Abstract

Indonesian Workers pregnant and having childs problems continues to occur each year, along with sending Indonesian workers to destination countries. Worker’s child who takes home are vulnerable to human trafficking issues, many irresponsible people take advantage from the problem, because workers are embarassed to bring the child back to their hometown and it will be a disgrace for them. Sometimes the child is lefted when they just arrived at Soekarno-Hatta International Airport or killed by his own mother. In addition, many of the children who suffer from disorders, mental and physical disabilities. The government is considered less responsive and have not been up to handle the problem or create a policy to prevent migrant workers affected by these problems, marked by continuing reccurence of similar cases every year. Children Care Home for Indonesian Workers or RPATKI is an NGO which is presented in the community to help Indonesian Workers and worker’s child labor. As the shelter and helping the whole process until workers and worker’s child issue is resolved. Uniquely in Indonesia, RPATKI is the only NGO that takes care of and concerned about migrant woekres and child labor migrants. The author takes research on RPATKI because problems of labor migrants and having a child is a real problem and always repeated every year. Along with sending workers abroad and not many people care about the issue when Indonesian workers is one of the heroes of foreign exchange and the marginalized. The research used qualitative research method by using descriptive analytical type. The object of this research is a NGO which is RPATKI and Indonesian workers who are pregnant and have children. The results showed that RPATKI has a role of protection and empowerment role. RPATKI driving factor is the amount of public support both moreal and material, and fill the void role of the state and keep continue to assist migran workers and caring these children to be independent. However, RPATKI also have factors that inhibit them is the closure of Selapajang Return Hall of Indonesian Workers at Soekarno-Hatta International Airport it makes the workers who returned to Indonesia with pregnant and having a child condition is difficult to be monitored because not all of migrant workers have the insight and sufficient information regarding of RPATKI or institution that can help the problems of migrant workers, and lack of coordination, support and good cooperation between NGOs and relevant government authorities. RPATKI have a relationship with the government agency which is BNP2TKI as manifested by the memorandum of understanding entered into between both institutions in supporting RPATKI programs. However, nowadays in practice doesn’t happen any cooperation and relations between these two institutions. Keywords: Non-Governmental Organization, Indonesian Workers, RPATKI

Abstract

Leadership includes the process of influence in setting organizational goals, motivate followers to achieve the objective behavior, influence to improve the group and its culture. Leadership has a close connection with motivation. It can be seen from the success of a leader in mobilizing others in achieving the goals set. One obvious example is the form of leadership success Regional Head managed to occupy his post for more than one period. Starting from the above problems, the authors try to determine how the public perception in the region that has a head area with a multi-period tenure.This paper aims to determine the perception Politics Society against district leader elected in the district of Central Kalimantan province Lamandau through Community Political Orientation. Political Perceptions is the political views of the subject to the object political politics. In the perception of national and state politics is a reasonable attitude possessed by every citizen as a sign of political culture creation..Kajian is done by non-parametric methods of quantitative research and written with descriptive analytical method. The author conducted a survey to determine the sample using Multistage Random Sampling method in the three District of the District Bulik, District and Sub-district Lamandau Delang by the number of respondents of the Hundred Double.The study results show the political culture of society in the study site has been running pretty well. It is caused by several factors including: 1) The level of education began to improve so that the level of political awareness also increased; 2) a high number of productive age; 3) the disclosure by the local government as a political object; 4) The policies offered by the government in accordance with the conditions of the community.Keywords: Perception of Political, Cultural Politics, Leadership.

Abstract

ABSTRACTChange in political officer recruitment system of indirect election system makes political space becoming more competitive. In the context of political parliament recruitment there are some symptoms that are not conducive for the process of democratic development. First, the proportional electoral system has perpetuated the dominance of oligarchs in the recruitment process. Second, the recruitment process does not take place in an open and participatory way. Third, the recruitment process does not built a good relationship between political parties and civil society. Fourth, the electoral process and the recruitment process works in the context of a less educated and critical “floating mass”. These symptoms indicate the complicated problems in political recruitment towards a democratic political order in parliament mainly occur in the recruitment of candidates at the local level. These symptoms are attracting authors to conduct a study focusing on the recruitment of candidates of the Golkar Party in the Central Java Provincial Parliament from 2014 to 2019 period.The method of this thesis using qualitative research methods. The location of this research is located in the office of Central Java Golkar Party DPD. The informants in this research is the chairman of the Central Java Golkar Party DPD, administrators Central Java DPD Golkar Party and Golkar Party Candidates of DPRD Central Java Province. The results showed that the recruitment of the Golkar party has been run according to Surat Keputusan DPP Partai Golkar Nomor. KEP-227/DPP/Golkar/1/2013. In the assessment process of legislative candidates there is an element of subjectivity because there are no clear parameters related to standard size ratings.Therefore, the researchers suggest that the Golkar Party has a detailed  standard for legislative candidates political recruitment and more transparent in setting those candidates in order to improve the the quality of the candidates themselves. Key words: Golkar Party, Legislative Election 2014, Political Recruitment.

Abstract

Development policy provided through the Mining Permit (IUP) have a major impact on people's lives. Impact question is conflict that left three people villagers Praikaroku Jangga be suspect. Given the policy violates the rules of the aa in Law 4 of 2009 on Mineral and Coal Mining. In accordance with Law No. 4 of 2009 on Mineral and Coal which has regulated the Mining Business Permit (IUP) in a region must understand the applicable regulations. In the case of mining in Central Sumba District, the local government in this case the regent less true examine the existing provisions so that the measures taken in the Regent give conflicting recommendations. In this study, researchers used a qualitative research method, the type of research that is used is the type of descriptive with the aim to portray the factual situation, systematic and accurate. The study was conducted to collect data that is accurate and extensive search for information through interviews, documentation, library research and field observations. The results showed that the government violated the provisions of Law no. 4 in 2009. The issue of kewajban IUP holder, about the mining area, IUP discharge requirements, concerning the suspension of mining. It is not understood very well by the local government district of Central Sumba. The impact of the policy pursued by the government, namely the conflict in the mining area which resulted in tools drill on fire company and the community were arrested. In anticipation of the same conflict, the government should understand and learn well the existing regulations as stipulated2by the Act so as not give rise to misunderstanding and conflict led to the community. Abstract

ABSTRACTDistatisfaction and dissapoinment people of political party, became anopportunity for independent candidate. Independent candidate is a someone who runfor the regional head such as governor, mayor city or regent without supported bypolitical party and have to collect personal identity as much as four percent of thepopulation. At the Jakarta’s governor election in 2012, two of six candidate was anIndependent candidate namely Fasial-Basri and Hendarji-Riza. Faisal-Biem havegained 5% vote had beaten Hendaji-Riza dan Alex Noerdin-Nono who supported byeleven political party.Starting from that picture, this research aims to understanding the politicalstragies of independent candidate Faisal and Biem. The method for this study isqualitative method.Data was collected by in-depth interview with several informantwho represented and several document was obtained in the field. The analytical databased on interview results.Results of this study have shown that the political strategies of independentcandidate used several new inovations in campaignings such as Saweran (collectmoney from people), using social media, created JELITA or Jejaring peduli Jakarta(Caring Jakarta Network) who in charged collecting personal identities of Jakarta’speople. There’s several reason to explain why the independent candidate lose inJakarta’s governor election such as Lack of popularity and lack of clearly mass baseas well as political party.Keyword : Independent Candidate, Local Election, Political Strategies

Abstract

AbstractVariety of changing in the Regent-election system since the introduction of the reform agenda is table to compel the stake-holders in a choise to make several adjustments to the changes. The stakeholders include the candidate who participate, the success-team, and the political parties that are used as the political vehicle for the candidate. This study focuses on the political strategies of candidates and the success of the team in a competitive election.The success of a political contestation cannot be separated from the political strategy by each party. Good political strategy must be created and compiled based on the modern concept and developments. The modern concept of political strategy has several phases that must be addressed, namely the situation analysis phase, the formulation phase, implementation phase, the phase of monitoring and evaluation. To that end, candidates, success-team, and political party must have skill in carrying out the various stage, in order to gain political support from the community effectively and efficiently. There were six pairs candidates during the election of head regional in 2011. Among those six, one independent candidate got the highest vote.This purpose of this study is to explain the political strategies used by Sri Merditomo-Karsidi in the election of head regional in Pati.The strategy was already planned very often still have to undergo a change in the implementation phase. The roles of alternative strategies are needed. Sometimes, the candidates and the success-team should be forced to be pragmatic for a political victory. Pragmatism is often becoming a determining factor for the success of a strategy. Consideration of last-minute swing voters and the band wagon effect, become the factor of motivation of the candidates and his success-team to be pragmatic. In fact, various commitments had to be ignored for the pragmatic considerations.Key Word: Regent Election, Political Strategy, Independent Partner.

ABSTRACTThe increasing number ofBPJSparticipants was not accompanied by the addition of quality healthfacilities.Puskesmas HalmaheraSemarang isone of the first-level health facilities that serveHealth BPJS patients, which is based on the data of BPJS patientsvisits, obviousthe number ofBPJSpatients tends to decrease. This study aims todescribe theservice qualityof healthBPJSaccording to the dimensions of service quality inPuskesmas HalmaheraSemarang2016. Thesample was 93 BPJS inPuskesmas HalmaheraSemarang, obtained incidental sampling. The datawere obtained using a questionnaire which was then analyzed using descriptive statistics. Theresults showed that in general the service qualityof healthBPJS according to the dimensions ofservice quality inPuskesmas Halmahera Semarang2016is a good.BPJS patienst in PuskesmasHalmaheraSemarangfeel that the reliability dimension, responsiveness dimension, assurancedimension, empathy dimension, andtangibledimensionis agood. RecommendationsforPuskesmasHalmahera Semarang isto maintain service quality dimensions that already exist, as well as fixsome things that are still classified, such as motivating nurses to be willing to spend this specialtime in communicating with patients, as well as the willingness of nurses to remind the patientsafety stuff. In addition, also need to increase the quantity and quality of medical devices in orderto complete medical equipment.Keywords: Service quality, BPJS patient

Abstract

 Abstract The merger policy villages in Pekalongan, a State government efforts in governing effectively and efficiently. However, on the way the pros and cons of the public arising from the impact of the implementation of the policy, both in administrative issues as well as history. As his case that occurred in the village incorporation Landungsari and Noyontaan in Pekalongan, a conflict people who do not agree with the policies of the Pekalongan government.This study aims to determine the public perception of merging the village Landungsari and Noyontaan in Pekalongan. This study uses a quantitative method with a non-parametric approach. The use of this type of research can be pursued gives an overview of the public perception of the incorporation of the Village in the Landung sari Village and Noyontaan Village, in the implementation of data collection in the field, researchers get 99 respondents using multystage system of random sampling.According to the research found that the majority of the village Noyontaansari not agree with the merger of the villages of Pekalongan City because people Noyontaansari strongly objected to the name of the result of merging the village that did not involve the wider community in policy-making village incorporation. Later in the process can seem abrupt and without their dissemination to the public beforehand. In this case the community, its specialty Noyontaansari society wants the government to restore  their Village to original name, because the name is related to the history of their village.The conclusion that the authors get Noyontaansari Village are society consider merging the Village is not important because before and after unification are not many changes that occurred in the village Government bureaucracies, both in terms of effective and efficient services. Keywords: Policies, Perceptions, Effective, Efficient

Abstract

ABSTRACT Population growth in the city of Semarang from year to year more and more rapidly. As a result, the burden to be borne by the city of Semarang became increasingly severe. Infrastructure and municipal infrastructure, such as residential, industrial, public spaces, offices and business centers, inevitably be a demand that must be met by the local government. The rate of growth raises the problem of limited land in the city of Semarang. This has an impact on population density, which finally emerged seizure of land tenure. Therefore, attempts were made to obtain new land, such as by the expansion of the city made toward vacant lots and watery in a way to backfill / reclamation. This study aimed to perception of what are emerging from Village community Tawangsari against reclamation policy Marina Beach Semarang. This study uses a quantitative approach using survey research methods. Data collection methods using questionnaires then filled by the respondents, namely the Village community Tawangsari Semarang. The distribution of respondents was conducted using random sampling techniques. This means that all populations have the same opportunity to serve as the respondent. The findings of this study include that reclamation will be undertaken in the area of Marina Beach PT.IPU land reclamation will be used for new housing , office / shop , and several public facilities such as several schools from kindergarten level - childhood to higher education , as well as one hospital the new private sector will be built , but due to lack of socialization on the matter, many people who do not agree with their reclamation Beach Marina , besides that most people also believe that reclamation will have a negative impact on the environment Keywords: Public Perception, Public Policy, Reclamation
