Abstract

Penelitian ini bertujuan untuk mengetahui dan mengidentifikasi penerapan inovasi Garugiwa dalam Pengurusan Administrasi Kependudukan yang dilakukan pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Ende. Dengan Jarak yang berjauhan, akses sulit, biaya tinggi, percaloan, prosedur berbelit, layanan buruk, dan pungutan liar menjadi kendala dalam pengurusan dokumen kependudukan.Metode yang digunakan dalam penelitian ini yaitu deskriptif kualitatif. Sumber data yang digunakan dalam penelitian ini yaitu data primer dan sekunder. Teknik pengumpulan data yang digunakan yaitu dengan observasi, wawancara, dan dokumentasi. Analisis data dalam penelitian ini dilakukan dengan menggunakan interaktif yang terdiri dari Data Condensation, Data Display, Verifying/ Drawing dan Collection. Hasil penelitian menunjukan bahwa secara keseluruhan inovasi Garugiwa telah memberikan dampak positif bagi masyarakat. Garugiwa terbukti dapat menyelesaikan masalah efektivitas waktu, efisiensi biaya dan tenaga serta peningkatan kepuasan masyarakat Kabupaten Ende. Masih ditemukan beberapa kendala seperti adanya permasalahan jaringan, server, serta kurangnya sosialisai kepada masyarakat.

Abstract

Stunting remains a critical public health issue with long-term repercussions on child growth and cognitive development. The Indonesian government has designated stunting reduction as a national priority, implementing various intervention programs at both central and regional levels. This study aims to evaluate the effectiveness of the stunting prevention program at Puskesmas Oesapa, Kelapa Lima District, Kupang City. A qualitative descriptive approach was employed, utilizing data collection techniques such as interviews, observations, and document analysis. The findings reveal that the stunting prevention program at Puskesmas Oesapa has demonstrated a moderate level of efficacy, assessed through key indicators such as program outreach, target precision, monitoring mechanisms, and goal attainment. However, several impediments persist, including constraints in human resources, limited community awareness regarding stunting, and economic factors that hinder optimal nutritional fulfilment. To enhance the program’s efficacy, strategic improvements are necessary, encompassing heightened community education, optimized monitoring frameworks, and cross-sectoral collaboration to reduce stunting prevalence in Kupang City substantially.

Abstract

This study aims to determine how the perceptions of the people of Oebufu Village and Oesapa Village towards the quality of services provided by the State Electricity Company (PT. PLN PERSERO) Kupang City Branch. The research uses a qualitative method using a comparative descriptive approach. In analyzing the problem the author relates the theory of service quality from Zeithaml (2005) which focuses on indicators, namely: Reliability, Assurance, and Empathy. The results of this study indicate that the public perception of Oebufu Village and Oesapa Village towards the quality of service from the State Electricity Company (PT. PLN PERSERO) Kupang City Branch has not fulfilled the applicable SOP. Regarding the timeliness of service, the community is often left waiting for a long and uncertain time, but the community feels that the attitude and behavior given during the service is polite and friendly.

Abstract

The purpose of the study was to analyze the level of work discipline of civil servants at the UPTD Health Laboratory of East Nusa Tenggara Province. In analyzing the problem the author relates to the theory according to Muchdarsyah Sinungan 2003, because it focuses on indicators, namely, attendance, attitude and behavior and responsibility. The research method used is qualitative with a case study approach. The results of this study indicate that the level of employee discipline is still quite low, seen from employee attendance and timeliness. This study concludes that it is important to take more effective steps in increasing employee awareness and responsibility related to discipline, especially in terms of attendance and punctuality.

Abstract

This study aims to determine how the implementation of the local food-based supplementary feeding program for toddlers in Nunbaun Delha Village, Alak District, Kupang City. This study uses a qualitative descriptive approach using four indicators of policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the program was confusing for implementers because it was initially informed that it would begin in May 2023, but it was only realized in September-November 2023, and was not continued in 2024 in Kelurahan Nunbaun Delha. Incentives for posyandu cadres are channeled weekly through bank accounts, but are considered inefficient because small amounts have to be collected directly at the bank. PMT cooking facilities are provided by the cadres themselves with their own funds due to budget constraints. In addition, some toddlers refuse food because it does not match their taste and texture preferences, so food is often consumed by other family members. In conclusion, although there are still some obstacles, this program has been implemented in accordance with the provisions so that it can improve the nutritional status of the target.

Abstract

The rapid population growth in Kupang City, particularly in Kampung KB of Lasiana Subdistrict, requires proper interventions to improve the quality of family life. This study aims to analyze the role of the Population and Family Planning Control Office (DPPKB) in increasing the participation of Family Planning (KB) participants in Kampung KB. Using a qualitative approach through a case study, this research explores the implementation of the KB program through counseling, service provision, and inter-sectoral coordination. The results show that DPPKB Kupang has successfully carried out its normative and actual roles in educating the public and providing equitable KB services. However, challenges remain in increasing the use of long-term contraceptive methods due to social stigma, limited information, and family support. The evaluation highlights the importance of a socio-cultural approach to enhance community participation. This study offers recommendations to strengthen inter-sectoral coordination and improve the distribution of KB information to achieve optimal family welfare goals.

Abstract

Penelitian ini bertujuan untuk mengkaji motivasi pelayanan publik pada pegawai street level bureaucracy di Lembaga Pembinaan Khusus Anak (LPKA) Klas I Kupang serta faktor-faktor yang membentuk motivasi tersebut. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi terhadap pegawai yang langsung berinteraksi dengan anak binaan. Hasil penelitian menunjukkan bahwa motivasi pegawai dipengaruhi oleh faktor intrinsik seperti rasa tanggung jawab, kepuasan kerja, dan sikap empati serta faktor ekstrinsik berupa gaji, apresiasi atasan, lingkungan kerja kondusif, dan kesempatan pelatihan. Motivasi pelayanan publik yang tinggi berperan penting dalam meningkatkan kualitas layanan dan kesejahteraan anak binaan. Temuan ini menegaskan perlunya peningkatan kesejahteraan pegawai dan peningkatan sarana prasarana sebagai upaya memperkuat motivasi kerja demi optimalisasi pelayanan publik di LPKA. Penelitian ini memberikan kontribusi penting terhadap pengelolaan sumber daya manusia dan kebijakan peningkatan pelayanan publik di lembaga pembinaan anak.

Abstract

Abstrak: Bencana alam belum bisa diduga secara ilmiah. Mengingat masih sangat rendahnya pengetahuan dan kemampuan masyarakat dalam menghadapi kebencanaan maka perlu diadakan PkM untuk melakukan pendampingan dan pelatihan mitigasi bencana kepada masyarakat. Solusi yang ditwarkan kepada 30 orang mitra adalah dengan melakukan pemetaan daerah/wilayah yang berpotensi bencana serta melatih bagaimana melakukan mitigasi bencana berdasarkan jenis bencana yang terjadi. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% merespon dengan positif adanya kegiatan ini meskipun dengan tingkat partisipasi yang hanya 20%. Serta 60% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Natural disasters cannot be predicted scientifically. Considering that the community's knowledge and ability to deal with disasters is still very low, it is necessary to hold a PkM to provide disaster mitigation assistance and training to the community. The solution offered to 30 partners is to map areas/regions that have the potential for disasters and train them on how to carry out disaster mitigation based on the type of disaster that occurs. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the result that 20% responded positively to this activity even though the participation rate was only 20%. And 60% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis penerapan prinsip-prininsip good governance dalam pengelolaan dana desa berdasarkan tiga penerapan good prinsip governance yaitu, Transparansi,parstisipasi,akuntabilitas. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Data yang diperoleh melalui wawancara,observasi, dan studi dokumentasi, serta dianalisis dengan tekinik reduksi data, penyajian data, verifikasi data dengan triangulasi sumber. Hasil penelitian menunjukan bahwa Penerapan transparansi telah berjalan cukup baik melalui musyawarah desa dan pemasangan baliho informasi APBDes, namun pemahaman masyarakat terhadap informasi masih terbatas. Partisipasi masyarakat tinggi pada tahap perencanaan tetapi rendah pada tahap pelaksanaan dan pengawasan karena kesibukan sebagai petani dan penundaan penggunaan anggaran. Akuntabilitas terwujud melalui penyusunan laporan menggunakan aplikasi SISKEUDES, namun terkendala jaringan internet dan listrik yang menyebabkan keterlambatan pelaporan. Dengan demikian Penerapan good governance di Desa Sainoni sudah menunjukkan kemajuan pada aspek transparansi dan akuntabilitas, namun masih memerlukan perbaikan dalam memperkuat partisipasi masyarakat, terutama pada tahap pelaksanaan dan pengawasan program dana desa.

Abstract

East Nusa Tenggara (NTT), an archipelagic province comprising 1,192 islands with extreme geographical barriers, faces severe connectivity fragmentation that drives up logistics costs and limits public mobility. This study aims to analyze of the collaboration between the government and the private sector in improving the quality of public transportation services through the Trans NTT Bus innovation. This research employs a descriptive qualitative method with a phenomenological approach. Data were collected through observations, interviews, and documentation studies involving 28 informants. A purposive sampling technique was employed to select representatives from the NTT Provincial Transportation Office, PT Dyda Silva Abadi, PT ASDP Indonesia Ferry, and PT Dharma Lautan Utama (DLU) and accidental sampling was used to involve 20 passengers as respondents in the study. Data were collected using Governance framework[1]. The results indicate that the collaboration has been effective, producing intermediate outcomes in the form of ‘small wins’ such as affordable services through a one-ticket system, physical and cargo security guarantees, comfortable fleets, and easy accessibility between terminals. The dimensions of 'commitment to the process' and 'shared understanding' serve as major strengths, where all actors share a common vision to overcome geographical barriers. The level of trust among actors is significant, recorded at a score of 8.5 out of 10 (performance-based trust), evidence by long-term contracts and routine evaluations. However, the 'face-to-face dialogue' dimension remains bilateral in the field and lacks a routine formal coordination forum involving all actorss collectively. This study highlights the importance of establishing a formal coordination forum to strengthen managerial synchronization and ensure the long-term sustainability of collaboration in the public transportation sector.
