Abstract

The Performance of Regional Financial Management (PKD) holds a crucial objective to ensure the achievement of sustainable development and community welfare through a commitment to the principles of good governance as mandated by Law Number 1 of 2022. The aim of this research is to analyze the extent of the influence of organizational culture on the performance of regional financial management in the Provincial Government of Jambi. A quantitative research method was employed, involving a sample of 445 respondents out of a population of 713 individuals. Data analysis utilized the Structural Equation Model (SEM) LISREL from the collected data through research questionnaires. The results of the study indicate that the path analysis measurement and t-value produce a significant influence of organizational culture on the performance of regional financial management. The dimensions of organizational culture that have the most significant influence are stability and attention to detail. The research findings yield a Standard Financial Performance Transformation Model as a novel discovery, where the performance of regional financial management is determined by the dimensions of stability and attention to detail.

Abstract

Land border management between the Republic of Indonesia (RI) and the Democratic Republic of Timor-Leste (RDTL) is hindered by structural fragmentation, resulting in a dichotomy between security and welfare approaches. Although policy has shifted from a hard border approach to a soft border, its implementation is still dominated by the sectoral egos of security and development institutions. This situation results in grandiose infrastructure development, often masking underlying problems such as poverty and low institutional capacity. This study uses a qualitative approach with policy document analysis and semi-structured interviews in Belu Regency. This article aims to criticize the weaknesses of the existing dual governance model and propose a more effective integrated solution. Using the theoretical framework of the Penta-Helix Model, this study analyzes the roles of the Government, Academics, Business Actors, Communities, and the Media. The results show that the participation of non-state actors remains peripheral and uninstitutionalized. As a key contribution, this article proposes an Integrated Border Governance Model (IBGM). This model rejects the concept of dual Centers of Gravity and instead proposes the establishment of a co-chaired Governance Council for consensus-based decision-making. The IBGM model offers a path to achieving national security through a synergy between sovereignty and welfare, transforming the border from a dividing line to a bridge of shared prosperity and security.

Abstract

Abstract Public Service Mall (MPP) is a place where activities or public service delivery activities take place for goods, services and/or administrative services to provide services that are fast, easy, affordable, safe and comfortable. Public Service Mall (MPP) is a bridge that connects and brings the government closer to its people. The purpose of this study is to determine the effectiveness of public service malls in the implementation of population administration services in Sumedang district. The theory used in this study is the theory according to Gibson (1996) about organizational effectiveness with 5 indicators namely Production, Quality, Efficiency, Flexibility, Satisfaction and Development. This research method is descriptive with a qualitative approach. The informants were determined in three ways, namely purposive sampling, snowball sampling and accidental sampling. The data collection techniques used were interviews, observation, documentation and data triangulation. Data analysis techniques were carried out by Data Reduction, Data Presentation and Data Verification. The results of the study show that the presence of Public Service Malls in the administration of population administration services is generally effective, although there are several elements that influence the achievement of effectiveness. This can be seen from the dimensions used in this study. The development aspect has not been carried out in a sustainable manner in terms of budget support and program activities.
