Abstract

Penelitian ini bertujuan untuk menganalisis dimensi warisan budaya sebagai ikon pariwisata di Kalimantan Timur. Secara khusus menganalisis tentang potensi warisan budaya yang dapat dijadikan alternatif simbol pariwisata Kaltim dan strategi pengembangannya. Kajian ini searah dengan kebijakan pemerintah di bidang pariwisata, terutama terkait dengan UU RI No. 11 tahun 2010 tentang Cagar Budaya, dan UU RI No. 5 Tahun 2017 tentang Pemajuan Kebudayaan. Penelitian ini dilakukan di Kalimantan Timur sebagai calon ibu kota Negara, dengan menggunakan metode Field Research yakni terjun langsung untuk meninjau lokasi dilapangan untuk mencermati bentuk bentuk warisan budaya di Kalimantan Timur dan menentukan Strateginya sesuai dengan kondisi di lapangan. Hasil Analisis menemukan Ada tujuh Warisan budaya yang berpeluang menjadi alternative icon pariwisata Kalimantan Timur, yaitu: situs lukisan gua prasejarah, prasasti yupa Kutai, Desa Budaya Pampang, Museum Samarinda, Kampung Tenun Samarinda, Masjid Baitul Muttaqin, Masjid Shirotal Mustaqim. Kedua,untuk dapat dijadikan icon pariwisata Kalimantan Timur maka warisan budaya tersebut perlu dikembangkan secara terintegrasi. Strategi yang penting untuk dikembangkan adalah searah dengan konsep manajemen sumberdaya budaya, yaitu pemanfaatan warisa budaya demi kelestariannya.

Abstract

The issuance of Bali Governor's Regulation Number 1 of 2020 concerning the Management of Balinese Fermented and/or Distilled Drinks, which aims to build production standardization to ensure the safety and legality of fermented and/or distilled beverage products, especially Balinese, while preserving the community's ritualistic traditions related to the use of arak. in religious activities. This research aims to analyze the policy of Bali Gubernatorial Regulation No. 1 of 2020 and reviewing the effectiveness of implementation regarding efforts to improve the welfare of farming communities. This descriptive qualitative research uses an ethnographic approach, which examines a group of farming communities with distinctive ethnicities in Sibetan Village, Bebandem District, Karanganyar Regency. Data was collected through interviews and discussions as well as literacy, which was then carried out interpretive analysis. The research results show that Bali Governor Regulation no. 1 of 2020 is running effectively, as evidenced by the community's willingness to utilize and process agricultural products into Balinese arak products of good quality and become export commodities, followed by fulfilling administrative requirements in accordance with laws and regulations regarding alcoholic beverages. The existence of this regulation has been proven to be able to improve the economic welfare of the community, which is also proven by the establishment of cooperatives and collaboration with several companies and turning traditional Balinese wine into an export commodity.

Abstract

Pengelolaan data kepegawaian, Kabupaten Badung dilakukan dengan Sistem Informasi Manajemen Kepegawaian (SIMPEG) berbasis web. Pelaksanaan program oleh Badan Kepegawaian dan Pengelolaan Sumber Daya Manusia (BKPSDM) Kabupaten Badung berupaya meningkatkan manajemen dan administrasi kepegawaian secara cepat, tepat dan akurat. Kendatipun program ini telah terlaksana dengan baik, namun belum mencapai hasil yang optimal. Penelitian ini berupaya menganalisis efektivitas implementasi kebijkasanaan program di BKPSDM Kabupaten Badung. Dua masalah yang dikaji adalah: (1) efektifitas implementasi program SIMPEG berbasis web di BKPSDM Kabupaten Badung, dan (2) Faktor-faktor yang mempengaruhi implementasi program SIMPEG tersebut. Tujuan penelitian adalah untuk mengetahui efektivitas implementasi program SIMPEG berbasis web di BKPSDM Kabupaten Badung dan faktor-faktor yang menjadi menghambat implementasi program SIMPEG berbasis web di BKPSDM Kabupaten Badung. Pendekatan yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan penerapan teori Edwards III dan teori Bambang Sunggono. Pengumpulan data dilakukan dengan teknik observasi, wawancara mendalam, dan dokumentasi. Pemilihan informan menggunakan teknik purposive sampling, dan analisis data dengan kualitatif bersifat induktif. Hasil penelitian menunjukkan bahwa implementasi program SIMPEG berbasis web di BKPSDM Kabupaten Badung sudah berjalan cukup baik sesuai dengan empat unsur yang menentukan implementasi kebijakan yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Faktor-faktor yang menjadi hambatan dalam implementasi program SIMPEG berbasis web di BKPSDM Kabupaten Badung menyangkut isi kebijakan, dukungan SDM, sarana prasarana dan komunikasi.

Abstract

Abstract The Balancing Fund is Regional funding sourced from the State Budget consisting of Revenue Sharing Funds (DBH), General Allocation Funds (DAU), and Special Allocation Funds (DAK). The Balancing Fund is intended to reduce the imbalance of government funding sources between the Center and the Regions, and to reduce the funding gap between the Regions. The Special Allocation Fund is intended to help finance special activities in certain Regions which are the affairs of the Region and in accordance with national priorities, specifically to finance the needs of basic public service facilities and infrastructure that have not yet reached certain standards or to encourage the acceleration of Regional development. The Karangasem Regency Government has received a Special Physical Allocation Fund but in September 2017 there was an eruption of Mount Agung. The problems studied are: How is the Implementation of Physical DAK Management Policies in Karangasem Regency Government for the 2017 Budget Year due to the eruption of Mount Agung? What factors are the obstacles in carrying out physical DAK activities in the Karangasem Regency Government 2017 Budget Year? And what are the implications that occur due to obstacles in the implementation of programs and activities of the Special Physical Allocation Fund in Karangasem Regency, 2017 Budget Year? The theoretical basis used is the Van Meter and Van Horn theory, and Abidin theory. The research method used is a qualitative method with descriptive design, namely research that gives a careful description of a particular individual or group about the circumstances and symptoms that occur with information obtained from sources that are relevant to the issues raised. The object of research was carried out in the Regional DAK Management Organization Organization for the 2017 Budget Year in the Karangasem Regency Government. The results of the study concluded that the Implementation of Physical DAK Management Policy in Karangasem District Government 2017 Fiscal Year is in accordance with 6 Variables that affect the implementation performance, but external factors namely the eruption of Mount Agung caused the implementation of this policy could not achieve the target and the program was temporarily stopped until the revocation of the status of Mount Agung Eruption danger. Keywords: Policy Implementation; Mount Agung Eruption; Special Allocation Funds Abstrak Dana Perimbangan merupakan pendanaan Daerah yang bersumber dari APBN yang terdiri atas Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU), dan Dana Alokasi Khusus (DAK). Dana Perimbangan selain dimaksudkan untuk mengurangi ketimpangan sumber pendanaan pemerintahan antara Pusat dan Daerah, serta untuk mengurangi kesenjangan pendanaan Pemerintahan antar Daerah. Dana Alokasi Khusus dimaksudkan untuk membantu membiayai kegiatan-kegiatan khusus di Daerah tertentu yang merupakan urusan Daerah dan sesuai dengan prioritas nasional, khususnya untuk membiayai kebutuhan sarana dan prasarana pelayanan dasar masyarakat yang belum mencapai standar tertentu atau untuk mendorong percepatan pembangunan Daerah. Pemerintah Daerah Kabupaten Karangasem telah mendapatkan Dana Alokasi Khusus Fisik namun pada bulan September Tahun 2017 telah terjadi Erupsi Gunung Agung. Permasalahan yang diteliti adalah : Bagaimanakah Implementasi Kebijakan pengelolaan DAK Fisik di Pemerintah Daerah Kabupaten Karangasem Tahun Anggaran 2017 akibat Erupsi Gunung Agung? Faktor-faktor apakah yang menjadi kendala dalam hal menjalankan kegiatan DAK Fisik di Pemerintah Daerah Kabupaten Karangasem Tahun Anggaran 2017? Dan Implikasi apakah yang terjadi akibat adanya kendala pelaksanaan program dan kegiatan Dana Alokasi Khusus Fisik di Kabupaten Karangasem Tahun Anggaran 2017? Landasan teori yang digunakan adalah teori Van Meter dan Van Horn, dan teori Abidin. Metode penelitian yang digunakan adalah metode kualitatif dengan desain deskriptif, yaitu penelitian yang memberi gambaran secara cermat mengenai individu atau kelompok tertentu tentang keadaan dan gejala yang terjadi dengan informasi yang didapatkan dari sumber yaung relevan dengan permasalahan yang diangkat. Obyek penelitian di lakukan di Organisasi Perangkat Daerah Pengelola DAK Fisik Tahun Anggaran 2017 pada Pemerintah Daerah Kabupaten Karangasem. Hasil penelitian didapatkan kesimpulan bahwa Implementasi Kebijakan pengelolaan DAK Fisik di Pemerintah Daerah Kabupaten Karangasem Tahun Anggaran 2017 telah sesuai dengan 6 Variabel yang mempengaruhi kinerja implementasi, akan tetapi faktor eksternal yakni terjadinya Erupsi Gunung Agung menyebabkan implementasi kebijakan ini tidak dapat mencapai sasaran dan program tersebut dihentikan sementara hingga dicabutnya status bahaya Erupsi Gunung Agung. Abstract

Abstract Cash intensive work (PKT) is an activity of empowering poor families that is productive by utilizing appropriate resources and technology in reducing poverty, increasing income, and reducing stunting, through self-management, prioritizing local workforce and materials. Lebih Village as a research object with consideration, namely as a tourism area and is near to the government center. This research is entitled "Implementation of Cash Intensive Work Policy in Poor Communities in the Lebih Village, Gianyar". Formulation of research problems, namely: 1) How is the implementation of cash intensive work policy in Lebih Village, Gianyar? 2) Are the supporting factors and constraints of the cash intensive work policy implemented in Lebih Village, Gianyar and 3) What is the impact of the implementation of the cash intensive work policy on the poor in Lebih Village, Gianyar? The theories used are Merilee S. Grindle's, Edwards III, and Jan Mersee's. The research approach uses a qualitative descriptive approach. The technique of determining informants using purposive sampling. Data collection techniques using observation, interviews, and documentation. Data analysis technique is qualitative descriptive data analysis, including data reduction, data display, conclusions and verification. The results of the study concluded that 1) The implementation of the cash intensive work policy in Lebih Village, where the cash intensive work can be implemented well such as : implementing priority activities using the Village Fund; implementation of cash intensive work activities in a self-managed manner; payment of wages in cash; and the involvement of the community as implementers of self-management. 2) Supporting factors for cash intensive work policy, include: Government policies, village institutions, labor availability and types of work, as well as inhibiting factors for cash intensive work policy, including: harmonizing village planning and worker expertise. 3) The impact of cash intensive work policy implementation on the poor in Lebih Village, Gianyar, including: economic, social and cultural impacts. Keywords: Cash Intensive Work; Policy Implementation; Poor Communities Abstrak PKT merupakan kegiatan pemberdayaan keluarga miskin bersifat produktif memanfaatkan sumber daya dan teknologi tepat guna dalam mengurangi kemiskinan, meningkatkan pendapatan, dan menurunkan angka stunting, melalui swakelola, mengutamakan tenaga kerja dan material lokal. Desa Lebih sebagai objek penelitian, karena kawasan pariwisata serta paling dekat dengan pusat pemerintahan. Penelitian ini berjudul “Implementasi Kebijakan PKT pada Masyarakat Miskin di Desa Lebih, Gianyar”. Rumusan masalah, yaitu : 1) Bagaimana implementasi kebijakan PKT di Desa Lebih, Gianyar? 2) Apakah faktor-faktor pendukung dan penghambat kebijakan Padat Karya Tunai dilaksanakan di Desa Lebih, Gianyar?Dan 3) Bagaimana dampak implementasi kebijakan PKT terhadap masyarakat miskin di Desa Lebih, Gianyar? Teori yang digunakan adalah teori kebijakan model Merilee S. Grindle, Edwards III, dan Jan Mersee. Pendekatan penelitian menggunakan pendekatan deskriptif kualitatif. Penentuan informan menggunakan purposive sampling. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Teknik analisis data dengan analisis data deskriptif kualitatif, meliputi reduksi data, display data, penarikan kesimpulan dan verifikasi. Hasil termuan penelitian yaitu 1) Implementasi kebijakan PKT di Desa Lebih, di mana PKT terlaksana dengan baik seperti : pelaksanaan kegiatan prioritas penggunaan Dana Desa; pelaksanaan kegiatan PKT secara swakelola; pembayaran upah secara tunai; serta keterlibatan masyarakat sebagai pelaksana swakelola. 2) Faktor-faktor pendukung kebijakan PKT, meliputi : kebijakan Pemerintah, kelembagaan desa, kesediaan tenaga kerja dan jenis pekerjaan, serta faktor-faktor penghambat kebijakan PKT, meliputi : penyelarasan perencanaan desa dan keahlian pekerja. 3) Dampak implementasi kebijakan PKT terhadap masyarakat miskin di Desa Lebih, meliputi : dampak ekonomi, sosial, dan budaya. Abstract

Excellent service is a demand of the community in assessing the quality of Government services including at the village level. Services are very important so that the community is satisfied with the performance of the Village Government. This study seeks to examine the effect of five dimensions of service quality consisting of reability, responsiveness, assurance, empathy, and tangibles partially and simultaneously on community satisfaction at the Pemecutan Village Office in south, Denpasar. The number of samples used was 100 people, using the Isaac and Michael models. Data were collected using a questionnaire, measuring variables using a Likert scale, scale 5. Test the validity of using the SPSS 24.0 program package for windows and reliability testing using Alpha Cronbach’s. Classical Assumption Test consists of normality test, variance homogeneity test, linearity test, multicollinearity. Test the influence of the independent variable of service quality on the dependent variable of community satisfaction, used the feasibility test of the model with a significance value of the F test results smaller than the level of significance set (α = 0.05). Anova test results, the value of F = 12270 with a probability of sig = 0,000. The results showed that: (1) There was a positive and significant effect of the responsiveness dimension on community satisfaction with a value of 0.466. Sig value. (1-tailed) of 0.005, the probability value of Sig. (1-tailed) or [0.05> 0.005]. (2) There is a positive and significant influence on the reliability dimension to public satisfaction with a value of 0.552, Sig. (1-tailed) of 0,000, the probability value of Sig. (1-tailed) or [0.05> 0,000]. (3) There is a positive and significant effect of the guarantee dimension on community satisfaction with a value of 0.469, Sig. (1-tailed) of 0.005, the probability value of Sig. (1-tailed) or [0.05> 0.005]. (4) There is a positive and significant effect of the assurance dimension on community satisfaction with a value of 0.361, Sig. (1-tailed) of 0,000, the probability value of Sig. (1-tailed) or [0.05> 0,000]. (5) There is a positive and significant effect of the assurance dimension on community satisfaction with a value of 0.385, Sig. (1-tailed) of 0.005, the probability value of Sig. (1-tailed) or [0.05> 0.005]. (6) there are positive and significant influences in the five dimensions of responsiveness, reliability, guarantee, attention and physical ability to Community Satisfaction. The results of the Model Summary table R = 0.628, and the coefficient of Determination (Rsquare) of 0.395, shows that Community Satisfaction (Y) is influenced by 62.8% by the variable Responsiveness (X1), Reliability variable (X2), Guarantee variable (X3), Attention variable (X4) and Physical Ability variable (X5), while the rest (37.2%) are influenced by other factors.

Abstract

Penelitian ini difokuskan pada studi dan perbandingan sistem manajemen PNS di Indonesia dan Korea. Penelitian ini bertujuan untuk memahami sistem manajemen PNS di Indonesia dan Korea melalui perbandingan sistem manajemen PNS di kedua negara tersebut. Selain itu, tujuan dari penelitian ini adalah untuk memperoleh implikasi yang dapat memberikan kontribusi bagi pengelolaan pegawai negeri sipil di Indonesia dan untuk mendorong kerjasama di bidang sistem manajemen PNS antara kedua negara.

Abstract

Evaluation of the Zoning System Policy in the Admission of New Students (PPDB) at State Junior High School (SMPN) 1 AbiansemalThe zoning system policy in its implementation at SMPN 1 Abiansemal has problems, web is difficult to open during the school selection process by students and since the implementation of the school zoning system it has been difficult to find students who have different academic achievements from when admitting students through the TPA route. This shows that it is necessary to evaluate the zoning system policy. The purpose of this study was to evaluate the zoning system policy in the Admission of New Students at SMPN 1 Abiansemal in terms of equal access and quality of education, as well as to find supporting factors and obstacles to the implementation of zoning system policies at SMPN 1 Abiansemal.The research method used is qualitative research methods. The results showed that the zoning system policy was not implemented effectively and efficiently. And it has not been able to create equal access and equal quality in the Admission of New Students at SMPN 1 Abiansemal, because the zoning has not been carried out evenly and there has been a decline in the quality of schools. Supporting factors of the implementation of the zoning system policy in the Admission of New Students at SMPN 1 Abiansemal, including coordination of the office and the school principal, and having SOPs and technical guidelines for implementing zoning system policies in new student admissions at SMPN 1 Abiansemal. The inhibiting factors for the implementation of the Zoning system policy at SMPN 1 Abiansemal include lack of facilities and infrastructure, lack of human resources, limiting the number of quotas and zoning based on the address of the banjar, and pressure from school external parties.

Abstract

Dinamika pariwisata global mengharuskan Bali mengambil dua pilihan kebijakan sekaligus. Disamping turut dalam pusaran budaya modernisasi global, sekaligus dituntut adanya penguatan terhadap adat dan tradisi sebagai ciri identitas kebudayaan Bali. Kecendrungan ini melanda Tuban sebagai salah satu destinasi wisata Bali. Akibat perkembangan pariwisata telah merubah tatanan masyarakat Tuban dari desa tradisional menjadi desa global. Desa Adat Tuban dihadapkan oleh sejumlah persoalan yang kompleks seperti masalah perceraian, penduduk pendatang (krama tamyu), pengangkatan anak (memeras sentana), pelaksanaan upacara agama, dan pengelolaan asset desa adat. Untuk menanggulangi permasalahan tersebut Desa Adat Tuban membentuk Kerta Desa, yakni semacam lembaga peradilan di tingkat desa adat. Akan tetapi, lembaga ini belum bisa berperan optimal karena tidak didukung oleh sarana prasarana yang memadai, dan ketentuan tertulis yang mengatur wewenang, fungsi serta tugasnya. Selain itu, krama desa belum mengerti dan memahami keberadaan lembaga peradilan desa ini. Memperhatikan fenomena tersebut, dipandang perlu dilakukan action research. Program ini bertujuan memberdayakan Kerta Desa dengan target khusus mengoptimalkan peran Kerta Desa melalui penyusunan draf perarem, fasilitasi pengadaan sarana prasarana, dan sosialisasi Kerta Desa kepada krama adat Tuban. Objek Sasaran atau yang menjadi mitra kerja sama difokuskan kepada pengurus Kerta Desa dan tokoh masyarakat Desa Adat Tuban. Metode pendekatan yang diterapkan adalah legal drafting, FGD, dan ceramah. Pelaksanaan kaji tindak menghasilkan tiga hal, yaitu: (1) tersusunnya draf perarem yang mengatur tugas pokok dan fungsi Kerta Desa, (2) tersedianya kantor/ruangan kerja Kerta Desa yang dilengkapi dengan ATK, (3) tersosialilasinya kerta Desa melalui ceramah kepada tokoh masyarakat dan pemasangan papan nama. Abstract

[Title: The Roles of Museum Arma and Museum Burung Bali in Empowering the Culture and Local Society] This article aims to identify roles of Museum Arma and Museum Burung Bali in empowering the culture and local society and to interpret its meaning. The research model is qualitative research. The data collection were done by observation technique, deep interview and documentation, and the data analysis were done inductively. The result shows two ways in empowering the culture and local society. Museum Arma empowers them by museum integrated management model and living museum. Museum Burung Bali empowers them by employing local artist to make collection, souvenirs and traditional Balinese dance performances. The process can be interpreted as local cultural response towards global culture, the deconstructive strategy towards inversion from outside to inside, and the capitalization towards local culture. The conclusion is both museums have roles in empowering the culture and local society towards certain strategies reflexing the meaning of cultural response, local culture improvement, and cultural capitalization.
