Abstract

Kunci bersama is inter-regional cooperation conducted eight counties and cities that border region, in West Java and Central Java.The cooperation covers many aspects but is currently focused on the improvement of infrastructure such as roads connecting the border between the districts. such cooperation has become one of the main methods to accelerate regional development. This research focuses on how this collaboration process and what programs have been carried out with a qualitative approach. The results of this research indicate that maximum cooperation has not done so already, but there are some programs that accomplished.

Abstract

ABSTRAK. Antara demokrasi delibertif dengan open government sebenarnya mempunyai relasi interaktif. Demokrasi deliberatif berpotensi merevitalisasi open government agar tidak hanya terjebak pada pembukaan data publik di kanal-kanal digital pemerintah. Sementara itu, open government dapat lebih merasionalisasikan gagasan demokrasi deliberatif di masyarakat kontemporer dengan sistem teknologi digital. Penelitian ini hendak menganalisis, bagaimana praktik demokrasi deliberatif dalam implementasi open government di Kota Semarang tahun 2018-2019. Peneliti menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara dan dokumentasi. Penelitian ini menemukan, bahwa praktik demokrasi deliberatif dalam implementasi open government tahun 2018-2019 dilakukan lewat beragam aktivitas deliberasi pada ruang publik fisik dan virtual. Namun, praktik demokrasi deliberatif antara pemerintah dengan masyarakat sebagian besar belum sampai pada tataran pengambilan keputusan deliberatif. Sebagai simpulan, open government terbukti mendukung praktik demokrasi deliberatif melalui berbagai program dan sistem teknologi digital yang memungkinkan proses deliberasi pada ruang publik fisik serta virtual. Meskipun demikian, syarat-syarat deliberasi dan ruang publik ideal dalam praktik demokrasi deliberatif belum semuanya terpenuhi secara komprehensif.

Abstract

The advancement in science and technology, particularly in the information systems field, is proceeding rapidly. It is necessary to implement digitally-based applications to reform the institutional system to support the work and performance of the General Election Commission as the general election organizer. The qualitative research method explains and reveals how to reform the General Election Commission's institutional system by implementing digitally-based applications. Reference sources include books, scientific journals, laws and regulations, internet sources, and other relevant sources pertinent to this investigation. This study aims to discover, comprehend, and analyze information concerning institutional system reform at the General Election Commission via the implementation of digital-based applications. The research reveals that the General Election Commission is a state agency responsible for organizing general elections. Reform in an institution is necessary, a requirement of the times, due to the impact of technological advancements in all fields, systems, or orientation changes made to make things better than before. Changes made to the institutional system by the KPU have made it easier for the KPU to carry out its duties and responsibilities of providing the public with access to transparency, monitoring, and oversight at all stages of the election. Included are the Political Parties Information System (SIPOL), the KPU Member Information System and Ad Hoc Agency (SIAKBA), the Civil Service Information System (SIMPEG), as well as the Protect Your Rights Mobile Application and the Check Members of Political Parties Candidates for Election Contestants Through ID number.

Abstract

The policy of strategy ecotourism development in the border area is actually to improve the function of the autonomous village as promised by the Jokowi-JK government policy, which is to build from the periphery. . The development process should not fully follow the logic of the governance structure, but by looking at the needs and the conditions of the asymmetrical region. At least there are several reasons that underlie a policy research. First, because of the condition of the border communities that live in poverty, many migrants work in Malaysia; Second, the inequality of infrastructure facilities between Indonesia and Malaysia which leads to inequality of optimism in public services; Third, the occurrence of business transaction processes that cause dependence on Malaysian society to fulfill their daily needs. The results of the research with a qualitative approach can be concluded that the government does not yet have a strategic agenda for ecotourism development and quantitatively the results of hypothesis testing are significantly proven that there is a natural potential that can be used as an asset of scientific information for the development of an ecotourism model.

Abstract

This study is based on the existence of local media that specifically addresses environmental issues with positive news about oil palm plantations. This is marked by the existence of a special news column that examines the various potentials and benefits of palm oil. This research aims to analyze the content of positive palm oil issues in local media and the media ideology behind positive palm oil reporting. The research method uses a qualitative approach by analyzing the news content of local media Borneonews in Central Kalimantan Province with the specific issue of palm oil news as primary data. This research also uses secondary data obtained from various documents. The research results show that the local media Borneonews has the same tendency to commodify content in reporting on palm oil issues. The content is part of propaganda that leads public opinion to make peace with the presence of palm oil. The perspective disseminated through news content is that oil palm provides employment land for the community and care for the environment by processing palm oil waste so that it can be used for various other purposes such as animal feed and fertilizer. The ideology of the local media Borneonews in environmental issues with positive issues is that the messages conveyed are a denial of the existence of palm oil, not as a destroyer of the environment

Abstract

The study of bureaucracy politicization in Indonesia has been mainly putting bureaucracy on its passive-position scenes. It viewed civil servants as politically subordinated by political officials. Bureaucracy in this classic paradigm had no other role but to execute what political officials decided. The barrier was clear, politicians made policy; civil servants administered the policy. Politicians made decision; bureaucrats merely implemented them. In this kind of relationship, bureaucracy had no other option but to obey the political leader’s decisions submissively. This article came up with different perspectives. It criticized the classic paradigm and challenged the notion of civil servant’s subordination before politics. Applying literature review, this study found out that bureaucracy had not merely administered the policy but also engaged in the making of it. Bureaucrats had more than enough of authorities to may choose independently to either take passive-position as an object of politicization or becoming active political actor on the stage of political power competition. Considering more bureaucracy leaders transforming into political officials, this may lead to the re-establishment of bureaucratic polity in Indonesia in the near future.

Abstract

This study aims to improve sprint learning through a play approach. This study is classroom action research. The subjects of the study were 23 students of grade V MIN 1 Gunungkidul for the 2023/2024 academic year, consisting of 12 female students and 11 male students. The data collection method used in this study was using observation sheets and questionnaires, conducted by researchers and collaborators. The results showed that the playing approach can improve sprint learning for class V. Based on the results of the questionnaire, it was seen that activity, attitude and cooperation were categorized as good, while the evaluation results in cycle 1 amounted to 60.87% of students who were able to do sprint movements correctly, in cycle 2 increased to 78.26% of students who were able to do sprint movements correctly.

Abstract

The winning capital according to Robert Putnam's theory includes network capital, norms, and trust. This study aims to analyze the victory of the Female Regent of Grobogan Regency based on Robert Putnam's theory. This study used the descriptive qualitative method. This study uses primary data from in-depth interviews with the female regent of Grobogan Regency, the Secretary of the DPC PDI-P as the supporting party, educational leaders, religious leaders, and voters. Secondary data were obtained from documents, reports from the General Elections Commission, and articles about the winners of female regent candidates in the Grobogan Regency. The findings of this study are the victory of the Regent of Women in Grobogan Regency is in line with Robert Putnam's theory because of social network capital, norm capital, and trust from the community. New in this study there is additional capital that is not part of Robert Putnam's theory, namely the capital profile of a motherly candidate and the nickname "Sri Pupuk".

Abstract

Introduction: The 2024 Indonesian presidential election will see significant Generation Z participation, yet unverified political information may affect their understanding. The documentary ‘Dirty Vote’ has the potential to enhance political knowledge and influence voting decisions, particularly regarding election fraud--a key concern for Generation Z voters who are active digitally but vulnerable to misinformation. Using the Elaboration Likelihood Model (ELM), this study examines how the documentary influences political knowledge, mediates voting decisions, and affects political engagement. The research evaluates whether ‘Dirty Vote’ can effectively enhance political understanding and shape voting choices among Generation Z. Methods: This explanatory quantitative study targets viewers of the ‘Dirty Vote’ documentary on social media. A sample of 384 participants was determined using the Lemeshow formula and non-probability purposive sampling. Data were collected via Google Forms and analyzed using Generalized Structured Component Analysis (GSCA). The ELM theory guided the analysis. Findings: The study found that ‘Dirty Vote’ significantly enhances political knowledge and influences voting decisions among Generation Z. Political knowledge acted as a mediator, strengthening the documentary's impact. The credibility of the documentary’s source also played a key role in how the information was received. These findings suggest that documentaries can be an effective tool for political education, particularly for young voters. Originality: This study provides new insights into the role of documentaries in political education for Generation Z in Semarang, using ELM theory and GSCA to explore media’s impact on political knowledge and behavior.

Abstract

This study explores the impact of a leader's characteristics, particularly idiosyncratic personality traits. A prominent case study involves Mayor Hendrar Prihadi of Semarang, Indonesia, whose unique and powerful influence has significantly shaped the success of cooperation between Indonesia and Japan in the city. This study uses qualitative descriptive research. This paper relies on primary data sources, in the form of interviews with key informants and secondary data, in the form of documentation studies from relevant sources. The study reveals that city diplomacy, as observed in Semarang, is strongly associated with the Mayor's personality, level of sensitivity in responding to global issues, the influence of Javanese cultural and religious values, personal and organizational principles, and motives aimed at providing benefits to the city, particularly in the effort to create a zero-carbon urban environment. These findings underscore the link between a leader's characteristics and the decision-making process in the realm of city diplomacy, emphasizing the multifaceted nature of personality elements that guide policy choices.
