Abstract

Abstract Public Service Mall (MPP) is a place where activities or public service delivery activities take place for goods, services and/or administrative services to provide services that are fast, easy, affordable, safe and comfortable. Public Service Mall (MPP) is a bridge that connects and brings the government closer to its people. The purpose of this study is to determine the effectiveness of public service malls in the implementation of population administration services in Sumedang district. The theory used in this study is the theory according to Gibson (1996) about organizational effectiveness with 5 indicators namely Production, Quality, Efficiency, Flexibility, Satisfaction and Development. This research method is descriptive with a qualitative approach. The informants were determined in three ways, namely purposive sampling, snowball sampling and accidental sampling. The data collection techniques used were interviews, observation, documentation and data triangulation. Data analysis techniques were carried out by Data Reduction, Data Presentation and Data Verification. The results of the study show that the presence of Public Service Malls in the administration of population administration services is generally effective, although there are several elements that influence the achievement of effectiveness. This can be seen from the dimensions used in this study. The development aspect has not been carried out in a sustainable manner in terms of budget support and program activities. Abstract

Districts hold a strategic position connecting regencies with villages and vice versa. Therefore, innovation in sub-district services through PATENT is a breakthrough in promoting sub-districts as community service centers. This study aims to determine and analyze the implementation of delegated authority by the Head of Sungai Mandau Sub-district, Siak Regency and Siak Hulu Sub-district, Kampar Regency, the factors that hinder the delegation of authority, the implications for implementing regional regulations, the performance of the sub-districts in the last 3 years, and the model of delegation of authority delegated to the sub-districts. Using a descriptive-explanatory qualitative approach, the study finds: First, delegative authority is being implemented well in Sungai Mandau Sub-district, whereas in Siak Hulu it is not yet running smoothly. Second, obstacles to exercising authority come from both superiors and subordinates. In Sungai Mandau, the Regent has no doubt about the sub-district head's capability and sees no problems with his performance. In Siak Hulu Sub-district, the Regent is concerned about the quality of his staff's work, while the sub-district head experiences difficulty in carrying out his tasks. Third, the implications of local-regulation implementation different: in Sungai Mandau the implications are positive, whereas in Siak Hulu they are less favorable. Fourth, with respect to sub-district performance over the past three years, Sungai Mandau has shown improvement, while Siak Hulu has remained flat. Fifth, the model used by the Regent to delegate authority to the sub-district head differs by regency: Siak employs the Rational-Comprehensive model, whereas Kampar uses the Incremental model. Abstract

Village development in Indonesia continues to face tensions between formal decentralization mandates and persistently centralized governance practices. Although Law Number 6 of 2014 on Villages was intended to strengthen village autonomy, its implementation is often constrained by rigid central regulatory frameworks and standardized fiscal controls, limiting local participation and contextual responsiveness. This study offers a conceptual and empirical contribution by developing and examining an integrated hybrid and collaborative governance model for village development. Employing a qualitative research design, data were collected through in-depth interviews, participatory observation, and document analysis conducted in six villages in Kampar Regency, Riau Province. The findings indicate that hybrid governance, which combines top-down regulatory mechanisms with bottom-up community participation, enhances policy flexibility, responsiveness, and contextual alignment at the village level. Furthermore, the incorporation of collaborative governance strengthens cross-sectoral coordination among central and local governments, village institutions, private actors, and civil society organizations, thereby reducing fragmentation in policy implementation. Theoretically, this study operationalizes hybrid and collaborative governance within the context of village development policy. Practically, it provides policy-relevant insights for strengthening the legitimacy, responsiveness, and sustainability of decentralized governance in Indonesia.

Abstract

Penelitian ini mengkaji praktik manajerial serta kebijakan-kebijakan yang dilakukan oleh manajemen puncak TNI AU dalam proses dan praktiknya untuk mensejahterakan anggotanya melalui dimensi kepemimpinan karakteristik, kesiapan organisasional, komitmen organisasional, strukturasi adaptif, akuntabilitas dinamis, dan kesejahteraan sosial. Metode penelitian menggunakan pendekatan kualitatif etnografi. Ruang lingkup penelitian meliputi organisasi TNI AU Koopsud 1 Jakarta secara keseluruhan. Penelitian menggunakan tiga tingkatan informan (3 pembuat kebijakan, 12 pelaksana kebijakan, dan 17 penerima kebijakan), memperhatikan reliabilitas, validitas dan kredibilitas data informan. Hasil penelitian menunjukkan: (1) kepemimpinan karakteristik mampu mengoptimalkan kesejahteraan para anggota TNI AU; (2) kepemimpinan karakteristik di TNI AU telah menguatkan kesiapan dan komitmen organisasional dalam penyejahteraan personel TNI AU; (3) kepemimpinan karakteristik mampu mengoptimalkan kinerja organisasi melalui aspek strukturasi adaptif; (4) kepemimpinan karakteristik mampu mengoptimalkan kinerja secara akuntabilitas dinamis; (5) aspek formulasi dan sasaran strategik untuk manajemen sumber daya manusia didasari atas kapasitas kepemimpinan karakteristik; (6) kepemimpinan karakteristik penting untuk menjalankan prosedur, sistem dan untuk menjadi dasar pembuatan kebijakan.

Abstract

Studi ini bertujuan untuk menggambarkan aspek-aspek open government dalam perencanaan pembangunan daerah dan menganalisis perencanaan pembangunan yang ideal dalam mengadopsi aspek-aspek open government. Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. Penelitian ini juga merekomendasikan dilakukannya penelitian khusus terkait OG dan pengayaan konsep partisipasi dan transparansi.

Abstract

Non-procedural migration in Indonesia presents serious legal and human rights challenges, particularly in the deployment of migrant workers outside formal governance frameworks. These practices increase vulnerability to human trafficking and cause violations of fundamental rights, including inadequate health protection in host countries. This study examines the effectiveness of early detection policies in preventing non-procedural Indonesian migrant workers and proposes an alternative preventive model. The research applies a qualitative approach and analyzes data collected between November 2024 and June 2025 through document analysis and in-depth interviews using NVivo 12. The findings indicate that, first, institutions fail to coordinate effectively and allocate sufficient resources to implement early detection policies; second, village-level governments do not actively engage in prevention efforts, which limits outreach and weakens migration literacy in migrant-sending communities; and third, prospective migrant workers rely predominantly on brokers and informal networks for migration-related information. Based on these findings, this study introduces the IR-NET (Networking for Early Detection) model as a strategic innovation to strengthen early detection mechanisms and enhance the prevention of non-procedural migration.
