yang dapat menentukan hidup matinya atau maju mundur-mudurnya suatu organisasi termasuk organisasi pemerintah/negara. Bola salju yang sudah menggelinding, menunjukkan beberapa organisasi bisnis telah terlindas dan beberapa negara mengalami goncangan yang memunculkan berbagai permasalahan yang serius. Bahkan jika tidak berhati-hati beberapa negara sudah masuk sebagai “negara yang gagal”. Bola salju tersebut akan semakin membesar seiring dengan temuan-temuan baru dalam bidang teknologi informasi. Bagi organisasi termasuk organisasi pemerintah yang cerdas dan cepat melakukan perubahan dan mampu memanfaatkan peluang-peluang RIN.4.0 akan memiliki daya saing yang tinggi, sebaliknya jika tidak maka akan menjadi korban. Oleh karena itu, setiap organisasi utamanya pemerintah seharusnya segera tanggap terhadap berbagai faktor lingkungan yang baik langsung maupun tidak memengaruhinya. Para akademisi dan praktisi administrasi publik harus segera melakukan berbagai upaya, sebab RIN.4.0 bukan hanya ranah industri semata tetapi pengaruhnya telah memasuki semua kehidupan termasuk organisasi pemerintah. Para pemikir awal administrasi publik (Weber, Fayol, Taylor, dan diikuti pakar lain termasuk Fred Riggs) berdasarkan kajian dan pemikirannya mengemukakan pentingnnya teknologi sebagai salah satu faktor ekologi yang memengaruhi praktik administrasi publik. Para pakar administrasi publik membuktikan melalui penelitian bahwa teknologi informasi sebagai salah satu anak kandung revolusi industri, mampu meningkatkan efektivitas dan efisiensi organisasi serta meningkatkan mutu pelayanan publik. Dari ulasan ringkas di atas, menunjukkan bahwa RIN.4.0 harus diantisipasi dan dihadapi dengan persiapan yang matang. Untuk itu berikut Tema Seminar Nasional “Ekologi Administrasi Publik di Indonesia dalam Menghadapi Tantangan Globalisasi: Perspektif Kebijakan Publik dan Manajemen Pemerintahan Daerah” yang diparakarsai Universitas Warmadewa sangat tepat. Sesuai permintaan, kami mencoba menyajikan makalah dengan topik “Ekologi Administrasi Publik di Indonesia dalam Menghadapi Revolusi Industri 4.0: Perspektif Kebijakan Publik”.

Abstract

This article aimed to determine and analyses the implementation of innovation forms as well as the factors supporting and inhibiting the implementation of innovation in local government level. The research was conducted in north Jakarta. The research conducted One-Stop Integrated Service Office. The results showed that the licensing office innovated to accelerate building permits, which was easy and inexpensive with describe establishing building procedures, then start a variety of innovations carried out by One-Stop Integrated Service Office one day, register IMB online, IMB 3.0, bleaching IMB. And this is an important requirement for the business world. In providing services to business operators, efforts are needed from the government to implement good services by applying transparent, participatory and accountable principles, so that the community as a group that is served will get good service. Supporting factors for service innovation in the three regions were regulation and commitment of the local governments while the inhibiting factors of innovation implementation were the limited fund and incompetent personnel in service duties.

Abstract

RIN.4.0 diprediksi para pakar akan menjadi era yang dapat menentukan hidup matinya atau maju mundur-mudurnya suatu organisasi termasuk organisasi pemerintah/negara. Penelitian ini bertujuan untuk mengetahui Ekologi Administrasi Publik Di Indonesia Dalam Menghadapi Revolusi Industri 4.0. Berdasarkan hasil penelitian kondisi strategis yang menyangkut administrasi publik sebagaimana telah diuraikan, secara keseluruhan merupakan pilar-pilar perkembangan administrasi publik yang sangat berpengaruh terhadap implementasi kebijakan publik, baik di lingkungan pemerintah pusat maupun pemerintah daerah bahkan sampai ke desa-desa.

Abstract

The greatest challenge of leaders in 21st century is how to be effective leaders. The era of which leaders are expected to make a change with new paradigm in public administration and management, have capability in managing information, productive, and science and technology basis. The new paradigm of leadership of government apparatus is transformational, transactional, resonant, serve public, and have vision. The most important is leader with self-esteem who respects to values for achieving successful and prosperity.

Abstract

Ability of Employee Service Innovation. This study aims to analyze theperformance and tasks at the Bureau of Organization Office of the Regional Secretariat of RiauProvince. The method used is descriptive qualitative. primary data obtained from interviewdani. Secondary data is obtained from collecting data with documents. Data analysis usedgenetic data, data reduction, data presentation, and deduction of conclusions. The results ofresearch that shows optimal performance This is evident from the factors of leadership,mastery of technology in the mastery of information technology and imperfect governmentprograms move in its use.

Abstract

Penelitian ini bertujuan menganalisis efektivitas kebijakan penertiban dan pendayagunaan tanah terlantar di wilayah pesisir Kabupaten Penajam Paser Utara serta merumuskan model percepatan implementasi berbasis kolaborasi antarsektor. Latar belakang penelitian ini adalah masih rendahnya tingkat pemanfaatan ruang pesisir akibat lemahnya koordinasi lintas instansi, tumpang tindih kewenangan, dan minimnya kapasitas kelembagaan daerah. Pendekatan penelitian menggunakan metode kualitatif dengan analisis kebijakan publik berdasarkan model implementasi Grindle (1980) untuk menelaah content of policy dan context of implementation. Analisis kuantitatif pendukung dilakukan melalui Location Quotient), Dynamic Location Quotient, Tipologi Klassen, dan Shift Share Analysis  guna mengukur potensi ekonomi sektor perikanan daerah. Hasil penelitian menunjukkan bahwa sekitar 40 persen lahan tambak di wilayah pesisir PPU dalam kondisi tidak aktif dan belum memiliki kejelasan pengelolaan. Hambatan utama implementasi kebijakan meliputi koordinasi vertikal yang lemah, ketidaksinkronan data spasial, serta keterbatasan mekanisme partisipasi masyarakat. Berdasarkan temuan tersebut, dirumuskan Model Percepatan Penertiban dan Pendayagunaan Tanah Terlantar di Wilayah Pesisir mencakup lima pilar utama, yaitu koordinasi lintas sektor, percepatan administratif berbasis sistem digital spasial, pendayagunaan berkelanjutan, pemberdayaan masyarakat pesisir, serta pengawasan dan penegakan hukum. Sebagai rekomendasi kebijakan, pemanfaatan tanah terlantar di wilayah pesisir diarahkan untuk pengembangan kegiatan perikanan budidaya dan pengolahan hasil perikanan yang bernilai tambah tinggi. Hal ini didasarkan pada potensi ekonomi lokal dan kesesuaian ekologis lahan pesisir yang mendukung pengembangan ekonomi biru secara berkelanjutan. Model ini diharapkan dapat memperpendek durasi penataan wilayah dari 8–12 tahun menjadi 1,5 tahun, meningkatkan produktivitas lahan pesisir hingga minimal 40 persen, serta menurunkan konflik agraria pesisir sebesar 50 persen. Temuan ini memberikan kontribusi operasional bagi pemerintah daerah dalam mewujudkan tata kelola pesisir yang kolaboratif, produktif, dan berkeadilan menuju pembangunan ekonomi biru berkelanjutan.Title: Accelerated Model for the Regularization and Utilization of Abandoned Land in the Coastal Areas of Penajam Paser Utara Regency This study aims to analyze the effectiveness of policies concerning the regularization and utilization of abandoned land in the coastal areas of Penajam Paser Utara (PPU) Regency and to formulate an accelerated implementation model based on cross-sectoral collaboration. The research is motivated by the low utilization of coastal spaces, which stems from weak interagency coordination, overlapping authorities, and limited institutional capacity at the local level. A qualitative approach was employed using public policy analysis grounded in Grindle’s (1980) implementation model to examine both the content of policy and context of implementation. Complementary quantitative analyses including Location Quotient (LQ), Dynamic Location Quotient (DLQ), Klassen Typology, and Shift-Share Analysis (SSA) were conducted to assess the economic potential of the regional fisheries sector. The findings reveal that approximately 40 percent of aquaculture pond areas in PPU’s coastal zones are inactive and lack clear management arrangements. The main barriers to policy implementation include weak vertical coordination, unsynchronized spatial data, and limited mechanisms for community participation. Based on these findings, the Accelerated Model for the Regularization and Utilization of Abandoned Coastal Land was developed, encompassing five key pillars: cross-sectoral coordination, administrative acceleration through spatial digital systems, sustainable utilization, coastal community empowerment, and enhanced supervision and law enforcement. As a policy recommendation, the utilization of abandoned coastal lands should be directed toward the development of aquaculture and high value-added fishery processing activities. This approach is justified by the region’s strong local economic potential and the ecological suitability of coastal lands to support sustainable blue economy development. The model is expected to shorten the spatial planning process from 8–12 years to approximately 1.5 years, increase coastal land productivity by at least 40 percent, and reduce coastal agrarian conflicts by up to 50 percent. These findings provide an operational contribution for local governments in realizing collaborative, productive, and equitable coastal governance toward sustainable blue economy development.

Abstract

This study aims to analyze the performance of expert staff in the Gerindra Party Faction of the Indonesian House of Representatives (DPR RI) using Bernardin and Russell’s performance theory. The research focuses on six key performance indicators: quality, quantity, timeliness, cost-effectiveness, independence, and interpersonal impact. A qualitative approach was employed, with data collected through in-depth interviews with expert staff and faction members. The findings reveal that the performance of expert staff in the Gerindra Faction is largely influenced by their ability to produce accurate outputs that meet faction needs, complete tasks within deadlines, and utilize resources efficiently. Furthermore, expert staff are expected to work independently, take initiative, and establish effective communication and collaboration with both legislators and colleagues. The study concludes that expert staff play a crucial role in supporting the effectiveness of the faction’s legislative, oversight, and budgeting functions. The research recommends continuous capacity building, stronger work standards, and a more structured performance evaluation system to enhance the quality of expert staff’s work.   Keywords: DPR RI; Expert Staff; Gerindra Faction; Performance
