Abstract

THE SUCCESS FACTORS IN THE ISSUANCE OF BUILDING PERMIT (IMB) IN GIANYAR REGENCY, BALIABSTRACTThe improvement of development sector in Gianyar Regency has increased every year. This leads to the increasing of the number of the registration of Building Permit (IMB). Normally, IMB registration process takes 7 working days.. In fact this process can take longer than 7 working days, therefore disappointing to the applicants. The number of complaints that arise as well as the occurrence of cases of illegal levies in the permit service IMB caused the accountability of the service and the level of satisfaction of the applicants were questioned. Based on this situation, there is a need to analize the factors that influence the accountability and the level of satisfaction of the applicant. This research used a mixed methodinvolved survey and interview using a questionnaire. The respondents were selected based on nonprobability sampling technique (purposive sampling), covered the respondent which completed all stages of IMB’s registration process, ranging from the consultation stage to the issue of the permits in 2017. Analysis was performed using Analytical Hierarchy Process (AHP) method by assessing the importance level among alternatives under certain criteria, to obtain the weight of each alternative. The results showed that several important factors that influence on the evaluation of accountability of IMB service and the satisfaction of the applicant included timeliness (14,6%), accuracy and honesty (12,8%), responsible and non-discriminative (12,8%), and accuracies of staff (12.6%). Meanwhile, the important factors related on the evaluation of the applicant's satisfaction were timeliness (15.0%), responsible and non-discriminatory factor (13.3%), retribution cost factor (12.7%).

Abstract

The Covid-19 virus pandemic that hit Indonesia, especially Bali, had a huge impact on people's lives. This has an impact on several sectors, ranging from the health sector, the economy, education, tourism, including the development sector. The Corona outbreak has forced all countries to revise the development plans that have been proclaimed. Targets were realistically adjusted, assumptions were changed according to current circumstances, and short-term program priorities were shifted largely to address the Covid-19 pandemic. In the context of accelerating development to restore economic conditions, several small-scale construction service actors are still able to carry out development even though they have to experience several obstacles. During the implementation of development during a pandemic, of course, some costs undergo significant changes that can even cause cost overruns. The swelling of construction project costs is highly dependent on several factors, both internal and external factors of the project. Several factors were very influential in cost overruns during the implementation of projects carried out by small-scale construction service actors during the Covid-19 pandemic, including inaccurate cost estimates (9.33%), errors in choosing work methods (8.84%) ), low labor productivity (8.15%), dimensional error/measurement of work in progress (8.14%), frequent work delays (8.04%), schedule delays due to weather effects (8.00%), an increase in material prices (7.94%), high equipment prices/rents (7.67%), delays/lack of materials and materials (7.31%), material damage (6.81%), material specifications required unsuitable (6.52%), and untimely payment methods (6.26%).

Abstract

Perencanaan proyek merupakan bagian dari realisasi pelaksanaan proyek. Dalam tahap perencanaan ini ada beberapa kegiatan yang dilakukan, salah satunya adalah estimasi biaya. Estimasi biaya memegang peranan penting dalam penyelenggaraan proyek, mengingat kesalahan dalam membuat estimasi proyek bisa berakibat kesalahan dalam pengambilan keputusan menjalankan proyek. Di masa pandemi Covid-19, banyak hal yang harus dipertimbangkan dalam merencanakan estimasi biaya proyek. Untuk menyelesaikan permasalahan terkait estimasi biaya proyek, dilakukan penelitian untuk mengetahui faktor serta metode yang digunakan dalam melakukan estimasi biaya. Analisis data dalam penelitian ini menggunakan metode Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan jika urutan faktor yang paling berpengaruh pada proses estimasi biaya yang dilakukan oleh kontraktor skala kecil di Bali selama pandemi Covid-19 antara lain, harga bahan dan material (14,6%), faktor harga upah (13,8%), spesifikasi proyek (12,8%), tipe bangunan (11,5%), durasi pekerjaan (10,4%), lokasi proyek (11,4%), metode yang digunakan (9,80%), sumber daya (9,50%), dan tahapan kegiatan (7,30%).

Abstract

Bale Perantenan dan Bale Kul-kul adalah fasilitas yang sangat penting bagi keberadaan sebuah banjar. Sementara bale kul-kul digunakan oleh masyarakat Bali untuk berkumpul, berkumpul dalam bale banjar yang dilengkapi dengan kul-kul yang menggantung. Bale perantenan biasanya disebut sebagai dapur suci di pura, di Banjar Kederi, yang terletak di Desa Pekraman Singapadu Kaler. Permasalahan yang terjadi adalah bale perantenan tidak cocok untuk kegiatan krama banjar karena alasan, sebagai berikut; a. estetika, b. struktur bangunan, dan c. efektivitas pemanfaatan. Selain itu, bale kul-kul tidak tersedia di banjar tersebut. Krama banjar telah memutuskan untuk melakukan perbaikan, dan Tim Universitas Warmadewa Mengabdi membantu dalam proses perencanaan. Perencanaan bale perantenan dan balu kul-kul serta mengacu pada sikut dan kondisi bangunan yang ada dapat dilakukan untuk memecahkan masalah yang terjadi pada subjek penelitian. Perencanaan dan perancangan akan dilakukan selama kegiatan pengabdian, yang terdiri dari beberapa tahapan kegiatan:1. Tahap kegiatan permulaan yaitu mengukur kondisi eksisting bangunan yang ada, 2. Persiapan menggunakan metode diskusi untuk penyamaan persepsi dan penguatan komitmen kepada aparatur dinas maupun adat beserta tokoh masyarakat, 3. Metode Focus Group Discussion (FGD), untuk menjaring masukan dalam rangka identifikasi kebutuhan, 4. Evaluasi serta tindakan penyusunan dokumen rencana perancangan Bale Perantenan dan Bale Kul-Kul.

Abstract

Pura Keju yang berlokasi di Desa Sibetan, Kecamatan Bebandem, kabupaten Karangasem, Bali merupakan sebuah pura lama yang saat ini sedang dalam kondisi kerusakan parah akibat terdampak gempa bali tahun 2021. Kondisi Pura saat ini terdapat bangunan pelinggih yang roboh, bale tanpa atap, penyengker yang hilang, dsb. Keadaan tersebut membuat masyarakat adat Desa Sibetan menjadi prihatin dan melalui Penyarikan Desa Adat menyatakan membutuhkan bantuan tenaga ahli yang bisa membantu didalam mewujudkan Pura Keju Kembali seperti saat awal dibangun. Tim PkM Universitas Warmadewa merespon kebutuhan tersebut dan telah melaksanakan penjajakan awal untuk pemetaan kondisi actual di Pura Keju. Berdasarkan hasil penjajakan Pura Keju membutuhkan sebuah rencana penataan berbentuk Masterplan yang dimana didalamnya berisikan dokumen data kerusakan pura, data keadaan pura awal dibangun, dan gambar konseptual rancangan rekonstruksi Pura Keju. Metode Pelaksanaan pengabdian adalah perancangan arsitektur partisipatif, dimana Tim PkM akan melibatkan mitra (Masyarakat, Pemangku Adat, dsb) selaku stakeholder dalam proses penyusunan masterplan. Diharapkan kedepannya Tim PkM Universitas Warmadewa dapat tersu mengawal rencana ini sampai pada tahap impelementasi rekonstruksi di lapangan dari Pura Keju.

Abstract

Population growth results in increasing demand for residential space and built-up land. This will have an impact on the environment, namely reducing the quality of green open spaces in carrying out ecological functions. As happened in Denpasar City, one of which is in the North Denpasar area. The availability of green open space in Denpasar City is dominated by private green open spaces originating from residential areas, namely residential yards. However, as in the Peguyangan Kangin Village Area, even though it is dominated by residential areas where land use is privately owned, the provision of private open space is actually very minimal. It is feared that this dynamic will have a negative impact on the surrounding environment in the future. Therefore, it is important to carry out this research with the aim of analyzing the quality of private green open space in terms of its ecological function and the availability of private green open space in the Peguyangan Kangin Village area. This research uses a qualitative method with a descriptive approach. The object of research will focus on private green open space in residential yards in Peguyangan Kangin Village. The research results show that in general the quality of private green open space in residential yards in the Peguyangan Kangin area is not optimal, both in terms of area and vegetation in carrying out ecological functions. The research results also show that there are several factors that influence the quality of private green open space, one of the most dominant of which is land availability.

Abstract

Bali is one of the provinces that are destinations for foreign and domestic tourists. This causes Bali to follow developments in several sectors, one of which is the construction sector. Of course, every building in Bali must guarantee its safety and comfort. Especially in infrastructure buildings, the security of which must be guaranteed because it involves the safety of many people inside. For example, hospital buildings included in risk category IV need to pay attention to their deviations. For example, in the Udayana University oral dental hospital building which was previously planned using SRPMK, the design deviation value met the requirements or did not exceed the permit deviation. This oral dental hospital building will be re-planned using a dual system. So these two structural systems are chosen for comparison regarding the deviation values ​​between the two to provide information regarding which structural system is more optimal. In this writing, the analysis shows that the deviation value produced by the dual system is smaller than the special moment resisting frame system. Namely, with a maximum value of the double system of 8.96 mm and SRPMK with a maximum value of 21.696 mm with a clearance of 30.77 mm on the 2nd floor in the x direction and in the Y direction the maximum value of the double system is 12.60mm and SRPMK with the The maximum value is 20.07 mm with a permit of 26.92 mm on the 3rd floor.

Abstract

The Keju Temple in Sibetan Traditional Village, Karangasem, Bali, was damaged by the 2021 earthquake, requiring technical documentation for the revitalization process. This Community Service (PkM) activity aims to prepare a Detailed Engineering Design (DED) for the arrangement of the Keju Temple using a participatory architectural approach that combines modern technical standards (SNI 1726:2019, SNI 1727:2020, PUIL 2011) with Balinese local wisdom (Asta Kosala Kosali, Tri Mandala, Tri Angga). The implementation method is carried out through five stages: socialization, training, DED preparation, FGD, and evaluation. The results of the activity are hard products (Architectural, Structural, and MEP DEDs) and soft products (increased community knowledge about technical documents and grant flows). The knowledge test showed an average increase of 40 points from the pre-test to the post-test, confirming the success of technology transfer. This activity has a double impact: tangible benefits for the community in the form of DED documents ready to be submitted for development grants, as well as academic productivity for universities through publications, IPR, and dissemination.

Abstract

Keterlambatan proyek konstruksi merupakan permasalahan yang sering terjadi dan berdampak signifikan terhadap kinerja waktu, biaya, serta kualitas hasil pekerjaan. Proyek pembangunan Gedung KPU dan Bawaslu Kabupaten Badung merupakan salah satu contoh proyek yang mengalami keterlambatan akibat kekurangan tenaga kerja dan keterlambatan pengiriman material. Penelitian ini bertujuan untuk menganalisis kinerja proyek dari aspek waktu dan biaya serta memperkirakan penyelesaian proyek menggunakan metode Earned Value Method (EVM). Metode penelitian yang digunakan adalah kuantitatif dengan memanfaatkan data sekunder berupa time schedule, RAB, dan laporan harian proyek. Analisis dilakukan menggunakan parameter BCWS, BCWP, dan ACWP serta indikator kinerja CV, SV, CPI, dan SPI untuk mengetahui deviasi kinerja proyek secara komprehensif. Hasil penelitian menunjukkan bahwa nilai SPI < 1 sejak minggu ke-4 yang mengindikasikan keterlambatan proyek dibandingkan rencana awal, sedangkan nilai CPI > 1 menunjukkan bahwa biaya yang dikeluarkan lebih efisien dari anggaran yang direncanakan. Estimasi biaya akhir proyek sebesar Rp15.360.053.225,15 lebih rendah dibandingkan nilai kontrak awal, sedangkan estimasi waktu penyelesaian proyek menjadi 183 hari atau mengalami keterlambatan selama 33 hari dari jadwal. Kondisi ini menunjukkan bahwa proyek mampu mengendalikan biaya meskipun mengalami keterlambatan waktu. Kesimpulannya, metode EVM terbukti efektif dalam mengevaluasi kinerja proyek serta memprediksi kondisi akhir proyek secara kuantitatif. Rekomendasi yang dapat diberikan adalah penambahan tenaga kerja, optimalisasi manajemen rantai pasok, serta peningkatan pengawasan proyek guna mempercepat progres pekerjaan dan meminimalkan risiko keterlambatan pada proyek konstruksi sejenis.

Abstract

The construction industry plays a significant role. Construction projects carry a high level of risk, particularly in financial management and in balancing cash flow between revenue and expenditure. This study aims to analyze cash flow and evaluate the financial condition of the SDN 6 Kuta building construction project based on the schedule. The method used is descriptive quantitative, utilizing secondary data in the form of the Implementation Budget Plan, time schedule, and project progress reports. The results indicate that the project's Implementation Budget Plan Rp 1,975,413,914, with a payment system in installments and a 10% down payment. An analysis of the existing cash flow indicates a cash flow imbalance. In some periods, particularly until the middle of the project, cash outflows exceeded cash inflows, resulting in a deficit (overdraft), requiring the contractor to use personal funds to maintain the project. The implementation of alternative policies, such as increasing the down payment to 25% and adding additional funding sources, resulted in a more stable cash flow pattern, with cash receipts tending to exceed expenditures for most of the project period. Although the profit under the existing policy is higher at 12.58% compared to the alternative policy at 9.45%, the alternative policy is considered more optimal because it reduces the risk of overdrafts and improves the project's financial stability. Therefore, proper cash flow management through adjustments to payment systems and funding strategies significantly impacts the success of construction projects, not only in terms of profitability but also in terms of liquidity and project sustainability.
