Implementation of the Family Hope Program in Improving the Living Standards of Early Childhood in Wonokusumo Village, Surabaya City Ivani, Ahmad Yusril; Wibawani, Sri

Abstract

The aim of this research is to determine and describe the implementation of the Family Hope Program in improving the standard of living of young children in Wonokusumo Village, Surabaya City. The research method used is qualitative descriptive research. Data collection techniques use interviews, observation and documentation. The technique for determining informants is purposive sampling analysis and snowball sampling. The data analysis technique uses interactive model data analysis developed by Miles Huberman, namely Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing and Verification, according to the research focus based on policy implementation theory according to Charles O Jones with three indicators, (1) Organization (2) Interpretation (3) Application. The results of the research are, (1) the organization, policy implementers understand what they are doing in accordance with their main duties and functions, (2) Interpretation, policy implementers refer to related regulations, namely Minister of Social Affairs regulation number 1 of 2018, and guidelines for implementing the Family Hope Program. They have carried out activities in accordance with what is written in the regulations, the procedures for implementing each activity have also been carried out appropriately by the policy implementers. (3) application, the program targets also understand what they are doing, such as participating in mentoring activities, procedures for receiving assistance, so that this is applicable. Therefore, the existence of this family hope program assistance is still not able to improve the standard of living of young children even though policy implementers can carry out their respective main tasks and functions, and parents of early childhood have been applicable in carrying out procedures in accordance with coordination with the policy implementer.

Abstract

Grebeg Suro Ponorogo is a cultural preservation program that becomes an annual celebration in Ponorogo Regency. In its implementation, Grebeg Suro Ponorogo is supported by the APBD budget, which in 2024 experienced a decrease in the budget, making the Ponorogo Regency Culture, Tourism, Youth and Sports Office collaborate with private parties to cover the existing budget shortfall. The purpose of this study, namely to describe and describe the collaborative governance process in the Implementation of Grebeg Suro Ponorogo in 2024. This research uses a descriptive qualitative type with the technique of determining informants through purposive sampling and snowball sampling. The data collection technique was carried out by combining three methods, namely observation, interviews, and documentation which were analyzed using the interactive analysis model belonging to. The collaborative governance model was analyzed using the theory (Ansell & Gash, 2008) including initial conditions, institutional design, leadership, collaboration process. The results showed that the collaboration that exists in Grebeg Suro Ponorogo has been running well between the Ponorogo Regency Culture, Tourism, Youth, and Sports Office and PT Local Hero Motivation. Abstract

Health is a basic need for every individual that must be fulfilled. UHC is a condition where all individuals and groups receive health services without being hindered by costs. Law Number 32 of 2004 on Regional Government states that health affairs are mandatory matters under the authority of local governments, including Gresik Regency. The seriousness of Gresik Regency in promoting the realization of UHC can be proven by the implementation of UHC (PBID) based on Gresik Regent Regulation Number 60 of 2022 concerning the Implementation of UHC in the National Health Insurance Program in Gresik Regency. The Gresik Regency Government has launched free health insurance, only requiring the presentation of an ID card and/or family card. Since its implementation, UHC in Gresik Regency has continuously increased, earning a UHC award in 2023. Gresik Regency has a remote area called Bawean Island. The geographical condition of Bawean Island, as an outermost area of Gresik Regency, which is far from the regency center, certainly affects access to health services. The main focus of this research is to conduct an evaluation using Michael Scriven's formative evaluation model, which consists of measuring the periodic implementation results, measuring whether clients or participants are moving towards the desired goals, and measuring whether resources have been used according to plan. This research uses descriptive research with a qualitative approach, collecting data through observation, interviews, and documentation. The research results show that UHC PBID has achieved the UHC objectives stated in Regent Regulation Number 60 of 2022, clients or participants have moved towards the desired goals, but resources have not been used according to plan.
