Abstract

ABSTRACT Achmad Yusuf Roni was one of the candidates for members of DPRD Kabupaten Kudus legislative elections in 2014 were derived from the PDI Perjuangan . Electoral district (Dapil) for Achmad Yusuf Roni was Dapil IV, which includes Kecamatan Dawe and Kecamatan Jekulo in Kudus. Mannered known figure in the community and who are loyal to a political party which he joined, Achmad Yusuf Roni is pure cadre from the PDI Perjuangan Kabupaten Kudus. Structurally, Achmad Yusuf Roni was the Secretary of the Branch Council (DPC) PDI Perjuangan Kudus for the period 2010 to 2015. With a relatively young age, which is 31 years old in 2014, Yusuf Achmad get ordinal number 1 (one). The ordinal number of 1 that is identical to prospective members DPRD is expected to be won an election. This study has revealed what are the main factors that determine victory Achmad Yusuf Roni. With the vote total of 5,030 votes, the highest compared to other candidates who also came from the PDI Perjuangan and the same electoral district (Dapil). Victory of Achmad Yusuf Roni affected by his popularity in the middle of the voters and the role of Musthofa. Musthofa is the Chairman of PDI Perjuangan Kudus, and Regent of Kudus. With the support of Mustafa, the party's political machine was geared to help Achmad Yusuf Roni in this contestation. In accordance with the purpose of PDI Perjuangan Kudus, Achmad Yusuf Roni managed to get one seat in parliament Kudus. Although the vote gained much from the original target planned. Abstract

AbstractRecall is one of institutionalization forms of political party as an existence, supervision and control from a party to its members. The implementation will be executed by a political party against its member for violating the provisions of law and dismissal by the political party. Sunarwi in carrying out his duty has clearly been against his political party instructions. His resistance was performed when his political party mandate wasn’t handed to him in the election process of Regent and Vice Regent of Pati region 2011. PDI Perjuangan as his party has suspended the management of DPC PDI PerjuanganPati and has recalling Sunarwi trough the PDI Perjuangan fraction in DPRD Pati. This research holds a purpose to describe and analyze the recall process that has been performed by PDI Perjuangan to Sunarwi as a member of DPRD Pati 2009-2014. The method used in this research is qualitative which is descriptive analytics kind of research. The main source of the data will be obtained through interview with respondents and another data will be obtained from reports and books. Data that has been earned will be analyzed so does the field-gathered information, they will be evaluated and deduced to attain the Sunarwi recall process. Basically every Parliament members in carrying out their duties will be using the representation principle while Sunarwi is the representative of the people who use the delegate principle on legislative elections. But when he became a Member of Parliament, he is using the trustee principle. It can be seen when the recall process is carried out by the political parties supporting him. The clear mechanism is; political party will send a letter to the Chairman of Parliament. But once in Parliament, the Parliament Leader as the actor who supposed to do follow up with Bamus and Paripurna to approve the recall as the next step never conduct the action instead. It makes the Commission (KPU) as the subsequent party is unable to submit and verify the replacement name in the recall process. Not far different from the Regent (Bupati) who is supposed to submit and approve such recall to the Governor; he is unable to do his duty either, even though the role of Chairman of Parliament and the Regent in this recall process is only a procedural formality. It means political party which is the element of the people who had elected him formally through elections has been ignored in the recall process. So it reinforces the reason that Sunarwi is representative of the people who use trustee principle and he is different with the other representatives who use the delegate principle. Abstract

AbstractVariety of changing in the Regent-election system since the introduction of the reformagenda is table to compel the stake-holders in a choise to make several adjustments to thechanges. The stakeholders include the candidate who participate, the success-team, and thepolitical parties that are used as the political vehicle for the candidate. This study focuses onthe political strategies of candidates and the success of the team in a competitive election.The success of a political contestation cannot be separated from the political strategyby each party. Good political strategy must be created and compiled based on the modernconcept and developments. The modern concept of political strategy has several phases thatmust be addressed, namely the situation analysis phase, the formulation phase,implementation phase, the phase of monitoring and evaluation. To that end, candidates,success-team, and political party must have skill in carrying out the various stage, in order togain political support from the community effectively and efficiently. There were six pairscandidates during the election of head regional in 2011. Among those six, one independentcandidate got the highest vote.This purpose of this study is to explain the political strategies used by Sri Merditomo-Karsidi in the election of head regional in Pati.The strategy was already planned very often still have to undergo a change in the implementation phase. The roles of alternative strategies are needed. Sometimes, the candidates and the success-team should be forced to be pragmatic for a political victory. Pragmatism is often becoming a determining factor for the success of a strategy. Consideration of last-minute swing voters and the band wagon effect, become the factor of motivation of the candidates and his success-team to be pragmatic. In fact, various commitments had to be ignored for the pragmatic considerations.Key Word: Regent Election, Political Strategy, Independent Partner.

Abstract

DKI Jakarta is one of province in Indonesia which has highest number for sexual violence for kids in Indonesia, but DKI Jakarta Government has not been able to manage this problem yet. National Child Protection Commission is LSM which focuses in child protection that is caused of inoptimal Government in handling Child problems in sexual violence cases which every year the total cases are increasing. National Child Protection Commission has independent principle, public responsibility, sets the opportunity and chance out to the child in participating by respecting and taking side on child’s basic principle.Method that isused in this research is qualitative research method by desrctiptive approach through direct monitoring in field and legal documents from Central Data and Information of National Child Protection Commission. Technique of data collecting by interviewing National Child Protection Commission and the victim’s family of sexual violence which becomes National Child Protection Commission’s client and monitoring, then it is analyzed qualitatively. Efforts from National Child Protection Commission in handling the victim of sexual violence consist of psychological service and advocation service.Results of this research shows that the existence of National Child Protection Commission has important role for its efforts in sexual violence for child protection in DKI Jakarta though there is still perceived less optimal which is caused of obstacles and limits which are had and faced by National Child Protection Commission. Abstract

Regional Regulation No. 12 of 2013 is a regulation that regulates and prohibits all forms of activities related to alcohol and applicable in the district of Batang. Determination of Regulation No. 12 of 2013 to attract successful when the regulation is set after a fairly difficult process, which is used quite a long time, the bergaining of the actors, the pros and cons that occur in the community, as well as the conditions and situations, Batang were bypassed by pantura path. Researchers try to analyze what happened and who the actors that play a role in the regulation-setting process.The purpose of this study to determine the dynamics of the process of the formulation to the determination of the law. This research is a type of qualitative research. The data is taken through the interview process and document Parliament Secretariat, Batang.Based on the results of this research is that executives who initiative emergence of regulation on the prohibition of alcohol at the insistence of some interest groups. In the process of formulating regulations also note the presence of bergaining between actors who support and reject the establishment of legislation on the prohibition of alcohol. Actors supporting the adoption of regulations on alcohol ban propose policy alternatives that reads a total ban. While the actor who refused fixing regulations to control reads the policy alternatives. Research has been done to provide information based on the clarification of that Regulation No. 12 of 2013 should be revised to conform with the Presidential Decree No. 74 of 2013. The actor who played a major role in the regulation-setting process is the initiative of the executive as well as interest groups supporting the adoption of regulations. The model used to analyze the process of determining the author uses a model of the Policy Analysis process in which the authors analyze the various stages in the process of lawmaking No. 12 of 2013. While the process used by the actors in formulating and establishing Regulation No. 12 of 2013 is a model of group which interest groups has a major role in any process.

Abstract

This study analyzed the winning strategy that couples Drs. H. Tafta Zani, MM and his deputy Drs. H. Moh. Dachirin Said, SH, M.Sc. on the election Demak in 2011. Incumbent couples carried by the coalition party PKS, PPP, Golkar, and PKB was capable of winning a unanimous decision over its competitors in the election of regional heads in Demak 2011. Then , how the road concretisation strategy, campaign strategy, career strategy, mass mobilization , coalition , development and empowerment of political parties and the general strategy used pair Drs . H. Tafta Zani , MM and his deputy Drs . H. Moh . Dachirin Said , SH , M.Si in a regional election in Demak in 2011.In this study, researchers used a qualitative approach that will generate descriptive data. This research was conducted in Demak, Central Java. The data in this study was obtained through interviews, observation, and documentation. The key informant interviews were conducted by the head of the Campaign Team and some members are included in the structure of the winning team, the bearer party cadres, and the general public. While the documentation of data obtained from the secretary of the Campaign Team, the National Election Commission Demak, and BPS Demak.Winning strategy that couples Tafta Zani and Dachirin Said elections of regional heads Demak 2011 in the form of election road concretisation strategy, campaign strategy, career, mass mobilization, coalition, development and empowerment of political parties, and the public. While the campaign strategy used is researching and analyzing political opponents, polling, political alliances, promotions, campaigns on the streets, public relations, coordination and planning time for candidates, financial planning, fundraising, administration and bookkeeping, mobilization on the day of the election and planning time.The success of this winning strategy was able to win a couple of Drs. H. Tafta Zani, MM and his deputy Drs. H. Moh. Dachirin Said, SH, M.Si by a vote 377.644 votes with a percentage of 74.38 % . Couples of Tafta Zani and Dachirin Said beat of couples Sa'idah - Haryanto who get acquisition 70.849 votes with percentage of 13.95 %, couples Najib - Azzah with the acquisition of 42.644 votes with a percentage of 8.40%, and couples Purnomo – Maryono with the acquisition of 16 583 votes with percentage of 3.27 %. The victory against the backdrop of successful infrastructure development undertaken road concretisation Tafta Zani at the time served as Regent of Demak in the first period. Keywords: General Election, Regional Head Election, Winning Strategies.

Abstract

 This research is done to know perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Through understanding the knowledge of local democracy, opinions about local democracy, and evaluation of the local democracy. This study used a quantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the the population of Semarang City Council Member for the Period of 2014-2019. Respondents were selected by random sampling technique of proportional calculation with total number of 30 respondents. Furthermore, the data analysis was performed by busing SPSS 16.0.          The results of this study showed that the majority of the Members of Parliament of Semarang the year period 2014-2019 approve the implementation of direct elections. One thing that becomes an obstacle in the implementation of direct elections is the practice of money politics that is unavoidable.          Finally, it is hoped that this rsearch result can be a means of evaluation and opinion of Semarang City Council Member the year period 2014-2019 related to perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Keywords: Perception, Direct Election, Member of Parliament Semarang

Rina Martini, M.Sc.Political Communication is the most important ones in every proses on sosialization of political party such as Campaign,etc. Every political party needed some of political communiation process. The research aims to determine how political communication strategy of the party, especially the Partai Demokrasi Indonesia Perjuangan (PDI-P) in the city of Semarang. In this 2014 legislative elections in the city of Semarang some unique phenomena related to the PDI-P. Semarang city has a head of government of the PDI-P but not able to win in 2009 has now managed to win with a cost that is high. PDI-P previously sizeable acquisition in 2004 sank in 2009 and now in 2014 they won an absolute. Therefore conducted research related to political communication strategies PDI-P in Semarang to mobilize voters in 2014.The research uses the theory of political communication from Maswadi Rauf, a process and activities shaping political attitudes and behavior that are integrated into a political system by using a set of symbols which means involving political messages and political actors, or associated with power, governance and government policy. Data collection techniques are observation and interviews were then processed and analyzed qualitatively. In the interview data collection conducted at PDI-P party functionaries Semarang, Legislative PDI-P Semarang, participants PDI-P Semarang.The results of this study are: (1) political communication strategy of PDI-P use strategy or method of face-to-face (2) actors who play an important role is the Chairman of the PDI-P, functionaries and party cadres, legislative candidates, and successful team of legislative candidates. (3) supporting factor is the party machine, big name party, social and political history of Semarang City community, regional cadre of behavioral effects of Semarang, Jokowi Effect. (4) Factor obstacle is lack of infrastructure, high levels of political apathy community Semarang.In doing political communication strategies PDI-P were pretty good, but in some sectors still needs to be improved is in the delivery of communication patterns. The high number of Abstentions in Semarang should be resolved with communication patterns and approaches are more varied with the aim of getting closer to the community, for example by holding a public market, the implementation of shadow puppets, and other social activities.3Expected with the implementation of the activities of the people will tend to change references and choose PDI-P.Keywords: Strategies of Political Communication, Political Party, PDI-P, legislative elections in 2014 in the city of Semarang, Semarang City Community Mobilization.

Abstract

AbstractThe election of the village is a from of democracy party perfomed within the scope of the village. Leadrs directly elected by the public, so public can determine by choice in accordance with conscience them.The research was conducted using qualitative method with descriptive approach with the enrichment of material throught the study of librarianship (documentation) and in-depth interviews conducted with a range of informan-related in the field. Informant this research consisted of village chief candidates, religious figures from Muhammadiyah and Nahdlatul Ulama and other informant with the theme of research. The results of research shows, that in the election of the village chief ( pilkades ) in the village of gubug behavior choose masyrakat much influenced by the role of religious groups that compete to compete for the seat of the highest in the village of gubug.Religious groups that compete is of muhammadiyah and nahdlatul ulama.Many ways done from each side to get support from masyrakat, of muhammadiyah do start of the campaign, organize match futsal, the absorption of the aspirations of residents, until political money. So also from nahdlatul ulama negotiate with people by means of religious meeting until political money.In the end the election was won by a candidate from religious groups nahdlatul ulama who have less capital social as well as lacking in capital and financial.With these roles religious group nahdlatul ulama that has power patron-klien is strong.

Abstract

ABSTRACKAccording to the law No 10 tahun 2008, the last general election in 2009 had used the reasonable open general selection system. In this system, every legislatif member candidates were given a heavy responsibility to succed winning the selection with the votting system. Work hard was necessary done to interest the society sympathy so that they ready come to the voting booth in selection day. The campaign method that was used to build image more various like Siti Rodliyah did as a midwife in Tegalsambi village the subdistrict of Tahunan the regency of Jepara. Having capital of social media as a midwife, Siti Rodliyah succed getting 3.227 voices and became the highest voive from DPP PPP Dapil 1 Jepara, her proponent party.            In this research, the type of the research used was descriptive research that has objective to describe about the situation and phenomenon systematically, factual and accurate about the facts, included the process that happened and the impact of phenomenon that existed. This research was used to find the knowledge and  information as widespread as possible based on the object of the research at the certain moment.            The result of the research showed that  the social media of Siti Rodliyah in the general election 2009 had an important role in getting her voive. Her job as a midwife made her easier famous by society and became the good opportunity to campaign getting the voice.            To keep the social media continuously is needed a hard work in order that the society feel as a served person and can meet their needs. However, it is deeply regretted if the hard effort to keep this constitution will be defeated by money politic. Therefore, every politic actors and all of involved people also have responsibility to give education in making the society smart in politic.
