Abstract

Abstrak Bencana alam selama ini selalu dipandang sebagai forcemajore yaitu sesuatu hal yang berada di luar kontrol manusia, oleh karena itu, untuk meminimalisir terjadinya korban akibat bencana diperlukan kesadaran dan kesiapan masyarakat dalam menghadapi bencana. Rekapitulasi data rumah terdampak bencana banjir bandang Kabupaten Luwu Utara tahun 2020 berdasarkan data dan verikasi lapangan dan rekap berjenjang dusun/lingkungan dan rekap berjenjang dusun/lingkungan kecamatan menjelaskan bahwa ada enam kecamatan terdampak banjir bandang. Kondisi rumah pasca bencana mengalami rusak berat paling banyak di Kecamatan Baebunta kondisi rumah rusak berat sebanyak 818, rusak sedang 8, dan rusak ringan 311. Jenis penelitian yang digunakan adalah deskriptif kualitatif dengan menggunakan data primer dari hasil wawancara dan data sekunder dari telaah dokumen. Hasil penelitian menunjukkan bahwa peran pemerintah dalam penanggulangan bencana alam di kabupaten Luwu Utara yaitu ada beberapa upaya yang dilakukan. Upaya penanggulangan bencana alam yang dilakukan pemerintah kabupaten Luwu Utara adalah mitigasi dan upaya pencegahan bencana alam. Mitigasi diperlukan karena kita tidak dapat memprediksi terjadinya bencana alam tetapi setidaknya kita bisa mengantisipasi atau mewaspadai terjadinya bencana dan juga dapat mengurangi adanya korban jiwa. Upaya pencegahan bencana alam juga diperlukan untuk mengurangi atau menghilangkan risiko bencana. Didalam pencegahan bencana pemerintah kabupaten Luwu Utara mendirikan pos peringatan. Menormalisasikan sungai dan juga membuat tanggul serta sabodam. Kata Kunci: Peran Pemerintah Daerah; Bencana Alam; Penanggulangan Bencana

Abstract

The problem in this study is that implementing policies at the Makassar City Population and Civil Registry Office could be more optimal. This study aims to analyze the implementation of administrative service policies at the Makassar City Population and Civil Registry Office. This type of research is qualitative research. Primary data sources were obtained through interviews with 18 informants and supported by observation and documentation review at the Makassar City Population and Civil Registry Office. Data collection techniques in this study used interviews, observations, and documentation review. The results showed that implementing administrative service policies had interpreted the above policies. However, the employee placement arrangement could be more effective because it only places two employees at the file verification counter, so its implementation results in long queues. This shows a need for coordination by implementers of existing service arrangements and procedures and a lack of socialization in the community, resulting in a weak ability to adapt to the procedures and service innovations that have been carried out.

Abstract

The purpose of this study to analysis the effect of training service toward performance of managerial, to analysis the effect of training service toward organization governance, and analysis indirect effect the training service through performance of managerial toward organization governance on BPSDM South Sulawesi Province. The research applied on BPSDM South Sulawesi Province with population as amount 583 employees and samples as amount 237 respondent through Slovin formulation. Data from questioner to analysis with path analysis. The result of research with path analysis obtained: the first, implementation of training service have effected toward organization governance in BPSDM. The second, the practice performance of managerial not yet to support the implementation of training service in effect toward organization governance in BPSDM. The result of test showed that the training service have positive and significant toward organization governance. That meaning the implementation of training service, so can to increase the organization governance. better of implementation the training service so the organization governance in BPSDM South Sulawesi Province more increase it.
