Abstract

Abstract

This study aims to analyze the role of community support as a determinant of the competitive advantage of tourism villages, considering the influence of Government Role and Destination Image. A quantitative approach was employed using a survey method involving community members engaged in tourism activities in Kutuh Tourism Village. Data were collected through structured questionnaires and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results of reliability and validity tests indicate that all research constructs meet measurement quality standards, with Cronbach’s Alpha values as follows: Government Role 0.84, Destination Image 0.87, Community Support 0.91, and Competitive Advantage 0.85; Composite Reliability: Government Role 0.89, Destination Image 0.91, Community Support 0.94, Competitive Advantage 0.90; and AVE: Government Role 0.61, Destination Image 0.65, Community Support 0.70, Competitive Advantage 0.62. Structural model analysis revealed that Government Role (β = 0.36, t = 4.28, p < 0.001) and Destination Image (β = 0.43, t = 5.12, p < 0.001) positively and significantly affect Community Support, which in turn strongly influences Competitive Advantage (β = 0.50, t = 6.21, p < 0.001). These findings confirm that the competitive advantage of tourism villages is not solely determined by destination factors, but strongly depends on the level of community participation and support. The study provides important practical implications for tourism village management by emphasizing the strengthening of government involvement, the development of a positive destination image, and strategies to increase community participation sustainably.

Abstract

This study analyzes the influence of government roles, leadership, and destination image on the competitive advantage of Kutuh Tourism Village, Badung Regency. The research employed a quantitative approach, with data collected through questionnaires administered to key stakeholders, and analyzed using Structural Equation Modeling (SEM) with SmartPLS 3.0. The findings indicate that the government role has a positive and significant effect on competitive advantage (t-statistic = 2.71; original sample = 0.800), suggesting that regulatory support, infrastructure development, and promotion enhance destination competitiveness. Destination image also shows a positive and significant effect (t-statistic = 2.22; original sample = 0.805), confirming that positive tourist perceptions strengthen competitive advantage. Conversely, leadership has no significant effect (t-statistic = 0.71), indicating the need to improve local leadership capacity. The R-Square value of 0.741 indicates that the three variables collectively explain 74.1% of the variance in competitive advantage, while the Q-Square value of 0.711 demonstrates high predictive relevance. These findings provide practical implications for destination development, emphasizing that synergy between government support and destination image enhancement is a key driver for sustainable competitiveness, with leadership remaining a strategic potential that should be optimized.

Abstract

The development of community-based tourism villages is an important strategy for realizing sustainable and competitive tourism. The Community-Based Tourism (CBT) approach positions local communities as the primary actors in tourism management, including planning, implementation, and utilization of tourism products. This study aims to analyze the implementation of Community-Based Tourism in the management of Kutuh Tourism Village, Badung Regency, Bali Province, and to examine the role of the community, governance dynamics, and the contribution of CBT to the competitiveness of tourism villages. This study uses a qualitative approach with a case study design. Data were collected through in-depth interviews, participant observation, and documentation studies involving village governments, traditional villages, tourism village managers, Pokdarwis (tourism group groups), MSMEs, and community leaders as research informants. Data analysis was conducted using thematic analysis to identify key patterns and themes related to CBT implementation. The results show that CBT implementation in Kutuh Tourism Village has been ongoing, but is not yet fully optimal. Community participation is more dominant in the operational aspects of tourism, while involvement in strategic decision-making is still limited. The governance of tourism villages shows the dominance of certain actors, which has implications for limited space for community participation and the unequal distribution of tourism economic benefits. Nevertheless, the implementation of CBT contributes to increasing the competitiveness of tourist villages by strengthening local cultural identity and community involvement in tourism activities. This study concludes that strengthening community participation, enhancing human resource capacity, and improving more inclusive and transparent governance are essential prerequisites for optimizing the implementation of Community-Based Tourism in enhancing the competitiveness and sustainability of tourist villages.

Abstract

Financial inclusion — access to, and effective use of, formal financial services such as savings, credit, and digital payment — has been shown to significantly influence the optimization of sustainable tourism village development, and prior quantitative analysis conducted in Serangan Village, Denpasar, Bali, confirmed that pentahelix collaboration, a five-stakeholder partnership model bringing together government, community, academia, business, and media, significantly moderates this relationship. However, the social mechanisms underlying that moderation-how the five pentahelix elements (government, community, academia, business/financial institutions, and media) actually commit, communicate, coordinate, and sustain their partnership-remain underexplored in the literature, which has largely treated financial inclusion and pentahelix collaboration as separate constructs. This article aims to explore in depth the dynamics of pentahelix collaboration in supporting the optimization of sustainable tourism village development in Serangan Village, drawing on the qualitative strand of a larger mixed-methods study. Each pentahelix element was found to play a distinct yet complementary role. Local government provides policy support and destination promotion; the community, represented by Pokdarwis and BUMDes, undertakes daily conservation and tourism management; academia contributes training and financial-literacy assistance; business actors and financial institutions expand access to credit and digital payment; and media broadens promotional reach. Nevertheless, formal coordination among these elements-particularly between government and financial institutions- remains ad hoc, community financial-management capacity is limited, and the continuity of academic assistance programs depends heavily on short-term research and community-service grant cycles.
